Land parcel numbering is an important part of the Land Administration. As the land parcels are not of uniform size, different in shape and not presenting simple geometric arrangement, using artificial code means heavy workload, low efficiency and error-prone. This paper develops a new program of land parcel automatic numbering, using C # and ArcGIS Engine components, which gets a good result in the practical projects.

A new detection system has been designed and developed for detecting the contour size of automobile driver airbag. The detection system is mainly composed of a CCD camera, optical system and a computer which can implement image processing and image recognition. This system uses a CCD sensor as its sensitive element, as well as the basic principle of image processing combined with image segmentation and template matching to determine whether the contour size of airbag is qualified. The experimental results show that the system improves the detecting precision, and speed of assembling automobile airbags. It also solves the problems of a heavy workload by manual operations, inaccurate judgments and low efficiency.

The problems of land administration in Russia and the reasons for the low efficiency of agricultural land management in the Bryansk region are considered in this paper. The authors propose the analysis of large number of land plots with unspecified boundaries on the territory of Bryansk region and provide statistics on condition and use of agricultural land in the region from 2005 to the present. The main aspects, both financial and legislative, are formulated to solve the existing problem of efficient use of agricultural land.

In order to solve the problems of heavy workload, low efficiency, inconvenient transportation and complex terrain, difficulties in regional monitoring and evidence collection, and insufficient quantitative analysis ability in traditional river and lake management, this paper studies and summarizes the literature and policies related to river and lake information management by using the integration of Internet, UAV, GIS and other technologies in recent years, The technical methods and means of river and lake management and protection are put forward to provide reference for improving water management system and ensuring water safety.

Dicalcium silicate (Ca2SiO4) is a major component of Portland cement. It has also been investigated as a potential transformation toughener alternative to zirconia. It has five polymorphs: α, α'H, α'L, β and γ. Of interest is the β-to-γ transformation on cooling at about 490°C. This transformation, accompanied by a 12% volume increase and a 4.6° unit cell shape change, is analogous to the tetragonal-to-monoclinic transformation in zirconia. Due to the processing methods used, previous studies into the particle size effect were limited by a wide range of particle size distribution. In an attempt to obtain a more uniform size, a fast quench rate involving a laser-melting/roller-quenching technique was investigated.The laser-melting/roller-quenching experiment used precompacted bars of stoichiometric γ-Ca2SiO4 powder, which were synthesized from AR grade CaCO3 and SiO2xH2O. The raw materials were mixed by conventional ceramic processing techniques, and sintered at 1450°C. The dusted γ-Ca2SiO4 powder was uniaxially pressed into 0.4 cm x 0.4 cm x 4 cm bars under 34 MPa and cold isostatically pressed under 172 MPa. The γ-Ca2SiO4 bars were melted by a 10 KW-CO2 laser.

Introduction: the systems of thermal effects on thermo-dependent, viscous and highly viscous liquids under conditions of the Arctic and the Extreme North are considered. Low efficiency and danger of heating systems based on burned hydrocarbons, heated liquids and steam are shown. Electrothermal heating systems used to maintain thermo-dependent fluids in a fluid state are considered. The evaluation of the effectiveness of the application of the most common electrothermal system — heating cables (tapes). The most effective electrothermal system based on induction technologies has been determined. Materials and methods: considered methods of thermal exposure to maintain the fluid properties of thermo-dependent fluids at low extreme temperatures. Results: presents an induction heating system and options for its implementation in the Extreme North and the Arctic. Conclusions: induction heating system to minimize loss of product quality, improve the system performance under changing process conditions, eliminate fire product, to reduce the influence of the human factor.

The paper considers necessary conditions for acceleration of labor productivity growth in Russia. Based on micro data, as well as aggregate data, the paper quantifies the contribution of small and medium firms to labor productivity growth. It shows that mere increase of the number of small and medium enterprises is not as important for positive effects of these programs, as qualitative improvements: development of favorable environment for growth, which is largely determined by business climate. Accelerating productivity growth involves redistribution of labor and capital from inefficient to efficient enterprises. In particular, it is necessary to create conditions, which allow a firm to grow after it enters the market instead of stagnating as a small firm with low efficiency. At the same time, it is necessary for ineffective firms, which exhausted their growth potential, to have an opportunity to exit the market easily leaving resources including labor to fast-growing companies.

Preflocculation of filler particles before their addition to pulp stock provides the most viable and practical solution to increase filler content while minimizing strength loss. The characteristics of filler flocs, such as floc size and structure, have a strong influence on preflocculation efficiency. The influence of flocculant systems on the structural characteristics of filler flocs was examined using a mass fractal analysis method. Mass fractal dimensions of filler flocs under high shear conditions were obtained using light diffraction spectroscopy for three different flocculants. A single polymer (C-PAM), a dual cationic polymer (p-DADMAC/C-PAM) and a C-PAM/micropolymer system were used as flocculants, and their effects on handsheet properties were investigated. The C-PAM/micropolymer system gave the greatest improvement in tensile index. The mass fractal analysis showed that this can be attributed to the formation of highly dense and spherical flocs by this flocculant. A cross-sectional analysis of the handsheets showed that filler flocs with more uniform size were formed when a C-PAM/micropolymer was used. The results suggest that a better understanding of the characteristics of preflocculated fillers and their influence on the properties of paper can be gained based on a fractal analysis.

Human beings are deeply related to land. Human beings take birth on land, live on land, die on land and mixes with land ultimately. As stated in the holy Quran: ‘We (Allah) created you (human beings) from the soil, we shall make you return to the soil and We shall call you back again from the soil’ (20:55). Human life is surrounded by soil i.e. land. So, land is a highly completed issue of human life involving economic, social, political, cultural and often religious systems. Land administration is thus a critical element and often a pre-condition for peaceful society and sustainable development. In administrating land, Khatian or record of rights plays a vital role to determine the rights and interests of the respective parties as supportive evidence. In this article, discussion is mainly made on the fact that Khatian or record of rights is not a document of title solely but it may be an evidence of title as well as possession. One of the ways to achieve safety and comfort is to improve on-board air conditioning systems.The use of air cooling machine determines the air pressure high level at the point of selection from the aircraft engine compressor. Because of the aircraft operation in different modes and especially in the modes of small gas engines, deliberately high stages of selection have to be used for ensuring proper operation of the refrigeration machine in the modes of the aircraft small gas engines. Into force of this, most modes of aircraft operation have to throttle the pressure of the selected stage of selection, which, together with the low efficiency of the air cycle cooling system, makes the currently used air conditioning systems energy inefficient.A key feature of the architecture without air extraction from the main engines compressors is the use of electric drive compressors as a source of compressed air.A comparative analysis of competing variants of on-board air conditioning system without air extraction from engines for longrange aircraft projects was performed at the Moscow Aviation Institute (National Research University).The article deals with the main approaches to the decision-making process on the appearance of a promising aircraft on-board air conditioning system at the stage of its conceptual design and formulated the basic requirements for the structure of a complex criterion at different life cycle stages.The level of technical and technological risk, together with a larger installation weight, will require significant costs for development, testing, debugging and subsequent implementation, but at the same time on-board air conditioning system scheme without air extraction from the engines will achieve a significant increase in fuel efficiency at the level of the entire aircraft.
