Immigration Polytechnic is an official university under the Ministry of Law and Human Rights wich produces immigration cadres who have integrity and intellectuality to carry out their duties as immigration officer. The Human Resources Development Agency is a forum for produce student from the Immigration Polytechnic. On the other side, Directorate General of Immigration has a system called the Sistem Informasi Manajemen Keimigrasian (SIMKIM). The problem that will be to describe how the learning process at the Immigration Polytechnic is currently and how to utilize the existing system to support learning at the Immigration Polytechnic. The application of the research method used is descriptive qualitative research method, namely by explaining or describing an object of research by means of observation and interviews with related sources. Based on the research results, it can be concluded that the learning process at the Immigration Polytechnic goes through several stages and also uses Teaching, Training, and Nurturing patterns that can improve the quality of Cadets. And also the Immigration Polytechnic has utilized several systems that are very helpful for learning, including Sistem Pengaduan Taruna (SIPENA), Sistem Informasi Akademik (SIAKAD), Electronic Learning Immigration System (ELIPS), dan juga Immigration Exam (IM-EXAM).

Abstract. In order to achieve accountability and transparency, local governments are required to develop qualified financial reports. Qualified financial reports are considered as responsibilities of Local Government financial management. They should meet the qualitative characteristics of the financial statements: relevant, reliable, comparable and understandable. Factors that allegedly influence the quality of local government financial reports are the implementation of regional management information system (SIMDA) (X1), government accounting standards (SAP) (X2), employee motivation (X3), and human resources competency (X4). This study aims to examine the influence of implementation of regional management information system (SIMDA), government accounting standards (SAP), employee motivation, and human resources competency to the quality of financial reporting in South Minahasa regency. This is a quantitative research and data were collected by distributing questionnaires. In this study, samples were taken from 102 respondents. They were from 48 regional work unit (SKPD) in South Minahasa regency government. The data were analysed by multiple linear regression, data validity test, data reliability test, and classic assumption test. The data were processed by using Statical Product and Services Solution (SPSS) Software 22 version. The results shows that (1) the implementation of regional management information system (SIMDA) has a positive and significant effect to the quality of financial  report of South Minahasa regency, (2) government accounting standards (SAP) has a positive and significant effect on the quality of financial  report of South Minahasa regency, (3) employee motivation has a positive and significant effect on the quality of financial  report of South Minahasa regency, and (4) human resources competency has a positive and significant effect on the quality of financial  report of South Minahasa regency. Keywords: Implementation of regional management information system (SIMDA), government accounting standards (SAP), employee motivation, human resources competency and quality of financial reportingAbstrak. Dalam rangka mewujudkan akuntabilitas dan transparansi, pemerintah daerah dituntut untuk menyusun laporan keuangan yang berkualitas sebagai bentuk pertanggungjawaban atas pengelolaan keuangan daerah. Laporan keuangan yang berkualitas harus memenuhi karakteristik kualitatif laporan keuangan yaitu: relevan, andal, dapat dibandingkan dan dapat dipahami. Faktor-faktor yang diduga mempengaruhi kualitas laporan keuangan pemerintah daerah adalah penerapan sistem informasi manajemen daerah (SIMDA) (X1), standar akuntansi pemerintahan (SAP) (X2), motivasi pegawai (X3), dan kompetensi SDM (X4). Penelitian ini bertujuan untuk menguji pengaruh penerapan SIMDA, SAP, motivasi pegawai dan kompetensi SDM terhadap kualitas laporan keuangan pada pemerintah Kabupaten Minahasa Selatan. Jenis data yang digunakan pada penelitian ini adalah kuantitatif dan pengumpulan data digunakan kuesioner. Dalam penelitian ini diambil sampel dari 102 responden yang terdapat pada 48 SKPD di pemerintah Kabupaten Minahasa Selatan. Metode analisis data yang digunakan yaitu regresi linier berganda, dengan pengujian validitas data, uji reliabilitas data, uji asumsi klasik, dan analisis regresi berganda. Data diolah dengan menggunakan perangkat Software Statical Product and Services Solution (SPSS) versi 22. Hasil penelitian menunjukkan bahwa (1) penerapan SIMDA berpengaruh positif dan signifikan terhadap kualitas laporan keuangan pemerintah Kabupaten Minahasa Selatan, (2) SAP berpengaruh positif dan signifikan terhadap kualitas laporan keuangan pemerintah Kabupaten Minahasa Selatan, (3) motivasi pegawai berpengaruh positif dan signifikan terhadap kualitas laporan keuangan pemerintah Kabupaten Minahasa Selatan, dan (4) kompetensi SDM berpengaruh positif dan signifikan terhadap kualitas laporan keuangan pemerintah Kabupaten Minahasa Selatan.Kata Kunci: Penerapan SIMDA, SAP, Motivasi Pegawai, Kompetensi SDM Dan Kualitas Laporan Keuangan.

