This article discusses the dynamics of social development, the tension of social relations, the rapid development of information technology, scientific and technological progress in society and the state. Thus, actualizing the issue of its reform, transformation and construction. Given the above, in this scientific and analytical article, on the basis of researchers, an analysis of public councils in the Republic of Kazakhstan is carried out. In this regard, the purpose of the article is to study the structure of public councils, the functions of public control, the implementation of public monitoring, conducting public examinations and involving the population in management processes at various stages of the development of Kazakhstan’s statehood, and increasing the transparency of government bodies. In the process of research, various points of view are expressed, author’s ratings are given.

Along with the rapid development of society and technology, modern information technology has been applied to almost every aspect of social production and social life. Moreover, applying modern information technology to education and binding modern information technology to education sufficiently can be a very effective method to improve the current situation of education, to raise the educational quality and to strengthen the development of information technology. Introducing information technology into PE(physical education) classes is not only a significant presentation of the reform for teaching forms in PE but also the satisfaction for the demands the social development making on education. This paper gives a brief analysis of how to introduce reasonable information technology into PE classes.

Formulation of the problem. Formulation of the problem. In the context of an increased level of uncertainty and variability of the organizational and economic environment, the significance and influence of various kinds of pathologies of a social nature (for example, the COVID-19 pandemic, all kinds of color revolutions, etc.), which have significant negative consequences for the functioning of society and its most important structures, has increased. The purpose of the article is to characterize the set of socio-economic factors in Uzbekistan in the context of pathological challenges and digitalization. The object of the research is the socio-economic processes of the development of the economy of Uzbekistan in the context of pathological challenges and digitalization. The methods used in the research are logical, comparative, analytical, scientific and methodological. The research hypothesis is based on the assumption that there is a dependence of the cost of restoring the ecological balance on the volume of national non-financial production assets. Presentation of the main material. The use of the latest achievements of scientific and technological progress, such as comprehensive digitalization and modeling of the most important factors and trends of social development, can resist the impact of modern negative challenges. The article analyzes and simulates some of the most important parameters of the functioning of the Uzbek economy, the results of which can be used in developing a strategy of actions in priority areas of development of the Republic of Uzbekistan. The originality and practical significance of the study lies in the fact that the author substantiates the relationship between the diseases of a modern person and unfavorable environmental conditions arising from his own fault. Conclusions of the study. Thus, as a result of the studies, it became obvious that the factors of social development and the socio-economic trends arising as a result of their action can be divided into two large groups: the first should include factors and trends of a negative nature associated with the action of all kinds of social pathologies; the second group, on the contrary, includes positive factors and trends, primarily associated with the progressive influence of scientific and technological progress, including with such an important modern direction as the all-round digitalization of society.

The development of human-dimension systems (e.g. «human–technique»systems) is supposed to play the most important role in the further evolution of society in the context of informatization. However, the risk-generating potential of these systems significantly exceeds the risks of socio-technical systems characteristic of industrial society due to the exponentially rapid development of so-called «dangerous knowledge». On the one hand, information technologies offer unprecedented opportunities for human creativity. On the other hand, a significant majority of people still use them as passive consumers. They are ready to automate not only some aspects of professional activity but also interpersonal interactions, i.e. a conscious component of social relations. This means that we are losing consciousness of individual life and social processes. We are less and less willing to make reflexive efforts. This leads to a «virtual objectification» of person, a loss of identity, reduces person to the state of an element of the network mechanism, unwilling and unable to deeply understand and comprehend social relations. «Artificial virtuality» displaces the «natural virtuality» of individual and social consciousness. Since in the current sociocultural context, information technology can destroy a person’s capacity for such understanding and comprehension, we consider knowledge associated with information technology to be potentially «dangerous». We see a response to this challenge in the following. Firstly, it is necessary to develop a scientific concept of consciousness as essentially autonomous and not reducible to its material foundations. Secondly, education should be developed in the direction of «Writing and Thinking» technology, which forms the competence of reflective, critical and systematic thinking.

The rapid development of the transport sector leads not only to positive changes in the life of cities and towns, to an increase in convenience and comfort for residents, but also worsens the ecology and their living environment. The “profitable-safe” dilemma can be solved by the approach of environmentally oriented selection of the type of route passenger transport and decisionmaking in favor of electric route passenger transport. The article discusses the types of such transport on the example of the experience of their use in the Republic of Belarus. The classification and systematization developed by the authors are presented with subsequent recommendations for its application. On the basis of the results of the authors’ research, the issues of interaction of rail and non-rail route vehicles with an electric drive with the organization of road traffic are separately considered. The presented materials can be useful to a wide range of readers, as well as to specialists conducting research and practical development in the field of electrically powered route vehicles and traffic management.

Local and foreign scientists are now paying growing attention to various issues of property and the philosophical and ethical, political, economic, institutional, social, psychological, and other aspects of its formation, taking into account the requirements of large-scale transformation, which primarily concern post-industrial areas of social development. In consequence, as modern studies rightfully point out, considering property relations, two general restrictions should be taken into account: this is an attempt to explain the absoluteness of their roles, the presence and content of all aspects of socio-economic relations by property relations; and the denial of the role of property as one of the most important factors determining the direction of social development in the present and future.This situation forces a new look at the economic policy of the state in this area, because any financial and monetary measures taken by the government will be doomed to failure if their implementation will be without interaction with the mechanisms of the private property system. The article defines the entrepreneurial sector of the region, its interaction with the institutions of the market system operating in all sectors and spheres of the region's economy, and also shows the influence of the development of property relations on the institutions of entrepreneurship.

This article examines the issues of differentiation of legislative and subordinate regulation of public relations. It is noted that in the process of law-making activities, including the legislative process, practical questions often arise about the competence of various state bodies to establish various legal norms and rules. These issues are related to the need to establish a clear legal meaning of the constitutional norms devoted to the definition of the subject of regulation of laws. In particular, there is a need to clarify the provisions of paragraph 3 of Article 61 of the Constitution of the Republic of Kazakhstan in terms of the concepts "the most important public relations", "all other relations", "subsidiary legislation", as well as to establish the relationship between these concepts. Interpretation is also required by the provisions of p. 4 of Article 61 of the Constitution in terms of clarifying the question of whether the conclusion follows from mentioned provisions that all possible social relations in the Republic of Kazakhstan are subject to legal regulation, including those that are subject to other social and technical regulators (morality, national, business and professional traditions and customs, religion, standards, technical regulations, etc.). Answering the questions raised, the author emphasizes that the law and bylaws, as a rule, constitute a single system of legislation, performing the functions of primary and secondary acts. However, the secondary nature of subsidiary legislation does not mean that they regulate "unimportant" public relations. The law is essentially aimed at regulating all important social relations.
