Purpose. The purpose of this paper was to determine motivational factors of structural changes in the agro-industrial sector of Ukraine, which will strengthen the ability of business entities to generate larger added value flows and increase efficiency through the development of strategic network partnerships. Methodology / approach. While writing the article the following methods were used: methods of economic and statistical analysis – to study the dynamic of indicators that reflect the results of sectoral structural changes of the enterprises’ activities in the sector of agriculture, forestry and fisheries of Ukraine during 2016–2019; critical analysis – to identify shortcomings in the legislative field of Ukraine, which deform motivational vectors, negatively affect the development of agro-industrial complex; morphological analysis and synthesis – to prove the feasibility of interpreting the term “network capital” in a narrow and broad sense; scientific abstraction and graphic visualization – to build the model of formation of network capital and use in the processes of organizational interaction of participants in a strategic business partnership; mathematical modelling – to formalize the conditions under which the network partnership participants will avoid manipulation by the expert environment in the apportionment of the costs and revenues from the implementation of business projects. Results. It has been studied the dynamic of indicators that reflect the results of the sectoral and structural changes in activities of Ukrainian enterprises in the agriculture, forestry, and fisheries sector during 2016–2019. It has been highlighted shortcomings in the legislative field of Ukraine, which distort the vectors of motivational influence on the development of agro-industrial complex, causing the corruption schemes spread in the decisions and actions of economic agents. The essential content of the term “network capital” in a narrow and broad interpretation has been differentiated and the motivational basis for its increase by the business network participants has been highlighted. The processes of formation and use of network capital in the inter-organizational interaction of participants of strategic business partnership have been modelled. Nash equilibrium theory has been applied to increase the reliability of the position assessment of business network participants in the total costs and revenues apportionment and it has been proved that this forms the motivational basis for long-term cooperation. Originality / scientific novelty. The author’s interpretation of the term “network capital” in a broad and narrow sense with emphasis on motivational aspects of this capital increasing in the agro-industrial business network has been proposed. The model of network capital formation and use in the processes of organizational interaction of participants in a strategic business partnership has been constructed. There have been modelled the conditions under which the participants of the network partnership will avoid manipulation by the expert environment in the apportionment processes of costs and revenues from the business projects implementation, which will improve their motivation to cooperate. Practical value / implications. The main results of the study can be used for (i) elimination of some gaps in the institutional environment of Ukraine, which distort the motivational vectors of agricultural development; (ii) managing growth processes of network capital to increase the aggregate ability of business network participants to create new consumer value with high added value; (iii) improving the motivational basis for long-term cooperation of business network participants by increasing the reliability of their positions assessment in the total costs and revenues apportionment.

Agriculture is the most important area of economic activity for the production of products and services in order to provide the population with quality food, industry with raw materials and promote sustainable development of rural areas. In recent years, there has been a downward trend in the rate of agricultural development, which is lagging behind the growth rate of the Russian economy as a whole. Structural changes in the agro-industrial complex have not produced significant positive results, which is caused by a number of reasons. One of the directions of agricultural policy in Russia is the accelerated development of animal husbandry and increasing the competitiveness of domestic livestock products in the domestic market. The state program for the development of agriculture and regulation of markets for agricultural products, raw materials and food provides for a set of measures for the priority development of animal husbandry. Implementation of these measures requires improved management in order to increase the efficiency of livestock production. The article considers aspects of the formation of accounting and analytical support for management of the livestock industry, economic and statistical analysis of trends and structural changes in the livestock industry. The best practices of Russian scientists in the field of accounting and agricultural Economics are summarized

