Intercultural contacts are very dynamic in the modern world. Intercultural interaction at personal, institutional, and international levels, due to globalization, demographic changes, information technologies development, etc., is intense. The expansion of international relations these days requires developing dialogic skills between various developed cultures, which requires clarification of problems related to intercultural communication. The article analyzes the concepts of intercultural communication in modern society. It also highlights some characteristics, trends, and development in the linguistic space.

This article examines the challenges and threats faced by Russian diplomacy in the modern world, in the context of new global changes (the COVID-19 pandemic, the global financial, economic and energy crisis, attempts to reformat the existing system of international relations). Diplomacy is being radically transformed before our eyes. In the face of new challenges, its structure and methods are changing, and new directions are emerging. Our modern world is filled with names — humanitarian, digital, scientific, integration, cultural, public, sports diplomacy. At the same time, it is not certain that the essential content of diplomacy — the construction of relations and their management — will be carried out without direct personal contact. Interpersonal contact has always been the foundation of diplomacy. The authors present proposals for the formation of Russia's foreign policy position in relation to the most important problems of modern development through the prism of positioning our country as an independent center of power. The article analyzes new opportunities and technologies for use by the diplomatic departments of various states in the course of carrying out current activities in the field of international relations. It is impossible to imagine the life of any modern society without social networks - a structure based on the contacts of individuals with each other, the exchange of various information, the discussion of pressing issues. For a modern person, the use of a social network is quite a familiar phenomenon, and for diplomats it is not so much a form of communication with thousands of strangers, as an understanding of what is happening in their country of residence, how citizens react to the decisions and actions of the foreign ministry, a free ideological space that can be used as a means of influencing public opinion, creating a positive image of their country abroad. In the context of the COVID-19 pandemic, the use of the Internet and social networks has increased significantly (online work, study, conferences, meetings, entertainment, etc.).

The article is devoted to the problems of transformation and phenomenon of complication of intercultural communication models. The significance of the study lies in the fact that intercultural communication through the prism of cultural and civilizational developments reflects the sociocultural changes taking place at all levels of social development. The problem of application of theoretical knowledge about the communicative paradigm of modern culture with its polylogical core for the development of a specific model of intercultural communication and effective cultural policy relates to the difficulties of achieving compliance of the research results with the real state of the sociocultural environment. Basing on the previous and current research approaches and taking into consideration a systemic and synergistic approach as well as a dialogue concept, the authors aim to investigate theoretical modeling of intercultural interaction. As a result of investigation, the authors conclude that the study of models of intercultural interaction cannot be carried out without understanding the principles and factors of the dynamics of cultural changes in the modern world which allows us to consider the transition from a dialogue model to a polylogue model as a natural stage in the dynamics of culture. Also, the methodological set of philosophical and cultural studies of the dynamics of modern culture is proved as constantly expanding due to the new tendencies, like total digitalization. It is stated that overcoming outdated models of intercultural interaction and adopting the new ones is a long process that must be tested by the human society

Purpose of the study. The rapidly developing processes of the formation of the digital economy affect various spheres of human life in modern society, inevitably changing the educational environment. The aim of the work is to analyze the main development trends and emerging transformation processes in the field of higher education under the influence of growing digitalization and digital transformation of various aspects of human life.Materials and methods. In the course of the work, a dynamic, structural analysis of analytical and statistical information about the processes taking place in this area was used, as well as methods of theoretical research: analysis and generalization.Results. The pace of development of the digital economy in the modern world is very rapid, due to which the life of a number of professions is shortened, and changes affecting the content of labor contribute to the emergence of new ones. Based on this, it is necessary to understand the main directions of development in higher education, since personnel training is one of the most important components of the digitalization of the economy. The paper formulates the main directions for the development of education using digital technologies for the training of qualified specialists who meet the requirements of the digital economy and outlines a number of problems that the educational system will face in the process of transformation.Conclusion. The spread of digital and information technologies contributes to significant transformations in various fields of human activity and the sphere of higher education is no exception. The format of the digital economy is quite mobile, which leads to the fact that some specialties will emerge, others will lose their importance and disappear more or less rapidly, and also under the influence of constant and fairly rapid changes, the requirements for training will change. Considering the high mobility and variability of the current situation both in the economy and in the field of higher education, there is a need for constant adjustment of educational programs taking into account the ongoing changes. The rapid development of new knowledge and technologies, and many other reasons, contribute to significant transformations of higher education systems around the world. At the same time, considering the speed of changes, it is quite difficult at the present time to assess the entire range of challenges and problems that face the sphere of higher education. Separate sections of the work have been published earlier in a number of articles by the author devoted to this problem.

