This paper investigates issues related to modern features of determining the status of immovable cultural heritage sites as well as the accompanying practical aspects. The paper emphasizes that listing the object of cultural heritage in the State Register of Immovable Monuments of Ukraine by the category of national or local significance shows the object's special status and should guarantee that the state, represented by the bodies of authority, will take the necessary measures for its protection and preservation. It is stated and grounded that the currently existing format of the State Register is outdated; it was formed without having considered the available positive practical experience, new challenges of modern life and achievements of the technological progress. Thereby, it is necessary to change certain provisions of the current Law of Ukraine "On protection of cultural heritage", in particular, regarding the formation of the basic terminology of the monument protection sphere and the procedure for publishing information on state registration of cultural heritage sites. In order to form and store the data of the State Register of Immovable Monuments of Ukraine, it is necessary to use modern software adapted for the specific needs, and not just use the option of archiving available text documents.

The approval by the Ukrainian government of the concept for the introduction of BIM technologies in the construction of Ukraine provides many opportunities for the development and implementation of BIM as a tool for creating archival documentation and storing the state register of cultural heritage sites of Ukraine, in particular architectural monuments. The application of the principles of BIM technologies to historical buildings is widespread in the EU countries and allows combining 3D-models with textual information (databases) and is included in international practice as HBIM (BIM technologies applicable to the sites of historical heritage). The proposed method of modeling and description using software tools, applying the best excellent achievements, allows improving the state of registration of historical sites, architectural monuments and urban planning on the territory of Ukraine.

The value of protein culture of soy, the universality of its use is shown. The ways of increasing soy production in Ukraine are considered. To the State Register of plant varieties, suitable for distribution, a significant number of various soybean varieties are listed in Ukraine, most of which have a narrow ecological-geographical adaptation. In modern conditions, the soybean must be highly productive, adaptive, with a high level of resistance to biotic and abiotic environmental factors. Based on long-term practical experience in soybean selection, the hybridization of sources of adaptability to stress factors of the environment resulted in a variety with a higher base potential. Aquamarine variety, entered in the State Register of plant varieties, is suitable for distribution in Ukraine. The morphological and biological characteristics of the variety are given.

The article is devoted to the research of the state of the legal basis of organization and functioning of political parties in Ukraine. Attention is drawn to the fact that the legal basis for the organization and functioning of political parties in Ukraine is mainly the general provisions of normative legal acts, namely: the Constitution of Ukraine, the Tax Code of Ukraine, the Law of Ukraine «On Political Parties in Ukraine», «On the Election of the President of Ukraine» , «On the Election of the People’s Deputies of Ukraine», «On the Local Elections», «On the State Registration of Legal Entities and Individuals — Entrepreneurs and Public Entities», etc. It is established that, although certain norms determine the peculiarities of creation, registration, activity and termination of political parties, their structural formations, a number of provisions of legislation regarding the organization and functioning of political parties require further elaboration. According to the results of the analysis, the main directions of improvement of the legal basis for the organization and functioning of political parties in Ukraine were proposed, in particular: clarification of the definition of the term «political party» contained in Art. 2 of the Law of Ukraine «On Political Parties in Ukraine» basing on the legal essence of this concept; defining the principles of political party activity; clarification of the list of documents submitted by the applicant for state registration of political parties; defining an exhaustive list of grounds for refusal to register a political party in order to prevent free interpretation by the bodies of registration of the provisions of legislation; specifying the procedure for state registration of political parties and providing additional time for eliminating deficiencies in the documents submitted for registration (suspension of consideration of documents submitted for state registration); determining the procedure for adopting, registering amendments and additions to the statute of a political party; the procedure for convening and holding the constituent congress (conferences, meetings), the procedure for forming and powers of governing party bodies; the need to determine the status of property after the cessation of political party activity. It is proposed to amend certain articles of the Law of Ukraine «On Political Parties in Ukraine» and the Law of Ukraine «On State Registration of Legal Entities and Individuals — Entrepreneurs and Public Formations».

Research aim is a comprehensive analysis of the state of preparation of the Kharkiv volume of the multi-volume encyclopedic edition "Collection of monuments of history and culture of Ukraine" from the 1980s – early XXI century and its impact on the field of monument science and monument protection. Research methodology. The article examines the formation of the Kharkiv volume of the multi-volume encyclopedic edition "Collection of Monuments of History and Culture of Ukraine" in the context of a nationwide encyclopedic project in terms of the principles of historicism, system, interdisciplinarity, objectivity, analysis and synthesis. Scientific novelty. In the modern normative system of cultural heritage protection, historical and interdisciplinary research, an important part of measures to protect and promote national cultural heritage in Ukraine and the world and a separate subject of study is "Collection of monuments of history and culture of Ukraine" - fundamental, multidisciplinary, encyclopedic, scientific reference publication, which covers all known in its territory immovable monuments - archeology, history, architecture, urban planning, monumental art, science and technology, which have historical, scientific or artistic value. Conclusions. Having analyzed the main normative principles, legal acts, orders and directives, due to which the functioning of the Code was started, both in Ukraine in information on monuments, changes in administrative-territorial structure and socio-political moments, as well as current experience and the state of preparation of the Kharkiv volume of the publication, we can conclude that the project "Collection of monuments of history and culture of Ukraine" is not only a publication that carries a normative and encyclopedic load. The Code is a scientific basis for compiling the State Register of Immovable Objects of Historical and Cultural Heritage, but it differs in that it contains the most studied number of immovable objects of cultural heritage, not only those that are under state protection. This nationwide project is able to improve the historical and local lore movement, intensify the excursion and tourism component of the region, as well as become the basis for the creation of new modern information resources in the field of protection and research of monuments.

