N the interests of ensuring the effectiveness of the formation and implementation of the strategy for the socio-economic development of the Russian Federation for the period up to 2030, the author has analyzed the results of the implementation of the «Strategy 2020» the discussion of which has not been properly reflected both in the public administration system and in the scientific community. As a tool for analyzing the results of the implementation of «Strategy 2020», the work uses a «look back» as an element of the visual system of the scientific school of entrepreneurship by J. Schumpeter. The choice of this tool is due to the fact that it is he who gives an understanding on what foundation the implementation of past strategies will have to build and implement strategies for the future development of a controlled socio-economic system. On the basis of a comprehensive analysis of the results of the implementation of the «Strategy-2020» recommendations were formulated for the formation of the “Strategy-2030” of the socio-economic development of the Russian Federation.

The article considers the concept of “digital economy” and its relationship with the concept of “knowledge economy”. It is concluded that the digital economy is officially considered the previous stage before the development of the knowledge society (knowledge economy). A review of the opinions of specialists from different fields of knowledge about the positive and negative effects, as well as the possible risks of the development of the digital economy, is presented. It is proved that despite the objectiveness of the process of moving towards the information society, and further towards the knowledge society, humanity must make efforts that this path will not be destructive for its previous achievements in various fields. From the perspective of system economic theory, an analysis of the system effects and risks of the development of the digital economy in Russia is made. For this purpose, an assessment of the system balance of the distribution of funds in the national project “National Program “Digital Economy of the Russian Federation” is performed. The results of federal projects are classified by system types and the system balance indices are calculated for assessment the financing volumes of the four basic types of economic systems (object, environment, process, and project). The obtained values of the indices of system balance of distribution of funds of the national project “National Program “Digital Economy of the Russian Federation” showed the presence of significant imbalances in the volume of financing between systems of various types. It was revealed that priority support was given to the systems of environment and process types responsible for the development of infrastructure and protocols for collecting, processing, storing and disseminating data. This circumstance should be taken into account in the formation of the country’s economic policy since both the economic systems of the four basic types and the conditions and factors of economic growth should develop proportionally. Application of the presented approach to the development of the digital economy in Russia will make it possible to efficiently distribute financial resources between subsystems, to avoid both duplication of functions by systems of various levels and excessive strengthening or weakening of one or several types of systems.

A comprehensive study of digitalization is of fundamental importance for the development of the national economic system – an assessment of the features of the development of the digital economy in the regions of the Russian Federation. In order to identify the competitiveness of Russian Federation in terms of digitalization, the authors performed international comparisons on the values of various digitalization indices. In order to study the level of development of the digital economy in the regional context, the authors formed a system of indicators. The article highlights groups of indicators that characterize the readiness of the population, organizations, and public administration. The paper gives the characteristics of the fluctuation of the values of indicators that characterize the level of development of the digital economy in the subjects. According to the results of comparing the indicators that characterize the readiness for the digital economy in the federal districts in 2018 with the average Russian value, the authors identified the leading and lagging federal districts. The study performed the ranking of federal districts according to the values of indicators characterizing the development of the digital economy, as a result of which, received conclusions regarding the uniformity of the development of the considered components of the digital economy. The paper systematizes recommendations for the implementation of multidimensional groupings of regions both in individual areas and in the entire set of indicators proposed for analysis. Based on the results of grouping by the method of cluster analysis, the authors formulate key conclusions for groups of subjects of the Russian Federation. The analysis made it possible to see not only the differentiation of the subjects of Russian Federation in terms of the level of development of the digital economy, but also the “weak points” of digitalization in different regions. The results obtained in the study can be useful for statisticians and economists when conducting research on the degree of informatization of the population and the economy both in the country as a whole and in its territories.

The Program implementation indicators show that the effectiveness of innovation development in theindustrial sector of digitalization determines the creation of future markets, allowing industrial enterprises to create the image of the future of the regions, to carry out complex innovative activities. The relevance of theimplementation of the State Program Digital Economy of the Russian Federation, which includes the processes of innovative development of the region on the basis of NTI, is that digitalization and the creation of innovations, allows enterprises to gain leadership among similar manufacturers, producing products with asignificant degree of knowledge intensity, forming new product and technology markets. Digital technologies and innovative development of the region on the basis of NTI is the creation of a network integration grouping of the industrial complex on the basis of an innovative ecosystem. A significant result of this study is the formation of a model of the innovation ecosystem of the region based on NTI. The model shows that the development of NTI startups is carried out with the help of the regional infrastructure of innovation support, the main element of which is the innovative regional clusters representing the regional ecosystem of innovation support. The main importance in the ecosystem is played by the network connections of participants in innovation activities and their organizational and technological capabilities (points of industrial technological growth and development). As a result of almost three decades of economic, administrative and public administration reforms in the Russian Federation, as well as features of the economic development of Russia as a federal state during this period, a situation developed when, on the one hand, the Russian Federation was able to accumulate sufficient investment funds, and, on the other hand, provided the business community with the opportunity to invest in the Russian economy. However, the effectiveness of the socio-economic development of the country as a whole, directly depends on the level of its socio-economic regions. Scientific, technological and economic breakthrough is possible only if the subjects of theRussian Federationactivate their resources. Meanwhile, as the current practice of political and public administration inRussiashows, it is necessary to create specialized development institutions at the regional level. At the federal level, these issues have practically been resolved. At the regional level, there are still quite a lot of barriers, which in the framework of this article are designated as political and economic barriers.
