Introduction. The modern system of domestic higher education is designed to flexibly respond to the challenges of the modern world, one of which is the possibility of obtaining knowledge through distance learning. The use of electronic services in this process, acting as an online and offline learning tool, actualizes the urgent need to develop in a digital environment a high-quality content of academic disciplines that meets the requirements of educational standards in various areas of training of future subject teachers, primary school teachers, preschool educational institution teachers, psychologists, speech therapists, defectologists. At the same time, it is important to assess all the risks that can devalue the physical, moral and material costs of organizing the educational process in the e-learning system from both teachers and support service specialists and the university as a whole.Materials and Methods. The paper uses a descriptive method based on the study and systematization of survey data of pedagogical university students of different directions and training profiles for several years. The respondents were full-time and part-time students. The data collection tool was the e-learning service of Minin University.Results. The analysis of respondents' answers to questions about the pros and cons of distance learning in the system of electronic information educational environment of the pedagogical university allowed us to draw some conclusions about the existence of both positive and negative consequences of the implementation of distance learning, which threaten the psychological safety of participants in the educational process.Discussion and Conclusions. Taking into account the fact that the creation of an e-learning system at Minin University is a large-scale project of modernization of the higher education system, during the implementation of which, since 2012, some experience has already been accumulated that requires reflection, today we can talk about the possibility of considering this electronic information educational environment as minimizing the risks of distance learning through electronic services. Further work in the direction of optimizing the work of the e-learning system of the pedagogical university, including working out the strategy of the "individual educational route" of each student, including assistance to students with special educational needs, should certainly be carried out from the position of involving students in assessing the opportunities and difficulties of working in an electronic educational environment.

E-learning technologies in the context of full-time and distance education have long passed the stage of innovation and have become an integral part of modern professional education. However, a number of issues related to the implementation and maintenance of the educational process based on e-learning are still relevant. This paper analyzes the problem of unification of software products, cloud technologies and services that form the electronic information and educational environment (EIEE) of a university. The authors interpret homogeneity and heterogeneity concepts in the context of the EIEE and illustrate the industry specifics of requirements and expectations for homogeneity. It is clearly proved that the heterogeneous EIEE of the university acts as a useful object/model of study when training specialists for work in cultural institutions in the fields of computer science and computer engineering, applied computer science. In these cases the EIEE structure of the university through the provision of experience develops students readiness for subsequent formal and non-formal life-long training. The paper also presents tools for assessing the existing level of heterogeneity of the EIEE and a method of expert evaluation that allows to predict the optimal level of heterogeneity-homogeneity for the EIEE of a particular university.

The paper considers the transition period of society development, based on the use of digital information and communication technologies. Now the digital economy covers all the spheres of society, so the question of its study is relevant. The transition to a new digital economy model contributes to improving the life quality of the population. In higher education institutions educational paths are changing, a rapid transition from physical to virtual reality is observed. However, the educational environment lags far behind the pace of industrial production based on modern technologies. In such situation, approaches to modernizing the training system need to be developed. This case university strategies, aimed at creating a full environment for the development of education and science, information and knowledge from the intellectual global environment, are being developed. In the context of the transition to digital technologies in education, the library, as one of the main structural divisions of the university, should also become digital. The paper reveals the different viewpoints of the library community that show the strategy and direction of library development for the digital environment. Libraries are now actively developing information and communications technology providing services to their users, while maintaining traditional forms and methods of working with readers. This symbiosis meets the needs of different groups of readers and users. On the basis of theoretical research of formation processes and development of electronic library, problems of transition period are considered, strategy of digital library development is identified, technologies of creation and introduction of information resources into university educational environment are determined. A Review of: Vakkari, Pertti. “Perceived Influence of the Use of Electronic Information Resources on Scholarly Work and Publication Productivity.” Journal of the American Society for Information Science and Technology 59.4 (Feb. 15, 2008): 602-12. Objective – To investigate the relationship between academics’ use of library electronic resources and their opinions regarding how these resources have impacted their work, and to investigate the association between this perceived influence and publication productivity during the previous two years. Design – Two specific questions added to an annual online user-survey questionnaire; additional data mined from survey Setting – Twenty-two Finnish Universities served by FinELib, the Finnish Electronic Library. Subjects – Seven hundred and sixty seven academic staff and full-time doctoral students. Methods – A questionnaire was posted in April 2007 on FinELib’s homepage and advertised on each university library’s main page, and focused on respondents’ experience in the previous two years. Participants selected answers either from a list of category choices, or, when measuring perceptions, by rating agreement with statements along a four-point scale. Controlled variables measured were the respondents’ academic position, their discipline, membership in a research group, whether their literature use was discipline-specific or interdisciplinary, and their perception of the availability online of the relevant core literature. The independent variable measured was the scholars’ perception of the impact of the use of electronic library resources on their work. The dependent variable measured was the scholars’ self-reported publications in the two years preceding the survey. Main Results – Participants reported a positive impact on the efficiency of their work, most strongly in areas of ease of access, with lesser impacts in the range of materials available to them and the ease with which they can keep up-to-date in their field. To a lesser extent, the scholars perceived a positive impact on the quality of their work. Upon analysis, the study found that access to online library resources improved scholars’ work by the interconnected mechanisms of the ease of access and breadth of resources available positively impacting their ability to keep abreast of new developments and inspiring new ideas. The study found mixed results between perceived improved access and number of publications. Although representation in national publications was not significantly impacted, there was a positive correlation with the number of international publications. There were interesting differences among disciplines and academic status, with a decreased impact among scholars in the humanities, and greater impact among lower-status or novice academics. Conclusion – There are positive perceptions of the accessibility of online information and of its impact on the quality of work, and a correlation between these perceptions and the number of international publications, thus validating the investment in providing access to digital information resources to Finnish academics.