Project success depends on the ability to respond to risks and make correct decisions in a timely manner. The project approach provides a better framework for implementing a new management system into the company’s business processes. The risk management framework developed by the company comprises a risk management infrastructure, a set of standards, human resources, and a risk management information system. To improve staff compliance, it is necessary to provide training and to communicate the goals of the project effectively. It is also important to develop a motivation system because well trained and motivated staff are able to work more efficiently.

describe the implementation of an integrated quality management component consisting of the quality of services provided by the school, human resources in teaching, the school environment, and learning process  in SLB YPAC Pangkalpinang.               The method used in this study, namely by using a naturalistic qualitative approach. Data collection is done through observation, interviews, and documentation. The subjects of this study include the principal, teachers, employees, and students. The validity of the data is done by triangulation, and deeper observation. Analysis of the data used is the interactive analysis model of Miles and Huberman through data collection, data reduction, data presentation, and conclusion drawing.              The results showed that: (a) the quality of services to students in SLB YPAC Pangkalpinang had met good service standards. This can be seen from the services in the form of facilities and infrastructure which are quite complete in schools; (b) the quality of human resources in the education process shows good teacher resources. This can be seen from the teacher data which shows that the teaching staff at SLB YPAC Pangkalpinang 95% of educators with S1 qualifications in the field of education; (c) the quality of the environment in SLB YPAC Pangkalpinang is already good. This can be seen from the very strategic location of the school because the location of the school is in the middle of the city so that it is easily accessible by the community; (d) the quality of the learning process carried out by teachers at Pangkal Pinang YPAC SLB is good. This can be seen from the realization of the form of activities through learning planning by preparing lesson plans for each subject, then implementing learning, which includes strategies and methods used by teachers in delivering learning material, and evaluation of learning. Keywords: Integrated quality management, student achievement     ABSTRAK Tujuan dalam melaksanakan penelitian ini  adalah untuk melihat pelaksanaan serta mendeskripsikan implementasi  komponen Manajemen Mutu Terpadu yang terdiri dari kualitas layanan yang diberikan sekolah, sumber daya manusia dalam mengajar, lingkungan sekolah, dan proses pembelajaran di SLB YPAC Pangkalpinang. Metode yang digunakan dalam penelitian ini, yaitu dengan menggunakan pendekatan kualitatif naturalistik. Pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Subyek penelitian ini antara lain kepala sekolah, guru, pegawai, dan peserta didik. keabsahan data dilakukan dengan triangulasi, dan pengamatan yang lebih mendalam. Analisis data yang digunakan adalah model analisis interaktif Miles dan Huberman melalui kegiatan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa: (a) mutu layanan terhadap peserta didik di SLB YPAC Pangkalpinang sudah memenuhi standar layanan yang baik. Hal ini dilihat dari layanan yang berupa fasilitas sarana dan prasarana yang sudah cukup lengkap di sekolah; (b) mutu sumber daya manusia dalam proses pendidikan menunjukkan sumber daya guru yang baik. Hal ini dapat dilihat dari data guru yang menunjukkan bahwa tenaga pengajar di SLB YPAC Pangkalpinang 95% pendidik berkualifikasi S1 bidang kependidikan; (c) mutu lingkungan yang ada di SLB YPAC Pangkalpinang sudah baik. Hal ini terlihat dari letak sekolah yang sangat strategis karena lokasi sekolah yang berada di tengah kota sehingga mudah dijangkau oleh masyarakat; (d) mutu proses pembelajaran yang dilakukan oleh guru di SLB YPAC Pangkalpinang sudah baik. Hal ini dapat dilihat dari realisasi bentuk kegiatan melalui perencanaan pembelajaran dengan menyusun RPP setiap mata pelajaran, kemudian pelaksanaan pembelajaran, yang meliputi strategi dan metode yang digunakan guru dalam menyampaikan materi pembelajaran, dan evaluasi pembelajaran.

Tax is a source of revenue to finance all State expenditures including expenditures for development and expenditure in improving the welfare and quality of Human Resources (HR). The tax contribution in funding State expenditures continues to increase and requires support in the form of raising public awareness to meet its tax obligations. This research was conducted in Manado City, where this study aims to examine the return of overpayment. The research method used is descriptive analysis research. Result of research indicate that KPP Pratama manado give good service for taxpayer individual who apply for restitution of amount of tax debt paid by public also must know that even if money have entered to treasury state if proved there is more pay then State treasury also willing to reverse or compensate for other types of taxes. The refund of the tax payment is a refund of tax overpayment that has been assumed is really a tax that is more paid.Keyword : Refund of overpayments, restitution, and compensation of individual taxpayers

The purpose of this study is to examine the impact and the electronic service quality of the national zakat management information system (SIMBA) on the national zakat collection. This paper uses a multiple regression analysis in its explorative attempt to illustrate the impact of SIMBA implementation on the national zakat collection. It shows that SIMBA is positive and significantly impact the national zakat collection as well as the human development index that is used as a proxy for the human resource management quality of zakat institutions in the respective city. Nonetheless, the population is negative and significant to the zakat collection as endemic poverty and reluctance to pay zakat are indicated as the reasons. Moreover, this study has succeeded in adapting and conducting e-service quality survey to zakat information system realm. All the tests prove that the instrument in this study has a high degree of reliability and validity. The results show that some of the demographic factors significantly impact the perceived performance of SIMBA. Multiple regression analysis that is conducted in this study shows that e-service quality dimension is positive and significant towards SIMBA’ overall quality, perceived value, and loyalty intention. This study contributes to the zakat management system literature, especially in the impact of the national zakat information system, which is pivotal in enhancing zakat collection and poverty alleviation program funded by zakat.

