This article is devoted to the analysis of the results of students ' assessment studies when considering the section of electromagnetism in Universities. The urgency of introduction of modern system of control of knowledge is shown. The main purpose of the educational work of these universities is to implement a comprehensive system of professional training of highly qualified specialists, allowing them to be in demand in any of the above areas of engineering. It is proved that the quality of education is one of the priorities in Universities. Based on the results of the study, a new system of knowledge control is proposed. The comparison of system and traditional approach of mastering by students ' materials is considered, the analysis of research results is carried out. Also, as a result of the research, a comparative analysis of the evaluation results for different Universities in different countries was carried out.

The article considers modernization of the Russian higher education based on the data of the regional monitoring (1995-2016). The methodology of the research consists of the multidimensional approach (combination of systemic, institutional, resource and other approaches) and interpretations of modernization of the higher education as an integral part of modernization of the social-economic system of Russia. Modernization of the higher education is defined as a continuous process of transformational changes focused on improving the quality and competitiveness of all subsystems of the higher education. The article aims at explaining how modernization affects the resource potential of students, at showing to what extent students see its results and can use the opportunities provided by it. The authors focus on the question whether modernization is implemented for students, with or without students: how the quality of education changes due to modernization, how it affects the students’ satisfaction with the quality of education and professional training. The article reveals the paradoxes of modernization in terms of achieving its main goal - training of highly qualified professionals satisfying the needs of the economy in personnel; and points to the strengthening of material, technical and financial educational inequality of Russian regions and sectors of economy. The quality of the higher education is considered a way of social self-regulation. Its indicators include students’ satisfaction with different aspects of education important for the development of professional knowledge. The article presents the students’ estimates of the accessibility of the higher education in the Sverdlovsk Region by such basic indicators of modernization as academic mobility, informatization, relationship of education, science and production. Based on the results of the monitoring the authors prove the low impact of modernization changes on the students’ satisfaction with the quality of education and professional training.

In recent years, higher educational institutions of the Baltic countries have become more and more popular among Russian youth wishing to get higher education (or take a certain course of professional training) abroad. The article, covering the period before the onset of the coronavirus epidemic, highlights the education of Russian students in universities in Latvia, Lithuania and Estonia. It is noted that a significant part of the students from the Russian Federation come from the Russian regions bordering on the Baltic states. The appendix presents the opinions of Russian students about the learning process and the quality of education received in Latvian, Lithuanian and Estonian universities.

The article discusses the current problems of assessing the quality of professional training of HR managers from the perspective of graduates of the HR direction working in this area.For ten years the author of the article has been assessing the quality of training university graduates as deputy vice rector for organizing practice, employment and promoting employment of graduates. The results of annual studies of satisfaction with the quality of education of all participants in the educational process: students; employers and graduates of the university were an indispensable indicator in the preparation and conduct of accreditation of the university, it has repeatedly reported at conferences and published. The accumulated experience allowed us to conduct annual monitoring studies on the problem of satisfaction with the quality of professional training of graduates of the Department of Personnel Management of the Siberian Institute of Management, a branch of the RANEPA. The article provides only some generalized results of the author's studies in 2017 - 2019 on assessing the quality of professional training and career of specialists from the position of graduates of the department. The author conducts a brief analysis of theoretical foreign and domestic sources to study the problems of assessing the quality of education and training of specialists; considers the problems of development of criteria for assessing the quality of training, external and internal assessment, and the inclusion of certain assessment objects in the assessment, relevant to universities. The practical focus of the article allows us to see both the positive aspects in the training of future specialists in the field of personnel management, and some omissions, which will improve the quality and applied nature of training, taking into account the identified needs of graduates oriented to the demands of the labor market.

