This article considers problems of relationship of digital culture and society in the conditions of globalization. The author fully reveals the problems that are indicated in the Concept of the national strategy "Digital Uzbekistan 2030". The negative consequences that can be caused by digital transformation in the period of globalization are also indicated. The problem of the disappearance of traditional labor markets is touched upon, which causes major socio-economic shifts, including in the sphere of labor relations, while the type of professional activity and the nature of labor itself are changing. In the digital economy, the very process of recruiting is changing, i.e. there is a replacement of professions with machines.Digital culture is a world based on computers operating on the principle of digital binary coding. Its origins are the result of a long history of automation. The Republic of Uzbekistan is represented in many foreign and international indices and studies that indirectly assess the level of the country's readiness for digital transformation. And here the author raises the issue of cybercrime, where the problems of vulnerability of human rights and the protection of his personal data are highlighted. Thus, the study of the impact of digital communications on culture and society is associated with the presence and need to solve a number of emerging problems, where our state pays special attention to determining the goals, objectives and measures for the implementation of the domestic and foreign policy of the Republic of Uzbekistan in the field of application of information and communication technologies.

The article provides a comparative analysis of the indicators of development and dissemination of information and communication technologies in the field of labour, achieved in the Russian Federation and the Republic of Belarus in the process of digital transformation of the sphere of labour within the framework of state programs for the development of digitalisation in both countries. The purpose of the article is a comparative analysis of the effectiveness of digital transformation processes that determine changes in the social and labour sphere of the two countries. The goal is revealed by solving two main tasks – the analysis of state statistics data and the analysis of the results of sociological research conducted in this area. The authors proceed from the thesis of the duality of the processes of digitalisation of labour and show that they not only bring positive results, but also create new risks and threats to humanitarian security. Comparative analysis of statistics shows the success achieved by each country in the digital transformation of labour, reveals the trends of this process, while the results of sociological research reveal the negative consequences of the same processes (technostress, the growth of digital inequality, burnout of the employee). It is concluded that there is a need for a balanced approach to the further development of the digitalisation of labour and the development of social policy measures aimed at reducing potential risks to the working man.

The changes taking place in the higher education system in the Republic of Belarus require the search for new pedagogical teaching technologies, the updating of tools, methods and methodological techniques. At Polotsk State University, innovative pedagogical practices and technologies, information and communication technologies and distance learning technologies are widely used in the training of specialists in physical education. When choosing and implementing new pedagogical practices, technologies, forms and methods of teaching, constant requests for the formation of future specialists ’ competencies are taken into account. The use of innovative teaching methods increases the quality of students ’ knowledge, interest in studying the course and future professional activity.

This report focuses on how quickly and creatively electronic communication is spreading and transforming rural areas in Africa and, particularly, two selected communities in Zambia as case studies. The report also shows ways in which communities are adapting information and communication technologies (ICTs). And this research is interested in studying how quickly electronic communication is spreading and transforming rural areas in Africa and, in particular, the Republic of Zambia. The impact of social networks is being used in dynamic, creative ways to not only spread business opportunities but to energize economies and society. They want to gather community and household information to understand the many ways communities are adapting these technologies. Their methods of adoption and adaptation of technologies do not resemble high-tech societies where governments support massive infrastructure projects.  For example, highly creative uses of low-tech cell phones are energizing commerce and spawning new ways of building creative solutions, making African countries some of the fastest growing economies in the world today.

The article comprehends the concept of digital culture that appeared with the beginning of the information/digital era at the end of the last century. The paper considers digital culture from the point of view of the general resource of the knowledge society and as a new social ecology that determines the experience and capabilities of people at the present time, when the digital network environment has brought new practices, opportunities and threats. Speaking about culture in the context of information and communication technologies, the authors emphasize that its influence is even more significant, since the way it is used can affect the change in the essence of our communication and cultural models and become a support for the digital transformation of organizations. Digital culture is understood as the way that society uses to receive and process information. It is required to comprehend and create a new digital culture as a guarantor of the implementation and adoption of changes in the context of widespread digitalization and rethinking of business processes, distribution channels and relations with consumers, leading, in turn, to a change in the value proposition and the consumer segments themselves. Based on the analysis, the authors formulate and substantiate five main reasons why building a digital culture should become a key problem for the successful development of any organization: 1) digital transformation will not be complete without the development of a thriving digital culture; 2) insufficient organizational culture is detrimental to success in the digital age; 3) a strong digital culture is a competitive advantage for an organization; 4) a strong digital culture is the key to business longevity; 5) using a digital culture can increase employee engagement in the work process.

Article is written on the basis of an analysis of empirical data obtained in 2021 from sociological studies conducted in Saint Petersburg and Minsk – cities with a population of one million, which served as the object of research of the current digital transformation. A feature of both samples was the large percentage of people with higher education among the employed population. In fact, we studied a group of urban professionals. The authors identify trends in the world of work that detail digital transformation processes. The purpose of the article is to describe the trends in the digitalisation process in the world of work in a large city and to reveal how relevant these trends are for the Belarusian and Russian professionals. The authors show the level of digital acquisition of the employed urban population today, as well as the impact on this process of the previous year associated with the pandemic and the inevitable transition of a part of the employed population to remote work. The article presents the factors that determine the labour motivation of urban professionals of different levels in their mastering of information and communication technologies, reveals the development trends of labour digitalisation processes and their impact on certain groups of professionals employed in both production and non-production spheres. It is concluded that the motivation of the employed population to master new digital knowledge directly depends on how much a person needs it in the workplace, contributes to his career advancement or helps to keep the workplace.

