Abstract. Research and practice in seismology and urban planning interfere concerning the impact of earthquakes on urban areas. The roles of sub-area wide or typological divisions of the town were investigated with the methodology of regression, regarding their contribution to urban earthquake risk management. The inductive data set comprised recovery, preparedness, mitigation and resilience planning. All timely constituted planning types are refound today as layers, as the zoning results are used by differently backgrounded actors: local authorities, civil protection, urban planners, civil engineers. In resilience planning, the urban system is complexly theoretised, then integratedly approached. The steady restructuring process of the urban organism is evident in a dynamic analysis. Although expressed materially, the "urban-frame" is realised spiritually, space adaptation being also social. A retrospective investigation of the role of resilient individual buildings within the urban system of Bucharest, Romania, was undertaken, in order to learn systemic lessons considering the street, an educational environment. (In)formation in the study and decision making process stay in a reciprocal relationship, both being obliged in the (in)formation of the public opinion. For a complete view on resilience, both zoning types, seismic and urbanistic, must be considered and through their superposition new sub-area wide divisions of the town appear, making recommendations according to the vulnerability of the building type.

Today’s climate is unpredictable there are so many natural calamities which took place in our country which is the Philippines, two weeks ago because of the sudden changes of the weather in the Province of Zambales, the Philippines a strong tornado hits the town of Castillejos, Zambales which some of the electrical wirings were severely damaged because of the sudden change of the climate. The researcher is thinking of implementing a home gardening to each Municipality in our Province. By doing this it can help lessen the pollution in the air and it will help heal our Ozone Layer faster. The empirical evidence for the benefits of gardening and the advocate of the development and testing of socio-ecological models of community resilience through the impact of community gardens, especially in urban areas is highly effective(Okvat & Zautra, 2011). As lessening the air pollution will have a greater impact on our Ozone Layer no to deplete but it will heal the would faster. The present study revealed that local experiences in the face of climate change adaptation have merits that need special consideration(Anik & Khan, 2012). Also, the Researcher will implement this project in the Municipality of Subic, Zambales.

In the 1930s, Bolton was the site of Mass Observation’s first major research project, and subsequent restudies allow us to track in detail the decline of Christianity in the town. It was also the site of the first major Muslim demonstration against Salman Rushdie’s The Satanic Verses. The reaction of Boltonians to Islam is discussed as an introduction to wider consideration of the impact of the growth of Islam in Britain. Detailed discussion of media coverage of Muslims and of attitude survey data makes the case that, while some British people dislike Islam, a more powerful trend is growing hostility to any religion that is taken seriously enough to intrude on the public sphere.

It is recognized that both community and urban resilience depends on the capacity of built environment to maintain acceptable structural safety levels during and after unforeseeable events, such as earthquakes, as well as to recover their original functionality. Investing in disaster risk mitigation policies is a great step towards promoting urban resilience and community preparedness, implicitly limiting damage to the built environment and subsequently reducing human, economic and environmental losses. Portugal is a moderate to high seismic prone area as the latest estimates indicate that within the next 50 years the country could be severely hit by a strong quake similar to the histori­cal 1755 event, which left a trail of destruction and death, mainly in densely populated areas, such as Lisbon. This manuscript aims to mitigate the impact of earthquake damage scenarios on social and economical terms, as well as evaluating the outcome of implementing traditional retrofitting strategies to existing masonry building stock located in urban areas of high seismic risk, using the old city centre of Horta, Faial island (Azores, Portugal), as a case study.

<p>Pluvial floods are one of the most significant natural hazards in Europe causing severe damage to urban areas. Following the projected increase in extreme precipitation and the ongoing urbanization, these events play an important role in the ongoing flood risk management discussion and provoke serious risk to the public as well as to the insurance sector. However, this type of flood, remains a poorly documented phenomenon. To address this gap, Swedish Pluvial Modelling Analysis and Safety Handling (SPLASH) project aims to develop new methods and types of data that improve the possibility to value flood risk in Swedish municipalities by collaboration between different disciplines.</p><p>SPLASH project allows to investigating the impact of heavy precipitation along the entire risk modelling chain, ultimate needed for effective prevention. This study presents a pluvial flood catastrophe modelling framework to identify and assess hazard, exposure and vulnerability in urban context. An integrated approach is adopted by incorporating ‘rainfall-damage’ patterns, flood inundation modelling, vulnerability tools and risk management. The project is developed in the ‘OASIS Loss Modelling Framework’ platform, jointly with end-users from the public sector and the insurance industry.</p><p>The Swedish case study indicates that the framework presented can be considered as an important decision making tool, by establishing an area for collaboration between academia; insurance businesses and rescue services, to reduce long-term disaster risk in Sweden.</p>