The paper put forward hypotheses that the conditions for the formation of human capital in the education system and the quality of education are decreasing, that the transition to a post-industrial economic system provides a priority demand and stimulation of the work of highly qualified specialists with higher education. To assess the hypotheses, an analysis carried out using Rosstat data on the structure of unemployment by education levels and on the level of wages of employed workers with different levels of education. The generalization of the results of the analysis made it possible to establish that the value of human capital formed in the education system, the quality of education is steadily decreasing. The human capital of workers, formed in the higher education system, is most in demand in modern conditions, but the quality of higher education, the value of the human capital formed in the process of obtaining it, is steadily decreasing. The reason for the decline in the quality of education is the administrative and control style of management used in the education system and the outdated form of strategic management based on the application of orders, standards and control, which, being inherited from the industrial economy and, as is known, is ineffective and ineffective. The main mechanism that guarantees the quality of education in Republic of Belarus is based on the state educational standards. According to the current standards, the aim of professional training is to obtain an integrat-ed result: expert (professional) skills coupled with solid general education. This education is build upon the de-velopment of a common system of competences. Therefore, the quality of professional education is strongly con-nected with the problem of the specialist (who has to possess all necessary skills and competencies) formation method. The problem includes development and advancing of the system of competences in the conditions of the current educational process and elaboration of an evaluation methodology and techniques for this system. Taking into account, that the educational process of high school professional training in Belarus includes the studying of four cycles of disciplines (socially-humanitarian, natural-science, general professional and special professional), it is essential to investigate the influence of each of the cycles on the final system of competences formation. In the present article, the capability of the natural-science disciplines cycle for the handling of the pro-fessional system of competences development is discussed in reference to military specialties. It has been found that during the professional disciplines studying, the replacement (but not integration) of the knowledge received at the previous stage of the natural-science cycle is taking place. It interferes with prin-cipal understanding of natural sciences as a fundamental basis for the professional competence; it does not pro-mote the recognition of cultural and social importance of natural sciences; and, consequently, it does not support the formation of general orientation on continuous self-education in the field of natural sciences. And that is con-sidering that insufficiency of natural-science culture of graduates of military high schools can lead to possible serious economic consequences for the country and risks in the field of national safety. In the course of the experiment, the didactic conditions have been formulated and the model of the peda-gogical process, directed to the elaboration of a persistent natural-science system of competences, has been devel-oped and approved. The incorporation of the conditions and the process does not assume an essential transfor-mation of the volume and structure of class hours allocated to the studying of natural-science disciplines. Intro-duction of the course "Fundamentals of modern natural sciences » in syllabus of the internal security troops de-partment of military academy of Belarus is essentially new. The technique of examination of the integrative abilities of students with use of the methods of fuzzy mathematics was applied for the evaluation of the developed model efficiency. The interest to this method is caused by the possibility use this approach to deal with estimations of competences, which cannot be unequivo-cally structured in an algorithm presentation by definition. This article examines the problem of assessing the quality of the professional training of students who complete higher education courses. The authors analyze the essential characteristics of quality control and assessment of educational processes at a university, as well as criteria, tools, and methods used for assessing the quality of education. The authors believe that the Pedagogical Olympiad is one of the most efficient tools to evaluate the quality of professional training. The article describes practices to evaluate the quality of education among students during the “All-Russian” stage of the Russian Student Olympiad (ARSO) in speech therapy (Saransk, 2015), as well as aspects of content and the procedure to apply this evaluation tool; the results of this evaluation allow the authors to conclude that the quality of professional competence development and personal education of students are assessed qualitatively and quantitatively.

It is necessary to take into account the specifics of the university.One of the elements of the quality assessment system is monitoring, which is considered to be a comprehensive system for diagnosing the quantitative and qualitative characteristics of the effectiveness of an educational system. The assessment of the quality of education should be formed as a cumulative indicator of all the qualities that influence the educational process. During the work we used the results of sociological research of the subjects of the educational process: students, teachers, monitoring of the educational process (academic performance of students).

AbstractEXTEND project is aimed at modernizing approaches to teaching engineering disciplines in Russia and Tajikistan, increasing quality of education and possibilities of employment for young engineers, students’ motivation and making engineering education attractive. Modern universities carry out not only professional training of students, but also prepare competitively capable personnel who can survive and thrive in modern free market relations, accompanied by a variety of forms of ownership and competition. International educational projects are relevant as they supply universities with international experience and job possibilities. Therefore, foreign languages competence is of key importance for engineers of future generation, and is a means of forming professional, communicative, linguistic and cultural competences. Success of teaching foreign languages depends not only on teachers’ skills, but on carefully selected and elaborated didactic materials as well. EXTEND project team exchange ideas and experience that result in fruitful discussion of issues concerning elaborating new courses to improve engineering education. International teams, which include EXTEND project participants from European, Russian and Tajik higher educational institutions will carry out the task. Project EXTEND is an open kind of consortium, which implies that members from partner countries subordinate to its leader and share joint responsibility for commitments of the consortium.

The leader of organization, his competence and the policies he pursues with regard to the management of the organization play an important role in the achievement of the goals of any institution, including educational. The leader has a direct influence on the performance of employees in order to achieve the goals of the organization. In the Ministry of the Interior, however, the officials responsible for achieving the goals of educational institution are appointed in the interest of the service.The aim of the research is to determine the impact of the transfer of officials in the interests of the service on the achievement of educational objectives in the professional training of border guards.The study was conducted in the State Border Guard College using scientific, pedagogical and psychological literature analysis and evaluation and document analysis research method. As a result of the study the author brought forward conclusions that the biggest threats to the quality of education and to the achievement of the goals of educational institution in the system of the Ministry of the Interior is transfer of  official in the interests of the service ignoring their competence in educational knowledge’s. To avoid threats to the quality of education, proposals were developed.
