The village has the right to budget as regulated in Law no. 6 year 2014 on the Village, the village is also given the responsibility to report it accountably, cleanly and transparently. Technology, Information and Communication (ICT) along with its supporters are prepared to make the village have a fast, efficient, transparent governance by sticking to local wisdom. This research uses descriptive qualitative method. Taking data through participatory observation, indepth interview and literature study to explore more deeply how the utilization of communication and information technology in Kesamben Village Kesamben District Jombang.Utilization of Technology, Information and Communication (ICT) in its identification appears on several aspects such as human resources, facilities, infrastructure. The limited human resources capable of Technology, Information and Communication become obstacles in the utilization of Village Information System along with the lack of Internet network.

The Village

South Pringsewu is the name of a village located in Pringsewu district. This village has the main potential, namely agriculture and industry. To develop its potential it needs to be updated from the system that has been used in empowering the potential of the village manually and not yet using the information system even in the form of a website. The purpose of this research was to select South Pringsewu Village that has the potential of villages that need to be empowered using information technology. Information Technology is needed to facilitate the access, management and empowerment of village potentials, so that it is expected to be able to improve the progress and quality of South Pringsewu Village. The author conducted the research by observation, interview, and literature study methods and built web-based applications through the stages of planning, system analysis, system design and design, and system implementation using the PHP programming language

The Village

Kampung Tajur is a unique village located in the village of Pasanggrahan, Purwakarta. Kampung Tajur has a variety of ecotourism potentials, but Kampung Tajur needs to improve the quality of service, especially in terms of guiding services. Therefore, this study was conducted to determine the interpretation of the material for guidance in Kampung Tajur. The method used in this research is descriptive qualitative method. Data collection techniques used in this research are observation, interviews and literature study. This research has several key informants in Kampung Tajur, such as tour guides and informants from the tourism industry, pokdarwis and community leaders in Kampung Tajur. Based on the research results, it was found that at this time the guides in Kampung Tajur did not have any reference material for interpretation. Interpretation is only done as it is. Meanwhile, the development of interpretation material faces several obstacles, one of which is the lack of human resources as a tour guide, especially as a guide for foreign tourists, so it is necessary to make a bilingual guidebook containing interpretation material for guides. Therefore, it is necessary to produce a bilingual guidebook containing translated material for tour guides. This is necessary to anticipate differences in interpretation between guides and clarity of interpretation for tourists.

Abstract. Library has one of important resources to obtain information for research needs. The quality of a library information system needs to improve promptly because the information is needed quickly and accurately. In order to present library catalogue data that can be integrated with all central and local libraries, the library information system of Research and Development of the Human Resources Agency of the Ministry of Communication and Information Technology (Balitbang SDM Kominfo) needs to be well developed. The aim of this research is to design a prototype of library information system in order to present library data from central and local libraries accurately. Simulation tests are performed in eight research centers in the Ministry of Communication and Information Technology. The test is performed to analyze the perception of the users about the effectiveness of the system. The results show that the central library and information systems have good quality. Keywords: central library, local library, prototype, information system Abstrak. Perpustakaan merupakan sarana untuk mendapatkan literasi informasi melalui hasil penelitian yang telah dilakukan. Peningkatan kualitas layanan sistem informasi perpustakaan yang tersaji dengan cepat, akurat dan aktual mutlak diperlukan. Untuk itu dipandang perlu suatu perbaikan sistem perpustakaan Balitbang SDM Kominfo agar dapat menyajikan data perpustakaan yang dapat terintegrasi antara perpustakaan pusat dan perpustakaan daerah. Penelitian ini bertujuan untuk merancang prototipe suatu sistem informasi perpustakaan pusat dan daerah agar data perpustakaan pusat dan daerah dapat tersaji dengan cepat dan akurat. Pengujian dilakukan dengan simulasi sistem di delapan balai Kominfo. Pengujian ini bertujuan untuk menganalisis persepsi administrator pusat dan administrator daerah mengenai efektivitas sistem. Hasil pengujian menunjukkan bahwa sistem informasi perpustakaan pusat dan daerah memiliki kualitas yang baik. Kata Kunci: perpustakaan daerah, perpustakaan pusat, prototipe, sistem informasi

