The Egyptian National Post Organization Past, Present and Future

Over the last 20 years, the international postal sector has changed drastically due to several forces, including globalization, changing technology, greater demands for efficient services and market liberalization. For Egypt, keeping up with the changing atmosphere in the global market meant investing in information and communication technology. The Ministry of Communication and Information Technology (ICT), as part of its efforts to transforming government performance using ICT, chose the Egyptian National Post Organization (ENPO) as a model for ICT integrated government portal. The selection was due to ENPO’s extensive network, the public’s confidence and its trust in the organization. The case of ENPO, capitalizing on public-private partnership models, proved successful when reflecting ICT deployment for organizational transformation within the context of an emerging economy. In addition to its importance in providing e-Government services to citizens, ENPO is evolving as a critical medium for effectively developing Egypt’s e-Commerce. This case study takes an in-depth look at how ICT has improved the quality and range of services offered by ENPO, while asserting the magnitude of its impact on the country’s emergence as a competitor in today’s global postal market.

The adoption of Information and Communication Technology (ICT) to organize, integrate, coordinate and manage various activities has become the catalyst for organizational change. The impact of these changes in the public sector have been to change the type of work being performed, demand new levels of productivity and efficiency from those performing the work, and call for a fundamental restructuring of the public sector to reflect the value systems of an information age. The literature on the organizational impacts of Information and Communication Technology have pointed to mixed findings about the success of information technology enabled organizational change, suggesting that the success of such change efforts depends on the combination of technical and social influences. Despite any potential for organizational change in the private sector, information technologies have not been associated with organizational transformation in the public sector. It is suggested that for the public sector to begin reaping the benefits of Information and Communication Technology, public sector managers are going to need to become change agents and manage the change process by managing the technology. <BR>

The development of Digital Government Services (DGS) is a form of bureaucratic transfor-mation. This research focuses on virtual digital technology used in the government, especially in the tourism office department of Yogyakarta special administrative region which is also known as Daerah Istimewa Yogyakarta (DIY) Province. Based on Ministry of Communication and Information (MoCI) 2012 report, e-Government adoption in DIY was ranked 4th in the country. The province has the vision of becoming a cyber province as one of the ways to fulfil the needs of its residents. The objectives of this study encompass: 1) description of the imple-mentation of e-government in DIY Tourism department; 2) mapping and utilizing the tourism communication strategies to identify e-government implementation in the Tourism department; and 3) assess the role that e-government technology adoption can help to strengthen service encouraging the enhancement of service and creative industries towards contributing to im-prove the higher tourism development in DIY. The research used a case study approach with data collected using informal interview and documentation. Results of the research showed that: 1) the expertise in information and communication technology (ICT) is pivotal for was necessary for the development of ing the tourism-based websites and e-government applica-tions; 2) the importance of developing multimedia-based content to ensure relevant and updat-ed content; and 3) the importance of taking into account the needs and interests of undergradu-ates and undergraduate audience in developing and adoption of e-government services because they constitute the largest segment that uses the virtual digital government services.

This case study used a technology readiness level (TRL), market attractiveness level (MAL), and customer readiness level (CRL) to measure the prospect of promising products. The TRL, MAL, and CRL were measured using Delphi methods. A TRL is composed of basic research as well as experimental, prototype, practical, and commercial stages. A market attractiveness level is made up of global market size, global market growth rate, and government policy suitability. A customer readiness level was measured using consumer preference. The promising products were mainly selected as information communication and software related products. Among the technologies and products announced by domestic and foreign organizations, products suitable for research and development tasks of small and medium-sized enterprises were selected. The results of this case study are expected to be committed for the enhancement of the success rate of commercialization for small and medium-sized enterprises by being dedicated to the R&D planning of small and medium-sized enterprises in the ICT (Information and Communication Technology)/SW (Software)) field and proposing a direction to pursue the business. The purpose of this paper is to propose an approach to measure the prospect of promising products by using three levels: TRL, MAL, and CRL, which are measured using Delphi methods. This approach aims to enhance the success rate of commercialization for small and medium-sized enterprises (SMEs).