INTRODUCTION The article intends to identify the factors that can retain talented people and attract new talent in small and medium-sized urban areas of European scale, especially in regions with declining and ageing populations. The problem is topical in today's Europe and as well as in Japan. It is equally important to understand the skills needed and the sectors where talents are required in small and medium-sized urban areas with an ascending development trend. The theoretical background of the research is based on literature studies on the theory of talent flow, knowing the factors of the talent flow in small and medium-sized cities, and building the talent flow models based on them. The article discusses the concept of talent (Michaels et al. 2001, several dictionaries, understanding of Valmiera residents). The researchers define that talented people fascinate others, create and implement ideas and have good reasoning skills. Until now, mainly in Europe and in the USA, the attraction of talent at the level of cities and regions has been implemented through migration policy. The administrative boundaries where the migrant talents come from are not as important as the factors that encourage the decisions on the choice of the place of living and work. In Estonia a National Policy for Attracting and Retaining International Talents (2014) has been developed. The findings of the report on models for attracting talent in Europe through the public sector are relevant to small and medium-sized urban areas. In the case study, there are no respondents representing a migrant group that is not a diaspora, and this is a specific feature of a small and medium-sized urban area. MATERIALS AND METHODS The empirical part has been developed through a study in Valmiera City (Latvia, Europe) with a population of 23 thousand inhabitants, aiming at increasing this number by 5000 and further boosting growth  in the city's competitiveness in human resources. A survey of 25 experts was conducted initially to highlight the trends. In order to obtain the data, 29 interviews were conducted with the city's entrants, outgoing residents and the steady, already stable and welcoming residents of Valmiera. Also, an online survey of 81 university graduates was carried out to find out the major reasons for staying in or leaving the regional city of Valmiera. The research city of Valmiera was compared to Ventspils, Rezekne and Jelgava in Latvia, as well as to two foreign cities in Northern Europe – the nearest neighbouring city of Tartu in Estonia and Joensuu in Finland. The cities were compared by socio-economic factors - population dynamics, economic development, access to culture, and political stability, which are important factors in attracting talent. The research methodology is based on the theoretical findings of Ingram, Shapiro, Albouy on the impact of four dimensions in talent attraction: economic development, market competition, labour market conditions and national culture, as well as the impact of lifestyle on choice. According to these dimensions, interview questions have been developed, and, by grouping the content, the analysis of the responses has been carried out. The previous study by the authors has been used as a secondary source. The study focused on the future skills needed for the labour force in the Vidzeme region in Latvia, and the compliance of the proposed education with the labour market requirements in the Vidzeme region of Latvia. RESULTS The results of the research show that a job offer providing the applicant the  possibility to demonstrate his capacity and pursue his or her objectives is of primary importance for the recruitment of skilled labour in a winning city in a rural area, followed by the appropriate housing and transport, and social infrastructure. As a secondary factor, lifestyle, which includes diversity, cultural environment, architecture and the presence of the natural environment, is important. The importance of the factors of attraction varies according to the stage of human life. DISCUSSION The results of the interviews show that small and medium-sized urban areas have the potential to attract talented human resources, taking into account the key attraction factors described in the theory. The empirical analysis in the example of Valmiera reveals that a significant attraction factor in small and medium urban areas is social ties with the area. The labour market demand is also an important factor. The results of the research revealed that in certain occupational groups in Valmiera (such as managers, social sciences in general), the labour market demand is lower than the supply. In further research it would be necessary to carry out focus group interviews with migrants in small and medium-sized urban areas in order to find out the important factors in taking a decision on their choice of residence. CONCLUSION Small and medium-sized urban areas need to develop diversity and openness. This initiative needs to be strengthened both in the operation and investments of a municipality and in communication with the public. Virtually all of the examples discussed refer to migration as inevitable in attracting talent – highly skilled people.

<p>Site is an important factor in the building design process, where it is analysed to determine design strategies for responding the microclimate. It is also considered important in Building Energy Simulations (BES) where a weather file is used to represent the site location and its microclimate. However, many cases of BES in the design process use weather file from a nearby weather station rather than site specific microclimate. In fact, site microclimate can be affected by nearby parameters such as ground surface and vegetation, with unknown effects. In the Wellington, New Zealand context, micro-climates vary widely due to the local topography while suburban houses can be located on the side or bottom of a hill. These houses are likely to have different exposure to the sun and wind which can influence energy consumption for space heating.  Many studies about site-parameters impacts mainly focus on the vegetation and nearby buildings effect on microclimate. Only a few estimated the impact of site-parameters on building energy use and mostly their cases are in urban areas (flat terrain). Unfortunately, site parameters, such as altitude and slope, associated with the Wellington topography (hilly terrain) have never been examined. This thesis investigates the importance of site parameters on house heating energy modelling for the Wellington context. BES software, EnergyPlus, was used and explored to identify limitations in modelling site parameters. An attempt was made to solve these limitations through the integration with microclimate software. Three microclimate software programmes were reviewed: ENVI-met, UWG (Urban Weather Generator) and CFD (Computational Fluid Dynamic) software.  ENVI-met was selected to generate the local air temperature and relative humidity affected by site parameters, which was used for EnergyPlus weather-file modification. A parametric study of ENVI-met basic input with model evaluation was also conducted. The results of parametric test integrating ENVI-met with EnergyPlus showed that ENVI-met mostly produce insignificant impacts of site parameters on house heating energy, unlike the results found in the literature review. This is likely due to the cool weather conditions (winter in Wellington) used in simulation, which suggests that the idea of microclimate modelling using ENVI-met is not applicable for house heating energy modelling in the temperate, Wellington context.</p>

