The possibility to carry out sports activities is one of the factors which increase the quality of life for the citizens of a city. The city of Bratislava ranks among the biggest places of sport activities in Slovakia. Most of the sport facilities were, however, built in the past century; therefore they do not fulfill the demands of technical condition, economic efficiency, do not meet the international criteria of professional sport and do not meet the broad spectrum of the modern sport activities, especially for the younger age group users. It is needed to modernize and build the new sport buildings in all areas of sport, at school sports, sport for all and also in professional and performance sport activities. In accordance with the new trends in design of sports facilities, there is a need to reduce servicing costs, to improve implementation of technologies that increase the quality, safety and economy efficiency. The priority is the creation of multifunctional or hybrid facilities, which can offer the widest range of activities to users. In this report, the survey of the condition of existing sports facilities in Bratislava and proposal for possible solutions to the revitalization or the design of new facilities with sport function is published. The combinations of different activities which are compatible and suitable for multifunctional facilities are also published here.

This paper juxtaposes two key themes: the concept of citizenship and ideas on urban renewal over the past century. The aim is to explore the interaction of cultural changes and the physical environment of cities. The concept of citizenship represents a cultural response to social change which itself has changed dramatically over the past century. Urban renewal has taken many forms. Yet behind all the growing technical expertise in dealing with the physical environment, there are specific social responses to the city which legitimize action. By looking at citizenship and urban renewal together, it is possible to establish a perspective on how the urban environment has been manipulated over the past century, often in ways which have barely interfaced with the social demands of many sections of the community.

The implementation of community policing policies in creating security and public order in the city of Bandung was revealed according to the Von Meter and Von Horn public policy implementation models, there are six variables that shape the relationship between policy and performance. The implementation of the policy must be able to adjust the condition and situation of the object from the implementation of policies adjusted to the dynamics that occur in the field.  There is a finding on the factor that hinders the implementation of community policing policies, including the low quality of the human resources that play the role, inadequate funding resources, lack of community policing policy and the lack of local culture empowerment.  A new concept obtained so that the implementation of community policing policies in realizing security and order in the city of Bandung can be carried out effectively, so the author found the OK PRAPTO Model, which is a normative model that yields result according to ASOCA analysis to enable the implementation of the community policing policy in the city of Bandung.

В статье на основании авторских эмпирических исследований, проведенных в 2017 г. и 2021 г., рассматривается динамика удовлетворенности молодежи г. Казани экологическими и социальными аспектами качества городской среды. Полученные данные свидетельствуют о том, что экологическая обстановка и состояние городской инфраструктуры сохраняют для молодого поколения свою значимость. При сохранении позитивных тенденций относительно большинства показателей, характеризующих экологическую ситуацию, выявлено снижение доли удовлетворенных состоянием водных объектов и санитарным состоянием города. Что касается городской инфраструктуры, то выявлено снижение удовлетворенности ее общим состоянием, а также такими составляющими как количество организованных автостоянок и количество спортивных объектов. Кроме того, в работе анализируются факторы, определяющие привлекательность для молодежи районов города, и выделяются наиболее важные мероприятия, направленные на улучшение качества городской среды. Based on the author's empirical research carried out in 2017 and 2021, the article examines the dynamics of satisfaction of young people in Kazan with the ecological and social aspects of the quality of the urban environment. The data obtained indicate that the ecological situation and the state of the urban infrastructure retain their importance for the younger generation. While maintaining positive trends in relation to most of the indicators characterizing the ecological situation, a decrease in the share of those satisfied with the state of water bodies and the sanitary state of the city was revealed. As for the state of the urban infrastructure, a decrease in satisfaction with its general state, as well as with such components as the number of organized parking lots and the number of sports facilities, was revealed. The work also analyzes the factors that determine the attractiveness of city districts for young people and highlights the most important measures aimed at improving the quality of the urban environment.


Sports infrastructure in Tatarstan received a boost to improvement during the preparation of the capital of the region for the XXVII World Summer Universiade. Participation in such international sports events forms a certain experience and base, named as a heritage, raises the quality of life of the population, stimulates a healthy lifestyle. In order to improve the efficiency of the use of sports infrastructure facilities, an analysis of the actual capacity of the municipal sports facilities was conducted. A program is presented to improve the efficiency of the use of sports infrastructure facilities of the city of Kazan. The scope of the program includes measures to improve the regulatory framework, the need to develop a range of standards in the formation of a guaranteed social service package, including physical education and sports, etc.

The article discusses determinants of living environment in Central and Eastern Europe. As an example, the city of Radzionkow was chosen, with 16 thousand inhabitants, located in the Silesia agglomeration in southern Poland, in the area where hard coal has been mined for almost two hundred years, which largely serves as a source of heating for houses and flats. 360 buildings in 6 groups of 60 buildings were examined in the selected city, which allowed to distinguish 3 different areas in terms of the quality of the living environment depending on the technical condition of buildings, the method of heating and location. To a large extent, determinants are the existing spatial and geophysical conditions of a given location. Many research and reports on the living environment do not take into account the factors mentioned, focusing only on the statistical data of pollution, excluding spatial factors. In the research presented, the author, taking into account location variables, shows differences in the measurements of air pollution in relation to the designated location zones depending on the morphological structure of the building, the degree of its modernization and the types of heating used in buildings.

