Developing a collaborative permafrost research program: The Dempster - Inuvik to Tuktoyaktuk highway research corridor, Northwest Territories, Canada

<p>The Beaufort Delta region in Northwest Territories, Canada is one of the most rapidly warming areas on Earth. Permafrost thaw and climate change are major stressors on northern infrastructure, particularly in this region which hosts the highest density of Arctic communities and the longest road network constructed on ice-rich permafrost in Canada. The Dempster and Inuvik to Tuktoyaktuk Highways (ITH) comprise a 400-km corridor connecting the region with southern Canada. The corridor delivers a unique opportunity to develop a societally-relevant, northern-driven permafrost research network to encourage collaboration, and support pure and applied studies that engage stakeholders, encourage community participation, and acknowledge northern interests. Successful implementation requires leadership and institutional support from the Government of the Northwest Territories (GNWT) and Inuvialuit and Gwich’in Boards and landowners, and coordination between research organizations including NWT Geological Survey, Aurora Research Institute, Geological Survey of Canada, and universities to define key research priorities, human and financial resources to undertake studies, and protocols to manage data collection and reporting.</p><p>In 2017, a state of the art ground temperature monitoring network was established along the Dempster-ITH corridor by the GNWT in collaboration with Federal and Academic partners. This network in combination with the maintenance of the Dempster Highway and recent design and construction of the ITH, has created a national legacy of permafrost geotechnical, terrain and geohazard information in this region. The objectives of this program are to integrate old and new data to synthesize physiographic, hydrological, thermal, and geotechnical conditions along the corridor, and to develop applied permafrost research projects that support planning and maintenance of this critical northern infrastructure. In this presentation, we highlight: 1) a collaborative research framework that builds northern capacity and involves northerners in the generation of knowledge and its application to increase community based permafrost monitoring; 2) summaries of existing infrastructure datasets and their foundation for research; and 3) new projects that address emerging climate-driven infrastructure stressors. As the effects of climate change on permafrost environments, infrastructure and communities continue to increase, the need for northern scientific capacity and applied research to support informed decision-making, climate change adaptation and risk management will become increasingly critical. The development of resilient researcher-stakeholder-community relationships is also necessary for the scientific and research initiatives to reach their potential.</p><p> </p>

During this short period began what may be termed the re-exploration of northern Canada, a scientific examination of lands that had been roughly charted by expeditions of the previous hundred years, but that were otherwise little known except to fur traders, a few missionaries, and the occasional traveller. Only now did the newly confederated Dominion of Canada begin to take a practical interest in its vast northern expansions. The government sent three scientific expeditions to Hudson Strait and Hudson Bay, and the Geological Survey of Canada began to direct its attention towards the north. One of its officers, A. P. Low, explored the length and breadth of the Quebec-Labrador peninsula virtually single-handed and, as if anticipating the Klondike gold rush, towards which the work of many prospectors in Yukon Territory was steadily leading, Dawson, McConnell and Ogilvie published detailed accounts of routes and conditions in the Northwest Territories and Yukon Territory, information that proved invaluable to both government and individuals when the rush was on.

The social dimensions of knowledge management are often overlooked when attempting to develop innovative approaches to preserve and balance the multiple values of protected natural landscapes. This oversight can hinder the incorporation of knowledge from research and experience, particularly tacit knowledge held by experts and experienced individuals. Building social connection between leaders, researchers and experienced staff within an organisation can address this challenge because it fosters knowledge incorporation and dissemination. However, this can be a slower, more costly and more challenging method of incorporating diverse knowledges. Organisations, particularly government organisations, need to demonstrate the value of building social connection and cohesion. Our work was designed to evaluate social connection and the development of deliberative knowledge networks. We tracked social connection during the formation of a research network within a state government organisation in Australia. The aim of the network was to improve the adoption of research knowledge into management of the alpine region in the state of New South Wales, Australia. Social Network Analysis (SNA) was used to evaluate the effectiveness of forming a research network, given it was a costly, time-consuming and challenging method for the organisation. SNA was used to visualise social connections and measure changes during the planning phase of the research network over 12 months, when scope of the alpine research program was being identified and priorities determined. The analysis revealed individuals in the network grew social connections over time (total ties, average degree and density increased) which is likely to lead to better knowledge sharing. The SNA also identified individuals with knowledge brokerage roles (betweenness scores) and those with the greatest reach and potential influence in the network (key players) who were targeted for future roles in the network. The majority of alpine information was sought from and shared with staff within the network, particularly those in two Groups/ Divisions, which may limit the innovation by the network. The results provided insight to the government research network that is invaluable in its transition from the planning phase to implementation of research priorities and adaptive management. Our approach provides evidence for the value of building social connections and knowledge brokerage to improve environmental outcomes.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

