In economics many attempts are made to reveal the essence of such concepts as the model and form of public and private partnership. In addition, in modern practice, in the process of searching for the most optimal variant of interaction between the state and private structures, there is a wide variety of forms, types and models of public private partnership. Throughout the entire period of transformation of the economy of Kazakhstan, many of them were underestimated, despite the fact that they cover the basic aspects of society and ensure their harmonious development. For quite a long time, the state cannot fully implement many major infrastructure projects. Various forms and models of partnership between the state and private entities could help to solve these problems. Moreover, in the context of innovative development, this type of interaction between government and business will receive a new impetus in the development and application of new forms of public private partnership that meet modern realities. It should be noted that the conditions of contractual relations in our country are usually extremely complex and unstable. All this requires the creation of a contractual procedure that would include the entire general scheme of the main elements of such contracts, taking into account their features.

The relevance of the subject matter is conditioned by the fact that the innovative development of Kazakhstan, which is based on the introduction of technological advance, the use of computer and resource-saving technologies, industrial and innovative achievements, is currently of great importance for the country's economy. Without the growth of innovative potential in the country, it is impossible to ensure the competitiveness of the economy. In this connection, further reform of the innovation development management system both of public and private sectors is necessary, and the current means of increasing their effective functioning is the development of partnerships between the state and business, which will allow to attract additional resources to the public sector of the economy, primarily investment. In such a system of relations, the resources and potentials of the state and business are combined, which helps to increase the efficiency of the use of available resources, the distribution of risks between the public and private sectors and their minimisation. The purpose of the study: The purpose of the paper is to prepare recommendations for the development of public-private partnerships in the conditions of innovative development of Kazakhstan. Leading approach to the study of the subject matter. The leading methods of researching the issues of the paper include the analysis of theoretical sources, analysis of statistics, and comparison. The analysis of statistical indicators plays a crucial role in the study, since data on the innovation level, on the development of public-private partnerships can be directly obtained from statistical databases. The results of the study. The paper discusses the concept of public-private partnerships, methods, mechanisms, stages of development of public-private partnerships in Kazakhstan, analyses the innovative development of Kazakhstan, the development of public-private partnerships, identifies issues of public-private partnerships and develops solutions to them. Prospects for further research. For the development of projects that are carried out on an innovative basis, cooperation between the state and business is necessary. Certain risks and consequences are inherent in innovative projects; therefore, such projects require private partners who agree to public-private partnerships even under unstable political, economic and social conditions, and also have corresponding production and innovative potential. Given the improvement of the regulatory framework at the national level and in the regions, increasing the attractiveness of such cooperation, and providing comprehensive support for such projects, a partnership between the state and business in the innovation sector will develop. The materials of the paper are of practical value for the development of public-private partnership in the conditions of innovative development of Kazakhstan.

In the Brazilian case, we have struggled so hard since the so-called ‘opening period’ of political democratization with social rights materialized in public policies. Modern economic conditions and the integration of the national economy into the global economy require structural changes and a search for a new model of relationship between the public and private sectors. The relevance of this article is determined by the fact that the existing scientific concepts have not formed a general understanding of the theoretical aspects for the implementation of public-private partnership at the railway transport, have not established development priorities and tasks of the state in the implementation of the mechanism of public-private partnership at the railway transport. Realization of the projects capable of maintaining implementation of the development priorities of the railway industry requires significant investments of private business and financial, organizational and legal support of the state. The authors substantiate the necessity of using public-private partnership at the railway transport of Ukraine for solving the most urgent current problem – renewal of the material and technical resources and bringing them in line with the requirements of the leading European countries. The proposed priority-partnership approach and the obtained results open up new opportunities for further research into the solution of the problem regarding the implementation of public-private partnership at the railway transport.

The article reveals the problems and prospects of interaction between public and private structures in education, among which the main problems that hinder the effective development of public-private partnership in the educational sphere are highlighted. The effectiveness of the development of this form of partnership cooperation greatly expands the possibilities of educational institutions in training higher-level specialists, and for business structures opens up the possibility of personnel renewal of production in accordance with the needs of innovative economic development, in this connection, the article shows that the development of public-private partnership in Ukraine has great prospects. It is noted that the essence of interaction between the state and business in the framework of projects is the formation of partnerships, which are not a simple addition of resources, but the need to coordinate interests. It is determined that the effectiveness of the state in the implementation of projects mainly depends, on the one hand, on the need for business resources, and, on the other hand, on awareness of the need to involve non-state structures in the development of educational institutions. So, the interaction between the state and business is based on the conscious need for both the state and business to cooperate effectively in the educational sphere. It is proved that the main directions of stimulating this process should focus on direct state participation in educational projects that have a national priority in the implementation of state support for innovative activities of business structures through lending, preferential taxation and other preferences that facilitate the conditions of enterprises activities. Partnership in the field of higher education encourages the unification of the state, the business community and educational organizations for the implementation of socially oriented projects and the provision of public services.

