The Egyptian National Post Organization Past, Present and Future

Over the last 20 years, the international postal sector has changed drastically due to several forces, including globalization, changing technology, greater demands for efficient services and market liberalization. For Egypt, keeping up with the changing atmosphere in the global market meant investing in information and communication technology. The Ministry of Communication and Information Technology (MCIT), as part of its efforts to transforming government performance using ICT, chose the Egyptian National Post Organization (ENPO) as a model for ICT integrated government portal. The selection was due to ENPO’s extensive network, the public’s confidence and its trust in the organization. The case of ENPO, capitalizing on public-private partnership models, proved successful when reflecting ICT deployment for organizational transformation within the context of an emerging economy. In addition to its importance in providing eGovernment services to citizens, ENPO is evolving as a critical medium for effectively developing Egypt’s eCommerce. This case study takes an in-depth look at how ICT has improved the quality and range of services offered by ENPO, while asserting the magnitude of its impact on the country’s emergence as a competitor in today’s global postal market.

The adoption of Information and Communication Technology (ICT) to organize, integrate, coordinate and manage various activities has become the catalyst for organizational change. The impact of these changes in the public sector have been to change the type of work being performed, demand new levels of productivity and efficiency from those performing the work, and call for a fundamental restructuring of the public sector to reflect the value systems of an information age. The literature on the organizational impacts of Information and Communication Technology have pointed to mixed findings about the success of information technology enabled organizational change, suggesting that the success of such change efforts depends on the combination of technical and social influences. Despite any potential for organizational change in the private sector, information technologies have not been associated with organizational transformation in the public sector. It is suggested that for the public sector to begin reaping the benefits of Information and Communication Technology, public sector managers are going to need to become change agents and manage the change process by managing the technology. <BR>

The village has the right to budget as regulated in Law no. 6 year 2014 on the Village, the village is also given the responsibility to report it accountably, cleanly and transparently. Technology, Information and Communication (ICT) along with its supporters are prepared to make the village have a fast, efficient, transparent governance by sticking to local wisdom. This research uses descriptive qualitative method. Taking data through participatory observation, indepth interview and literature study to explore more deeply how the utilization of communication and information technology in Kesamben Village Kesamben District Jombang.Utilization of Technology, Information and Communication (ICT) in its identification appears on several aspects such as human resources, facilities, infrastructure. The limited human resources capable of Technology, Information and Communication become obstacles in the utilization of Village Information System along with the lack of Internet network.

<p>Pada tahun 2012, Kota Depok memperoleh penghargaan sebagai kota <em>Information and Communication Technology </em>(ICT) dari Kementerian Komunikasi dan Informatika. Salah satu parameter berkembangnya ICT di Kota Depok adalah meningkatnya jumlah pengguna internet dari berbagai sektor terutama perkantoran, hotel dan kampus dengan memanfaatkan jaringan <em>wifi </em>sebagai media transmisinya. Pada penelitian ini, kami melakukan audit terhadap keamanan jaringan <em>wifi</em> di Kota Depok dengan cara melakukan studi lapangan kinerja dan keamanan jaringan <em>wifi</em> menggunakan teknik <em>wardriving</em>. Studi ini mencakup sekitar 536 jaringan <em>wifi</em> di Jalan Margonda Depok. Hasil studi tersebut, kami menemukan bahwa 89% jaringan <em>wifi</em> menerapkan keamanan dengan<em> </em>menggunakan protokol WPA/WPA2, 1% menggunakan protokol WEP dan 10% bersifat terbuka. Kami juga menemukan sebanyak 20% jaringan <em>wifi</em> berada pada <em>channel</em> 1 dan 19% jaringan <em>wifi</em> berada pada <em>channel</em> 6 dan 11. <em>Channel </em>1, 6 dan 11  merupakan <em>channel</em> yang terbaik bagi penggunaan jaringan <em>wifi</em> karena terbebas dari interferensi jaringan <em>wifi </em>lainnya. Oleh karena itu penilaian kinerja dan keamanan jaringan <em>wifi </em>di Kota Depok dinilai sudah baik sesuai dengan standar IEEE 802.11i yaitu tentang peningkatan pengamanan pada jaringan <em>Wifi </em>menggunakan WPA2<em> </em>dan 802.11b tentang pengaturan <em>channel wifi </em>yang tidak menimbulkan interferensi.</p><p><em><strong>Abstract</strong></em></p><p><em>In 2012, Depok City was awarded as the city of Information and Communication Technology (ICT) from the Ministry of Communication and Information Technology.<em>One of the parameters of the development of ICT in Depok City is the increasing number of internet users from various sectors, especially offices, hotels and campuses by utilizing wifi networks as the transmission media. In this study, we conducted an audit of the security of wifi networks in Depok City by conducting field studies on the performance and security of wifi networks using wardriving techniques.</em><em>This study covers about 536 wifi networks on Margonda Street Depok. The results of the study, we found that 89% of wifi networks implement security using the WPA / WPA2 protocol, 1% using the WEP protocol and 10% are open. We also found that as much as 20% of the wifi networks are on channel 1 and 19% of wifi networks are on channels 6 and 11. Channel 1, 6 and 11 are the best channels for using wifi networks because they are free from interference from other wifi networks. Therefore, performance assessment and wifi network security in Depok City are considered to be good in accordance with the IEEE </em><em>802.11i standard which is about increasing security on Wifi networks using WPA2 and 802.11b regarding wifi channel settings that do not cause interference.</em></em></p>

