The article is devoted to the representations of the quality of life in various fields of sociohumanistic sciences, influenced by the dynamics and evolution of such disciplines. The article tackles the quality of life as a mechanism of social development, whereas the formation of values in the organizational environment is analyzed throughout its contribution to the development of human potential and the achievement of the organizational mission, both requiring standards of quality. The philosophical analysis of the essence and content of the quality of life category offered the possibility to reveal its ontological, axiological and ethical aspects.

The article shows the determining role of the service sector in the economic and social development of Moscow. The dynamics of changes in the share of services in the structure of employment, the general building fund development, the production of gross regional product, the income and expenditure of the city budget are examined. The levels of the service sector development in Moscow and abroad in terms of the share of the service economy in the structure of employment and the production of gross regional product are compared. It is concluded that the service sector development in Moscow corresponds to that in the economically developed foreign countries. The service sector affects the social development of society, the growth of human potential, determines the lifestyle of the population, the model of consumer behavior. A developed service sector creates a comfortable urban environment, provides a high quality of life. The role of the service sector in the socioeconomic development of Moscow is studied. The growth of the share of the services economy in the structure of the socioeconomic complex is revealed; it is typical for the stage of transition to post-industrial development. The relationship between the dynamics and structure of the service sector, the formation of a new model of employment, life quality improvement, and human capital development is determined. The main components of the quality of life that determine the needs for the development and placement of service facilities in the city are considered. The role of the service sector in the socioeconomic development of Moscow for accounting in forecasting, design and management decisions in the development of social, administrative and business facilities in the city, the creation of jobs in the service economy in the transition to the knowledge economy and information technology is assessed. The research is carried out on the basis of official statistics (Rosstat, Mosgorstat), branch departments and directorates of Moscow. Statistical, analytical, sociological methods of research, expert assessments, analogies, field survey, mathematical modeling are used. The tendency is noted of the increasing role of the service sector in the socioeconomic development of Moscow, characteristic of the transition to the post-industrial type of economy: the growth of the share of the service economy in the structure of the economic complex, the growing impact on the level and quality of life, the reproduction of human capital, the formation of a comfortable environment. The tasks and main directions of the development of social infrastructure, an important component of the service sector, are formulated. The role of the service sector in the socioeconomic development of Moscow consists in (1) influencing the economic growth, the structure of the city’s economic complex, the increase in the share of the service economy, and qualitative changes in the industries that are characteristic of the transition to post-industrial development, and (2) in influencing the social development of the city: maintaining the reproduction of human potential, improving the life quality of the population. In recent years, the service sector, including its most important component – social infrastructure, is becoming a priority sector of the economy, which corresponds to global trends in the transition to a knowledge economy.

This article explores the relationship between physical literacy and human flourishing. Understanding the contribution physical literacy may have in nurturing human flourishing extends the philosophical rationale and importance of physical literacy in relation to maximizing human potential. This article proposes that the concept of physical literacy is being embraced worldwide, in part due to the contribution physical literacy may make in nurturing human flourishing. Therefore, this article discusses the relationship between physical literacy and human flourishing in detail, unveiling what value this connection may hold in promoting physical literacy as an element integral in enhancing quality of life. Aspects of human flourishing are presented and examined alongside physical literacy. Synergies between physical literacy and human flourishing are not hard to find, and this gives credence to the growing adoption of physical literacy as a valuable human capability.

A very important role in the diagnosing process is played by the conversation with a patient, which should always have a diagnostic-therapeutic character. The subject of interest of this paper are the relations between medical personnel and patients. The chapter aimed to explain the application of main ethical theories in conversation with patients as a diagnostic-therapeutic instrument. As an example, a case study illustrates basic ethical principles of such a conversation. It as an instrument of diagnosis and therapy retained its value despite introducing numerous methods of diagnosis based on the findings of modern physics or electronics. In our view, the conversation should always aim at the benefit of the patient and the results of treatment as well as sustaining patient's subjectivity and hope for achieving a higher quality of life.

The aim of the rural development programs is the stabilisation of rural population and forming the perspectives for increasing the quality of life for all social groups in the communities as well as in the region. Less developed areas suffer for a long term from the cumulated negative factors of economic and social development. Their detailed identification which is theoretically considered in this paper can help to improve the particular measures towards the removal of the most urgent problems.

