INDUSTRY AND AGRICULTURE OF KHERSON REGION AS COMPONENTS OF THE SOCIOECONOMIC SYSTEM OF THE REGION

Introduction. The agro-industrial complex itself is one of the most promising directions of the structural adjustment of the national economy in the conditions of integration processes and globalization of the economy. An effective strategy formation for the agrarian sector development in Ukraine and business entities in this field requires identification of the existing problems and the search for effective ways of their solution. The purpose of the study is to summarize theoretical and methodical principles, develop methodological and practical recommendations for the strategy formation in the domestic agricultural enterprises’ development in the conditions of economy globalization on the basis of the strengths and weaknesses of agriculture in Ukraine. Results. It is determined that by its industrial potential, the Kherson region may be included in the top ten most industrialized regions of Ukraine. The industry of the region continues to develop in the traditional region centers, namely in the cities of regional importance, while the share of districts in the total regional sales volumes remains insignificant. Agriculture is one of the leading sectors of the regional economy, which has a significant impact on the level and quality of the population life, on the stable operation of industries consuming agricultural products, on the formation of export potential. Emphasizing the key development opportunities and strengths of agricultural production in Ukraine gave the possibility to form a promising strategy for the business entities development, which, in the first place, provides for minimizing the threats of the external environment and overcoming the weaknesses of the internal environment. Kherson region with its favorable climatic conditions and investment potential can increase agricultural production. Conclusions. The results of the SWOT-analysis of agricultural development are a kind of roadmap that conceptually reflects the strategic direction of agrarian enterprises’ development in the medium and long term, both from the development standpoint of the domestic food market and the export-oriented position. Agriculture, for many reasons, can be considered one of the most important sectors of the economic complex of Ukraine. Its significance is determined, in our opinion, in particular by the dynamics of growth of agricultural production, which, in turn, depends on many, to some extent, important factors. In particular, how perfect is the state policy on the agro-industrial complex, especially in terms of regulating the pricing of basic agricultural products, to what extent the state policy on agricultural development takes into account the specifics of a region (area), including climatic conditions, the nature of historical production, the age structure of the population, its worldview, etc., that is, ultimately, to what extent the state policy to support agriculture meets the interests of the individual producer. All this is directly reflected in the growth (decrease?) rate of agricultural production, which determines the relevance of the study. The main, most important provisions of the article are: firstly, the statistical information provided in the proposed article on the specifics of agricultural production in Ukraine, its detail in terms of areas in a more generalized form can give a holistic, complete picture of its features in each of the regions of the country, which in some cases took place; secondly, in the direct context of the above, we consider it appropriate to highlight separately that despite all its ambiguity, the advantage of the above statistical material on the peculiarities of agricultural production in Ukraine in 2020 (2019) in absolute terms is that if needed it can significantly expand the range of necessary calculated information, on what, actually, the offered article was based also; thirdly, taking into account the above, however, different, one of the most important features of the proposed article is that the structure of agricultural production was analyzed in terms of production ratios of the main groups of producers of this type, which, as practice shows, were agricultural enterprises and farms of the population, and, emphasizing, in each of the regions of Ukraine; fourthly, perhaps not least, the significance of the analysis of the ratio of production volumes of the main groups of agricultural producers in Ukraine is enhanced by its detailing given their main subspecies, such as crop and livestock, which, in a sense, can be the basis for not only few more global and cognitive conclusions. Regarding the purely conclusions, one of the most important components of the article, we even consider it necessary to consider two of them separately: firstly, agriculture is an integral part of the national economic complex of Ukraine and the efficiency of its functioning can be one of the most important indicators of the level of economic development of the country as a whole; secondly, we believe that the efficiency of agricultural production both in Ukraine as a whole and, in particular, in its individual regions is determined not so much by optimizing the ratio of major groups of producers, which, as practice shows, were agricultural enterprises and households, how perfect the economic mechanism of functioning of each of them in particular.

