Museum digitalization has broken a lot of limitations of physical museum. The rising of new media platform and the maturity and application of digital technology and mobile communication technology, especially the Web3D technology, have provided sufficient condition and broad foundation for the digitalization of museum. Based on the analysis of the status quo of the development of museum digitalization, this article briefly discusses the practical significance and value of the construction of digitalized platform of museum, and conducts in-depth exploration on the construction of digitalized platform of museum based on the Web3D technology, the three main function modules and other issues.

Mobile communication technology is an essential part of life of adolescents nowadays, and those with visual impairments are no exception. In focus group interviews with students from a school for the blind and the visually impaired in Rio de Janeiro, Brazil, we found that, despite the visual nature of social media, they use and enjoy these resources as much as their sighted peers. These students are aware of the possibilities and constraints that social media might bring to them but, with the help of assistive technology, make the most of it. After listening to their voices, we noticed that it is high time we incorporate social media in our pedagogical practice, in order to develop their learning process and life skills.

With the development of wireless communication technology, mobile computing technology that all walks of life increasingly improve intelligence, the computer information technology are more and more been used in various fields. For Hangzhou cigarette factory, this paper is based on RFID technology, designs the wireless inspection service platform, and the system function is carried on the thorough analysis, so do the basis of dividing the corresponding subsystem and function modules, thus for the reasonable development, finally completing the design and planning of the whole system. Through wireless communication with the server for data interaction, it reduces the regional space and the limitation on the inspection work, improves the efficiency of the inspection work, and to ensure the quality of work.

Abstract Based on fieldwork with migrants and border populations in Central America and the story of a young Congolese woman in particular, this article discusses how research participants’ use of mobile communication technology provokes a redefinition of the ethnographic field. Increasingly popular trajectory research often sets out to follow migrants, yet a focus on migrants keeping in touch with researchers at their own initiative and discretion, following them, reveals entanglements of selective on- and offline engagement and self-representation. Critical exploration of research participants’ differentiated use of digital technology for navigating a social environment that includes the researcher herself not only transforms our understanding of the field in empirical, ethical, and methodological terms, but also counteracts potentially voyeuristic and life-threatening practices of following people on the move.

The paper makes an overall analysis on present exterior environment and telecom industrial status on the basis of full and accurate datum, and presents the status of 4G technology, the competition relations between 4G and other wireless technologies, overseas 4G service development and the successful experience in Korea and Japan. Then this paper points out that enormous profits and great opportunity still exist in China's mobile telecommunication market, and 4G has become more mature and been applied commercially in a large scale, the conditions of 4G development in China has also become mature.

Purpose. The purpose of the work is to analyze the application of the second and third parts of Article 3692 of the Criminal Code of Ukraine to officials in the context, that defines them by the Criminal Code of Ukraine in the note to Article 364 of the Criminal Code of Ukraine. Methodology. The methodology includes a comprehensive analysis and synthesis of the available scientific and theoretical material and the formulation of relevant conclusions and recommendations. In the course of the study, the following methods of scientific knowledge were used: terminological, logical-semantic, system-structural, logical-normative. Results: in the course of research the cause of criminalization of such act as "abuse of power" is considered, the subject of the specified criminal act which has the features of "an official" in the context, that defines it by the note to Article 364 of the Criminal Code of Ukraine is analyzed and the main ways of committing criminal acts, that are provided for in this article of the Criminal Code of Ukraine are identified. Originality. The study found, that one of the key conditions for the opportunity to influence officials, that are authorized to perform government or local self-government functions, is the position held by the official and the related opportunities. Therefore, taking into account the opinion of the scientists, that the subject of crimes, that are provided for by the second and third parts of Article 3692 is special, the peculiarities of which is the cumulative feature, that denotes, that such person is not endowed with the status of an official, well-founded need to specify the criminal legislation of Ukraine in terms of the application the second and third parts of Article 3692 of the Criminal code of Ukraine concerning officials in the context, that defines them by the criminal legislation of Ukraine in the note to Article 364 of the Criminal Code of Ukraine. Practical significance. The research results can be used in lawmaking in the improvement of anti-corruption legislation.

Purpose. The article is aimed at analyzing the general theoretical principles and the essential characteristics of legal restrictions in environmental law; defining category of “environmental legal restrictions”, their content, system and the status of the respective legislation. Methodology. The methodology consists in carrying out a comprehensive analysis of the provisions of environmental legislation and formulating relevant conclusions on this basis. During the research, the following methods of scientific research were used: terminological, systemic and structural, comparative legal, structural and functional. Results. The objectively determined necessity of unconditional adherence to the legally established environmental requirements, prohibitions and restrictions as well as their potential scientifically substantiated enhancement in order to achieve environmentally significant goals oriented towards the priorities of sustainable development is substantiated. Restrictive mechanisms are scattered across statutory and regulatory acts of different legal force and even different branches of law, therefore, the need for their systematization and unification as well as generalization of the experience of their practical implementation in order to establish a comprehensive system of environmental restrictions is discussed. In our opinion, the conceptual basis and general essential characteristics of public environmental requirements and restrictions should be reflected in the future Environmental Code of Ukraine. Scientific novelty. In the course of the research, the author defines restrictions in environmental law as a specific sectoral imperative mechanism for regulating relations in the field of environmental safety, which consists in systematically introducing legislation on imperative provisions of environmental law as well as establishing specific legal regimes and mechanisms for their application and implementation. Practical significance. The main conclusions can be used in law-making and law-enforcing activities, as well as in further theoretical and legal research and in the educational process.

Political system in Indonesia after New Order regime has entered into a new phase, which is both fundamentally and practically different. With the growth of freedom of expression and the rise of information and communication technology (ICT), the use and practices of political communication is also striking a fair balance, two-ways direction, no longer dominated by government-only apparatuses. The use of internet and New Media in political communication realm has been pioneered since 1997, and has been growing ever since, thanks to the new practices of local election (Pilkada). This paper will address firstly, the theoretical framework of political communication in e-Democracy, and secondly, the application of New Media (website, blog, and social media sites) in local-based political communication, namely Pilkada in Banten at October 23, 2011. Having analysed the phenomenon in question, a surprising result appears. Even though all candidates of Governor and Deputy Governor of recent Pilkada Banten have used New Media as their communication and campaign media, nevertheless the interactivity factor embedded within those “New Media use” are largely neglected.
