Various existing studies have shown that the security of life and property is the sine qua non for rapid and sustainable development. However, with reference to Nigeria, insecurity of life and property has been a major challenge. This, therefore, made development seems to be a mirage in the country. Although various attempts to tackle the menace have been made, yet they do not produce the expected result. While the government could no longer guarantee the safety of its citizens citizens’ safetyvulnerable to security risk. This paper aims at harnessing and engaging the African (Yoruba) cultural realities to address the unabating security challenges in contemporary Nigerian society. The paper employs primary and secondary data collection methods and adopts historical and phenomenological approaches to achieve the aim. Findings reveal that development cannot emerge in a vacuum; it can only emerge within a secure, peaceful and harmonious environment. The paper is of the opinion that those realities, such as Gog-gods approach and allied realities grounded in African traditions used in pre-modern Nigeria to achieve peaceful co-existence, can still be relevant if applied to the security challenge of this country. Therefore, the paper recommends that indigenous African heritage should not be put aside as a result of modernity; rather, they should be appreciated and be utilized as the solutions that Nigerians are seeking to address the issue of insecurity can be found in them.

Illegal, Unreported, and Unregulated (IUU) fishing is recognized as global phenomenon and also a major obstacle to achieved sustainable fisheries. The consequences of IUU fishing cost up to $23 billion a year. Developing countries are excessively influenced by this illegal business, to a limited extent because of an absence of monitoring, control and surveillance (MCS) capacity within their sovereign jurisdiction. It represents a remarkable loss of revenue, where dependence on fisheries for food, livelihoods and revenue is high. Somalia, having the longest coastline in Africa is badly affected by this IUU. Hence, this research analyses the impacts of IUU fishing to Somalia. It examines the root causes of the problem and how it has affected the whole nation and its people, as well as and how the government and regional administrations are putting efforts on fighting against it. This research discusses the baseline against which successful action to combat illegal fishing can be judged. Document study and interview are the main data collection methods in this research.

This study aimed at distinguishing fiscal policy during the time of the Prophet and the fiscal policy prevailing in Indonesia. The study method in this research is literature study. The type of data used is secondary data with data collection methods through literature study. The results showed that during the time of the Prophet, the first fiscal policy that was taken after moving to Medina was to make muhajirin and ansar fraternal and provide employment for the Muhajirin. In the second year, almsgiving and fitrah are compulsory, followed by zakat in the ninth year of hijriyah. From here emerged fiscal policy instruments derived from zakat, infaq, alms and waqf. Some of these elements are mandatory and some are voluntary. Zakat is an element that must be paid after reaching the nisab, while infaq, alms and waqf are voluntary. This voluntary element is what distinguishes an Islamic economy from a capitalist economy. Another difference between the two is related to the management of state money where part of the APBN sources obtained from debt must be free from the element of interest, thus, the state debt can actually be obtained in ways that are in accordance with Islamic Sharia

The purpose of study aims to determine the growth of restaurant tax revenues and analyze the potential and realization of restaurant tax revenues in Kabupaten Minahasa Utara. The data used to analyze that is qualitative data, the source using primary and secondary data. Data collection methods used in this study descriptive analysis method, which aims to explain about the object. The result of the research shows that the realization of restaurant tax is big enough compared to the potential of restaurant tax revenue. Zakat is a number of assets that must be issued by Muslims to be given to groups who have the right to receive, such as the poor and the like, according to those stipulated by sharia. The law of zakat is obligatory for every Muslim who has fulfilled certain conditions. The National Zakat Amil Agency (BAZNAS) is the official body and the only one formed by the government based on RI Presidential Decree No. 8 of 2001 which has duties and functions to collect and distribute zakat, infaq, and alms. The purpose of making this research is to build an android application for GIS zakat assistance map (BAZNAS) in probolinggo district. This study uses data collection methods used in this study through observation, which is collecting data obtained from existing documents or stored records, both in the form of transcript notes, books, newspapers, plunging directly to the location to take pictures, and so on. Output targets of this study are in the form of an application for collecting data on zakat assistance from an Android-based Baznas office and will be published in non-accredited national journals. The application can be used by someone who wants to send donations via Smartphone easily. As well as the results of this application, it can map the locations of recipients of Zakat and Donors according to the coordinates of points of different colors. This study aims to determine the process of implementation the <em>parunrungi baju </em>and <em>attarasa’s </em>tradition in the Konjo community adult process, how is the existance of the <em>parunrungi baju </em>and <em>attarasa’s </em>tradition in the modern area, and how is the islamic perspective on the procession of tradition. The type of this research is qualitative descriptive research. Data sources are primary and secondary data. Researcher as a key instrument. Data collection methods are observation, deep interview and documentation. <em>Parunrungi baju </em>and <em>attrarasa’s </em>tradition is a traditional ceremony held by Konjo community in eastern Bulukumba, when  a child enters adulthood. The traditional still exists carried out by the community of Konjo until now, as a way to appreciate the ancestrals heritage. According to the islamic perpective on the procession of the traditional ceremonies, such as the presentation of offerings and flattening of teeth <em>(attarasa)</em> is considered contradictory to the existing rules in islam.<br /><p align="center"> </p>

