New Appearance of Social Services Within the Scope of a New Public Administration Approach

With the globalization process and the transition to the information society, change policies in public administration have emerged. In this context, many regulations were made in the 2000s. Participation, accountability, governance, and localization trends have gained importance in the provision of services. As a result of the new public administration approach, holding the non-governmental organizations, private sector, and local administrations responsible for the fulfillment of their duties and responsibilities gained momentum with the withdrawal of the state from the social sphere. The aim of the study is to evaluate the restructuring process that occurs in social services within the scope of restructuring studies carried out in the country. Within the scope of decentralization of services, social municipalism, which is the new aspect of localization of social services, will be emphasized. At this point, it is aimed to reveal the change in social services within the scope of the new public administration approach.

Civil organisations services and care operating in the social field are an important part of the social network since they contribute to the social inclusion and increasing life quality of excluded social groups. In the study we deal with how much the innovativeness (on program and specialization level) and system approach are emphasised in the approaches of civil organisations that operate in the field of social and child protection. Firstly, we briefly overview the main characteristics of civil organisations that operate in social field. Then we examine those tenders of civil organisations operating on social and child protection field which tendered between 2008 and 2009 in a concrete Hungarian tender system, in the so-called Norwegian Civil Fund (NCF)

The article provides an analysis of the formation of the social services market in the Volgograd region since the adoption of a federal law that introduced fundamental changes in the field of social services, allowing non-profit organizations to act as full participants in the social services market. A review of domestic publications addressing key issues is presented: economic and managerial aspects of access of non-profit sector organizations to the social services market, infrastructure support, the formation of a state support system, successful regional practices. The role of non-governmental suppliers in the social services market is shown, the specifics of the modern institutional structure of the social services market are described. The current state of the social services market is characterized, the data of the report of the Ministry of Economic Development of Russia for 2018 on the implementation by the constituent entities of the Russian Federation of measures to ensure access to non-profit organizations to budgetary funds are presented. The main quantitative indicators of the social services market of the Volgograd region are highlighted. The results of a sociological study showed that the majority of the population does not use the services of non-profit organizations, the popularity of their services is low, and free services are most in demand. The possibilities of non-profit organizations when entering the social services market of the Volgograd region were identified: extensive experience in providing services, the availability of proven social technologies, targeted nature of assistance, customer focus. Despite the creation of conditions for expanding the access of non-governmental organizations to budget financing, there are barriers to accessing the social services market: delayed cost recovery when services are completed, economically unjustified tariffs, insufficient compensation to non-state suppliers, unnecessarily bureaucratic reporting procedure of non-profit organizations for services provided. To develop the demand and supply of non-profit organizations, it is necessary to inform the beneficiaries in more detail about the quality of the services provided, tariffs, increase the level of public confidence, introduce successful experience in other regions. Creating favorable social and economic conditions, consolidating the efforts of all interested parties can create an effective system of social services in the Volgograd region on the principles of interagency cooperation.

The article analyzes the current trends in the development of public institutions in Ukraine. The role of non-governmental public organizations in providing social services is considered. The main trends in the development of the private sector have been studied. The role of grant projects is highlighted. The role and place of the private sector in the provision of social services has been considered. Examples of implementation of local initiatives and receiving grant support have been analyzed. The importance and urgency of the problems of non-governmental organizations in the field of social services have been highlighted. Youth organizations that join socially-oriented initiatives are developing. Directing relevant initiatives and work of youth organizations activates young people in local communities, involves in the advisory bodies formation, localization of relevant projects implemented at the level of united territorial communities of villages and small towns, where in previous years youth activity was low. In a decentralized environment, no matter how capable the community is, there are always issues that are difficult to solve at the expense of the local budget. As practice shows, several issues of local importance, which cannot be solved by the budget of the united territorial community, can be successfully solved at the expense of other resources, including grants. Most of the international projects were implemented territorially in Uman and adjacent territorial communities. Their success depended on fruitful intersectoral cooperation with the Faculty of Social and Psychological Pedagogy, which provided organizationally, volunteer and psychological support, and the Department of Labor and Social Protection of Uman City Council, which provided effective communication between all branches of government, information and financial support.

