In order to implement the provisions of the INSPIRE Directive, it is necessary for the Member States of the European Union to take appropriate measures to enable combining in a uniform manner spatial data deriving from different sources and sharing use of them by many users and many applications. Spatial data regarding underground hard coal mining in Poland should also be available in the national spatial reference system. Mining enterprises run a cartographic resource in the different rectangular flat coordinate systems. The standard transformation procedure does not provide the required accuracy because these are areas affected by mining activity, and the stability of points is limited, hence, studies were undertaken. The result is the development of software that can be used in Geographic Information Systems to transform spatial data from a system used in mine to the national system. The article described shortly a chosen coordinates systems used in Polish underground mines, elaborated procedure for selection of the degree and the type of a transformation polynomial in the transformation task. It presents its practical application of procedure for the area of one of hard coal mines using the author’s software elaborated in the results of above-mentioned research.

Abstract Mining machines suitable for hard coal mining, due to the specifics of this industry must be characterized by very high technical parameters. In particular, it concerns their durability, reliability and availability. Currently used machines approved for operation in underground conditions meet such requirements. Nevertheless, during their operation it is reasonable to conduct supervision and control of work parameters. This applies to both machine manufacturers and users, which is especially important in the event of a failure. Mine employees should be able control of the entire operation process. This control can be effective thanks to a visualization system developed to monitor the working parameters of mining systems. The paper discusses the innovative system and presents the results of efficiency tests. They concerned the visualization of the operation of a powered roof support. The obtained results indicate that the assumed goal of the system has been achieved. The system is built on elements of industrial automation, which guarantees the reliability of the indicated values. Its graphic layout and selection of the presented parameters are also approved. It should also be emphasized that the system can work with currently operating systems and is easy to expand. According to the Authors, the system should find a wide application in practice.

The article discusses a case of security hazard in a longwall equipped with a properly selected chock shield support with two legs, technically efficient, introduced to the market and for operation in compliance with the requirements covering Polish hard coal mining. As a cause of the hazard an accidental coincidence was indicated, such as the occurrence of a tremor at an area with unfavourable geometry for the operation of the support section and leg (including the shift of the double-telescopic leg from the 1st to the 2nd hydraulic stage) at the time of the mining process. Immediate safety measures were applied successfully. They were aimed at minimizing the conditions dangerous to the crew. The section was withdrawn and spragged again. As a result, the leg operated in full extension mode of the 1st hydraulic stage, obtaining the required strength and geometry of the section and leg. The presented case study will be additionally supplemented in the future with selected analytical and bench tests.

ABSTRACTThis study discusses the Analysis of the Content of Sensationalism in Criminal News (Case Study of the Inews Program of South Sulawesi and KompasSulsel). The basis of this research began because of the fierce competition between television, newspapers and radio and the limitations of the medium, making television shift from the emphasis on public conversation leading to entertainment. There was a tight competition in the Market News. This condition provides an increase in a phenomenon called "sensationalism". Criminal news is classified into sensational news because the topics and images displayed include sensationalism. In addition, criminal news also has the ability to attract the attention of the public. This study aims to compare the level of sensationalism in news programs, especially criminal news on InewsTv and KompasTv, through the InewsSulsel and KompasSulsel programs. From these comparisons, the research method used is content analysis by comparing messages from different sources. This can be seen in the news of Inews-Sulsel and Kompas-Sulsel which are packaged with the selection of certain words in the title, the use of graphics, interesting drawings and information, the borrowing of expert mouths to convey ideas, angle setting for media presentation, music use, songs and repetitive effects so that they are familiar and determine the agenda agenda [agenda setting]. The results showed that the Inews-sulsel news program was more sensational in presenting news about the chaotic case of the Kingdom of Gowa compared to the Kompas-sulsel program. Fiscal policymaking of the Member States aims to follow fiscal rules through the economic cycle that ensure macroeconomic sustainability in the European Union (EU). After the 2008 global crisis, the Stability and Growth Pact introduced the enhanced supranational fiscal rules, setting additional boundaries to fiscal deficits and government debt. The new ceiling on the structural deficit in public finance laws of Member States has served to protect creditworthiness. The COVID-19 pandemic, which led to a temporary suspension of the fiscal rules, clearly indicates that the key challenges are to implement a countercyclical policy during upturns, building buffers for bad days. Under the Next Generation Europe’s initiative the European Commission (EC) will borrow up to €750 billion and distribute it over 2021-2024 to Member States (European Commission, 2020a). Raising funds in the EU budget and repayment of the EC debt may lead to amendments to the design and application of the EU fiscal rules. This paper lays out the objectives of the EU current fiscal framework and its main pillars, discusses how the EC new financial instruments for the period 2021-2027 will be accounted for in the Member States’ fiscal framework, and what are its possible changes and challenges after Covid-19 and Brexit.

Poland is the leader in hard coal mining in the European Union and in generation of electricity on this basis, it is related also to low generation of energy from renewable energy sources, in particular photovoltaic installations. The paper analyses the potential of PV installations application for the needs of a selected hard coal mine from the Upper Silesian Coal Basin. Using the hourly data on its electricity consumption in 2018 various sizes of PV installations were selected, a simple payback period was calculated as well as the percentage of energy from the installation use for the current mine operations. It has been shown that in the case of a mine, having available 20 MW of ordered power and average consumption of approx. 14 MW, an installation of 20 MWp rating covers approx. 15% of the electricity demand per year, while for 1 o’clock p.m., i.e. the hour at which most frequently the peak consumption occurred, the share in electricity demand coverage by the PV installation of this power on average amounts to approx. 50% per year.