Purpose of the study. Distance education is one of the possibilities for the successful realization of the didactic potential of information and communication technologies in teaching foreign languages. In the situation of transition of a higher school to a competence-oriented system of education, mastering scientific and technical translation by students of non-linguistic faculties within the framework of an electronic information and educational environment is of particular relevance. The ability to correctly interpret an authentic text testifies not only to sufficient translation training, but also the ability to use electronic educational resources based on the student’s remote access to information referral systems and teaching materials. In this regard, the purpose of this study was to determine the capabilities of remote technologies in teaching scientific and technical translation and assessing the quality of its implementation.Materials and methods. Standardizing the definition of types of semantic distortions on the material of educational translations prepared in the framework of the electronic informational and educational environment of a building university allowed to evaluate the effectiveness of this training format, to develop guidelines for overcoming gaps in the basic interlingua training of future engineers and served as a criterion for evaluating in the process of attestation to master the discipline “Foreign language”. In the process of the study descriptive, comparative, categorical and statistical methods were used.Results. The article describes the modular organization of the electronic information and educational environment in a building university, which implies the inclusion of several interactive platforms in its composition with an indication of their capabilities in teaching scientific and technical translation. The theoretical concepts of understanding the semantic violation in the interlingua text transformation as an unreasonable deviation from the normative requirement of meaningful correspondence of the translation to the original are presented.Comparative analysis allowed us to identify two main categories of translation violations: (I) reducing the accuracy of the semantic content of the text and (II) distorting the semantic content of the original in the form of unjustified omission, addition and replacement. Practical assessment of violations of scientific and technical translation allowed describing the quantitative ratio of categories of errors with a predominance of semantic inaccuracies over semantic distortions, which demonstrates an increased level of formation of students’ linguistic translation competence.Conclusion. The effectiveness of the use of electronic information-educational environment in the daily work of a construction institution has been proved, which allows improving the quality of student learning in the framework of ensuring remote synchronous and asynchronous interaction between participants in the educational process. It was concluded that the future engineering and construction specialists need to focus on choosing the right translation solutions in the process of preparing practical tasks in the electronic information and educational environment. The following guidelines for the effective teaching of translation in non-language faculties in higher education have been developed:denotative correspondence of the translation of engineering and construction texts to the original at the lexical level should be associated with the selection of equivalent units of the translating language reflecting the semantics and mastery of application in the professional sphere;the denotative correspondence of the translation of engineering and construction texts at the syntactic level, understood as the preservation of semantic accents, is determined by the study of various traditions of the communicative progression of the text in English and Russian languages and the establishment of logical links between the syntactic units of the original text;mandatory editing of automated translation is required.