The impact caused in the tourism sector by the public health crisis linked to coronavirus COVID‑19 and the need to protect the population from subsequent infection marks a necessary change in the model of tourism in coastal areas in Spain where mass tourism was the norm. Relevant reforms must be made to soften the economic effects of the drop in foreign tourism. In the case of cultural tourism in urban areas and inland, there is an en excellent opportunity to make structural changes in management that pre‑Covid was already experiencing serious problems. In this document we attempt to highlight the elements that may be key to future reform.

The Charlevoix region is historically the most active earthquake zone in eastern Canada. Understanding the links between its seismicity and the faults of the region is important for the assessment of earthquake risk along the St. Lawrence Valley. The region has been monitored by a microseismic array since 1977, yielding accurate locations of the hypocentres. Previous analyses of data from the array indicated a relationship between the earthquakes and the St. Lawrence Valley paleorift faults. As a sequel to previous studies, the relationships between the seismic activity and the faults of the region were reexamined through the use of the composite P-nodal solutions, in an effort to clarify the nature of faulting in the seismic zone. The microseisms were partitioned into subsets of events on the basis of geological and hypocentre-trend considerations. The main objectives of this paper are to delineate the details of faulting within the Charlevoix region and to determine the effect of the impact crater on the nature of faulting in this area.Assuming a constant 6.2 km/s velocity model and using a data set of 107 events, composite fault-plane solutions were computed. The composite P-nodal solutions indicated that the Charlevoix impact crater modifies to a certain extent the focal-mechanism characteristics. Events outside the impact crater were found to be quite consistent in their polarity distribution on the focal sphere, suggesting similarity in their focal mechanisms. The composite mechanism of these events suggests a relationship between the earthquakes and the north–south faults mapped outside the impact crater. The magnitude mb (Lg) 5.0 earthquake of August 19, 1979, the largest event in the selected time window, had different fault planes than some of its aftershocks. Nevertheless, the polarity distribution of the aftershocks was in agreement with the average trend for the events outside the crater. Events inside the impact crater were found to be produced along more variable fault orientations, with an average trend similar to that of the rift fault system. It is proposed that the meteor impact weakened the rift faults and introduced its own fractures. The present earthquake activity probably occurs along these weak fault surfaces. The effect of the impact crater on the type of faulting versus depth is not readily discernible from available data. In general, meteor impacts do not leave neotectonic seismic signatures: the Charlevoix impact crater might represent a different case because of the presence of weakened paleorift faults.

Abstract Objective – With adoption of the program world-wide, the Learning 2.0 model has been lauded by library professionals as a mechanism to educate library staff and transform libraries. This study, part of the 2009 CAVAL Visiting Scholar project, seeks to measure the impact and legacy of the model within Australian public libraries to understand what benefits, changes and effects occur. Methods – A national Web-based survey for those who had participated in a learning 2.0 program. Results – The national survey had 384 respondents, and a total of 64 respondents were identified as the public library staff data set for this article. Public library staff reported success in the program and described feelings of increased confidence, inclusivity, and a move to use emerging technologies as part of library service. Conclusion – The analysis yields the following thematic areas of impact and effect: personal practice is enhanced with knowledge and confidence; impact is mainly personal, but organisational changes may follow; the library is using the tools to varying degrees of success, and organizational blocks prevent use of tools. These finding offer evidence that Learning 2.0 programs can have a positive effect on library staff and subsequently on the organization itself.

Linking urban development and urban drainage models is a more and more popular approach when impacts of pavement of urban areas on sewer system performance are evaluated. As such an approach is a difficult task, this is not a feasible procedure for everyday engineering practice. We propose an alternative method, based on a developed simple near-quadratic relationship, which directly translates change (increase or decrease) of paved area into a change in the return period (RP) of the design rainfall event or design rainfall intensity. This formula is simple to use and compatible with existing design guidelines. A further advantage is that the calculated design RP can also be used to communicate the impact of a change in impervious areas to stakeholders or the public community. The method is developed using a set of 250 virtual and two real-world case studies and hydrodynamic simulations. It is validated on a small catchment for which we compare system performance and redesigned pipe diameters. Of course such a simplification contains different uncertainties. But these uncertainties have to be seen in the context of overall uncertainties when trying to predict city development into the future. Hence it still is a significant advantage compared to today's engineering practice.
