Advancements from Long-Term Research on Woody Plant Encroachment in the Western United States: the Hydrology Component of the Sagebrush Steppe Treatment Evaluation Project (SageSTEP)

<p>Mitigating and reversing negative ecohydrologic impacts of woody plant encroachment is of global concern. Current knowledge on the ramifications of woody plant encroachment and landscape responses to management is largely based on short-term or point-in-time field studies. The limited longevity of these studies is often dictated by the short-term nature of funding sources and associated infrastructure. Short-term studies advance process-based ecohydrologic knowledge of natural systems and yield valuable insight on treatment effects for various practices to mitigate woody plant encroachment. However, scientists, public and private land owners, and policy makers require knowledge of long-term effectiveness of treatment practices and associated conceptual and quantitative tools to successfully target land management expenditures and actions. This presentation highlights science-based knowledge and ecohydrologic model advancements in management of woody plant encroachment over a nearly 15 yr study period associated with ecohydrologic research at multiple sites in the sagebrush biome within the Great Basin Region of the western United States (the SageSTEP study, www.sagestep.org). The sagebrush biome is considered one of the most ecologically important and imperiled rangeland domains in the United States. A primary driver of degradation to the sagebrush biome is encroachment by pinyon and juniper conifers. These encroaching trees can outcompete sagebrush vegetation for soil and water resources and ultimately propagate and perpetuate pinyon and juniper woodland conditions with extensive bare ground and amplified runoff and soil loss. This study evaluated the ecohydrologic impacts of pinyon and juniper encroachment on sagebrush steppe and the long-term effectiveness of various tree-removal practices to restore sagebrush steppe vegetation and associated ecohydrologic function. Experiments in the study include assessment of vegetation, ground cover, soils, and infiltration, runoff, and erosion processes spanning point to hillslope spatial scales prior to tree removal treatments and at time periods 1 yr, 2 yr, 9 yr, and 13 yr after tree removal. Research products include: 1) advances in conceptual and quantitative understanding of linkages in vegetation and hydrology and erosion processes for the sagebrush steppe ecosystem, 2) enhancements to various conceptual ecological models and the Rangeland Hydrology and Erosion Model (RHEM) tool, 3) advanced understanding of the effectiveness of various tree-removal practices across diverse conditions in the sagebrush biome, and 4) delivery of an extensive publicly-available dataset for developing, enhancing, and/or evaluating other conceptual and quantitative ecohydrologic and erosion models. Lastly, the collective advances in science-based knowledge and modeling tools from the study demonstrate the utility and value of funding and conducting long-term ecohydrological research, particularly for ecologically important biomes around the world.   </p><p> </p>

This paper addresses some of the Muslim community’s concerns regarding its children’s education and reflects upon how education has shaped the position of other communities in American history. It argues that the future of Muslim education will be influenced directly by the present realities and future trends within American education in general, and, more importantly, by the well-calculated and informed short-term and long-term decisions and future plans taken by the Muslim community. The paper identifies some areas in which a wellestablished knowledge base is critical to making decisions, and calls for serious research to be undertaken to furnish this base.

Abstract Winter snowfall and accumulation is an important component of the surface water supply in the western United States. In these areas, increasing winter temperatures T associated with global warming can influence the amount of winter precipitation P that falls as snow S. In this study we examine long-term trends in the fraction of winter P that falls as S (Sfrac) for 175 hydrologic units (HUs) in snow-covered areas of the western United States for the period 1951–2014. Because S is a substantial contributor to runoff R across most of the western United States, we also examine long-term trends in water-year runoff efficiency [computed as water-year R/water-year P (Reff)] for the same 175 HUs. In that most S records are short in length, we use model-simulated S and R from a monthly water balance model. Results for Sfrac indicate long-term negative trends for most of the 175 HUs, with negative trends for 139 (~79%) of the HUs being statistically significant at a 95% confidence level (p = 0.05). Additionally, results indicate that the long-term negative trends in Sfrac have been largely driven by increases in T. In contrast, time series of Reff for the 175 HUs indicate a mix of positive and negative long-term trends, with few trends being statistically significant (at p = 0.05). Although there has been a notable shift in the timing of R to earlier in the year for most HUs, there have not been substantial decreases in water-year R for the 175 HUs.

Abstract This study investigates the spatial and temporal variability of cloudiness across mountain zones in the western United States. Daily average cloud albedo is derived from a 19-yr series (1996–2014) of half-hourly Geostationary Operational Environmental Satellite (GOES) images. During springtime when incident radiation is active in driving snowmelt–runoff processes, the magnitude of daily cloud variations can exceed 50% of long-term averages. Even when aggregated over 3-month periods, cloud albedo varies by ±10% of long-term averages in many locations. Rotated empirical orthogonal functions (REOFs) of daily cloud albedo anomalies over high-elevation regions of the western conterminous United States identify distinct regional patterns, wherein the first five REOFs account for ~67% of the total variance. REOF1 is centered over Northern California and Oregon and is pronounced between November and March. REOF2 is centered over the interior northwest and is accentuated between March and July. Each of the REOF/rotated principal components (RPC) modes associates with anomalous large-scale atmospheric circulation patterns and one or more large-scale teleconnection indices (Arctic Oscillation, Niño-3.4, and Pacific–North American), which helps to explain why anomalous cloudiness patterns take on regional spatial scales and contain substantial variability over seasonal time scales.

