This study considers the features of modern development of economic systems – intensification of offshoring of economy, which forms the relevance of the study. The purpose of the study is to perform a theoretical analysis of offshoring, to establish its impact on the national economic security and to develop ways to de-offshoring the economy. The methodological basis of the study were general scientific and special methods of cognition, including methods of dialectical cognition, theoretical generalisation and abstraction, methods of economic and statistical analysis, induction, deduction, and synthesis. The study analyses the volume of offshore capital outflows, the volume of tax asymmetry and the volume of offshore economies of different countries, including Ukraine. Proceeding from the analysis data, the study indicated the threatening volumes of offshoring in the modern economy. In addition, the study provided the theoretical analysis of the offshoring process in the system of national economic security, establishing the main reasons, advantages and disadvantages of this process for the national economy. The main threats posed by offshoring the economy and national economic security are highlighted. The definition of the concepts of offshoring and deoffshoring is formed taking into account their security-related importance. It was discovered that a considerable share of the withdrawn capital is returned to the national economy in the form of so-called "round-trip" investments. It is concluded that it is necessary to factor in their safety value for the economy when implementing measures to reduce their volume. The study analysed the ratio of withdrawn capital and external debt of different countries and found that Ukraine is one of the leading countries according to this indicator. The main ways of de-offshoring the Ukraine's economy and ensuring the economic security of the state have been developed

Situation and value of the African continent on the economic and social cardmap of the world dynamically changes and will continue to change throughout all the 21st century with strengthening of the Africa positions in the world. In Russia all the complex of threats and problems which arise owing to political and economic transformation of Africa is not adequately estimated. The scientific literature on economic security issues presents an expanded set of internal and external threats to the national economy that goes beyond the traditional areas of the shadow economy, corruption, economic crime and related segments, including the internal economic stability of the national economy and inter-country competition, the quality of state strategic management, studies of the specifics of ensuring economic security in the conditions of the sixth technological order, intercultural communication and their impact on the economic relations between countries, etc. Incomplete use of such approach to strategy for the countries of Africa creates additional threats and risks for Russia. An analysis of security problems in Africa revealed that studies of economic security in the context of African development trends in Russia are conducted in an unsatisfactory volume, not always taking into account the results of new developments in the field of ensuring economic security. Even the large shifts happening on the African continent, forecasts of this dynamics sometimes are poorly known to experts of a profile of economic security, and many experts of an economic profile including working in the African subject often do not accurately distinguish problems of “economic cooperation” and “the Russian – African relations”, on the one hand, and “economic security of Russia” – with another. In this regard the new scientific problem is proved: need for deeper analysis of trends of economic and social development in Africa as an important component of a system of ensuring national economic security of Russia in the current period and in the future into account the new developments in the sphere of economic security. The main directions of activating scientific research and concentration of practical efforts to increase national economic security, neutralize threats and reduce risk for Russia in the designated context are formulated.

This article is dedicated to examination of the impact of social factors upon the state of national economic security, which is a vital segment within the overall system of national security. Insurance of national economic security implies activities aimed at elimination of factors that negatively affect the development and independence of the national economy. Such factors, of internal or external origin, are views as threats to national economic security. The subject of this research is internal threats that emerged as a result of unfavorable socioeconomic policy of the state. The author describes the impact of Turkish socioeconomic policy upon the state of its economic security by means of establishing a causal connection between certain manifestations of the unfavorable socioeconomic policy of the country and the emergence of threats to national economic security. The scientific novelty consists in definition of socioeconomic policy of the state as a factor affecting both, economic and national security. This hypothesis is substantiated by the following conclusions: 1) Effectiveness of socioeconomic policy of the state depends on differentiation of the distribution of benefits in the course of its realization; serving the interests of particular population group results in destabilization of the society and risks of civil confrontation, which leads to negative consequences for the national economy and adversely affects the state of national economic security. 2) Excessive burden on state budget with social and economic expenditures may negatively affect the state of national economy in the conditions of upcoming macroeconomic cataclysms. This is what happened in Turkey, when a substantial part of state budget dragged national economy to the bottom in terms of the United States economic sanctions and subsequent crisis of 2018.

The problem of ensuring the economic security of the state is quite urgent. This study examines theoretical approaches to defining this definition, as well as the structural elements of the concept of economic security. The aim of the study is to identify the theoretical and methodological substantiation of the economic security of the state and the development of strategic directions for ensuring the economic security of the Russian Federation in the face of modern global challenges. The stages for assessing the level of economic security of the state are determined. Based on the existing methods for assessing the economic security of the state, a methodological approach to this assessment is proposed, taking into account the totality of macroindicators, industry, financial and social indicators. The calculation of the indicators of the economic security of the Russian Federation showed that the indicators do not go beyond the threshold values. The results of constructing an econometric model made it possible to determine the indicators of national economic security that have the most significant impact on the level of economic development of the state, as well as to identify internal and external threats to the Russian Federation. Thus, we can conclude that the economic security of the state can be represented as the state of protection of the national economy from external and internal threats, which ensures the progressive development of society, its economic and socio-political stability, despite the presence of unfavorable external and internal factors; ensuring national economic security and neutralizing all possible threats is the fundamental task of the state government. The level of economic development of the country as a whole and the quality of life of its citizens depend on the success and effectiveness of countermeasures.
