В настоящее время накоплен значительный исторический, лингвистический археологический, этнологический материал по воинским обрядам и обычаям осетин, позволяющий рассмотреть некоторые сюжетные линии осетинского нартовского эпоса с новых точек зрения. Новизна исследования заключается в том, что в статье используются комплексные и междисциплинарные методы, на новом материале рассматриваются исторические истоки воинских обычаев и обрядов, прослеживаемых в осетинском нартовском эпосе, а также их исторические и этнографические параллели. Целью исследования является поиск истоков обычаев и обрядов, характерных для социального слоя мужчин-воинов, описываемых в осетинском нартовском эпосе, а также их параллелей в исторических описаниях и зафиксированных археологией погребальных обрядах. В нартовском эпосе описываются связанные друг с другом обычаи отрубания головы противника, скальпирования и отсечения правой руки. Для воинов-нартов характерен обряд побратимства, посвящения коня покойнику, почитание пиршественной чаши. Для реконструкции древних воинских обычаев и обрядов в сравнительно-историческом разрезе проанализированы данные археологии, античных и восточных источников, фольклора и нартовского эпоса народов Кавказа. Методы этнологии позволяют выявить пережитки воинских обычаев, описанных в вариантах нартовского эпоса, бытующих у народов Северного Кавказа. На основании анализа эпоса и сопоставления его с историческими источниками авторы приходят к выводу, что нартовские сказания осетин отражают социальные отношения, обычаи и обряды военизированного общества. Такие обычаи и обряды были характерны в древности для многих индоиранских народов, в том числе персов, скифов, сарматов, алан и др. на этапе разложения родового строя, когда основным фактором экономической стабильности общества являлись военные походы. Некоторые пережитки обычаев сохранялись в обрядовой практике осетин до начала XX в. (побратимство, посвящение коня покойнику, почетный бокал). Currently, significant historical, linguistic, archaeological, ethnological material has been accumulated on the military rituals and customs of the Ossetians, which makes it possible to consider some of the storylines of the Ossetian Nart epic from new points of view. The novelty of the research lies in the fact that the article uses complex and interdisciplinary methods; the new material examines the historical origins of military customs and rituals traced in the Ossetian Nart epic, as well as their historical and ethnographic parallels. The aim of the study is to search for the origins of customs and rituals characteristic of the social stratum of male warriors described in the Ossetian Nart epic, as well as their parallels in historical descriptions and burial rites recorded by archaeology. The Nart epic describes the related customs of chopping off the enemy's head, scalping and cutting off the right hand. The Nart warriors are characterized by the rite of twinning, the dedication of a horse to the dead, and the veneration of a banquet bowl. To reconstruct ancient military customs and rituals in a comparative historical context, the authors analyzed data from archaeology, ancient and eastern sources, folklore and the Nart epic of the peoples of the Caucasus. Ethnological methods make it possible to reveal the remnants of military customs described in the versions of the Nart epic that exist among the peoples of the North Caucasus. Based on the analysis of the epic and comparing it with historical sources, the authors come to the conclusion that the Nart legends of the Ossetians reflect the social relations, customs and rituals of a militarized society. Similar customs and rituals were typical in ancient times for many Indo-Iranian peoples, including the Persians, Scythians, Sarmatians, Alans, and others at the stage of the disintegration of the tribal system, when military campaigns were the main factor in the economic stability of society. Some remnants of customs were preserved in the ritual practice of the Ossetians until the beginning of the 20th century (twinning, dedication of a horse to the dead, a glass of honor).

This article presents a brief overview of Maikop-Novosvobodnaya assemblages with gold ornaments. Special attention is paid to symbolism. Gold ring pendants were found in four Middle Bronze Age burials near Meneralnye Vody, central north Caucasus. One of them (burial 4 under kurgan 3 at Lysogorsky-6) is very unusual. It was arranged under a seven-meter-high mound and contained a set of weapons and implements placed on wooden dishes. Among the stones heaped on the burial, an offering was found — two crania of bulls. Burials of warriors with bronze and stone axes, excavated in central Caucasus, are discussed. The Maikop-Novosvobodnaya people (4th millennium BC) and those of the North Caucasian culture (3rd millennium BC) differed with regard to social structure mirrored by the burials. While both those societies were on the early pre-state stage, the social models were different. The Chalcolithic society was marked by the military and production symbolism, specifi cally that related to carpentry, and the ranking was super-elitary, with abundant gold placed in burials. In the Middle Bronze Age society, symbols related to carpentry were still used, but along with bronze axes of the Transcaucasian (Nacherkezevi) type. Stone axes were associated with smithcraft. The higher degree of military elite stratifi cation at that stage is revealed by assemblages with impact weapons and golden pendants attached to the headgear.