El objetivo del presente estudio es analizar la seguridad (1 = Sí cumple, 0 = No cumple) de las instalaciones y equipamientos deportivos de centros educativos de la ciudad de Mérida en base a la normativa NIDE y UNE-EN. De forma complementaria se valora su utilización (1 = Sí utilizaría, 0 = No utilizaría), riesgo y estado general de conservación (escala del 1 al 5). Todas las variables del estudio son registradas de acuerdo al check list elaborado por Herrador y Latorre (2008). Un total de 26 centros educativos fueron analizados, de los que se cumplimentaron 2611 ítems. Los resultados muestran que el porcentaje medio de seguridad es del 54%, con una valoración de utilización del 85%. Además, la valoración del riesgo y estado de conservación alcanza el 2.26 y 3.71 respectivamente. Existen diferencias en las variables de estudio según el Tipo de instalación y equipamiento deportivo. Destacar que las instalaciones cubiertas tienen mayor porcentaje de seguridad (69%) y valoración de conservación (3.67) mientras que las descubiertas obtienen mayor valoración de riesgo (2.52). Las canastas alcanzan más seguridad (53%), valoración de utilización (2.39) y conservación (4). Se recomienda mejorar la formación del docente de Educación Física en materia de seguridad de instalaciones deportivas e implementar medidas concretas de seguridad en la gestión y uso de las instalaciones y equipamientos deportivos de los centros ya que la práctica físico-deportiva no está totalmente garantizada.Abstrac. The aim of this study is to analyze the security (1= Yes, it meets, 0= No, it fails) of sports facilities and equipment of schools in Merida, in accordance with NIDE and UNE-EN regulations. Additionally it is also assessed their use (1= Yes, I would use it, 0= No, I would not use it), the risk and the general state of conservation (scale from 1 to 5). To reach our objectives, all variables in our study are recorded according to the check list developed by Herrador and Latorre (2008). 26 schools were analyzed, completing 2611 items. The results show a safety average percentage of 54%, with an utilization rating of 85%. In addition, the risk assessment and the state of conservation reach 2.26 and 3.71 respectively. There are differences in the variables of study according to the Type of sport facility and sport equipment. It should be pointed out that the indoor facilities have higher security percentage (69%) and conservation assessment (3.67) while the outdoor facilities have higher risk assessment (2.52). Baskets are safer (53%), evaluation of utilization (2.39) and conservation (4). Likewise, it is recommended to enhance the education of the teacher of Physical Education in security issues and implement safety measures in the management and use of sports facilities and equipment in the schools because the sport physical practice is not fully guaranteed.

The aim of the paper is to indicate that for the sustainable development of school sports infrastructure it is necessary to create conditions that should be clearly defined in the mutual rights and obligations of all participants in the process of construction, use and maintenance. This would be achieved through public-private partnerships between the state and the private sector. This paper is based on the experiences of some of the European Union countries, which have solved the problems of building, upgrading, equipping and maintaining school sports facilities through public-private partnership projects, on the legal regulations contained in the Green Paper on Public-Private Partnership, as well as the Law on Public-Private Partnership and Concessions in the Republic of Serbia. Certainly, the desire to improve the quality of educational services, from one side, and lack of money in the budgets of central and local governments, on the other side, imposes the need to research this type of business cooperation and project financing. This paper also points to the need for more detailed research into the possibilities of applying public-private partnership, through projects in the field of education and its effects on increasing the quality of the physical education teaching. The paper also reviews the complexity of the implementation of public-private partnership in traditional educational frameworks, due to the complexity of the relationship between the two partners who impose different interests.

Como objetivo de esta investigación nos planteamos evaluar la calidad de las instalaciones deportivas y el equipamiento de los Institutos de Educación Secundaria, comprobando si cumplen la normativa vigente. Se trata de una investigación de metodología cuantitativa, con carácter descriptivo, a través del uso de varias listas de control, diseñadas expresamente para esta investigación. La muestra está formada por 21 centros educativos de Ciudad Real. Los resultados obtenidos nos muestran que el 90,48% de los centros escolares cuentan con espacios abiertos para la práctica de la actividad física, pero sólo el 61,90% cuentan con espacios abiertos que cumplen la Normativa sobre Instalaciones Deportivas y de Esparcimiento (N.I.D.E.). En referencia a los espacios cubiertos, el porcentaje de centros educativos que cuentan con estos espacios para realizar las clases de Educación Física es de un 85,71%, aunque el espacio cubierto existente no cumple la normativa vigente en el 76,19% de los casos. Este estudio muestra que las instalaciones deportivas escolares, presentan grandes carencias, sobre todo de m2 disponibles, en espacios deportivos y complementarios, por lo que sería muy positivo que a la normativa N.I.D.E. se le otorgase un carácter prescriptivo para los centros educativos, pudiéndose así, demandar una mejor dotación a la Administración educativa correspondiente.Palabra clave: Instalaciones deportivas escolares, equipamiento deportivo, espacios descubiertos y espacios cubiertos.Abstract: The aim of this investigation is to evaluate the quality of the sports facilities and equipment of High Schools, according with current regulations. This is a quantitative research methodology, with descriptive character, using several check lists designed explicitly for this investigation. The sample consists of 21 High Schools. The results obtained, show us that 90.48% of High Schools have «open spaces» for the practice of physical activity, but only 61.90% of them have open spaces according with the regulations N.I.D.E. (Legislation about Sport Facilities and Recreation). In terms of «covered spaces», there is a 85,71% of High Schools that include these spaces to carry out the Physical Education classes, although the existing covered area does not comply the regulations currently in force in the 76.19% of the cases. This study shows that high school sports facilities, have serious shortcomings, especially m2 available in sporting and complementary, so it would be very positive that the current regulations (N.I.D.E.) are granted a prescriptive character, so that would be mandatory for High Schools, and able to sue a better endowment to the corresponding educational Administration. Key words: Sports facilities, sports equipment, open spaces and covered spaces.