For the first time in Russian African studies, the author examines the current state of agriculture, challenges and prospects for food security in Ghana, which belongs to the group of African countries that have made the most progress in achieving the Sustainable Development Goals (SDGs). The SDGs are a collection of 17 global goals adopted by UN member states in 2015 with a view of achieving them by 2030. The SDGs include: ending poverty in all its forms everywhere (Goal 1); ending hunger, achieving food security and improved nutrition, and promoting sustainable agriculture (2); ensuring healthy lives and promoting well-being for all at all ages (3), etc. These goals are considered fundamental because the achievement of a number of other SDGs – for example, ensuring quality education (4), achieving gender equality (5), ensuring sustainable consumption and production patterns (12), etc. – largely depends on their implementation. Ghana was commended by the world community for the significant reduction in poverty, hunger and malnutrition between 2000 and 2014, i.e. for the relatively successful implementation of the first of the Millennium Development Goals (MDGs, 2000–2015) – the eradication of extreme poverty and hunger. However, SDGs require more careful study and planning of implementation measures. In order to achieve the SDGs, the Government of Ghana has adopted a number of programs, plans and projects, the successful implementation of which often stumbles upon the lack of funding and lack of coordination between state bodies, private and public organizations, foreign partners – donors and creditors, etc., which are involved in the processes of socioeconomic development of Ghana. The author determines the reasons for the lack of food security in Ghana, gives an assessment of the state of the agricultural sector, the effective development of which is a prerequisite for the reduction of poverty and hunger, primarily due to the engagement of a significant share (45%) of the economically active population in this sector. The study shows that the limited growth in food production is largely due to the absence of domestic markets and necessary roads, means of transportation, irrigation and storage infrastructure, as well as insufficient investment in the agricultural sector, rather than to a shortage of fertile land or labor.

The paper mainly analyses the environmental threats focusing on climate change to human security in Nepal. Major aspects of human security are interlinked and interconnected in our context. Among them, human security offers much to the vibrant field of environmental security in Nepal. Environmental threats are linked to the overall impact on human survival, well-being, and productivity. A great deal of human security is tied to peoples’ access to natural resources and vulnerabilities to environmental change. The major environmental threats in our context is the climate change which have widespread implications for Nepal, causing impacts to water availability, agricultural production, forestry, among many other detrimental effects. The critical threat of environmental security needs to be taken into serious consideration to save our succeeding generation. This article primarily interpreted the government action towards emerging environmental threat based on realist approach. For the study of theme of this article, descriptive and analytical research has been used to draw present major environmental threats in Nepal. With consideration to factors, this article attempted to identify the major environmentally vulnerable areas that are likely to hamper the overall status of human security in Nepal. This paper also tried to suggest the measures to enhance the environmental security considering prospects and policy focusing on Nepalese diverse aspects.

In the mountainous canton Grisons, much visited by tourists, the forest has always had an important role to play. New challenges are now presenting themselves. The article goes more closely into two themes on the Grisons forestry agenda dominating in the next few years: the increased use of timber and climate change. With the increased demand for logs and the new sawmill in Domat/Ems new opportunities are offered to the canton for more intensive use of the raw material, wood. This depends on a reduction in production costs and a positive attitude of the population towards the greater use of wood. A series of measures from the Grisons Forestry Department should be of help here. The risk of damage to infrastructure is particularly high in a mountainous canton. The cantonal government of the Grisons has commissioned the Forestry Department to define the situation concerning the possible consequences of global warming on natural hazards and to propose measures which may be taken. The setting up of extensive measurement and information systems, the elaboration of intervention maps, the estimation of the danger potential in exposed areas outside the building zone and the maintenance of existing protective constructions through the creation of a protective constructions register, all form part of the government programme for 2009 to 2012. In the Grisons, forest owners and visitors will have to become accustomed to the fact that their forests must again produce more wood and that, on account of global warming, protective forests will become even more important than they already are today.

This paper presents results of the aeromagnetic survey and discusses the correlation of the measured data with the previously mapped surface geology. The project was financed by the Government of Greenland and managed by the Geological Survey of Denmark and Greenland. Sander Geophysics Ltd., Ottawa, Canada, was selected in April 1999 as the contractor for the project through a European Union opentender procedure.

The first offshore well for more than 20 years will be drilled in the year 2000 on one of the very spectacular structures within the Fylla area. To stimulate further petroleum exploration around Greenland – and in particular in West Greenland – a new licensing policy has been adopted. In July 1998, the administration of mineral and petroleum resources was transferred from the Danish Ministry of Environment and Energy to the Bureau of Minerals and Petroleum under the Government of Greenland in Nuuk. Shortly after this, the Greenlandic and Danish governments decided to develop a new exploration strategy. A working group consisting of members from the authorities (including the Geological Survey of Denmark and Greenland – GEUS) made recommendations on the best ways to stimulate exploration in the various regions on- and offshore Greenland. The strategy work included discussions with seismic companies because it was considered important that industry acquires additional seismic data in the seasons 1999 and 2000.

Geology of Greenland Survey Bulletin, 183, 34-38. https://doi.org/10.34194/ggub.v183.5202 _______________ Airborne geophysical surveying in Greenland during 1998 consisted of a magnetic project referred to as ‘Aeromag 1998’ and a combined electromagnetic and magnetic project referred to as ‘AEM Greenland 1998’. The Government of Greenland financed both with administration managed by the Geological Survey of Denmark and Greenland (GEUS). With the completion of the two projects, approximately 305 000 line km of regional high-resolution magnetic data and approximately 75 000 line km of detailed multiparameter data (electromagnetic, magnetic and partly radiometric) are now available from government financed projects. Figure 1 shows the location of the surveyed areas with highresolution geophysical data together with the area selected for a magnetic survey in 1999. Completion of the two projects was marked by the release of data on 1 March, 1999. The data are included in the geoscientific databases at the Survey for public use; digital data and maps may be purchased from the Survey.