Abstract: The development of information and communication technology is currently growing rapidly and has touched almost all levels of society. With the advancement of information technology, the dissemination of information is accelerating and is not limited to space and time. The village is currently getting special attention from the government with the large budget given to each village to advance rural villages in Indonesia. However, these funds are still very minimal for development in the field of information technology. In fact, every village needs information technology, especially information systems to help the performance of the village government in providing services to the community and to facilitate data and information management. This information system will provide complete information and facilitate the dissemination of information in the digital era by utilizing the Internet. Banyuasin Village does not yet have a village information system in managing data and information and for conveying information to the community. This service method is community education by conducting discussions, interviews, socialization and training for the system that has been built so that it can be used by the village of Banyuasin. The village information system that was built provided benefits in the field of information technology and made Banyuasin Village a mobile application-based Information and Communication Technology-based village. Keywords: information system; village profile; website  Abstrak: Perkembangan teknologi informasi dan komunikasi saat ini semakin pesat dan telah menyentuh hampir ke seluruh lapisan masyarakat. Dengan kemajuan teknologi informasi menyebabkan penyebarluasan informasi semakin cepat dan tidak terbatas dengan ruang dan waktu. Desa saat ini mendapatkan perhatian khusus dari pemerintah dengan besarnya anggaran yang diberikan ke tiap desa untuk memajukan desa desa di Indonesia. Hanya saja, dana tersebut masih sangat minim untuk pengembangan di bidang teknologi Informasi. Padahal setiap desa membutuhkan teknologi informasi terutama sistem informasi untuk membantu kinerja pemerintah desa dalam memberikan layanan kepada masyarakat serta memudahkan dalam pengelolaan data dan informasi. Sistem informasi ini akan memberikan informasi lengkap dan dan memudahkan penyebarluasan informasi pada   era   digital   dengan pemanfaatan Internet.   Desa Banyuasin belum mempunyai sistem informasi desa dalam pengelolaan data dan informasi serta untuk menyampaikan informasi ke masyarakat. Metode pengabdian ini adalah pendidikan masyarakat dengan melakukan diskusi, wawancara, sosialisasi dan pelatihan untuk sistem yang telah dibangun agar dapat digunakan oleh desa Banyuasin. This research aims to describe the effectiveness of e-goverment in the village of Ketapang District Kalipuro, Banyuwangi regency that implements the concept of Smart Kampung initiated by Banyuwangi Regency Government. The research used methods of literature study by analyzing the results of previous research with a variety of written sources of archives, books, articles, and journals with several documents relevant to the problems studied. The results of this research show the effectiveness of Smart Kampung program goes well. It can be seen from the input and output factors proposed in the compatibility theory proposed by Ali Muhiddin (2009). With holding of training and mentoring regularly and providing scholarships to the village apparatus to continue the education in order to be a superior human resources. The Ketapang village government is also very utilizing the utmost technology by using hardware and software to support the implementation of Smart Kampung innovations. The obstacles that stand out in this case are the problem of Internet networking is crucial to organize the Smart Village Innovation program based on information technology. Penelitian ini bertujuan untuk mendeskripsikan efektivitas e-goverment di Desa Ketapang Kecamatan Kalipuro, Kabupaten Banyuwangi yang menerapkan konsep Smart Kampung yang digagas oleh Pemerintah Kabupaten Banyuwangi. Penelitian ini menggunakan metode studi literature dengan menganalisis hasil dari penelitian terdahulu dengan berbagai sumber tertulis berupa arsip, buku, artikel, dan jurnal dengan beberapa dokumen yang relevan dengan permasalahan yang akan dikaji. Hasil penelitian ini menunjukkan efektivitas program Smart Kampung berjalan dengan baik. Hal tersebut dapat dilihat dari faktor input dan output mengacu pada teori efektivitas yang dikemukakan oleh Ali Muhiddin (2009) . Diadakannya pelatihan dan pendampingan secara rutin serta memberikan beasiswa kepada aparatur desa untuk meneruskan pendidikan agar nanti dapat menjadi SDM yang unggul. Pemerintah Desa Ketapang juga sangat memanfaatkan tekhnologi secara maksimal dengan menggunakan hardware dan software untuk mendukung pelaksanaan inovasi Smart Kampung. Adapun hambatan yang menonjol dalam hal ini yakni, masalah jaringan internet merupakan hal yang krusial untuk menyelenggarakan program inovasi Smart Kampung yang berbasis tekhnologi informasi.