The work shows the importance of rational and efficient assessment of control and supervision in health care for society as a whole and for its individual members. Health care is part of the system that shapes the quality of life of the population, influences the development of human potential, economic performance, on the adoption and diffusion of innovations in Russia. Control and supervision in public administration reform received much attention. The Ministry of Economic Development of the Russian Federation has developed a methodology for assessing and comparing the activities of Supervisory authorities. However, there is a need for not only implementation of the standardized approach in assessing but taking into account the specific features of activity of Supervisory authorities. The article presents the system of socially significant indicators for assessing the activities of Roszdravnadzor and its territorial offices in the RF entities. Currently the authority spends a lot of tests (about 10 thousand per year), however, the effectiveness of control and supervision is low. The health of the population remains low, satisfaction with public health services is reduced. Researching foreign experience of health systems development in countries with socially oriented economy allows to draw a conclusion about the necessity of building a qualitatively new assessment system of control and supervision, which should be based on the interests of society. The author proposes to depart from the principle of "check for validation" and change over to socially significant indicators for the government activities. The article highlights such indicators for healthcare and proposes their decomposition for fractional quantitative and qualitative assessment of activities. This system of indicators is aimed at improving the efficiency of public health care management and growth of the citizens’ health and their quality of life in a whole. The paper shows problems of the economic, political, social, and cultural relations between Russia and Kazakhstan which are important for the sustainable development of both countries. In particular, it is necessary to create and develop border and inland resort areas and destinations, to introduce an integrated transport system and interstate structures to manage tourist flows as well as to regulate issues emerging in this area. All these will require significant joint efforts of specialists from various spheres. The expected results imply significant progress in the economic and social development of the border and inland regions or settlements involved in corresponding programs and projects as well as a significant increase in the level and quality of life.

AbstractSocial entrepreneurship is important tool in eliminating regional disparities, inclusion of socially excluded people into society, overall improvement of the quality of life and much more. This paper aims to analyse the development of municipal social entrepreneurship in the conditions of the Banská Bystrica self-governing region, where some of the less developed districts are located. The main sources of research were questionnaire realized among local government representatives, plan of the economic and social development of the district and statistical data. In the article, there were many indicators examined, such as quantity of the municipal social enterprises, its activities, support or barriers of its development. The results points to fact that only 7% of the participants of research own municipal social enterprise. The most common barrier to establish and manage these enterprises is inadequate knowledge of the relevant legislation.

Ухудшение качественных характеристик населения (показателей здоровья, уровня культуры и образования) необходимо относить к наиболее значимым негативным факторам социального развития России и ее регионов. В статье дана оценка современного уровня развития человеческого потенциала в России и субъектах Дальнего Востока России на основе данных индекса человеческого развития (Human Development Index – HDI). Проведено сопоставление HDI России HDI с некоторых стан Европы и Азиатско-Тихоокеанского региона, имеющих самые высокие значения (баллы) индекса за период 1990–2018 гг. В межстрановом сравнении выявлены наиболее проблемные компоненты человеческого потенциала для России. В межрегиональном сравнении за 2000–2016 гг. проведена группировка регионов по HDI, направленная на выявление и сравнительную оценку перспективности субъектов Дальнего Востока России по формированию, развитию и возможному сохранению человеческого потенциала. С помощью корреляционного анализа выявлена зависимость между значением инвестиций в основной капитал на душу населения и индексом HDI, а также составляющими его индексами долголетия, доходов. Результаты группировки субъектов Дальнего Востока России по HDI и по качеству жизни населения за 2010–2016 гг. в определенной степени совпадают. Показано, что сдерживающими факторами социально-экономического развития регионов, а следовательно, низких значений HDI и индексов качества жизни населения являются недостаточное развитие социальной сферы, низкие уровень и качество жизни населения, ухудшающие качество человеческого потенциала и препятствующие его повышению. Необходимо проводить более эффективную политику в социальной сфере с акцентом на увеличение бюджетных и привлечение частных инвестиций в экономику регионов. The deterioration of the qualitative characteristics of the population (health indicators, insufficient level of culture and education) should be attributed to the most significant negative factors in the social development of Russia and its regions. The article assesses the current level of human development in Russia and the Far Eastern regions on the basis of human development index (HDI) data. The HDI of Russia is compared with that of some countries of Europe and the Asia-Pacific region, which have the best values (points) of the human development index for the period of 1990–2018. In a cross-country comparison, the most problematic components of human potential for Russia were identified. In the interregional comparison for 2000–2016, a grouping of regions by HDI was carried out, aimed at identifying promising and less promising subjects of the Far East for the formation, development and possible preservation of human potential. Using the correlation analysis, the relationship between the value of investment in fixed assets per capita and the HDI index, as well as its indices of longevity and income, is revealed. The results of the grouping of FER subjects by HDI are confirmed by the types of regions according to the quality of life of the population for 2010–2016. It is shown that the low level of development of the social sphere, the level and quality of life of the population, which reduce the quality of human potential and prevent its increase, are the constraining factors of the socio-economic development of the regions and, therefore, low HDI and QOL values. It is necessary to pursue a more effective social policy, with a focus on increasing budgetary and attracting private investment in the regional economy.

The presence of women in all areas of contemporary life is a reality that generates many changes in their lifestyle. In the present study, we aimed to make a comparative analysis in two groups of women. The adults in the first group practice sports activities 2-4 times a week, but have sedentary professions, those in the second group have active professions, with medium to high effort, but do not participate in any sports class, with 3 exceptions. The results obtained show us better values recorded at body indices, and at indices related to health status, sleep quality in women in the second group. Our recommendation for adult women is to adopt a lifestyle with sports activities performed daily, with a medium to high effort to improve their quality of life