The technology supporting Interactive Digital Narrative (IDN) is of particular significance to cultural heritage research. IDN technology provides a means of engagement in cultural heritage sites, a medium for culturally significant stories, and culturally significant story-centric games. While previous work in this space has numerous examples of user experience (UX) evaluations of the interactive narrative works themselves, there is significantly less in terms of evaluation of technology for authoring IDN, creating a UX research space in this area that is focused on the audience and not authors. We propose to balance this focus by considering the UX of authoring tools more closely. In this work, we undertake a review of the state of the art of authoring tools for IDN, such as story-centric games, and report on a rigorous UX evaluation of representative technologies (n = 21). We also address the challenges of UX research for these tools through an original evaluation methodology where authors complete a story composed of representative story features. Our study leads us to conclude seven UX principles for IDN authoring tools that explore both how authors use tools to create story-focused games and how the interface for these tools impacts the creative process.

The article analyzes the relations between various actors in agro-industrial production during the preparation, the execution of an attack by raiders, and after the attack, designed to collect and appropriate someone else’s harvest. The article aims to identify and provide a general description of raiders’ main actions during encroachments on the crop of agricultural producers. In Ukraine, raiders encroach on successful enterprises. Due to the quality and fertility of soils and natural and climatic conditions in the agricultural sector, conscientious producers can get a high yield. It is most often attacked by raiders during harvesting, using a set of actions. The article defines the main types of such actions: the seizure of a land plot with forged documents or without them; use of physical violence; involvement in their actions of unscrupulous notaries, state registrars, corrupt judges, and officials; the conclusion of lease agreements for shares or land plots with owners who have already leased them to another bona fide tenant; forgery of court decisions remaining in the temporarily occupied territories; registration of the right to lease land plots based on forged documents; appeal to the court with a claim to the enterprise for recovery of real or allegedly existing debt. These actions do not make up an exclusive list since the raiders are continually upgrading and diversifying the ways of encroaching on the harvest. The article briefly describes both the raiders’ actions and the practices to prevent raider attacks and protection after they have been committed. The innovations of the Law of Ukraine «On Amendments to Certain Legislative Acts of Ukraine on Countering Raiding» dated December 5, 2019 are also presented and analyzed, in particular in terms of introducing notarization of individual transactions; coordination of the moments of state registration of ownership of a land plot, the validity of a lease agreement and the time for harvesting; coordination of information from the State Land Cadastre and the State Register of Rights to Real Estate. The need to strengthen the fight against corruption is indicated by developing proposals to increase responsibility for corruption acts by representatives of public authorities. The article points to the future search for ways to counteract the actions described in the article and other raiders’ actions during the preparation and the attack to collect and appropriate someone else's harvest and after it.

The aim of the study is to determine the status and peculiarities of the state protection of cultural heritage objects, which were created in order to perpetuate military history and are works of monumental art, within the framework of the current Russian legislation. The materials used in the article mainly relate to the regulatory framework for the protection of monuments in Krasnodar Krai. The study is based on documents from the departmental archive of the regional Office of State Protection of Cultural Heritage Objects of Krasnodar Krai, on national standards of the Russian Federation, and on acts of federal and regional legislation. The study uses historical legal, formal legal, and comparative legal methods, as well as methods of interpretation of law and logical methods. The authors examine the novelties of the Russian legislation affecting the establishment of protective zones around the monuments of architecture and urban construction and note that the acts of Krasnodar Krai also prescribe the arrangement of such zones for monuments containing burials and monuments of monumental art. The authors formulate questions related to the law enforcement practice in relation to the mass graves of soldiers and to individual monuments containing military equipment, replicated monuments, and obelisks made of sheet iron. The authors analyze the national standard of the Russian Federation, “Cultural Heritage Preservation. Terms and Definitions”, and give examples of checks for compliance with the terms in the standard at individual objects of cultural heritage. The analysis of the status of monuments containing military equipment is based on methodological recommendations published in the 1980s. They prescribed state protection for monuments made at a high artistic level from durable materials, but in practice these requirements were rarely met. The authors conclude that, along with samples of military equipment, works of architecture or sculpture created in honor of specific historical events, including guns or transport-combat vehicles installed on pedestals, are subject to state protection. It is the presence of an architectural base that allows classifying such objects with the term “monument”. In each specific case, the legal status and features of the state protection of the monuments considered in the article can be established based on the regulatory and technical documents (national standard) that contain sufficiently accurate definitions of these objects.