In modern science and practice, public-private partnership is the interaction of the public and private sectors: in a broader sense, any cooperation in various spheres of public life, supporting society with entrepreneurship and strengthening its social role. The intensification of the process of public-private partnership development is due to the steady growth of demand for public services and increased attention of a wide range of people to optimise their provision. Today, public-private partnership has become an important tool for attracting investment to create a modern public service infrastructure. The purpose of this study is to examine possible strategies for the development of public-private partnerships in the context of decentralisation. The methodological basis of the presented research is a combination of theoretical methods: information synthesis and analysis, classification, systematisation. In addition, an analysis of the scientific literature on the research subject was conducted during the study. In particular, articles on public-private partnerships were analysed. As a result of the study, the general trend towards decentralisation of power and reform of local self-government was established, which means transferring more powers to local state structures, where the state, represented by a territorial community, becomes one of the main subjects. It is proved that partnerships between local communities and business structures, including foreign ones, considerably expand the competence of local authorities, in particular, attract investment in the development of urban infrastructure. Based on the analysis of European experience and considering the specific features of Ukrainian legislation, the most acceptable forms of cooperation between the state and companies were identified: private partnership investment agreements, asset management agreements, leases, concessions, and joint venture agreements. The practical value of the study is that the highlighted results will be useful for public and private sector managers

Introduction. An integral condition for the efficient functioning of the economy is the constructive financial interaction between the state and business. Such cooperation is due to the need to improve the infrastructure sectors, the efficiency of which affects not only the welfare and quality of life, but also creates the conditions for intensifying investment activities and increasing productivity in the fields of material production. However, modernization of infrastructure is not possible only at the expense of private partners, so it requires financial participation of state or local authorities. The purpose of the article is to identify the problems of public funding of public-private partnership infrastructure projects in Ukraine and to develop recommendations for their solution, taking into account the best world practices. Results. The study showed that public funding of public-private partnership projects in Ukraine is carried out through the use of direct and indirect state support. It is established that its forms are insufficiently adapted in domestic practice, as they have a restrictive nature of action, and also contain many gaps in the legislation. Conclusions. Increasing the investment attractiveness of infrastructure projects implemented on the basis of public-private partnership requires state support. At the same time, state and local authorities should adhere to the provisions: providing state support in the process of implementing strategically important PPP projects in the field of socio-economic activities by legislative regulation of the procedure for determining the level of contribution of a supported investment project; determining the type of financial participation of the state (provision of state guarantees, subsidies or budget investments) should be based on economically justified performance indicators; involvement of state representatives to assess the feasibility of choosing certain forms of state support, forecasting the possible risks to prevent budget imbalances; ensuring transparency of public funding of PPP projects, which will increase the level of confidence in the investment market.

In the article, public-private partnership (hereinafter - PPP) is analyzed as one of the ways to implement infrastructure projects. This form of cooperation arises primarily in those areas for which the state bears responsibility (for ex-ample, road construction, housing and communal services, healthcare, con-struction of social infrastructure facilities, etc.). Due to the strategic importance of the above spheres of the economy, the state can not completely abandon control over their functioning. At the same time, there is a need to maintain the operability of the objects included in them, as well as to attract additional (in addition to budget) funding. Based on foreign experience, the most optimal form of cooperation in this case is PPP.

The significance of public-private partnership for the development of the socio-economic system of the state is extremely high, as public-private partnership can and should be positioned as one of the financial mechanisms capable of providing not only extensive but also intensive economic growth of territories and regions mainly for by financing the development of transport, social, service infrastructure and utilities, as well as to promote accelerated modernization in high-tech sectors of the national economy. In the article, the essence of project financing of infrastructure based on public-private partnership is substantiated, as well as the forms and tools that are used in the course of financial interaction between public and private partners are investigated. The essence of project financing of infrastructure based on public-private partnership is substantiated, the forms and tools that are used in the course of financial interaction between public and private partners as well are investigated. The understanding of a public infrastructure project is explained through differentiating it according to the goal direction and in accordance with the change of the existing real estate object. The main means of state support for financing public-private partnership projects is investigated. Taking into account the existing practice, it is reasonable to invest in infrastructure projects for a public investor and a private partner. The increased risks of the private partner are due to the fact that public-private partnership projects provide a higher cost of the project compared to budget funding. In addition, it is worth noting the potential cost of the project after to contract, taking into account the variability of the external environment. The practices of implementing TIF-projects are investigated and the essence of the financing instruments used for this are disclosed. The peculiarity of the application of TIF-projects is that these are used by local governments for the development of local territories or individual districts. These investigations provide opportunity to determine the conditions for the application of financing the increase in the tax rate in Ukraine.

This article is devoted to the study of public-private partnership in the field of green development. It addresses the issue of public-private partnership as a constructive form of interaction between the state and business with the participation of intermediaries represented by public organizations, foundations, agencies, etc., and aimed to establish relations between the public and private sectors in accordance with the rules of environmental legislation. There is analyzed The Law of Ukraine "On Public-Private Partnership", which gives legal grounds for the emergence of such relations in Ukraine. It is shown there are no environmental safety in the area where public-private partnership mechanism is used, but there are areas directly affecting the environmental security of the territory. In this direction, the cooperation of the state and the private owner are aimed at the implementation of projects on the introduction of "green" technologies, mitigation of environmental changes, development of the recreational sphere. Connecting the best capabilities of partners in the management of security projects increases the resilience of critical infrastructures, enhances the degree of mutual trust of public and private actors, and improves security indicators in the state. There has been formed an algorithm based on the current legal framework for the implementation of public-private partnership projects in the field of environmental security, as well as there have been analyzed the forms of implementation of such projects . There is highlighted a number of conditions that impede the introduction of a public-private partnership mechanism in the field of environmental security in Ukraine.