The article contains a historical and legal analysis of proclamations as a cumulative source of Hetmanate’s city law of the second half of 17th – 18th centuries, and their characteristic by origin and purpose. It was established that Hetmanate (a state official name was – Zaporizhian Host) was under the rule of Polish-Lithuanian Commonwealth during this period with all the lands and cities, and then as a part of the Russian monarchy. It is studied that in the field of municipal government, public relations in Ukrainian cities were governed by the norms of urban law, including the provisions of local proclamations (locations) of the autonomous government ofHetmanate, which should be divided into separate specific groups. The most significant of them were those that confirmed the granting of the right to self-government of the Magdeburg sample to Ukrainian cities. The proclamations of Ukrainian hetmans of a defensive, prohibited or protective nature, which were granted to the cities of Hetmanate since the reign of B. Khmelnytskyi and including K. Rozumovskyi, protected the rights of urban communities from abuse bythe local administration and representatives of other classes. The cities were given the right to leave a significant part of the income to the city government bodies and burghers by Hetman permitting proclamations. The electoral proclamations of hetmans to certain individuals controlled the order of elections in cities and prevented abuse duringtheir conduct. The regulation proclamations, issued to the cities by hetmans and colonels, clarified the social and economic power ofmagistrates or town halls and established the economic relations of the urban inhabitants. A separate group of local proclamations consisted of those relating to the proper economic activity of urban craft workshops anddefended the social rights of burghers-artisans. It is proved that the norms of proclamations of all groups provided legal regulationof social relations in the sphere of municipal government of Left-Bank Ukraine primarily till the first city reform in Ukrainian citiesconducted by Russian Empire and the introduction of the Charter to Cities of 1785.

В статье на основе исследований российских ученых, архивных документов, воспоминаний рассматривается слабо изученная в отечественной историографии проблема участия представителей этнических меньшинств в битвах за Кавказ и Крым в ходе Великой Отечественной войны. В качестве примера автором избраны этнические общности курдов и корейцев. Использованы историко-генетический, историко-биографический и системно-исторический методы. Изучены меры советского командования по формированию национальных воинских подразделений; реконструированы биографии героев войны – корейцев и курдов, участвовавших в освобождении Юга России и получивших боевые награды; прослежена их послевоенная судьба; рассмотрены репрессивные действия советского правительства по отношению к военнослужащим некоторых национальностей. Автор заключает, что представители разных народов СССР, столкнувшись с врагом, проявили стремление к единству и добровольное желание выступить на защиту государства, которое они избрали своей Родиной. The aim of the article is to reconstruct the biographies of participants in the Great Patriotic War (1941–1945), who belonged to ethnic minorities and fought for the liberation of the Caucasus and Crimea from Nazi invaders. As an example, the author selected ethnic communities of Kurds and Koreans. The study was conducted on the basis of research by Russian scholars, archival documents, and memoirs of direct participants in the events. The historical-genetic, historical-biographical and system-historical methods were used. The measures of the Soviet command for the formation of national military units were studied, the biographies of war heroes, Koreans and Kurds who participated in the liberation of the South of Russia and received military awards (including the title Hero of the Soviet Union) were reconstructed. The author describes in detail the military clashes during which these fighters showed military prowess, presents their photographs, and traces their further military path, post-war fate and forms of their memory perpetuation. Quotations from the war veterans’ front-line letters and their relatives’ memoirs are given. The repressive actions of the Soviet government towards the military personnel of certain nationalities, who after the demobilization received the status of “special settlers” and lost their military tickets and award sheets, are also considered. The author emphasizes that the fight against the enemy was a test of strength for the unity of the peoples living in the Caucasus and Crimea. Examples of civic solidarity in the fight against the enemy shown by ethnic minorities in the early days of the war (mass enrollment in volunteers, holding civil rallies) are given. It is noted that representatives of local ethnic communities became the basis of 12 military units that were at the forefront of the defenders of the Caucasus. The paradoxical nature of the situation in which USSR citizens were repressed for various (often far-fetched) reasons is stated; however, during the war they still heroically fought against Nazism with arms in their hands. The author connects the repressions against members of the ethnic minorities with the ethnosocial policy pursued by the Soviet state, as well as the spread of desertion and draft evasion in the North Caucasus and Crimea. It is concluded that representatives of ethnic minorities living in the USSR, faced with the enemy, showed a desire for unity and a voluntary desire to defend the state, which they chose as their homeland.

This article offers a critical re-reading of the understanding of stigma forged by the North American sociologist Erving Goffman in his influential Stigma: Notes on the Management of Spoiled Identity (1963). One of the most widely read and cited sociologists in history, Goffman was already famous when Stigma was published in 1963. His previous books were best-sellers and Stigma alone has sold an astonishing 800,000 copies in the 50 years since its publication. Given its considerable influence, it is surprising how little sustained engagement there has been with the historicity of Goffman’s account. This article resituates Goffman’s conceptualisation of stigma within the historical context of Jim Crow and the Black freedom struggles that were shaking ‘the social interaction order’ to its foundations at the very moment he crafted his account. It is the contention of this article that these explosive political movements against the ‘humiliations of racial discrimination’ invite revision of Goffman’s decidedly apolitical account of stigma. This historical revision of Goffman’s stigma concept builds on an existing body of critical work on the relationship between race, segregation and the epistemology of sociology within the USA. Throughout, it reads Goffman’s Stigma through the lens of ‘Black Sociology’, a field of knowledge that here designates not only formal sociological scholarship, but political manifestos, journalism, creative writing, oral histories and memoirs. It is the argument of this article that placing Goffman’s concept of stigma into critical dialogue with Black epistemologies of stigma allows for a timely reconceptualisation of stigma as governmental technologies of dehumanisation that have long been collectively resisted from below.