At present information technologies are rapidly developing all over the world, so a man of today should be engaged in self-education and self-improvement. Due to the rapid society informatization and learning conditions during a pandemic, there is an increasing need to improve the computer literacy of current and future teachers, as a computer is the main device in the work of a teacher and in teaching a student in the modern world. In this regard, the formation of computer literacy among students of pedagogical universities and teachers in the current learning environment is an urgent problem in modern society. In accordance with the problem, the main goal of the article is to analyze the works of both domestic and foreign scientists, devoted to the problems of training future teachers in the context of society informatization and the pandemic. For a more detailed analysis and study of the problem of computer literacy formation, the article uses a theoretical research method, which is implemented in considering the fundamental definitions of computer literacy, in highlighting the main levels of computer literacy. The result of the analysis is a listing and description of the basic skills that a pedagogical university student and an employee in the field of education must possess to work with computer information, as well as the use of computer programs in the professional activity of a teacher in the pandemic. Thus, increasing computer literacy is an integral process in the information society, especially during the period of active use of distance learning technologies.

In the last half-century, there has been an increase in scientific interest in the problems of intercultural interaction. The article deals with the problem of intercultural communication and highlights its historical aspect. Examples of experimental studies on the subject are given. The authors noted some mechanisms of intercultural communication. Ethnocentrism is inherent in any culture. Most cultural anthropologists agreewith this opinion. They are convinced that it is natural to look at the world through the lens of their culture. But it has both positive and negative points. Ethnocentrism allows one to unknowingly separate one ethnocultural group from another, the bearer of another's culture from one's own. This is a positive thing. While the negative is the conscious desire to isolate one person from another, to form a humiliating attitude from one culture to another. The relevance and importance of studying the features of interethnic perception are once again demonstrated by the large number of works devoted to this issue, the multiplicity of points of view on the content, originality and role of ethnic determinants of perception. Methods of social psychology and the nature of inter-ethnic relations make their demands on the choice of topics at the present stage, increasing the processes of disintegration while simultaneously seeking humanity for unification. The authors' conclusions relate to the relevance and importance of studying the features of interethnic interaction.

The article is devoted to the analysis of the benefits and challenges of public-private partnerships in the sphere of сybersecurity. Information technologies play a dominant role in the development of modern society. However, rapid progress in this area is closely linked to the emergence of more sophisticated, innovative threats. The information security system, which has developed within the framework of the modern world order, is one of the "pillars" of international stability. Therefore, it became necessary to distinguish cybersecurity as an important component of public life. The state has a particularly important role to play in the information and cybersecurity system, as it can take a number of organizational and technical measures to protect its information space. The article emphasizes that it is possible to reach significant success only by involving the private sector. There are many examples and confirmations of it in the world. Public-private partnership is one of the potential forms of effective cooperation between the representatives of public and private sectors. The overall goal of participating in PPPs, both private and public, is to increase cybersecurity. There is an obvious need to combine the capabilities, potential, experience, technical support, and funding of the public and private sectors to combat cyber threats. Each country is trying to find its own way in building a PPP, but such a partnership has already become a new effective mechanism to meet the challenges and threats in today's information society. The article explores the examples of public-private partnerships in the sphere of сybersecurity in the EU.

