Facing climate risks has become a common problem for mankind and a topic of great importance for the Chinese government. To thoroughly implement the overall requirements for the construction of an ecological civilization and effectively improve the capacity of cities to adapt to climate change, China launched the pilot construction of “Climate Resilient Cities” in 2017. In this paper, 16 prefecture level cities in Anhui Province of China were selected as the research objects, and the multi-level grey system evaluation method was used to measure the climate resilience of these regions. We used the difference in differences method to evaluate the effect of the pilot policy of “Climate Resilient Cities.” The pilot policies of the “Climate Resilient Cities” showed a significant contribution to the regional climate resilience, and, after isolating the impact of other factors on the regional climate resilience, the pilot policies of the “Climate Resilient Cities” increased the climate resilience of the pilot cities by four percentage points. The pilot policies of the “Climate Resilient Cities” had a significant contribution to the urban infrastructure development and ecological space optimization, as well as non-significant impacts to the urban water security, emergency management capacity-building, and science and technology innovation initiatives.

The purpose of the study is to develop a model for the formation of professional reflection of future specialists in physical therapy, ergotherapy and to study the impact of its implementation in the process of professional training. Based on the theoretical analysis of the scientific literature, we have developed a model for the formation of professional reflection of future specialists in physical therapy and ergotherapy. The model developed is based on a reflexive approach, which assumes that a person has the capacity to take an active research position in relation to his activity and to himself as his subject, in order to critically analyze, understand and evaluate its effectiveness for its development. The approach to reflective activity allows us to consider reflection as a mechanism for the development and implementation of activity, in turn, activity is the object of reflection. The essence of this approach is most consistent with the understanding of the professional reflection of specialists in physical therapy, ergotherapy as an integral part of professional activity, which led to the development of a program of work with students on its basis. Psychological methods, a specially designed questionnaire and an expert evaluation method were used to evaluate the effectiveness of the model. Formation of professional reflection of future specialists in physical therapy, ergotherapy is presented in the form of three successive interrelated stages. The components of professional reflection of specialists in physical therapy and ergotherapy are covered. We used the methods of diagnostics of reflexivity and examination twice, before the beginning of the experimental work and after its completion. The analysis of the experimental work showed that the students of the experimental group significantly increased the level of formation of each of the components of professional reflection of specialists in physical therapy and ergotherapy. The results of the study make it possible to outline a number of unresolved problems, the development of which is dictated by the needs of the theory and practice of the entire education system. According to the results of the study, the introduction of the developed model in the process of professional training of future specialists in physical therapy and ergotherapy will contribute to the formation of professional reflection.

My country’s current research on the influencing factors of total factor productivity has problems such as single evaluation method, low efficiency, and poor overall level in terms of evaluation methods and evaluation efficiency. Based on this, this study divides the financial structure into three traditional sections, banking, securities, and insurance, and uses the DEA model to study the temporal and spatial differences of the financial structure’s influence on the total factor productivity of the four major political and economic regions of China’s eastern, western, central, and northeastern China. First, establish a DEA model based on data mining algorithms, combine financial data comparisons over the years, to achieve a quantitative analysis of the financial structure’s impact on China’s total factor productivity, calculate financial efficiency, and then combine the DEA analysis data model with the grey correlation method. Analyze its internal influence rules, and design experiments for model verification analysis. The results show that the DEA analysis model can realize 8 iterations of data on the impact of financial structure on China’s total factor productivity, and its evaluation accuracy can reach more than 96.2%.

Purpose The impact of bullying and undermining behaviours on the National Health Service on costs, patient safety and retention of staff was well understood even before the Illing report, published in 2013, that reviewed the efficacy of training interventions designed to reduce bullying and harassment in the outputs. The purpose of this paper is to provide an example of a good programme well evaluated. Design/methodology/approach The methodology follows a broad realist approach, by specifying the underlying programme assumptions and intention of the designers. Three months after the event, Q-sort methodology was employed to group participants into one of three contexts – mechanism – output groups. Interviews were then undertaken with members of two of these groups, to evaluate how the programme had influenced each. Findings Q-sort identified a typology of three beneficiaries from the Stopit! workshops, characterised as professionals, colleagues and victims. Each group had acted upon different parts of the programme, depending chiefly upon their current and past experiences of bullying in hospitals. Research limitations/implications The paper demonstrates the effectiveness of using Q-sort method to identify relevant CMOs in a realist evaluation framework. Practical implications The paper considers the effectiveness of the programme to reduce bullying, rather than teach victims to cope, and how it may be strengthened based upon the research findings and Illing recommendations. Social implications Workplace bullying is invariably implicated in scandals concerning poor hospital practice, poor patient outcomes and staff illness. All too frequently, the sector responds by offering training in resilience, which though helpful, places the onus on the victim to cope rather than the employer to reduce or eliminate the practice. This paper documents and evaluates an attempt to change workplace practices to directly address bullying and undermining. Originality/value The paper describes a new programme broadly consistent with Illing report endorsements. Second, it illustrates a novel evaluation method that highlights rigorously the contexts, mechanisms and outcomes at the pilot stage of an intervention identifies contexts and mechanisms via factor analysis using Q-sort methodology.