The purpose of this re search is to analze  identify application PP No. 23 Year 2018 on Taxpayer MSMEs on Tax Service Office Pratama North Makassar.The data required in this study is primary data and secondary data. Data collection methods used in this study is the interview and documentary. Data analysis techniques used by kualitative analysis.  The results showed that the implementation of PP No. 23 Year 2018 on Taxpayer MSMEs on Tax Service Office Pratama North Makassar has been going well and is in accordance with the principles of tax collection. The lowered tax rate to 0.5%, cheap tax administration and easy deposit procedures illustrate the implementation of the principles of equality, certainty, convenience and economy.Keyword: PP No. 23 Year 2018, Taxpayer, MSMEs

The purpose of this research is to provide education to increase public awareness of the dangers of covid-19. In addition, this study found the importance of raising public awareness to adhere to health protocols to avoid the dangers of Covid-19.  The research target is the government of Gampong Aneuk Glee, Indrapuri Sub District. This study uses a qualitative method that aims to determine the Gampong government’s strategy in increasing public awareness about the dangers of Covid-19. The data was obtained through three data collection methods, including interviews, observation, and analysis. The results showed that the Gampong Aneuk Glee government had carried out many strategies in increasing public awareness, such as placing banners and appealing to the public about the dangers of Covid-19. It is intended to increase public awareness regarding the dangers of Covid-19 optimally.

The public health center management information system (SIMPUS) is used to provide services at public health center, from patient registration to medical services. There are some inconsistencies regulations happen, so it is needed evaluation using COBIT 4.1 to evaluate the level of capability (As-Is) and draw conclusion.This research uses primary and secondary data collection methods. This study uses primary and secondary data collection methods. The author conducts an evaluation process using Framework COBIT 4.1 domain Acquire and Implement (AI) process Acquire and Maintain Application Software (AI2), Delivery and Support (DS) process Educate and Train Users (DS7) and Monitor and Evaluate (ME) process Monitor and Evaluate IT Performance (ME1). There are 154 respondents with details of AI2 27 respondents, DS7 100 respondents, and ME1 27 respondents. The AI2 questionnaire has 24 questions, DS7 and ME1 have 18 questions. The maturity level of AI2 is 3.29 and DS7 is 2.59, the value of CO maturity is at matury level 3, which means the condition in which the entire process has been documented and has been communicated, and implemented properly, but there is no evaluation process of the system. The ME1 maturity level of 3.58 at matury level 4 means that the computerized process can be monitored and evaluated properly. Karo traditional house is the cultural heritage of the ancestors that should be preserved. Karo Traditional House or Rumah Siwaluh Jabu is a home stage which is about 2 meters off the ground and usually inhabited by eight to ten households. Karo Traditional House could still be found in some areas in Karo like Dokan, Melas, and Lingga. Nowadays, the existence of Karo traditional house especially in Linga is reduced, where in 2002 the number of Karo traditional house totaling 29 units and it is only two units now. The number of traditional house is no longer groomed and crumbling with age and due to the lack of attention from the local government and the community. In this study, the problems are how the efforts made by the government and the community in conserving the Karo traditional house in Lingga. The location of this study is conducted in the village named Lingga, Simpang Empat sub district, Karo District of North Sumatra. Data collection methods used in this study is observation, interviews, literature study. An attempt by the government in this case the Department of Tourism and Culture of Karo viewed of the strategy, work programs, targets and achievements that provide land to relocate the modern house, the maintenance of Karo traditional house, hosted a party of flowers and fruit, held cultural festival in Lingga. Meanwhile, from the community side, it could be seen from the management and packaging of travel packages.

Nigeria has a large youth population that often plays a key role in the conflict, most especially violent ones. Youth unemployment in Nigeria constitutes a security challenge and can endanger socio-economic development. This paper examines youths’ entrepreneurial development as a panacea for overcoming security challenges and unemployment in Nigeria. The study was carried out using the survey design. Both primary and secondary data were utilized for the study. The descriptive statistics of simple percentages, frequencies, tables, means, and standard deviation were employed to analyze the data, while inferential statistics of z-test was used to test the hypotheses. The findings of this study revealed that causes of security challenges in Nigeria are unemployment, lack of good governance, corrupt practices of government officials, lack of quality education, lack of basic infrastructure facilities, poverty and marginalization of the youth. The researchers recommended that entrepreneurial education through training and skill acquisition could be a means through which the government may curtail security and unemployment situation in Nigeria. The most effective way for these youth to become catalysts for change and economic growth is through entrepreneurship. This research implies that no meaningful development would be achieved without first dealing with unemployment situation in Nigeria.