In the paper, we investigate the main causes and consequences of de-industrialization manufacturing and identify important factors influencing the structural transformation of the industrial sector through the prism of global technological challenges. Important challenges identified include environmental challenges of the threatening impact of climate change, digitalization in all spheres of public life, the technological leadership of developed countries in context field of Industry 4.0, changes in the geopolitical landscape and trade conflicts between countries; migration and population aging; changes in competencies and retraining of employees to acquire digital skills; cybersecurity and volatility threats; quarantine amid the COVID-19 pandemic. The current structural imbalances of Ukrainian industrial development are considered and the current state and dynamics of structural changes in the Ukrainian economy in technological, reproduction, sectoral and foreign economic dimensions are analyzed. Crisis trends in the Ukrainian industry developed long before the start of the COVID-19 pandemic: comparing the structure of Ukrainian industry by type of economic activity, a decrease in the share of the manufacturing industry, a loss of production potential for a number of high-tech industries (automotive industry, instrument making, shipbuilding) and a decrease in added value in manufacturing industry with Ukraine's establishment as an independent state in which profound political, social and economic reforms have begun to take place. The analysis made it possible to determine further opportunities for industrial development, taking into account harmonization with European trends in digital and green transformations in industry. Based on the research results, complex directions for solving structural imbalances in industry at interrelated levels are proposed: state, regional and local levels. Overcoming the consequences of Ukrainian manufacturing deindustrialization in the context of European integration is dependent on developing and implementing relevant policy of manufacturing modernization and principles of the "circular economy"; integration into strategic value chains; creating conditions for training personnel with digital competencies; development of an innovative infrastructure – scientific, industrial, technological parks, innovation clusters and business-incubators. This will lead to the development and introduction of domestic innovation in production, which in turn should inspire further progress in the innovation structural transformation in Ukrainian economy and help to enhance national competitiveness and achieve sustained economic growth.

The local and world practice shows that clustering as a form of association of business entities for development of industrial and business activities is an important direction for development of agri-food sector, as well as the arrangement of territories based on efficient use of land, labor, material, technical and financial resources. The article dwells of studies of theoretical and methodological basis of megacluster development of agro-industrial complex. It has been determined that currently four possible concepts (paradigms) can be applied regarding agro-industrial complex (AIC): AIC as a self-sufficient system, AIC as a megacorporation, AIC as a specific market, AIC as a separate society. Study has been carried out and an integrated layout has been designed for arrangement and functioning of an integrated management system for agro-industrial complex sustainable development. Groups of factors determining stability of short-term and long-term development of agro-industrial complex as a megacluster are identified. A number of principles for sustainable functioning of agro-industrial complex as a megacluster were formed: Infrastructure balance, management system improvement, rational territorial and intrasectoral distribution of production, balanced agro-industrial production in terms of resources, etc. These principles and their interpretation have been formulated for agro-industrial complex as a megacluster for the first time. Their novelty consists both in aggregate selection, reflecting stable functioning of agro-industrial complex as a megacluster under new conditions, and in reflecting the most significant aspects of megacluster's activity being the main links in its sustainable functioning chain.

The agro-industrial complex is one of the most important sectors in the economy of any country, and the Russian Federation is no exception. The modern development of the state’s economy largely depends on the level of development of the agro-industrial sector and the efficiency of management activities of its management. For more than 25 years, Russia has been in the process of reforming and transforming the agricultural sector. The level of agricultural development remains quite ambiguous. Stimulating the agricultural sector at the state level is a priority for advanced countries in economic policy, because agriculture is the most important branch of the national economy, which actively involves a diverse set of measures for state support (subsidies, benefits, trade protection, etc.). The existing system of state regulation and support of agriculture in China is based on standard methods used in most countries of the world. The article is devoted to the study of the mechanisms of state support for the agro-industrial complex in China, because it is important to study which structure and organization of agricultural production contributes to the most intensive and balanced development. It is necessary to realize that it is not possible to improve the efficiency of the agro-industrial complex in the short term, so long-term forecasts and programs should be developed. This is especially important in today’s volatile economy. Possible methods of stimulating domestic agricultural producers based on the experience of the country under consideration are considered. As a result of the analysis, positive and negative factors of influence of certain measures for state support of agriculture in General on the country’s economy were identified. The article discusses the main methods of state support for agriculture used in the PRC and the possibility of their application in the Russian Federation. This article is intended for those who work in the field of Finance of the agro-industrial complex.