Based on preliminary studies in Air Saga Village, the problems faced by villages to form BUM Desa are lack of ability to map village potentials, it is difficulty to find human resources who will manage BUM Desa, lack of understanding to start establishing BUM Desa, and lack of ability to compile BUM Desa administration.  These problems must be addressed immediately by conducting research activities aimed at formulating management strategies for the formation of BUM Desa, especially in Air Saga Village. The research method uses qualitative methods with the following steps: (1) conducting observations to obtain information about the potential of the village, (2) conducting interviews with village heads and BPD, (3) conducting FGD. The collected data were analyzed using qualitative descriptive techniques. The results showed that an aggressive strategy is the right strategy to form a BUM Desa in Air Saga Village, Tanjungpandan District, Belitung Regency. The implementation of the strategy for establishing BUM Desa must involve village facilitators and be evaluated in each of its activities

Abstrak : Reformasi dan otonomi daerah sebenarnya adalah harapan baru bagi pemerintah dan masyarakat desa untuk membangun desanya sesuai kebutuhan dan aspirasi masyarakat. Kewenangan Badan Permusyawaratan Desa (BPD) dalam melaksanakan fungsi pengawasan kepada pemerintah desa. Tujuan penelitian adalah untuk mengetahui kewenangan BPD dalam melaksanakan fungsi pengawasan sesuai Undang-undang Nomor 6 Tahun 2014 tentang Desa dan fakor-faktor yang menjadi kendala Badan Permusyawaratan Desa dalam melaksanakan fungsi pengawasan kepada pemerintah desa di Desa Sukaharja, Kecamatan Cibingbin, Kabupaten Kuningan. Metode penelitian ini dengan pendekatan yuridis empiris, yaitu menggunakan data primer dan sekunder dan dianalisis dengan metode deskriptif analisis. Hasil penelitian ini adalah kewenangan Badan Permusyawaratan Desa dalam melaksanakan fungsi pengawasan sesuai dengan Undang-undang Nomor 6 Tahun 2014 yaitu BPD memiliki hak untuk mengawasi dan meminta informasi tentang administrasi desa kepada pemerintah desa; menyampaikan pendapat tentang pelaksanaan pemerintahan desa, pelaksanaan pembangunan desa, pengembangan masyarakat desa, dan pemberdayaan masyarakat pedesaan; serta mendapatkan biaya operasional untuk pelaksanaan tugas dan fungsi anggaran pendapatan dan belanja desa serta faktor-faktor yang menjadi kendala yaitu dalam menerapkan fungsi supervisi kepada pemerintah desa terbagi menjadi 2 (dua) : faktor internal termasuk: sarana yang tidak memadai, pola komunikasi tidak berjalan dengan baik, dan anggota BPD tidak mengerti fungsi sedangkan faktor eksternal meliputi: masyarakat tidak mengerti fungsi BPD, ada sosialisasi pemerintah desa terkait fungsi Badan Permusyawaratan Desa , dan faktor sumber daya manusia masyarakat desa. Kesimpulan adalah kewenangan BPD dalam melaksanakan fungsi pengawasan sesuai Undang-Undang Nomor 6 Tahun 2014 tentang Desa yaitu BPD yang berhak mendapat pertanggungjawaban kepala desa dan meminta informasi kepada pemerintah desa.Kata kunci: Otoritas, BPD, Pengawasan, dan Pemerintahan Desa.�THE IMPLEMENTATION OF AUTHORITY OF VILLAGE CONSULTATIVE AGENCY IN RUNNING CONTROL FUNCTIONS ON VILLAGE GOVERNMENT (STUDY IN KUNINGAN REGENCY)�Abstract : The writer conducted this research with background to know the authority of Village Consultative Agency (Badan Permusyawaratan Desa) in implementing supervision function to village government. The purposes of writing this research� are to know the authority of Village Consultative Agency in implementing supervision function according to Law Number 6 of 2014 about Village and what factors that become obstacles are faced by Village Consultative Agency in implementing supervision function to village government in Sukaharja Village, Cibingbin District, Kuningan Regency. This research used descriptive analysis research with juridical-normative approach. Stage of research is through literature research using primary and secondary data collected through documentation and analyzed descriptive qualitative method. The result of this research was the authority of Village Consultative Agency� in implementing supervisory function according to Law Number 6 of 2014 namely VCB has the right to supervise and request information about the administration of village administration to village government; to express opinions on the implementation of village governance, implementation of village development, village community development, and empowerment of rural communities; as well as obtaining operational costs for the execution of duties and functions of the village income and expenditure budget. The factors that into two: internal factor including: inadequate means, communication patterns were not working properly, and members of Village Consultative Agency do not understand the functions while external factors include: the community does not understand the functions of Village Consultative Agency, there was a socialization of the village government related to the function of Village Consultative Agency, and the human resource factor of the village community. The conclusion of paper was the authority of Village Consultative Agency in implementing supervision function according to Law Number 6 of 2014 about Village namely VCB was entitled to hold accountability of village head and ask for information to village government.Keywords: Authority, VCB, Supervision, and Village Government.

