Since the late 1950s, both the U.S. government and the general population have acknowledged an immediate need for a deepening of U.S. American knowledge of the people, languages, and culture of the Middle East and North Africa (MENA). Particularly in the fallout of the events of September 11, 2001, one means for U.S. undergraduates have expanded their understanding of this region has been through participation in Study Abroad (study abroad) programs. Despite the large amount of research on outcomes and educational approaches used in study abroad in general, there is little literature which addresses the relationship between national security concerns and study abroad in the MENA region. The purpose of this study is to examine the ways in which federal legislation has connected higher education to national security interests through provisions of federal funding for Area Studies and study abroad in less common destinations, and to discuss the influence of factors such as career motivations, scholarship support, and concern for U.S. national security on the decision to study abroad in the MENA region

Although brutality can repress a society, it never assures the sustainability of that conquest. Tyranny steers the hopeless to despair, edges to rebellion, and could open the door for a new tyrant to rise. Law becomes a limiting factor that must act as a stopgap to the avaricious intentions of a dictator. A democratic leader must incorporate the supremacy of the law and honest officials into his government. He shall also create courts of law, treat the poorest citizens with fairness and build a hall of justice to bring the society to modernity with the operation of the rule of law enshrined in the constitution. Legislation is nothing without enforcement and Law is no law if not accepted and respected by the people. The rule of law cannot be said to be working in a country where the government continues to violate the orders of the court, unlawfully detain its citizens, abuse human rights including arbitrary and extra-judicial executions, unlawful arrests and detentions, embargo on freedom of speech and press, impunity and inhumane torture, degradation of people or exterminations. This treatise will argue on the supremacy of the “Rule of Law” as it impacts Nigerian democracy. Keywords: Rule of Law; Democracy; Judiciary; Supremacy; Government; Tyranny; Nigerian Constitution

Currently, Nigeria’s security sector needs effective policing considering the spate of insecurity and frustrated relationship between the citizens and the police. Consequently, some officers are seen as dishonest and agents of complicity. Unlike most parts of the world where the people love, support the police, Nigeria still records threats to police-public relations owing to the attitudes of some officers who tarnish the image of the security agency through uncivilised, inhuman and unlawful acts while on duty and beyond. With qualitative data, this paper explores how training and people-oriented security education can enhance effective policing for a more secure Nigeria. This paper argues that police effectiveness should no longer be hinged only on equipping officers for counter-terrorism or establishment of special units to eradicate organised crime, but also on training them on weekly/monthly basis to respond to rapidly emerging threats to national security and trainings on enhancing collaborative police-public relations.
