Emergency has become a global reoccurrence and when it occurs in a country, the government usually adopt measures to curtail the negative effects of the phenomenon. COVID-19 as the present global emergency needs to be tackled with proper and effective management measures. The principles of Emergency Management Theory are among the global highly rated and most common measures used to tackle emergencies to achieve minimal effect on lives and economies. It is based on the above statements that this study examined the Application of the principles of Emergency Management Theory in the Federal Government of Nigeria‟s management of COVID-19 to ascertain the extent the Federal Government is utilizing the theory‟s principles in its fight against COVID-19 in Nigeria. The study utilized the secondary method of data collection and used observations and documents as its tools of evaluation. The study found that the principles of Emergency Management Theory have been applied by the Federal Government in the management of COVID-19 in Nigeria. The study concludes that the application of the principles Emergency Management Theory in the management of COVID-19 has greatly enhanced Government‟s efforts in the fight against the disease in Nigeria. To improve on emergency management in Nigeria, the study recommended that: Individual researchers and research institutes be supported to develop more proactive ways of dealing with emergencies in the country and Nigerians should all be re-orientated and sensitized on how to prevent, respond and deal with emergencies.

The Federal Government of Nigeria in 2005 amended some sections of the Trade Union Act referred to as “The Principal Act” 1996 to form the new Trade Union (Amendment) Act 2005. The main objective of the new Act was the entrenchment of democracy in Nigeria public service by giving workers the freedom to choose which union to belong and opportunity to form more central union organizations, thereby encouraging industrial democracy. It is on this note that this study examined the political underlying motive in enacting the new Act in relation to industrial democracy in Nigeria Public Service, the weaknesses and strength of the Act were examined. The study relied on the secondary method of data collection. The study concluded that the enactment of the Trade Union (Amendment) Act 2005 was politically motivated to give the government the much-needed space to implement certain policies and decisions that are comfortable for the government. The study then recommended that the governmentshould embark on nation-wide consultation with stakeholders to develop valid amendments in Trade Union Acts for the betterment of all and not for the exploitation of the masses. The rapid global transmission of COVID-19 has demonstrated many weaknesses in government procurement of essential supplies. In the United States, these problems have been particularly evident, as systemic fragmentation through federalism has frustrated a coordinated response. Rather than working together, states and localities are competing over limited medical resources, while the federal government has not stepped in to alleviate burdens on the lower tiers of government. In this study, we introduce how procurement is managed under normal circumstances and how it changes during emergencies. Easing procurement rules comes with necessary tradeoffs, particularly involving equity and accountability. Using case studies from recent disasters, we identify procurement and management recommendations for the COVID-19 response and future emergencies. We conclude that public procurement is integral to effective management in the 21st century and must be treated as such in the study and practice of public administration and emergency management.