The purpose of the article is to highlight the conceptual understanding of the cluster as an innovative organizational and economic form of production in the system of sustainable development on the example of the agricultural sector and substantiate the scientific basis for ensuring its implementation at the regional level. Research methods. When carrying out the research, a set of general scientific methods and techniques was used; monographic - in the study of domestic and foreign publications and the above-mentioned problems; a systematic approach based on the principles of systems analysis and synthesis - to substantiate the relationship between sustainable development, the efficiency of agricultural production and the cluster model; abstract-logical - for the theoretical generalization of research results and determination of measures to ensure the implementation of the cluster model of agricultural development; economic analysis - to study the efficiency of agricultural production. Research results. The essence of the cluster in modern economic theory in the context of the concept of sustainable development has been studied and analyzed. Globalization, climate change and the aggravation of socio-economic and environmental problems in many countries of the world necessitate the search for new models of economic development. It has been established that one of the most optimal organizational and economic forms of effective agricultural production in the system of sustainable development is clusters. On the example of the Kirovograd region, a scientifically grounded regional model of the development of agro-clusters in the agro-industrial complex. Scientific novelty. Based on the synthesis of scientific theories of cluster and sustainable development, further study of theoretical and methodological approaches to the definition of the essence of clusters as a promising organizational and economic form of effective agricultural production in the system of sustainable development was obtained. Practical significance. The research results will find practical use in substantiating regional strategies for the development of agro-industrial production. They can be used in educational and educational programs, when providing consulting services for the creation of projects of agricultural clusters and in further scientific research.

Agricultural development, especially agricultural production in mountain areas, is fundamentally linked to climatic conditions, so any changes in climate will necessarily affect agricultural development. China’s agriculture faces several development challenges including those linked to climate change. Climate change is threatening food production systems and therefore the livelihoods of hundreds of millions of people who depend on agriculture in China. Agriculture is the sector most vulnerable to climate change due to its high dependence on climate and weather and because people involved in agriculture tend to be poorer compared with urban residents. Consistent warming trends and more frequent and intense meteorological disasters have been observed across China in recent decades. In line with climate change across the whole country, it will require agricultural development to implement comprehensive mitigation and adaptation strategies.

Rural areas both in Russia and Jordan are characterized by the lack of job places and relatively low opportunities for female and youth labor. The situation is worsened by the decrease in the efficiency of the agricultural production in general. Institutional and technological transformations are required to improve the efficiency of the agricultural sector which will inevitably be accompanied by the expansion of the employment. The purpose of the research is to analyze socio-economic aspects of agricultural sectors of Russia and Jordan and to develop proposals for the management of labor resources with the focus on women employment. Research methods consist of comparative analysis of socio-economic development of agricultural areas on the basis of statistical data for Russia and Jordan as well as SWOT analysis. It is recommended to launch a national project on agricultural development in Jordan, as in Russia, with specific country targets and similar objectives pointed out in the study.

In the current political and economic situation in the Russian Federation, due to the need for rapid development of import substitution in the food sector, agriculture has become one of the priority sectors of the Russian economy. In the context of sanctions restrictions, food security as an essential component of the country’s national security depends entirely on the level of agricultural development. The problems and features of agricultural production development in regions with difficult natural and climatic conditions are relevant, since additional investments and the introduction of innovative technologies that reduce the impact of negative factors are required there. The article discusses the trends and prospects of ensuring food security of the Far Eastern Federal District. This direction includes the physical availability of food for the population of all subjects of the district, the necessary volumes and quality of food, its positive impact on the health of the population. Indicators of agricultural production in the district and its features in the regions are considered. The main problem of regions with unfavorable climatic conditions remains insufficient production of various types of products. The necessary directions for improving food security are systematic state support and strategic cooperation with neighboring regions at the inter-sectoral and inter-municipal levels.