Emigration has been known to mankind for more than a century. We name the factors contributing to emigration, give examples from the history of emigration both abroad and Russia. We emphasize that at the present time, Russian citizens emigrate to other countries, using the right to freely leave the state, and can also have dual citizenship under Russian law, or renounce citizenship, and then get it again. We pay special attention to the settlement of the territory of North Caucasus, which began in the 8th – 7th – 6th – 5th thousand BC. We analyze the features of emigration of people from North Caucasus after the October Revolution of 1917. The specifics of the emigration of people from this region of country are emphasized. Thus, the majority of people emigrated to the Ottoman Empire, and then moved to Europe. We indicate that in fact, after the adoption of the Decrees of the Central Executive Committee, the SNK of RSFSR in 1921, “On the deprivation of the rights of citizenship of certain categories of persons who are abroad” many emigrants from Russia, including North Caucasians, have become disenfranchised. This circumstance greatly influenced the publication of the Nansen passport (it was introduced in 1922 and became widespread in 1924), according to which emigrants were granted a number of legal and social rights. In addition, it is applicable to emigrants from Russia, including from the North Caucasus, in 1922 and 1926. The Geneva definition of “Russian refugee” was given, and the International Convention on the International Status of Refugees of 1933 created an alternative to naturalization for refugees from Russia. Subsequently, before the outbreak of the Second World War, people received, as a rule, the citizenship of the countries in which they began to live.

The purpose of this article is to study the public opinion of residents of the North Caucasus region (on the example of the Republic of Dagestan) on the state of social and cultural adaptation and integration of foreign citizens. The relevance of the study is due to the fact that the growth of quantitative indicators of migration begins to significantly affect the ethno-social and ethno-political processes in the region and makes certain adjustments in the socio-political sphere of the republic. The main method of research is the quantitative method, i.e. a mass standardized questionnaire. The questionnaire survey was conducted taking into account the general socio-demographic characteristics of the population of the Republic of Dagestan. The content of the questionnaire is aimed at analyzing aspects of the ethnic identity of the Dagestani peoples, determining the ethno-cultural components of its reproduction, analyzing the attitude of the population of the Republic of Dagestan to the social and cultural adaptation and integration of migrants, and identifying the most effective ways to achieve this goal.

Abstract. The right of a person to be protected from natural hazards is a characteristic of the social and economical development of the society. This paper is a contribution to the reflection about the role of Civil Protection organizations in a modern society. The paper is based in the inaugural conference made by the authors on the 9th Plinius Conference on Mediterranean Storms. Two major issues are considered. The first one is sociological; the Civil Protection organizations and the responsible administration of the land use planning should be perceived as reliable as possible, in order to get consensus on the restrictions they pose, temporary or definitely, on the individual free use of the territory as well as in the entire warning system. The second one is technological: in order to be reliable they have to issue timely alert and warning to the population at large, but such alarms should be as "true" as possible. With this aim, the paper summarizes the historical evolution of the risk assessment, starting from the original concept of "hazard", introducing the concepts of "scenario of event" and "scenario of risk" and ending with a discussion about the uncertainties and limits of the most advanced and efficient tools to predict, to forecast and to observe the ground effects affecting people and their properties. The discussion is centred in the case of heavy rains and flood events in the North-West of Mediterranean Region.

In this work, we consider the concept of using a distributed solar power plant, setup on the right-of-way of the railroad. The proposed solution allows to shave peaks of electricity consumption without additional land alienation, using the existing power grids. The concept includes the setup of solar panels on the alienated land of the railroad. PV can be placed directly on the cross ties using damping elements, on the embankment slopes and on the right-of-way land. This solution allows minimizing the cost of solar panels installation along the railway tracks. The North Caucasus railway was considered to assess the gross, technical and economic potential of the proposed solution. The operational length of the railroad there is 6,472 km. The railway consists of large non-electrified sections, segments powered with 25 kV AC and 3 kV DC. The railroad is used not only for cargo transport, but also for long-distance and suburban passenger traffic. We have considered different scenarios for right-of-way land use rate and have shown that possible project costs could be reduced by ca. 25% by double land use only. This does not include shared electric grid infrastructure use that also should benefit considerably, but is hard to be estimated. While the potential nameplate capacity of such power plants within one region is 10s-100s of MW.