Introduction. The agro-industrial complex itself is one of the most promising directions of the structural adjustment of the national economy in the conditions of integration processes and globalization of the economy. An effective strategy formation for the agrarian sector development in Ukraine and business entities in this field requires identification of the existing problems and the search for effective ways of their solution. The purpose of the study is to summarize theoretical and methodical principles, develop methodological and practical recommendations for the strategy formation in the domestic agricultural enterprises’ development in the conditions of economy globalization on the basis of the strengths and weaknesses of agriculture in Ukraine. Results. It is determined that by its industrial potential, the Kherson region may be included in the top ten most industrialized regions of Ukraine. The industry of the region continues to develop in the traditional region centers, namely in the cities of regional importance, while the share of districts in the total regional sales volumes remains insignificant. Agriculture is one of the leading sectors of the regional economy, which has a significant impact on the level and quality of the population life, on the stable operation of industries consuming agricultural products, on the formation of export potential. Emphasizing the key development opportunities and strengths of agricultural production in Ukraine gave the possibility to form a promising strategy for the business entities development, which, in the first place, provides for minimizing the threats of the external environment and overcoming the weaknesses of the internal environment. Kherson region with its favorable climatic conditions and investment potential can increase agricultural production. Conclusions. The results of the SWOT-analysis of agricultural development are a kind of roadmap that conceptually reflects the strategic direction of agrarian enterprises’ development in the medium and long term, both from the development standpoint of the domestic food market and the export-oriented position. The authors proved that contrary to the global trends of development of science-intensive neo-industrial economy in Ukraine there is deindustrialization of the economy associated with outpacing growth of production and export of raw materials with a low level of technological processing and added value. The article examines the main factors of the deindustrialization of Ukraine’s economy, in particular, a significant degree of depreciation of fixed assets of industrial enterprises and production infrastructure, insufficient volume and unsatisfactory structure of capital investment to restore worn-out fixed capital, negative dynamics of foreign direct investment in the spheres of national economy such as innovations, etc. The authors also highlighted and analyzed the institutional factors influencing the industrial development of Ukraine, namely: the “presence” of the state in the economy, corruption and the shadow economy. The negative impact of the institutional environment on the innovative modernization of the national industrial sector was confirmed with the help of economic and mathematical modelling. The main directions of intensification of the state ‘s activity to overcome the institutional dysfunctions and traps formed during the period of market reform of the national economy are substantiated.

one of the basic directions of the long-term development of the agro-industrial complex is the implementation of measures for import substitution of agricultural products and food, increasing the high rate of export potential of the industry. At the same time, it is necessary to solve the problem of increasing to a rational level the consumption of basic types of food products in groups of the population with a relatively low level of income. The solution of these problems will require new approaches to the economic conditions of functioning of agriculture, its spatial de-velopment, cooperation, social arrangement of rural areas.

The competitiveness of the national economy is ensured by mutually beneficial cooperation of various business activities and industrial specialization of business units. The purpose of this article is to identify the main motives of the economic behavior of business units in Ukraine, which predetermine structural changes in the industrial sector and agro-industrial complex, and to develop an algorithm for substantiating the strategic choice of participating forms in integration formations for the business development. The economic and statistical analysis has identified trends in structural changes in the industrial and agricultural sectors of the Ukrainian economy. By generalization of scientific views on the content of integration processes, there were identified the influence of institutional factors on the development of forms of integration interaction and maintaining the stability of integrational entities, and the factors of technological and logistic expediency on the formation and development of business networks. There was formed the algorithm of substantiation of strategic decisions regarding the choice of enterprises of the forms of participation in the integration formations of different types. The differences in the positions of the initiators of the business network creation and the participants involved in them were identified regarding the composition and relationships in the network that affect its sustainability. The application of this algorithm will ensure that the management of enterprises makes more substantiated decisions on the creation of an organizational framework for the implementation of competitive strategies in promising areas of inter-sectoral cooperation.

Having studied the new US agricultural development strategy, which is based on modern technologies with a view to reducing the impact on the environment.