Problems of implementation of Ukraine's European integration course and a number of other issues of the modern world economy (disintegration processes and tendencies, which are clearly confirmed by the example of Brexit and inability of international organizations to act effectively in emergencies, shown by COVID-19 pandemic spread and scale ) actualize the importance of developing the interdisciplinary problem of national business cultures. On the basis of generalized contribution of the founders of national business cultures theory (G. Hofstede, C. Hampden-Turner and F. Trompenaars and R. Lewis) and own scientific and practical developments of this problem the author's definition of basic investigation category «national business cultures» is given. The content of the methodology for its investigation, epistemological limitations (requirements of theoretical knowledge) and the relationship of the methodology with the subject of investigation are determined. Blocks (enlarged groups) of methods of national business cultures investigation are separated, specific methods within each block are identified and scientific and practical goals of the investigation according to each method are defined. The following blocks of methods of national business cultures cognition are distinguished: general scientific, social-humanitarian, economic-mathematical, applied and special. The attempt to determine the factors of trends in the evolutionary transformation of national business cultures within the medium and long term perspective are substantiated (such factors do not affect the internal features and properties of the stable quality of national business cultures): the role of Catholicism as the most favorable to entrepreneurship religion in the modern world; the COVID-19 pandemic; displacement of oil and gas as the main sources of energy; modification of entrepreneurial activity influenced by information technologies; the dialectical nature of the universalization and deepening of «self-identification» of national business cultures. The primary prospects for further elaboration of the investigated problem are the practical use of identified methods in order to reveal the content of national business cultures as a phenomenon of theory and practice of entrepreneurship and life of modern society.

The development of the system paradigm in economic science leads to the formulation of a number of important questions to the political economy as one of the basic directions of economic theory. In this article, on the basis of system introspection, three questions are considered. The first is the relevance of the class approach to the structuring of the socio-economic space; the second is the feasibility of revising the notion of property in the modern world; the third is the validity of the notion of changing formations as the sequence of “slave-owning system — feudal system — capitalist system”. It is shown that in modern society the system approach to the structuring of socio-economic space is more relevant than the class one. Today the classical notion of “property” does not reflect the diversity of production and economic relations in society and should be replaced by the notion of “system property”, which provides a significant expansion of the concepts of “subject of property” and “object of property”. The change of social formations along with the linear component has a more influential cyclic constituent and obeys the system-wide cyclic regularity that reflects the four-cycle sequence of the dominance of one of the subsystems of the macrosystem: project, object, environment and process.

The present article considers the need to predict migration flows using Predictive Analytics. The Russian Federation is a center of migration activity. The modern world is changing rapidly. An effective migration policy requires effective monitoring of migration flows, assessing the current situation in our and other countries and forecasting migration processes. There are information systems in Russia that contain a wide range of information about foreign citizens and stateless persons that provide the requested information about specific foreign citizens, including grouping it on various grounds. However, it is not possible to analyze and predict it automatically using thousands of parameters. Special attention in Russia is paid to digitalization. Using information technologies (artificial intelligence, machine learning and big data analysis) to forecast migration flows in conditions of variability of future events will allow to take into account a number of events and most accurately predict the quantitative and so-called "qualitative" structure of arrivals. The received information will help to develop state policy and to take appropriate measures in the field of migration regulation. The authors come to the conclusion that it is necessary to amend existing legal acts in order to implement information technologies of Predictive Analytics into the practice of migration authorities.

At the present stage, Kazakh musical culture is heterogeneous. It represents traditions coexisting at the same time and interacting with each other: Kazakh ethnic and newly established composer school (tradition). Examining changes in cultural landscapes of the 20th century I reveal the peculiarities of interaction and dialogue between two kinds of culture: ethnic and global (endogenous and exogenous). The procedures include the complex study of the history of Kazakh culture in the 20th century, stylistic analysis of traditional and composer’s music, semiotic approach to intercultural interaction, as far as a comparative analysis of oral and written music of 19th and 20th centuries. On one hand, dramatic changes in the structure of music culture were caused by external objective reasons: new industrial and postindustrial civilization phases (urbanization and information technologies); intensification of interaction with western (mainly Russian) cultures, etc. On the other hand, some changes were inspired by inner factors: diverse development of local song and kui (dombyra piece) traditions; Soviet cultural policy. As a result new type (or layer) of national culture – Kazakh composers’ music – appeared. It was connected with the formation of a national style based on transcriptions and borrowing. Traditional music was influenced by new social institutions (philharmonic halls, theatres, radio, conservatoire) that caused changes in the creative process (decrease of oral transmission, lack of traditional social context) as well as in the style (virtuoso performance, new genres of songs).