The COVID-19 pandemic has had a massive impact on everyone on the world since early 2020. The situation in Turkey is not different than the rest of the world. In the time of a pandemic, it is important, for everyone's safety, to identify ways to deliver social services without in-person contact; therefore, organizations must adopt models for remote and digitalized social service provision which can minimize risks to the health and safety of both for social service-receivers and providers. In this respect, this chapter has got three foci: the effects of COVID-19 outbreak on the social service-providing non-governmental organizations in the context of migration in Turkey, the needs of the asylum seekers as social service-receivers, and the digital measures of the non-governmental organizations in social service provision as a response to COVID-19 outbreak.

Problem setting. In the context of modern transformation processes, the modernization of the public administration system becomes important, in particular in the application of qualitatively new strategic approaches, mechanisms and tools in the social sphere. The current priority of public policy implementation at both the national and regional (local) levels is to meet the social needs of the most vulnerable and socially vulnerable categories of citizens. Current trends in public administration practices in developed countries indicate the need for effective intersectoral partnership in the system of public management of the social sphere, which provides for effective participation in this process, both relevant government institutions and civil society actors.Recent research and publications analysis. Problems of public management of the social sphere, public administration influence on social processes are characterized by considerable attention among both foreign and Ukrainian researchers. Highlighting previously unsettled parts of the general problems. Despite significant scientific interest, the issues of substantiation of the role of decentralization in the formation of the principles of qualitative renewal of the content of the public administration system in the social sphere, the influence of state institutions on social processes, identification of trends and main directions of decentralization on the formation of strategy and modernization of public administration social sphere, etc.Paper main body. Based on the fact that the state level is of decisive and integrated importance in the implementation of the social function, the social responsibility is borne primarily by the state through the system of legislative and executive bodies. In view of this, it is the state that has the power to establish fair and transparent rules for the activities of various actors, including civil institutions, through the functioning of an effective system of control that would ensure their implementation.Researchers and experts point out the inconsistency of the current state policy of social development in Ukraine neither with the challenges formed under the influence of globalization processes and national conditions, nor with European standards for the introduction of this area of public administration.The system of social services provided by the current legislation is largely inconsistent with the current system of budget funding, which is mostly based on a formal approach that does not take into account the real need for material security of vulnerable groups and the real cost of benefits and services.Among the areas set out in the draft of the new National Strategy for Civil Society Development in Ukraine for 2021-2026, emphasis is placed on improving approaches to state support for civil society organizations and strengthening cooperation between them and the executive branch. In particular, one of the main tasks of the Strategy is to expand the mechanisms of support of civil society organizations by the state, as well as to increase the order of services from such organizations.Conclusions of the research and prospects for further studies. Processes of modernization of public administration in the social sphere should include the following key areas: regulatory (provides for the completeness and integrity of regulatory standards for the implementation of sectoral / functional policies and guarantees of social rights); organizational and institutional (consists in improving the institutional support of public management of the social sphere); functional-instrumental (provides for ensuring the integrity of the organizational-functional structure; effective coordination of the functioning of institutions); financial and economic (is to optimize the financial mechanisms for the implementation of tasks of social development and functioning of the social sphere); infrastructural (provides for the modernization of the social services system through the state's demonopolization of the social services market); resource (provides for the development and integration of different types of resource provision).


The article is devoted to the problem of social work with the elderly, which requires the study and determination of the features of such work for various modern social services. The relevance of the topic of the article is due to the growing number of clients of social services among the elderly. Previous studies of the social needs of this category of the population predict worsening a number of problems due to the shortcomings of state social security. The solution to the problem, according to the authors of the article, is related to the activities of non-governmental organizations that can provide social services to the elderly. In particular, the article describes the experience of a charitable foundation that operates according to an atypical scheme of aid organization. Not through the provision of funds, but primarily through the implementation of their own projects with the support of other social services of various forms. The article discusses how the needs and characteristics of the elderly can be taken into account in practical social work with clients. The authors rely on the materials of their own research, which was conducted by case study from April to October 2019 on the experience of the Kharkiv Charitable Foundation «Social service of assistance». The article states that the main directions of social protection of the elderly in modern conditions should be not only to improve their difficult financial situation, provide a sufficient level of medical care but also to improve the psychological and emotional state of people. The results obtained by researchers can contribute to the dissemination of successful experience of social work with the elderly; scientific analysis of problematic issues and obstacles in the activities of the charity fund with the elderly; optimization of further work of funds and other social services in this direction. In addition, according to the authors, the hypothesis of indifferent attitude of society to the problems of the elderly needs to be studied scientifically, because this factor significantly hinders the implementation of social assistance to this group of clients by various social services, including charitable foundations.

