This chapter presents a series of public policy measures that were implemented in educational contexts in Brazil and in most South American countries during the pandemic period. These measures, like guidelines, methodological suggestions, analogue and digital teaching materials, kits, and even the provision of food for the poorest members of the population, among other factors, sought to cover a wide variety of realities. The relevant fact is that many educational problems are still being faced and that these actions were incipient since they had to cover public schooling in basic education, a level where there was no experience of distance education, with the emergency implementation of remote teaching. This means that we must be more sensitive to specific actions in certain regions and also to adaptability, creativity, and inventiveness to rethink basic distance learning.

Abstract Distance education, as a form of education that enables and promotes development of autonomous life-long learning skill, necessary to keep up with rapid changes and development in today’s society, is a concept definitely worth considering. Teaching a foreign language in a distance education system is very challenging, primarily in terms of overcoming the main gap – lack of direct contact between teachers and learners. This paper focuses on the aspect of teaching materials used for ESL in a distance learning system.

The outbreak and quick spread of COVID-19 quickly shut down almost all educational institutions in different parts the world by mid-March, 2020, presenting severe challenges to educators all over the world. The paper investigated the teaching situation of elementary schools in China and the United States during the epidemic period. The results show that the common challenges faced by the two countries in distance education are: 1) Elementary school students are young and have poor self-control ability, which requires close supervision and cooperation from parents; 2) Teachers’ information technology level is limited, lack of network teaching ability. There are some problems in Distance Education in American elementary schools, such as parents can’t urge students to study at home, digital technology inequality, low online attendance rate and so on, which further exposed the unfair problems in education. The problem of distance learning in elementary schools in China is that the learning resources are mainly subject knowledge, and the ability and methods of teachers to serve students’ autonomous learning are insufficient. American distance learning experience is to make full use of the rich network learning resources and professional distance teaching platform, and pay attention to the cultivation of students’ network autonomous learning ability. China’s distance teaching experience is to give play to the advantages of centralized management, organize famous teachers to record high quality courses, establish the Air Classroom platform, and provide high-quality classroom teaching resources. Therefore, basic education institutions in both countries should strengthen the training of teachers’ distance learning ability, improve the information-based teaching environment, learn from the experiences of both sides, and explore an effective mode of integrating online and offline education resources, so as to meet the challenges of basic education in the post epidemic era.

Abstract Distance learning and e-learning have significantly developed in recent years. It is also due to changing educational requirements, especially for adults. The article aims to show the advantages and disadvantages of distance learning. Examples of the 20-year use of the distance learning form of computer science describe the difficulties associated with the implementation and implementation of this form of teaching. The results of students in the full-time and distance form of teaching in the bachelor’s study of computer science are compared. Long-term findings show that distant students have significantly lower scores in the first years of study than full-time bachelor students. In the following years of study, the differences diminish, and students’ results are comparable. The article describes the possibilities of improving the quality of distance learning.

The article considers some psychological, pedagogical and technical aspects of the introduction of distance learning. It is emphasized that the main purpose of creating a system of distance education is to ensure free access to educational resources through the use of modern information technologies and social networks and to create conditions for citizens to exercise their rights to education. The main disadvantages of distance education are depersonalization, lack of proper motivation of participants in the educational process, loss of educational and socialization functions of education, hyperbolization of independent work, low level of control over the educational process.

Социальная, культурная и образовательная конкурентоспособность находятся под влиянием образовательных технологий, которые положительно влияют на стиль, продолжительность и метод обучения в высших учебных заведениях. Дистанционное образование возможно применять и как полноценную самодостаточную форму, и как дополнение к классическому обучению в аудиториях. Автор рассматривает в статье дистанционную форму обучения как альтернативу традиционной форме преподавания в вузах на время периодов самоизоляции (пандемии, сезонные карантины), а также как дополнение к традиционным формам обучения. Анализируются проблемные и положительные аспекты применения данной формы. Указаны возможные форматы обучения в условиях дистанционного образования. Выделены сильные и слабые стороны использования некоторых технологий. Technologies alter the way of living and work of a person. The Internet world network makes it easier to quickly access useful information. Social, cultural and educational competitiveness are influenced by educational technologies that positively influence the style, duration and method of education in higher education institutions. Distance education can be used as a full-fledged self-sufficient form, or as a Supplement to classical training in classrooms. The author considers distance learning as an alternative to the traditional form of teaching in higher education institutions during periods of self-isolation (pandemics, seasonal quarantines), as well as as an addition to traditional forms of education. The problem and positive aspects of using this form are analyzed. Possible formats of training in the conditions of distance education are specified. The strengths and weaknesses of the use of certain technologies are highlighted.