The performance of E-governance represents the government’s usage of information technology for democratic community and nation building. This paper reports on a content analysis on the application of information technology to “SMS Pandan” and “ULAS” service by Surakarta City government to examine the extent of e-Governance in the Surakarta region.  The analysis is supplement with in-depth interviews with government officials and the community. The analysis used community based monitoring (CBM) framework to explain the effect of information and communication technology (ICT) use on the social accountability of government service and organization. The results show that procedural formality and patriarchical bureaucratic cultures triggered the emergence of ICT paradox and led to pathologies such depersonalization, buck passing, and atrophy of personal responsibility. This in turn has led to the emergence of a pseudo e-governance.

The recent revolution in technology has encouraged governments throughout the world to change their approaches to providing services to their citizens. Accordingly, some countries have set up e-government portals as one such approach to deliver services efficiently, economically, and promptly. The synergy of information with communication technology has the potential to make e-government a major advance; some citizens, however, are not satisfied with e-services introduced in several countries due to factors including lack of computer skills, limited availability of the Internet, and less than total coverage of necessary infrastructure. Effective E-government has several immediate benefits: 1) to lessen the need of travelling to and queuing in the various government departments; and 2) to combine access to different departments together in one government portal. A case study might be the e-government developments in Saudi Arabia, where, in the last few years, huge amounts of money have been expended to establish e-government service. In this context, the question arises whether the expenditure has been worthwhile. In the current research, the satisfaction levels with these services were surveyed among a set of users in order to determine drawback to using the system or any obstacles to access. Objectives were established in order to achieve the aims, and research questions devised to examine the usage of e-government and the service’s usability, as well as to identify the barriers and factors that can affect the use of e-government. The relationship between these barriers and overall satisfaction levels with respect to e-government projects is also analyzed.

So far, in implementing school strategies, they tend not to utilize Information and Communication Technology (ICT), despite the availability of ICT resources available. Stages of strategic management are needed to generate the vision, mission, objectives, policy, program, budget, and procedures as well as control and evaluation process as an effort to utilize ICT to improve school quality. Based on the interpretation and the results of the study, it is concluded that schools have organized stages in strategic management that enable schools to have a quality profile. The impact of effective utilization of ICTs for schools is the achievement of effective school management, as per the National Education Standards, which is characterized by effective planning, implementation, control, and evaluation of school ICTs.The purpose of this study is to get a general description, describe, and reveal the Strategic Management of Information and Communication Technology Utilization to Improve the Quality of School Learning in Ciledug Al Musaddadiyah Vocational High School and Garut 1 Vocational High School, both on environmental analysis, strategic formulation, implementation and strategic evaluation. The research method used in this research is the case study method, because the problems studied occur in the place and situation of Ciledug Al Musaddadiyah Vocational School and Vocational High School 1 Garut. The use of case study models in this study is based on the consideration that to provide an overview of the strategic management activities of the use of ICTs carried out at vocational high schools with the ultimate goal of being able to improve the quality of school learning. Based on observations in the field of SMK 1 Garut and SMK Al Musaddadiyah Ciledug Garut is one of the public schools and private schools that have these advantages.

Advances in information technology and communications which we achieve now actually been recognized and felt in the world of education in general. Currently College Prog implement a Tridharma terms Tridharma iDuHelp!. Tridharma is one of the basic responsibilities that students must be developed simultaneously and together. In this Tridharma still there are problems in the system iDuHelp! service. So IRAN (iLearning Prog Ask and News) in collaboration with iDuHelp! in providing answers and information needed by the student. In its application in Tridharma iDuHelp! IRAN There is a related method in it, such as iLearning methods that are currently being developed. With iLearning method can facilitate conduct research in detail, accurately, and clearly by using mindmapping. Besides the method of analysis is also done with three stages  namely the identification of the problem, identifying needs, and identifying system requirements. In this study using 4 literature reviews that can be used as references in preparing this paper. In this article explained about the problems that arise and solving problems in accurately using the flow Flowchart. In the implementation of the prototype shown iDuHelp! As well as the performance of Iran. So the end result of the study is a system performance to information and communication media of Iran can maximize iDuHelp! care system  It is widely integrated in a university.