Urgency of the research. The need to improve the policy of financing agricultural production is due to the lack of budget support and the imperfect mechanisms of indirect state support. Target setting. New economic and political realities make their adjustments to the process of financing and management of investment processes in the industry, which should meet the challenges of the present, based on the world's leading experience and take into account the requirements of the Association Agreement between Ukraine and the EU. This concerns, first of all, the attraction of public-private partnership finance to the process of managing the development of agro-industrial complex. Actual scientific researches and issues analysis. The research of the problems of financing the AIC is devoted to the works of such domestic scientists as P. Sabluk, O. Gudz, V. Yurchyshyn, P. Gaidutsky. The issues of the implementation of public-private partnership relations are considered by B. Danylyshyn, I. Brailovsky, I. Zapatrina, M. Zabastansky and many others. Uninvestigated parts of general matters defining. The aforementioned studies do not consider the possibility of financing the agroindustrial complex on the principles of the implementation of public-private partnership relations and the advantages of a combination of public and private finance. The research objective. The purpose of the article is to substantiate the possibilities of using PPP as an effective tool for financial support in the process of financing agricultural development. The statement of basic materials. The present state of financing of agroindustrial complex and agricultural production as a priority branch is analyzed. The expediency of implementation of public-private partnership in the agroindustrial complex is substantiated. The main directions of using public-private partnership tools in the context of improving the policy of financing the develobpment of agro-industrial complex are considered. Conclusions. Effective, responsible and transparent use of public-private partnership finances will allow for a steady economic growth of the branches of the domestic agroindustrial complex.

The permanent impact of globalization on the economic activities of economic agents is not in doubt. One of the trends in these economic conditions is the increase in agricultural consumption. In the framework of this article, the authors pay special attention to the issues of regional development of the agro-industrial complex on the example of the Belgorod region, within the framework of the Strategy for its socio-economic development, an indispensable con-dition for the implementation of which is the innovative vector. The article presents and analyzes the dynamics of agricultural production in the region, compares it with similar indicators in Russia as a whole. It is concluded that one of the most important catalysts for innovation is rightfully investment, as various forms of investing cash and cash equivalents in production resources. The role of the REC “Innovative Solutions in the Agro-Industrial Complex” created in the Belgo-rod Region is noted in the prospects of agricultural development.

The production of agricultural crops depends on the optimisation rate of plant genetic factors, climatic and soil factors and the level of agrochemicals. These factors are in constant dynamism and also are the production of agricultural plants. Changing in climatic conditions of the area will necessitate bring changes in the genetic resources of the plants that will be cultivated as well as in the technology of cultivation. The study analyses the thermal and pluviometry performance of the Korça field, one of the areas with the best agricultural development and on this basis is experimented with the time of potato planting and the adaption to these changes. The analysis of climate variability and trends of ecological climate factors is determining for the sustainability of agricultural production. Especially the increase in temperature indicators requires adaptation to the changes in the technology of crops cultivation. The planting time, which is essentially determined by the optimum agronomic temperature, determines the entire biological cycle of the plant by directly influencing the morphologic and plant yield. Climate changes of the last decades make experimentation necessary to determine the optimal planting terms. Sustainable agricultural development determined by long-term climate change requires adaptation to these changes.

The article analyzes the peculiarities of legal relations in the sphere of agribusiness on the basis of research on agrarian relations, economic activity (entrepreneurship) and agro-industrial complex. A comprehensive analysis of relations in the field of business in the agricultural sector is given. Their object and subject composition is established, which is narrower than in agrarian-legal relations. It is emphasized that the object of legal relations in the field of agribusiness, the essence of which is expressed through action - different in content and character, is pluralistic in nature, which causes its multilevel and complexity. The subjects of legal relations in the said sphere are agricultural enterprises of various organizational and legal forms (farms, agricultural cooperatives, agricultural joint-stock companies, agricultural limited liability companies, agricultural private enterprises, etc.), as well as those providing agricultural production and production. products (enterprises in the field of information, logistical and logistical support. The same aspect explores the relationship between agribusiness and agro-industrial complex, which are not inherently identical concepts. The basis for their isolation is the orientation of business entities: in the agro-industrial complex - production and marketing, and in agribusiness - marketing.

The arcile descuites the features of the development of the agro-industrial complex of the Komi Republic, including based on the SWOT analysis of its agro-food sector. The study identifies the strengths and weaknesses of integration in the conditions of the Northern region, identifies opportunities and threats, formed the principles for the formation and functioning of a product cluster. The algorithm determining the priority directions of development of clusters in the Northern region, allows to deepen the system displays the development of agricultural production in rural areas and includes the following areas: analysis of the status and dynamics of development of agricultural production in the region; the allocation of typological groups; assessment of the influence of the main values of the factors on agricultural production; analysis of the development of processing industries; matrix analysis definition of priority directions of development of the cluster; the formation of potential product clusters.
