The involvement of civil servants in formulating public policy is ever expanding. Consequently, in order to effectively respond to rapid changes of the administrative environment, and to resolve the increasing conflicts which are bound to occur in greater frequency among various parties, government administration must be developed to a professional degree. Thus, it is important to restructure policy making processes and to improve the relations with each environmental factor which affects the orderly operation of the overall policy making mechanism. It is even more critical to develop the quality of those civil servants who influence the policy making procedure. In order to realize the above goals, first, government recruiting and staffing systems must be improved to attract and retain competent, capable personnel from the labor market; It is important to develop and preserve a personnel system which is based on the merit principle in order to maintain a high degree of motivation and benefit from the full capacities of employees; Finally, it is imperative to make use of a diverse range of effective training programs, techniques, and operational systems which will equip civil servants with the skills and knowledge necessary to cope with ever increasing administrative demands and develop in them progressive oriented attitudes.

Early childhood education and care (ECEC) remains a priority area for public policy, internationally and in Australia. However, an analysis of empirical research published internationally up to 2008 has identified a bias toward positivist methodologies within a “scientific/psychological’ rather than educational perspective and with a focus on the interactions between preschoolers, family, and child care variables. For some researchers, this bias raises concerns that public policy in ECEC is based on limited research perspectives. This chapter examines research focusing on the Australian context and published between 2010 and 2014 to determine whether this bias exists in Australian research. We explore the quality of ECEC research to develop an overall understanding of the current situation of ECEC research in Australia. Our findings suggest that Australian research in ECEC is very dissimilar to research published internationally, especially in its reliance on qualitative paradigms and a focus on the educators (principals, teachers, and teacher aides). The strong qualitative focus may allow a diverse range of voices within the ECEC sector to be heard and identified, moving beyond traditional notions of historically marginalized individuals and communities that dominate other education research areas.

This paper aims to establish whether collaborative governance may be a useful concept in Croatian local government and what barriers might prevent Croatian ULGs from developing such models. Recent research has shown that some ULGs in Croatia are more successful than others in terms of financial management and resource allocation, which may be due to better quality of civil servants working in local government and increased participation of citizens in public policy making but also to some form of collaborative governance. The second case also offers a possibility of achieving higher level of citizen satisfaction with local government on the basis of results, although this satisfaction is not necessarily linked to achieving proclaimed policy objectives or transparency and openness. In the case of e-governance we also assess the technological development of ULGs as a precondition for dynamic communication needed for collaboration. We find that in some cases the achievement of public good and community goals are due to better leadership and creating trust and in some others due to better participation in policies and involvement of citizens in common problems, such as unemployment. Barriers are detected by studying the most and least successful ULGs.

Australia’s current attempt to develop a process to evaluate the quality of research (Excellence in Research for Australia – ERA) places a central emphasis on the disciplinary organisation of academic work. This disciplinary focus poses particular problems for Applied Linguistics in Australia. This paper will examine Applied Linguistics in relation to this issue of discipline in two ways. First, it will examine ways in which Applied Linguistics has articulated for itself its disciplinary nature. In most formulations of the focus of Applied Linguistics, the emphasis has not been on identifying a discipline, but rather on identifying an area of focus. Such formulations necessarily cover a very diverse range of research methods, theories, etc. This approach can be seen as one of emphasising diversity and breadth within the field. Other attempts have been made to characterise Applied Linguistics in more discipline-like terms. Such broad characterisations however conceal a high degree of internal diversity. Applied Linguistics does not appear to be a ‘discipline’ but rather an interdisciplinary field of enquiry. Second, the paper will examine some possible implications of the diversity of Applied Linguistics for how it is positioned through the ERA process.

The article analyzes the social factors that influence the efficiency of formation of personnel potential of public service. The analysis is based on data from a series of studies conducted among civil servants, as well as in universities among students of specialized training areas and specialties. The main objective was to identify the motives of choice of areas of training or specialty, as well as to learn about formed ideas of the civil service and the degree of its attractiveness as a potential employer. Surveys conducted among civil servants show a high degree of dissatisfaction with the expectations of the data that is the indirect cause of the loss of motivation and incentives for professional and personal development, deterioration of the quality of work, as well as the transition to the commercial structures. A comprehensive approach to address the challenges in the field of formation of personnel potential of public service is necesary, taking into account the effect of both internal and external social factors.

Public policy and policy making is an inherent task of the institutions and state for the purpose of well-knit and sustainable governance in the society and organisation as well as in the state. The quality of governance is based upon how visionary the public policy is and how far it has been implemented. The aspect of sustainability thrives on the perspective that policy making should be inclusive having inter-generational justice. The chapter attempts to look into how far history has played its role in policymaking of the state and civil society. It also looked into how history had a role in the foreign policy making of the state. Analogies can be drawn from the past experience into the present decision making which can have a reflection in the future as well. Lyndon Johnson's administration prepared internal histories to key policy issues, in hopes of better informing the initial efforts of its successor. The illustrations and examples in the chapter are not confined to the geographical boundaries of any particular nation but rather have a global dimension.

Pressure from the media affects the daily work of bureaucrats and induces ‘media stress’, with potentially critical effects on the quality of public policy. This article analyses how bureaucrats’ daily work has been adapted to the media (‘mediatised’) and which groups of bureaucrats experience the most media-stress. Reporting the results of an original and large-scale survey (N=4,655) this article demonstrates that levels of media-stress vary among different groups of civil servants. In turn, its analysis suggests that media-stress is more pronounced in the Netherlands than in Norway, is more concentrated in the lower rungs of administrative hierarchies and is related to media pressures on organisations. By untangling the underlying logic of mediatisation and the dynamics of media-stress, this article makes an important contribution to extant scholarship and also provides a series of practical recommendations.

The article examines the regional dynamics of the level of wages and the level of quality of life in the regions of the Russian Federation according to the ratings of RIA Rating. There was a discrepancy, with the exception of one region, in the composition of outsiders in the ratings of quality of life and the level of wages. At the same time, there is a high degree of correspondence between the level of wages of the population and civil servants in the Russian regions. The revealed trends suggest further research in the field of reducing the differentiation of the level and quality of life of the population of Russian regions and preventing unregulated labor migration from backward regions to the most developed.

The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.

Приведены результаты исследований по изучению влияния промышленной технологии возделывания картофеля на развитие, урожайность и качество продукции. Выявлена положительная реакция растений на подкормку K2SO4 в период посадки. Корреляционно-регрессионный анализ урожайности и качества клубней выявил высокую степень достоверности результатов опыта. Содержание нитратов и тяжелых металлов в клубнях было ниже допустимых величин.The results of studies on the impact of industrial technology of potato cultivation on growth, yield and quality of products. There was a positive response of plants to fertilizer K2SO4 in the period of planting. Correlation and regression analysis of yield and quality of tubers revealed a high degree of reliability of the results of experience. The contents of nitrates and heavy metals in tubers was below the permissible values.