The article analyzes trends in the development of digitalization of the economy of the Russian Federation and the Republic of Kazakhstan; reveals the regional aspect of the state of digital transformation of the Russian economy; examines the correlation of the digital economy of the Russian Federation and the Republic of Kazakhstan. Digital transformation of the economy, and in particular the bilateral cooperation plan between the Ministry of industry and trade of the Russian Federation and the Ministry digital development, defense and aerospace industry of Kazakhstan in the field of industrial and scientific-technical cooperation, promotes more effective engagement of countries in all regions. In the sphere of building a digital economy, cooperation between countries can have an emergent effect. An important component of the transition to the digital economy is the exchange of experience and accumulated knowledge at the interstate level. Russia and Kazakhstan, as strategic partners, have many points of contact in the field of digital economy. The authors noted the need for an integrated approach to the digital economy development in Russia and Kazakhstan, both at the microeconomic and at the macroeconomic level, the features of the digital economy in the Russian Federation and the Republic of Kazakhstan, the basic characteristics of the directions of the state support in the field of digital economy, as well as the criteria of selection of projects, explored the actors involved in the creation of the digital economy, able to organize meetings of various institutions, ready to implement advanced information and communication solutions in various spheres of life. The paper analyzes the areas of cooperation between the Russian Federation and the Republic of Kazakhstan on the development of information and digital technologies. Both in Russia and Kazakhstan, serious work is being done in the field of digitalization, programs have been adopted at the state level, and detailed schemes for moving the economy into a digital future are being developed. The creation of infrastructure for the digital economy implies a constant exchange of experience, the creation of a common digital agenda, to ensure technological compatibility of the two countries' actions. Digital transformation requires people who have a clear understanding of how to integrate new digital methods and processes into existing ways of working. The problem of digital transformation of educationare considered in the article. There are given basic terms of digital transformation of education, such as "skills of the XXI century", competence, digital literacy, foot print, pedagogical design. The terms information and communication technologies and digital technologies are considered and the difference between these terms is described with example. It is noted that one of the main requirements for the training of specialists in the conditions of digital economy is the quality of the specialist, as the ability to work in a team of project work and the basis of the project work is given. Digital transformation of society and economy led to the rapid spread of information and communication technologies (ICT) in higher education, which became a new driver of development for global education and for the emergence of the phenomena of e-learning and blended learning, introduction of new types of educational resources, and increased diversity of information and communication technologies in higher education, which also led to a rise in the number of publications in this field. The article considers the essence and offers a classification of technical tools of e-learning. The authors conducted a comparative analysis of approaches to the formation of models of quality of electronic services and information technologies, as well as specific models of e-learning quality. This allowed the authors to propose a model of e-learning quality and determine the set of consumer properties of e-learning technology. The reported study was funded by RFBR, project number 20-010-00571 "The Impact of Digital Transformation on Improving the Quality and Innovation of Services".

Purpose Despite all the anti-corruption measures and anti-corruption initiatives, people offer or accept bribes without any hesitation. As anywhere in the world, the negative consequences of corruption lead to a reduction in direct investment, increase inequality and poverty, distort and use public investment and reduce public revenues. The purpose of this article is to study the criminological measures to counteract corruption offences in the field of illegal gambling. Design/methodology/approach The methodological basis of the study is the provisions of the theory of knowledge: the laws of dialectical materialism, philosophical categories and scientific principles of cognition of social and legal reality. Findings Although many components of foreign state anti-corruption programmes are quite problematic to apply in modern realities in the Republic of Kazakhstan, according to legal scholars, through gradual implementation into the legislation of the Republic of Kazakhstan because of the systematic improvement by the state of the content of regulations and responsible implementation of anti-corruption strategies. In this regard, one of the conditions in the fight against corruption is actions aimed at using the best practices of countries that are similar to each other in terms of religion, habits, traditions, ethics and morality. Originality/value Anti-corruption initiatives using information and communication technologies, such as digital public services and e-government, crowdsourcing platforms, tools for exposing, transparency portals, blockchain and artificial intelligence technologies can provide significant assistance in combating manifestations of corruption in the field of illegal gambling on the internet in the Republic of Kazakhstan.

The article analyzes the impact of globalization processes on the development of information and communication potential of mass media in the Republic of Mordovia. Such concepts as “globalization,” “information and communication globalization,” “content of the epoch,” “acceleration of the rhythm of time,” “glocalization” are clarified and justified. The positive and negative consequences of the impact of glocal processes on the development of the region are presented. The author summarizes the research on new media and the processes of digitalization of the information system and highlights the main factors of globalization in regional media. There is a quantitative growth of mass communication media in the Republic of Mordovia and the development of the entire system of media communications. It is proved that globalization in the media of the Republic of Mordovia, as well as in other regions, is carried out through digitalization, which is represented in all information processes, while glocalization is manifested in the preservation of regional and national characteristics. Based on the thematic analysis of the media texts of Mordovia, it is shown that the vast majority of materials are devoted to events in the region, that is, on the one hand, the audience remains highly interested in regional topics, and on the other hand, regional news reaches the federal and even global level. It is noted that the federal network media does not manage to take a significant place in the region and this gives scope for the development of the local press.