Abortion is a social phenomenon that is increasingly alarming. The concern is not without reason, because so far the behavior of abortion many negative effects both for themselves the perpetrators and the wider community. With the passing of the Government Regulation No. 61 Year 2014 on Reproductive Health still raises the pros and cons in the middle of the community. The approach used to address the problem that the above problems are normative juridical approach. Based on the results of the study need to decriminalize abortion in Government Regulation No. 61 Year 2014 on Reproductive Health which has the goal of creating the legal basis for abortion and the experts who helped him as an indication of a medical emergency or pregnancy due to rape, and factors inhibiting the decriminalization of abortion is legal factors themselves, law enforcement officials factors, factors facilities or infrastructure, community factors, and cultural factors. Suggestion that the author should the government needs to review the Government Regulation No. 61 Year 2014 on Reproductive Health in particular Article 31 and Article 34 within the limited evidence of rape victims in just 40 days because of the time limit is not relative to the law enforcement agencies to prove it, as well as regarding the evidentiary aspects of pregnancy due to rape victims in order to avoid an impression of legitimizing the act of abortion in any form.  Abstract Generally speaking, media is extensively used as the means to disseminate news and information pertaining to business, social, political and religious concerns. A portion of the time and space of media has now become an important device to generate economic and social activities that include advertising, marketing, recreation and entertainment. The Government regards them as an essential form of relaying news and information to its citizens and at the same time utilizes them as a powerful public relations’ mechanism. The effects of media are many and diverse, which can either be short or long term depending on the news and information. The effects of media can be found on various fronts, ranging from the political, economic and social, to even religious spheres. Some of the negative effects arising from the media are cultural and social influences, crimes and violence, sexual obscenities and pornography as well as liberalistic and extreme ideologies. This paper sheds light on these issues and draws principles from Islam to overcome them. Islam as revealed to humanity contains the necessary guidelines to nurture and mould the personality of individuals and shape them into good servants. Abstrak Secara umum, media secara meluas digunakan sebagai sarana untuk menyebarkan berita dan maklumat yang berkaitan dengan perniagaan, kemasyarakatan, pertimbangan politik dan agama. Sebahagian dari ruang dan masa media kini telah menjadi peranti penting untuk menghasilkan kegiatan ekonomi dan sosial yang meliputi pengiklanan, pemasaran, rekreasi dan hiburan. Kerajaan menganggap sarana-sarana ini sebagai wadah penting untuk menyampaikan berita dan maklumat kepada warganya dan pada masa yang sama juga menggunakannya sebagai mekanisme perhubungan awam yang berpengaruh. Pengaruh media sangat banyak dan pelbagai, samada berbentuk jangka pendek atau panjang bergantung kepada berita dan maklumat yang brekenaan. Kesan dari media boleh didapati mempengaruhi pelbagai aspek, bermula dari bidang politik, ekonomi, sosial bahkan juga agama. Beberapa kesan negatif yang timbul dari media ialah pengaruhnya terhadap budaya dan sosial, jenayah dan keganasan, kelucahan seksual dan pornografi serta ideologi yang liberal dan ekstrim. Kertas ini menyoroti isu-isu ini dan cuba mengambil prinsip-prinsip dari ajaran Islam untuk mengatasinya. Tujuan Islam itu sendiri diturunkan kepada umat manusia ialah untuk menjadi pedoman yang diperlukan untuk membina dan membentuk keperibadian individu dan menjadikan manusia hamba yang taat kepada Tuhannya. ABSTRAK: Inti pokok masalah dalam penelitian ini meliputi latar belakang gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, Faktor-faktor yang mendorong gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna dan akibat gerakan sosial masyarakat Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna? Latar belakang gerakan sosial masyarakat Kampung Labaluba yaitu keadaan kampungnya yang hanya terdiri dari beberapa kepala keluarga tiap kampung dan jarak yang jauh masing-masing kampung membuat keadaan masyarakatnya sulit untuk berkomnikasi dan tiap kampung hanya terdiri dari lima sampai dengan tujuh kepala keluarga saja. Kampung ini letaknya paling timur pulau Muna terbentang dari ujung kota Raha sekarang sampai kampung Wakuru yang saat ini. Kondisi ini juga yang menjadi salah satu faktor penyebab kampung ini kurang berkembang baik dibidang ekonomi, sosial politik, pendidikan maupun di bidang kebudayaan. Keadaan ini diperparah lagi dengan sifat dan karakter penduduknya yang masih sangat primitif. Faktor yang mendorong adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna adalah adanya ketidaksesuaian antara keinginan pemerintah setempat dan masyarakat yang mendiami Kampung Labaluba pada waktu itu. Sedangkan proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna bermula ketika pemerintah seolah memaksakan kehendaknya kepada rakyat yang menyebabkan rakyat tidak setuju dengan kebijakan tersebut. Akibat yang ditimbulkan dari adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna terbagi dua yaitu akibat positif dan akibat negatif.Kata Kunci: Gerakan Sosial, Factor dan Dampaknya ABSTRACT: The main issues in this study include the background of the social movement of Labaluba Village, Kontumere Village, Kabawo Sub-District, Muna District, Factors that encourage social movements of Labaluba Kampung Sub-village, Kontumere Village, Kabawo Sub-District, Muna District, the social movement process of Labaluba Village, Kontumere Village, Kabawo Sub-District Muna Regency and due to Labaluba community social movements Kontumere Village Kabawo District Muna Regency? The background of the Labaluba Kampung community social movement is that the condition of the village consists of only a few heads of households per village and the distance of each village makes it difficult for the community to communicate and each village only consists of five to seven households. This village is located east of the island of Muna stretching from the edge of the city of Raha now to the current village of Wakuru. This condition is also one of the factors causing the village to be less developed in the economic, social political, educational and cultural fields. This situation is made worse by the very primitive nature and character of the population. The factor that motivated the existence of the social movement of Labaluba Village in Kontumere Village, Kabawo Subdistrict, Muna Regency was the mismatch between the wishes of the local government and the people who inhabited Labaluba Village at that time. While the process of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency began when the government seemed to impose its will on the people, causing the people to disagree with the policy. The consequences arising from the existence of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency are divided into two, namely positive and negative effects. Keywords: Social Movements, Factors and their Impacts

Abstract The virtue of compassion is a valid antidote to lighten the burden of negative effects brought by the COVID-19 pandemic. However, real-life situations can attest that this is not always the kind of behavior for some people since the current situation is considered as ‘survival of the fittest.’ In its absence, the respect of freedom by public officials to every citizen is a great substitute most especially in the implementation of the government’s vaccination program. This behavior actualizes every person’s plan of protection without being pressured. This right needs to be provided and not taken away by the government.

African swine fever (ASF) is a highly contagious viral infection of domestic and wild pigs with high mortality. First reported in East Africa in the early 1900s, ASF was largely controlled in domestic pigs in many countries. However, in recent years ASF outbreaks have been reported in several countries in Europe and Asia. The occurrence of ASF in China, the largest pork producer in the world, in 2018 and in India, the country that surrounds and shares open borders with Nepal, has increased the risk of ASF transmission to Nepal. Lately, the pork industry has been growing in Nepal, overcoming traditional religious and cultural biases against it. However, the emergence of viral infections such as ASF could severely affect the industry's growth and sustainability. Because there are no effective vaccines available to prevent ASF, the government should focus on preventing entry of the virus through strict quarantine measures at the borders, controls on illegal trade, and effective management practices, including biosecurity measures.

AbstractThis study deals with the question of economic voting in Canada, notably that the electoral impact of economic perceptions with regard to the performance of the federal government has not been homogeneous among the whole Canadian electorate during the period of Liberal dominance in Quebec. Contrary to our Findings on voters in other provinces, francophone Quebeckers did not vote according to their judgment of the government on economic matters, their fidelity to the Liberal party having inhibited them in this respect. These results suggest that the absence of economic voting in Quebec during the Liberal regime may clarify, at least in part, the puzzling conclusions of previous research, that show a fragile relationship between the economy and the electoral outcomes in Canada. These findings break new ground for a better understanding of the specific electoral rationality used by minorities in long-established democracies.