Governance based on the development of information technology and innovation requires human resources who have competence in the application of Electronic Based Government Systems (SPBE), namely the administration of government that utilizes information and communication technology to provide services to SPBE Users. Strategy Improvement of human resource (HR) competence in Information & Communication Technology (ICT) at the Department of Communication and Information and Statistics of West Bandung Regency is done through e-learning methods on computer network competence, programming competence and Multimedia competence. Implementation through the learning of e-learning methods, especially with the introduction of Electronic-Based Government System (SPBE), obtained an average of 9.09 results, which shows that the introduction of SPBE has succeeded in increasing the competence of HR in Information & Communication Technology (ICT) at the Office of Communication and Information Technology and Statistics of West Bandung Regency.

<p>In general, Information and Communication Technology (ICT) is a technology that is associated with the process and management of information and the<br />relationships between information and data (communication). This technology has become a media that can help the process of architectural design, ranging from drawing software to the connector between software. This paper explores ICT in the process of architectural design emphasizing on the process of space-creations which are environmentally friendly, and focusing on the eco-friendly of roof element area. This study explains the "inter-relationship" between a software and a design. The case study is used in order to explaininter-connection design of green and solar panel roof of the building. The result of this study is explained in the form of a diagrammatic explanation of the inter-connection between the software and the design that is diffused in a simulation process. Analysis of 'heat transfer' is presented as a series of the inter-connection.<br />Keywords: Heat transfer, Inter-connection, ICT, Eco-friendly space, Simulation.</p>

Advances in communication and information technology bring many changes to the general habits of society. Communication and information technology is now inseparable from people's lives in this era. With digitalization, people can disseminate and obtain information widely without requiring a long time. The benefits of this easy, cheap, and fast technology have in common with the concept of excellent public service which is the hope of the community. In public services, people want services that are easily accessible, do not incur a lot of costs, and also do not require a long time to receive public services. To provide excellent service in this era of rapid technological progress and the government can optimize the use of information and communication technology in governance, which is known as E-government. Through the development of public service innovations based on E-government, it is expected to be able to provide services that are in accordance with the principles of good governance, so as to improve service quality and community satisfaction. Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) of Badung Regency builds public service innovations called Layanan Perizinan Online (LAPERON). This study uses qualitative research methods through secondary data collection. The development of public services in the LAPERON application can be seen from the availability of LAPERON on the website and also the Mobile Application with various features that make it easier for the public to apply for licensing services.

This case study used a technology readiness level (TRL), market attractiveness level (MAL), and customer readiness level (CRL) to measure the prospect of promising products. The TRL, MAL, and CRL were measured using Delphi methods. A TRL is composed of basic research as well as experimental, prototype, practical, and commercial stages. A market attractiveness level is made up of global market size, global market growth rate, and government policy suitability. A customer readiness level was measured using consumer preference. The promising products were mainly selected as information communication and software related products. Among the technologies and products announced by domestic and foreign organizations, products suitable for research and development tasks of small and medium-sized enterprises were selected. The results of this case study are expected to be committed for the enhancement of the success rate of commercialization for small and medium-sized enterprises by being dedicated to the R&D planning of small and medium-sized enterprises in the ICT (Information and Communication Technology)/SW (Software)) field and proposing a direction to pursue the business. The purpose of this paper is to propose an approach to measure the prospect of promising products by using three levels: TRL, MAL, and CRL, which are measured using Delphi methods. This approach aims to enhance the success rate of commercialization for small and medium-sized enterprises (SMEs).

The performance of E-governance represents the government’s usage of information technology for democratic community and nation building. This paper reports on a content analysis on the application of information technology to “SMS Pandan” and “ULAS” service by Surakarta City government to examine the extent of e-Governance in the Surakarta region.  The analysis is supplement with in-depth interviews with government officials and the community. The analysis used community based monitoring (CBM) framework to explain the effect of information and communication technology (ICT) use on the social accountability of government service and organization. The results show that procedural formality and patriarchical bureaucratic cultures triggered the emergence of ICT paradox and led to pathologies such depersonalization, buck passing, and atrophy of personal responsibility. This in turn has led to the emergence of a pseudo e-governance.