Subject. The article reviews various transport electrification scenarios, which would help reduce the CO2 emissions and environmental threats. The environmental and economic security can also be affected if the State insufficiently understands the importance of electric vehicle development, their popularization. It is also crucial to encourage the consumption, develop the infrastructure, innovative projects, which reshape the power engineering structure. Objectives. We determine how global trends influence the production and integration of electric vehicles in Russia. We also evaluate the environmental and cost effectiveness of morot vehicle electrification, opportunities and trajectories for the electric vehicle development nationwide. Methods. The study involves methods used to summarize regulatory, empirical and theoretical data, and general and partial scientific methods and techniques, such as abstraction, analysis, analogy, etc. Results. The article shows the extent of electric transport development worldwide, and focuses on environmental issues and opportunities to reduce the carbon footprint by using electric vehicles and renewable energy sources. We point out opportunities, threats, prospects and disadvantages of the electric vehicle use in Russia. The article indicates how the use of electric cars can be developed in Russia, considering changes in the production structure and the generation of positive effects as much as possible. Conclusions. Currently, Russia evidently lags behind the global production and use of electric cars, without having a priority of the carbon footprint reduction. The strategy for the car segment advancement is underdeveloped. Suggested herein, the ideas for the electric car segment development are aimed to encourage the consumption, production, advancement of infrastructure and innovative projects, and ensure the environmental security of the country.

This chapter focuses on a method, social network analysis (SNA) that can be used to assess the quantity and quality of connection, communication and collaboration mediated by social tools in an organization. An organization, in the Canadian public sector, is used as a real-life case study to illustrate how SNA can be used in a pre-test/post-test evaluation design to conduct a comparative assessment of methods that can be used before, during and after the implementation of organizational change in work processes. The same evaluation method can be used to assess the impact of introducing new social media such as wikis, expertise locator systems, blogs, Twitter and so on. In other words, while traditional pre-test/post-test designs can be easily applied to social media, the social media tools themselves can be added to the assessment toolkit. Social network analysis in particular is a good candidate to analyze the connections between people and content as well as people with other people.

This chapter describes our experience in establishing an Observatory for the measurement of the impact of e-government policies onto the efficiency and the effectiveness of the Italian public sector. Such an Observatory is based on evaluation procedures different from those used in other measurement exercises, such as e-Europe or those belonging to the Big Five consultant groups. Moreover, the adopted definition of “e-government” is slightly different than the usual one, as it takes into account not only the mere providing of e-services, but also the whole impact of ICT in terms of transformation of Public Administration — both at a “front-” and at a “back-office” level. What has made us think about a new evaluation method is the desire for a standard, transparent (i.e., one that everyone understands) system, which, while it takes into account the overall level of e-government, the type and number of online services, and their ease of access and quality, also considers policy actions which flavor the spread of electronic government applications, both inside and outside the public sector.

The objective use of table top adjustable sit–stand desks has yet to be determined, due to the lack of an effective digital evaluation method. The objective of this study was to evaluate the impact of computer prompt software on table top sit–stand desks to determine if there was a difference in the frequency of desk position changes. This five month, pre-post pilot study on 47 university staff members used a novel USB accelerometer sensor and computer software reminders to continuously record and prompt increases in desk usage to promote physical activity at the workstation. During the baseline phase (3 months), desk usage data were continuously recorded for all workers. Following the baseline, the results from a two-month intervention of personalized computer reminders doubled the number of desk position changes per work day from 1 desk position change every 2 work days to 1 change every work day. Furthermore, those who changed desk positions once or twice a day increased from 4% to 36% from baseline to intervention. Overall, the intervention was encouraging, but longer intervention studies are warranted to determine if the desk usage behavior change can be improved and sustained for years and whether that change results in health gains.

Numerous indicators under the plant-soil system should be taken into consideration when developing an appropriate agricultural water conservancy project. Entropy evaluation method offers excellent prospects in optimizing agricultural management schemes. To investigate the impact of different buried depths (30, 45, 60, 75, 90, and 105 cm) of subsurface drainage pipes on greenhouse plant-soil systems, the tomato was employed as plant material, and the marketable yield, fruit sugar to acid ratio, soil electrical conductivity, nitrogen loss rate, as well as crop water and fertilizer use efficiency were observed. Based on these indicators, the entropy evaluation method was used to select the optimal buried depth of subsurface drainage pipes. Both the calculation results of objective and subjective weights indicated that tomato yield and soil electrical conductivity were relatively more crucial than other indexes, and their comprehensive weights were 0.43 and 0.34, respectively. The 45 cm buried depth possessed the optimal comprehensive benefits, with entropy evaluation value of 0.94. Under 45 cm buried depth, the loss rate of soil available nitrogen was 13.9%, the decrease rate of soil salinity was 49.2%, and the tomato yield, sugar to acid ratio, nitrogen use efficiency, and water use efficiency were 112 kg·ha−1, 8.3, 39.7%, and 42.0%, respectively.

AbstractIn the Internet of Vehicles (IoV), with the increasing demand for intelligent technologies such as driverless driving, more and more in-vehicle applications have been put into autonomous driving. For the computationally intensive task, the vehicle self-organizing network uses other high-performance nodes in the vehicle driving environment to hand over tasks to these nodes for execution. In this way, the computational load of the cloud alleviated. However, due to the unreliability of the communication link and the dynamic changes of the vehicle environment, lengthy task completion time may lead to the increase of task failure rate. Although the flooding algorithm can improve the success rate of task completion, the offloading expend will be large. Aiming at this problem, we design the partial flooding algorithm, which is a comprehensive evaluation method based on system reliability in the vehicle computing environment without infrastructure. Using V2V link to select some nodes with better performance for partial flooding offloading to reduce the task complete time, improve system reliability and cut down the impact of vehicle mobility on offloading. The results show that the proposed offloading strategy can not only improve the utilization of computing resources, but also promote the offloading performance of the system.
