one of the basic directions of the long-term development of the agro-industrial complex is the implementation of measures for import substitution of agricultural products and food, increasing the high rate of export potential of the industry. At the same time, it is necessary to solve the problem of increasing to a rational level the consumption of basic types of food products in groups of the population with a relatively low level of income. The solution of these problems will require new approaches to the economic conditions of functioning of agriculture, its spatial de-velopment, cooperation, social arrangement of rural areas.

Agriculture is the most important area of economic activity for the production of products and services in order to provide the population with quality food, industry with raw materials and promote sustainable development of rural areas. In recent years, there has been a downward trend in the rate of agricultural development, which is lagging behind the growth rate of the Russian economy as a whole. Structural changes in the agro-industrial complex have not produced significant positive results, which is caused by a number of reasons. One of the directions of agricultural policy in Russia is the accelerated development of animal husbandry and increasing the competitiveness of domestic livestock products in the domestic market. The state program for the development of agriculture and regulation of markets for agricultural products, raw materials and food provides for a set of measures for the priority development of animal husbandry. Implementation of these measures requires improved management in order to increase the efficiency of livestock production. The article considers aspects of the formation of accounting and analytical support for management of the livestock industry, economic and statistical analysis of trends and structural changes in the livestock industry. The article discusses the issue of government support for reclamation activities in the context of new challenges of the economic environment. The relevance of the issue is due to the need for intensive development of the agricultural sector caused by globalization processes, which have created fierce competition, both in the international and domestic food markets. Sustainable production of agricultural products on irrigated lands is one of the main indicators of the efficiency of the agro-industrial complex in areas of risky agriculture, including the Republic of Tatarstan. The purpose of the article is to develop recommendations for improving the efficiency of irrigated agriculture whose development depends on the stability of agricultural production and food security. The study aims to identify trends in the development of land reclamation at the regional level and substantiate measures aimed to improve the economic efficiency. The paper presents results of the analysis of development of land reclamation in the Republic of Tatarstan, identifies directions of its development, provides recommendations for ensuring sustainable growth in the volume of reclaimed land and agricultural products, income from the sale of products obtained through irrigation. The research results can be used to develop programs aimed at the development of federal and regional food markets, organizational, economic, technological measures to improve the efficiency of agricultural production, rural areas and the provision of high-quality food supply to the population.

Political forces make it difficult to develop effective and efficient policies for dryland salinity. The politics of the day have had major influences on salinity and salinity-related policy, beginning with the clearing of land for agricultural development. Tensions affecting salinity policy include urban political power v. rural salinity; short-term politics v. long-term salinity; crisis-driven politics v. slow and inexorable salinity; simplistic and uniform political solutions v. complex and diverse salinity problems; the need for winners in politics v. the reality of losers from effective salinity policy; east v. west; and national v. state governments. These tensions will interact with our improving scientific knowledge of salinity and ongoing social and economic changes in rural areas to shape future salinity policies. Prospects for changes in salinity policy and outcomes over the next 10 years are suggested, including the following possibilities: more carefully targeted and site-specific investments in salinity prevention; the beginnings of success of current research and development efforts to develop profitable new plant-based systems for salinity management; ongoing debate about the appropriate role for catchment management bodies for in salinity management; greater attention to the problem of salinity impacts on biodiversity and infrastructure; reduced attention to market-based instruments for salinity; and ongoing changes in the economics of agriculture, timber and energy influencing salinity outcomes and, potentially, salinity policy.

Agriculture in Thailand has developed as it is today because of the long-term strategic vision of the government. Since the 1980s, agricultural development policy has used a variety of marketing principles, which ensures that there is aharmonious development with rural areas. Agricultural development policies in Thailand faced a lot of challenges such as the narrowed farming area, a large number of rural labor force moving to urban, farmers getting no benefits from government policies. The research shed light on agricultural development policies in Thailand, especially key points in agricultural extension policies, agricultural support, rural industrialization policies, modern scientific applications, foreign  investment in agriculture, and then drawing some policies in sustainable agriculture development in our country.

The research examines the changes that have taken place in rural areas in the area of influence of the Kyiv metropolis. Based on a comparative analysis of agricultural development (under the command-administrative system of management and the current state of the industry in market conditions) revealed the peculiarities of the formation and trends of changes in the agri-food function of suburban rural areas. At one time, a suburban agro-industrial complex was formed around the city of Kyiv in order to meet the needs of the urban population in low-transport products - meat and dairy products, vegetables and fruits. As a result, the agri-food function of the suburban area has strengthened. Subsequently, under the influence of changes in the agricultural system, the intensification of exports, preference was given to high-intensity agriculture, the production of export-oriented crops ‒ cereals, sunflower, canola, soybeans, corn. Production of products for the needs of the metropolis (vegetables, cereals, potatoes, fruits and berries) has significantly decreased, the role of the agri-food function of suburban rural areas has decreased. As a result of the research the directions of strengthening of agro-food function in the conditions of social transformations are offered. The main ones are: application of new approaches to the food supply of the metropolis with an emphasis on strengthening the role of suburban rural areas; change in the structure and specialization of agriculture; a significant increase in the level of industrial processing of agricultural raw materials; improvement of the marketing sphere taking into account market conditions, consumer demands; restricting the activities of agricultural holdings, increasing the role of farms; transition from soil-depleting agriculture to conservation, rational use of land resources, introduction of energy-saving technologies.