Unmanned aerial vehicles (UAVs) are affordable these days. For that reason, there are currently examples of the use of UAVs in recreational, professional and research applications. Most of the commercial UAVs use Px4 for their operating system. Even though Px4 allows one to change the flight controller structure, the proportional-integral-derivative (PID) format is still by far the most popular choice. A selection of the PID controller parameters is required before the UAV can be used. Although there are guidelines for the design of PID parameters, they do not guarantee the stability of the UAV, which in many cases, leads to collisions involving the UAV during the calibration process. In this paper, an offline tuning procedure based on the multi-objective particle swarm optimization (MOPSO) algorithm for the attitude and altitude control of a Px4-based UAV is proposed. A Pareto dominance concept is used for the MOPSO to find values for the PID comparing parameters of step responses (overshoot, rise time and root-mean-square). Experimental results are provided to validate the proposed tuning procedure by using a quadrotor as a case study.

Bioenergy represents the highest share of renewable energies consumed in the European Union and is still expected to grow. This could be possible by exploring bioenergy production on Marginal, Underutilised, and Contaminated lands (MUC) that are not used for agricultural purposes and therefore, present no competition with food/feed production. In this paper, the viability and sustainability of bioenergy value chains on these lands is investigated and measures for market uptake were developed. Using three case study areas in Italy, Ukraine, and Germany, a screening of MUC lands was conducted, then an agronomic assessment was performed to determine the most promising crops. Then, techno-economic assessments followed by sustainability assessments were performed on selected value chains. This concept was then automated and expanded through the development of a webGIS tool. The tool is an online platform that allows users to locate MUC lands in Europe, to define a value chain through the selection of bioenergy crops and pathways, and to conduct sustainability assessments measuring a set of environmental, social, and economic sustainability indicators. The findings showed positive results in terms of profitability and greenhouse gas emissions for bioethanol production from willow in Ukraine, heat and power production from miscanthus, and biogas and chemicals production from grass in Germany. The webGIS tool is considered an important decision-making tool for stakeholders, which gives first insights on the viability and sustainability of bioenergy value chains.

AbstractRehabilitation of post-industrial areas involves many areas. The area after hard coal mines, requires many specific actions and funds in order to eliminate any remnants of the former infrastructure that is located in this area. The area of Upper Silesia, which includes areas on both the Polish and Czech borders, belongs to the area where the process of underground hard coal mining is being extinguished. As a result of the completion of mining works, the mine areas and adjacent sites begin to undergo transformations. Thus, the landscape of this area changes, various types of land, residential buildings and roads are destroyed. The activities related to restoring the utility value to degraded areas should be carried out consistently, primarily from their inhabitants’ perspective. The rehabilitation of post-mining area and its proper management can bring great benefits to the city and its inhabitants in the future. The publication presents a proposal for land development solutions for the former hard coal mine in Bohumin, Vrbice district in the Czech Republic.

Reaching environmental targets set by the European Union (EU) requires a constant renovation of the existing building stock to nearly Zero Energy Buildings (NZEB) in a cost-optimal manner. Studies show that the renovation rate of the existing building stock is more than two times less than what is necessary to reach the targets. Furthermore, the majority of performed renovations across the EU reach just a small amount of energy savings, whereas NZEB renovations are rarely achieved. This paper proposes a methodology for the evaluation of renovation measures, aiming to provide decision support related to the selection of what to renovate and to what extent. The proposed method is rooted in the well-established cost-optimal methodology, yet it suggests a pre-step to package evaluation. This is done by means of a simplified cost-effective parameter (CEP), linking cost, lifetime, and energy savings. The methodology is demonstrated using a case study building in Denmark. The results show that the CEP provides good grounds for the compilation of single actions to packages. Further developments could focus on the sensitivity of the model inputs and integration of additional evaluation parameters to cost, such as environmental, architectural, comfort, risk, etc.

The application of explosives has never been considered as a major influencing factor during either the designing of a mine or the selection of the mining method. However, this has changed with the launch of WebGenTM wireless blasting system, which allowed underground mines to exploit their orebody applying methods previously not possible due to limitations imposed by the use of wired detonators. The wireless blasting system is based on magnetic induction communication, and its signal is capable of overcoming hundreds of meters through rock, water, and air, to reach individual primers in the blastholes without any physical connection.A noble application of wireless detonators is being used in Vazante mine, Brazil, an underground zinc mine where ore pillars are left in the mined stope to secure stability and minimize dilution by limiting the hydraulic radius. The recovery of these pillars is financially desirable but involves extra time and costs associated with scaling, backfilling, reinstalling infrastructure, accessing areas previously blasted (less stable), drilling, charging with explosives, and subsequently, firing and mucking out the blasted material with expected high dilution. Applying 100% wireless detonators made it possible to safely preload the pillar together with production blasts before losing access to the area, a method named Temporary Rib Pillar (TRP). After all the stope is mined and the pillar accomplished its objectives, the primers are initiated without neither the need for the extra cycles described previously, nor the need to re-enter the area. Thus, it was possible to reduce the exposure of people and equipment, reduce operational cycles, and increase ore recovery, directly contributing to anticipate the ore production while guaranteeing the safety of the teams involved.