The Economic and Social Council of the Republic of Bulgaria (ESC) believes that social enterprises in Bulgaria are still an untapped business model. Current social enterprises are mainly non-governmental organizations by applying the relevant legislation creating social enterprises whose business is focused on the realization of the social purpose and mission of the organization. Social enterprises in Bulgaria operate in various sectors, the most serious part are in: the delivery of social services; providing jobs for people with disabilities; mediation in finding employment of unemployed persons; provision of health services; аctivities in the field of education and others.In realizing these activities the leading is not the end product but the achieved social effect on individuals themselves expressed in obtaining the necessary support to integrate into society. In this sense, there are three basic models of social enterprises:The most common model is the one that creates jobs and develops the workforce. By business jobs are created primarily for people with disabilities. Most often the social enterprise is the employer of people with disabilities in order to achieve the integration of persons with disabilities in the labor market and create conditions for a better life.Another popular model of a social enterprise is the one in which the enterprise produces goods and seeks markets, also engaging with their distribution. Most often social enterprises involve persons with disabilities in the form of occupational therapy involved in the production of certain goods. Existing social enterprises in Bulgaria within this model are engaged in the manufacture of certain products by persons who are unemployed or socially excluded. The aim is to enable them to work and improve their social inclusion.The third existing model in Bulgaria is related to the provision of social services generally through payment of external customers, while social enterprise provides social services to its members. Payment is under contract with the state or a municipality. Within this model, services are provided to different users paid directly to social enterprise for direct service.

The article considers the social activities of non-governmental organizations in relation to families with children in the context of the modernization of the system of social services for the population, which is aimed at encouraging citizens to independently overcome life difficulties. The paper analyses the social activities of commercial and non-profit organizations, innovative technologies, the quality and variety of services provided to families in need. The authors determine the main barriers to their interaction with government agencies. The study notes, that social activities of commercial and non-commercial organizations expand the range of social services, their accessibility to the population, improve the quality and efficiency. The paper defines the priority directions of activities of socially oriented NGOs in relation to families and children in the context of Russian realities: assistance to families in the development and upbringing of children, assistance in employment and adaptation of mothers, social support for families in need, etc. The study established that the non-governmental sector responds quickly to the needs of citizens and acute social problems, which allows it to be an effective performer of social services. The authors conclude that in Russia it is necessary to form an effective management system for the development of non-governmental organizations as providers of services to families in need, optimize inter-sectoral collaboration. Social activities of the non-governmental sector have great potential and development prospects.

The paper gives a brief overview of the main regulatory legal acts of the Republic of Kazakhstan - the Criminal Executive Code (2014), the laws of the Republic of Kazakhstan “On Crime Prevention” (2010), “On Probation” (2016), “On Special Social Services” ( 2008), Decrees of the President of the Republic of Kazakhstan “On the Concept of the legal policy of the Republic of Kazakhstan for the period from 2010 to 2020” (2009), “On approval of the Comprehensive Strategy for the social rehabilitation of citizens released from prison and registered with probation services in the Republic of Kazakhstan for 2017-2019” (2016), Order of the Minister of Internal Affairs of the Republic of Kazakhstan “On the Approval of the Rules for Conducting Educational Work with Sentenced to Deprivation of Liberty” (2014), which disclose the rules governing the process of re-socialization and post-penitential adaptation of convicts. Based on the comparative legal method, such features of its legal regulation are distinguished, in contrast, for example, from Russia, such as the adoption of an independent document regulating the process of post-penitential adaptation of convicts of Kazakhstan, the institutionalization of additional forms and bodies in the system of the penal system of the Republic of Kazakhstan (Employment in Colonies” Internet blog, probation services, voluntary organizations of convicts), the lack of an organizational and legal basis for activities of non-governmental organizations, volunteer associations for social support of convicts in the Republic of Kazakhstan.