The article reflects individual successes in the development of agriculture, which has shown its "vitality" in difficult economic conditions, as can be judged by the steadily increasing level of self-sufficiency of the country with the main types of agricultural products, raw materials and food, a significant reduction in their imports and an increase in exports. However, the development of agriculture does not allow solving its systemic problems more actively, carrying out accelerated import substitution on a rational scale, reducing significant regional differentiation in the standard of living of the rural population, adequately paying for the work of an employee. In this regard, in order to solve the key problems of agricultural development, its state support is necessary, regardless of the impact on the industry of various risks, threats and force majeure circumstances. To do this, the State should observe the principle of special priority in relation to the development of agriculture, commensurate with the possibility of achieving its goals and real financing, based on its strategic importance for the country and as a special way of life for almost one quarter of its population. Only under such conditions will the priority of agriculture be neither declared nor onetime, but will become a strategy for its development, mainly of the advanced type, regardless of the presence and appearance of many internal and external risks, threats and challenges.

Currently, the government of the Russian Federation has adopted a number of strategic planning documents containing measures aimed at the development of the grain-product subcomplex of the agro-industrial complex. In particular, the long term strategy for the Development of the grain complex of the Russian Federation until 2035 was approved. It is a strategic planning document in the grain sector that defines priorities, goals and objectives of public administration and food security, ways of their effective achievement and comprehensive solution. The target indicators of the long term strategy for the development of the grain complex of the Russian Federation until 2035 are: gross yield of grain and leguminous crops - 140 million tons, crop areas – 50 million hectares, domestic consumption – 86.2 million tons, grain export volume, including products of its processing – 55.9 million tons, capacity for simultaneous storage of grain and leguminous crops – 167.4 million tons. The federal project "Export of agricultural products" is being implemented within the framework of the national project "International cooperation and export", one of its goals s to achieve the volume of grain export (in value terms) in the amount of 11.4 billion US dollars by the end of 2024 by creating new commodity mass (including with higher value added), creation of export-oriented commodity distribution infrastructure, elimination of trade barriers (tariff and non-tariff) to ensure access of agricultural products to target markets and creation of a system for promoting and positioning agricultural products. The target indicators stated in the official documents necessitate the search for reserves to increase the efficiency of the grain subcomplex development, increase export of grain and its processing products.

The increase in the production of agricultural products and food supplies in excess of regulatory needs and the provision of food safety in Russia led to the expansion of the export of agricultural products and the change in the course of the development of the agro-industrial complex from import substitution to export-oriented production. However, the entry to world food markets requires high quality of products from manufacturers and its certification in accordance with world standards. The article presents the organizational and economic transformations towards the greening of agro-industrial production, namely, the use of the resource potential, the involvement of Russian manufacturers in the production of environmentally friendly products and the development of organic agriculture; the mechanisms for solving the set problems are substantiated.

This article is devoted to the analysis of the effectiveness of the implementation of state agricultural programs, national and priority regional projects to support peasant (farm) farms and rural areas in Sverdlovsk region. Materials and methods: tools and methods of financial assistance, including grants, for peasant (farm) farms in the Sverdlovsk region are analyzed. These mechanisms are used in the implementation of state programs for the development of the agro-industrial complex at the Federal and regional levels. The identified problems of agricultural development allow us not only to formulate recommendations for improving the mechanisms for implementing measures to support farmers, but also to pay attention to aspects that are not taken into account by state programs. The authors relied on statistical, structural, analytical, system, logical, and correlation analysis. The normative legal basis of the study was chosen by the normative legal acts of Russian Federation and Sverdlovsk region, including state programs, national and priority regional projects implemented in the field of agriculture, and official materials of state statistics. Results: the effectiveness of the main instruments of state support for farmers in the region is evaluated, recommendations for improving the mechanisms of support for farmers in Sverdlovsk region are developed, and directions for the development of rural cooperation are proposed. Discussion: the article presents a socio-economic analysis of the support and development of peasant (farm) farms by the state government authorities of Sverdlovsk region. The authors pay special attention to the fact that during the implementation of state programs and projects, certain aspects are not taken into account when evaluating applications for state funding, which were identified by researchers in Estonia and Latvia. Conclusion: it is necessary to regularly assess the effectiveness and then correlate the tools used to support peasant (farm) farms. In order to increase efficiency, it is necessary to apply correlation analysis of statistical data to public authorities and conduct sociological research (in the future).

As the volume of production of the most important foodstuffs per person is low, it is essential to increase the volume of production of agricultural products and their processing, to ensure economic accessibility to the population in the purchase of foodstuffs, for which it is necessary to develop a long-term program of agro-industrial development in the country. complex, reform the agrarian sector of the economy, create a land service for the control of land resources and develop its structure: cr vine farms, farms, private farms and cooperatives, run a transparent market of agricultural land, where the owners, land owners must be citizens of Ukraine, to provide comprehensive state support to producers of the agricultural sector to ensure economic conditions of accessibility in public purchasing food.