Dinas Komunikasi, Informasi, dan Persandian Yogyakarta is a combination of 3 assignments used to be handled by 4 different divisions : (1) Telematics and Information Technology, (2) Promotion, Publication, and Public Relation, (3) Coding, and (4) Sectorial Statistics. The merging of those 4 divisions weren’t followed by addition of resources. All human resources, equipment, and technical rules used are those already available at the time. Based on Yogyakarta’s Mayor’s Rules number 79 year 2016 about Organization Structure, Position, Duties, Function, and Working Procedures of Dinas Komunikasi, Informasi, dan Persandian Yogyakarta, the duty of Dinas Komunikasi, Informasi, dan Persandian is to carry out regional government matters based on the principle of regional autonomy in communication, information, coding, and statistics area. Dinas Komunikasi, Informasi, dan Persandian Yogyakarta must have some strategies in order to carry out its duties and functions, especially to support the acceleration of implementation of smart city for Yogyakarta City Government. Some matters that need to be prepared in order to support the program are (1) Human Resources who are competent in information technology (e-skills) and implementation of electronic based services concepts, (2) Infrastructures of communication and information technology which include infrastructures for network & data centre, information system, and data integration & integrated application development.

Current technological developments, in reporting assets in the Faculty of Communication and Information Technology of the National University have not been effective. Because the many assets that exist make it difficult for workers to recapitalize the asset report. Such as incoming and outgoing asset reports and asset status status. Therefore, the Web-based National University Faculty of Communication and Information Technology Asset Report Information System was designed so that workers could report asset data every month. Application trial results for reporting asset data, the system can display the report results based on incoming assets, outgoing assets, and asset status with 100% accuracy. In the search for asset data entered the system can display the results of the report based on the transaction id, date of asset entered, and the name of the asset with 100% accuracy. Then to report asset data out the system can display the results of the report based on the transaction id, exit, and the name of the asset with 100% accuracy

Information technology becomes one of the important elements for an organization or company in realizing the effectiveness and efficiency of performance.  To create a company that has a good performance, it requiring the existence of an information system to assisting the management in taking a decision. In its implementation, the use of existing information system still encounter some obstacles during the operation. In this study, the authors used application belongs to Mail and Logistic (MLO) agenpos application. Therefore, SWOT analysis is needed to know the strengths and weakness in internal factors and to know the opportunities and threats in external factors. Choosing the right strategy can maximize the strengths and opportunities, on the other side can minimize the weaknesses and threats.