The election of Donald J. Trump unsettled many areas of U.S. foreign policy, but few more than the nation’s relationship with Korea. This article argues that the Trump administration’s vision for the world represents a stark break from the tradition of liberal internationalism and instead seeks to take the United States down a path that reflects the modern business practices of giant American corporations. A suitable label for this vision, as the following pages will show, is “Walmart unilateralism.” This framework abandons the traditional American policies of nation building and alliances based on shared ideological values. Instead, it embraces a more short-term approach rooted in financial bottom lines, flexible alliances and rivalries, and the ruthless exploitation of power hierarchies. This new approach, this article concludes, may dramatically transform the American relationship with Korea. Walmart unilateralism in Korea almost certainly will have some short-time positive ramifications for the United States, but its larger failure to consider the history and values of the people living on the Korean Peninsula may generate serious long-term problems for the future experience of the United States in the region.

This chapter considers a variety of methods of treating Germany. The main objective of the United Nations in the treatment of Germany is to prevent it from ever again becoming a threat to the security of the world. The problem of securing this objective could be approached through destruction of Germany's industrial potential, destruction of Germany as a political entity, and removal from German society of the causes of aggression. The chapter shows that the first two solutions should be deferred until it is clear that the third alternative proves unworkable. In order to eliminate the causes of aggressiveness in German society, temporary and long-term disabilities should be imposed upon Germany. The chapter also examines the causes of German aggression, the United States' policy toward Germany, short-term measures during the period of military government, conditional measures during the probationary period, and permanent impositions upon Germany.

This study investigates owner and tenant characteristics and differences between these two groups in their participation in federal conservation initiatives. Bivariate probit model analysis, based on a 2016–2017 Louisiana row-crop producer’s survey show that owners, relative to tenant farmers, are more likely to adopt conservation in early years of ownership. The results emphasize the need for mechanisms for tenants in short-term contracts to invest in long-term conservation. Moreover, conservation initiatives should be tailored, as tenant farmers are increasingly farming more land and policies should carefully account for this growing group of farmers.

Acquiring companies prefer growth through acquisitions and mergers rather than growth by direct investment in manufacturing resources. A justification for the large number of take-overs is the belief that abnormal gains are to be obtained so. There is substantial empirical evidence showing this untrue. Take-overs contribute immediate short-term gains, and are preferred to internal expansion where the benefits accrue over the long-term. Managers are usually evaluated on short-term performance criteria and therefore they have a bias for take-overs. Several investigators have studied the decline of the United States economy and the corresponding rise of Japan as industrial leader. The unrestrained take-over activity has been the chief reason for the decline of many industries in the United States. Acquiring companies have contributed to their own downfall by not investing sufficiently in up-to-date manufacturing resources. Take-overs lead to economic decline caused by lower productivity of acquired resources. South African companies are showing a strong preference for growth through take-overs. With the take-over process many local industries have come under the control of a few large conglomerates. South African acquiring companies could benefit by following the Japanese example of direct investments in technologically up-to-date manufacturing resources. More direct investment in manufacturing resources will lead to a more vigorous free-enterprise system and will raise the productivity of local industries. A more stringent Competition Act is necessary if South Africa is to avoid the harm to the economy caused by unrestrained take-over activity.

Abstract To assess the influence of Atlantic tropical cyclones (TCs) on the eastern U.S. drought regime, the Variable Infiltration Capacity (VIC) land surface hydrologic model was run over the eastern United States forced by the North American Land Data Assimilation System phase 2 (NLDAS-2) analysis with and without TC-related precipitation for the period 1980–2007. A drought was defined in terms of soil moisture as a prolonged period below a percentile threshold. Different duration droughts were analyzed—short term (longer than 30 days) and long term (longer than 90 days)—as well as different drought severities corresponding to the 10th, 15th, and 20th percentiles of soil moisture depth. With TCs, droughts are shorter in duration and of a lesser spatial extent. Tropical cyclones variously impact soil moisture droughts via late drought initiation, weakened drought intensity, and early drought recovery. At regional scales, TCs decreased the average duration of moderately severe short-term and long-term droughts by less than 4 (10% of average drought duration per year) and more than 5 (15%) days yr−1, respectively. Also, they removed at least two short-term and one long-term drought events over 50% of the study region. Despite the damage inflicted directly by TCs, they play a crucial role in the alleviation and removal of drought for some years and seasons, with important implications for water resources and agriculture.