The development of a modern e-learning system promotes the active introduction of distance education. The organization of a mixed form of education at the department of Clinical Pharmacology and Pharmacotherapy involves an education during the session and using the distance contact between faculty and students during the intersessional period. The information technology system of distance learning is provided by personal computers, video and audio equipment. The web-site of the department presents a set of teaching materials, including curriculas, work programs, lecture notes, test assignments, situational tasks, control and individual course work. Distance learning is supplemented with new teaching materials: web lectures, e-learning textbooks and manuals. Lectures are delivered by faculty members in the form of video conferences or webinars. Consultations are conducted in the on-line mode each week at a certain time by the teachers of the department according to the schedule. The website of the department presents methods for implementing practical skills, video stories of individual urgent states on the pathology of internal organs, demonstrates sets of medicines for seven types of first aid kits to improve the students' knowledge and skills, and to successfully pass the practical part of the state certification of graduates from the discipline "Clinical pharmacy".

This study investigated the copyright issues surrounding the management of e-resources in academic libraries in Ghana. Forty-seven library staff and head librarians from four academic libraries were engaged using questionnaires and qualitative interviews in a sequential mixed-methods approach to generate data for this study. The findings indicate that in all four institutions copyright issues arose with the provision of distance learning, online courses and e-reserves services. All the respondents stated that they or their colleagues had had faculty ask questions on copyright issues. However, the professional librarians indicated that the library was not consulted and the instructors for online courses or distance education programmes did not cooperate with librarians; rather, the department posting the materials made the decisions on copyright regarding the usage of digital resources for distance learning, online courses or e-reserves. This does not augur well for the management of copyright of e-resources in academic libraries in Ghana.

Abstract Background The demographic situation in the Split-Dalmatia County (SDC) is characterized by negative trends in the new millennium. Such a demographic picture entails many societal challenges. Considering the far-reaching consequences of population decline, the goal is to show what maternity data have been like in the SDC in the last decade. Methods Individual birth reports from health institutions in the SDC were used in the presentation of the maternity data. Demographic indicators were calculated based on data from the Croatian Bureau of Statistics. Results In 2018, in the SDC were reported 4,438 deliveries (13% less vs 2009; 5,103 deliveries) with a total of 4,577 children delivered, whereof 4,561 were live births and 16 were stillbirths. From a total of 4,516 live births, 13 live-born neonates died during the first week of their life. Most of women in labor (89%) were residents of the SDC. The average age of the new mothers was 28.9 years (in 2009; 26.9 years). Childbirth was most frequently recorded in the maternal age group 30 -34 (1,556 deliveries, i.e. 110,9/1,000 women of said age group; 92/1,000 in 2009). Among childbearing women with known data on earlier deliveries (4,431), 2,029 or 45.8% had their first deliveries, 1,549 or 35% had their second deliveries, 808 or 18% had their third or higher birth order deliveries. According to an estimate in 2018, 448,071 people lived in the SDC, less 1.5% from the last census (2011). The live birth rate was 9.5 /1,000 in 2018 (2009; 10.9/1,000). The total fertility rate was 1.53 in 2018 (2009; 1.6). The natural increase rate in 2018 was negative at -1.8 (-830 persons) (2009; 0.5 (250 persons)). Conclusions Depopulation, low birth rates and fertility, are the demographic reality of Split-Dalmatia County as well as Croatia, which requires adoption and implementation of various public policy measures that positively affect fertility to improve the demographic picture.