The purpose of this research is to analyze the discipline of the State Civil Apparatus at the Human Resources Development and Human Resources Development Agency in East Aceh Regency in terms of time discipline and work discipline and what are the obstacles. While the purpose of this study is to analyze the time discipline and work discipline of the state civil apparatus at the Human Resources and Human Resources Development Agency in East Aceh District and determine what obstacles are faced in improving the time discipline and work discipline of the state civil apparatus. The research method used is descriptive qualitative method, with a focus of research that is time discipline and work discipline. Based on the results of research and discussion the authors conclude that time discipline and work discipline apparatus BKPSDM East Aceh in general is good. Barriers that occur are distant domicile, do not have standard work standards, lack of maximum vigilance, not all understand work ethics. Some things suggested are more cooperative, give penalties for violations, continuous supervision.

ABSTRACTThe storage of pharmaceutical supplies must ensure the quality and safety of pharmaceutical preparations, medical devices and consumable medical materials in accordance with pharmaceutical needs. This study aims to obtain an overview of the storage of pharmaceutical supplies in the Bhayangkara Hospital Manado warehouse based on the Regulation of the Minister of Health of the Republic of Indonesia Number 72 of 2016. In the research results found indicators of strengths, weaknesses, opportunities and threats. Indicators of strength are a well-organized system for arranging goods in a warehouse, supporting facilities in a well-functioning warehouse, a strategic location and a person in charge of pharmaceutical personnel. Weaknesses are the number of human resources that are still lacking and there are frequent power outages. The opportunity identified was the development of an up-to-date management information system. Threats include regulations from distributors of non-returnable goods and demand for goods during the night shift that cannot be fulfilled because warehouse operating hours end at 17.00. Keywords: Storage, Medicine, Hospital Pharmacy Installation   ABSTRAKPenyimpanan perbekalan farmasi harus menjamin mutu dan keamanan sediaan farmasi, alat kesehatan dan bahan medis habis pakai  yang sesuai dengan kebutuhan kefarmasian.Penelitian ini bertujuan untuk memperoleh gambaran tentang penyimpanan perbekalan farmasi di gudang RS Bhayangkara Manado berdasarkan Peraturan Menteri Kesehatan Republik Indonesia Nomor 72 Tahun 2016. Dalam hasil penelitian ditemukan indikator kekuatan, kelemahan, peluang dan ancaman. Indikator kekuatan yaitu sistem penataan barang di gudang yang tertata dengan baik, fasilitas penunjang di gudang yang berfungsi dengan baik, lokasi yang strategis dan penanggung jawab tenaga kefarmasian. Kelemahan yaitu jumlah sumber daya manusia yang masih kurangan dan sering terjadi pemadaman listrik. Peluang yang ditemukan adalah pengembangan sistem informasi manajemen yang selalu diperbaharui. Ancaman antara lain regulasi dari distributor barang yang tidak dapat dikembalikan dan permintaan barang pada saat shift malam tidak dapat dipenuhi karena jam operasional gudang berakhir pada pukul 5 sore.. Kata kunci: Penyimpanan, Obat, Instalasi Farmasi Rumah Sakit

E-literacy and education are important components in improving the quality of human resources needed in an organization. The purpose of this study is to reveal the importance of e-literacy and public policy education. The State Civil Apparatus (ASN) requires e-literacy and education to improve performance results so that public services can be maximized. This becomes interesting research in the development of science-based on the real events that occur in Indonesia. Where so far, e-literacy and education is only intended for the public, especially millennial generation. The research method used is the study of literature where data is obtained through various secondary sources that are relevant to theoretically strengthen research results. The findings explain that e-literacy and education are effective and efficient strategies in overcoming budget constraints and low levels of ASN competence. With e-literacy and public policy education, it is hoped that the professionalism of the ASN bureaucracy will increase and the quality of public services will be better.

ABSTRACTThe phenomenon of government financial reports that have not received an unqualified opinion because they have not presented financial information that is following applicable standards and is not transparent and accountable for the management of regional finances, makes the level of trust of users of financial statements doubt the various information presented. The demand for clean governance is also a strong foundation so that the bureaucratic apparatus is able to present quality financial statements. This study aims to understand the effectiveness of the application of the Government Internal Control System (SPIP) and the Regional Management Information System (SIMDA) currently being applied and its impact on the quality of financial statements. The research method used was a survey method. Then the data is collected from the results of questionnaires, interviews and literature studies. Data analysis is descriptive and verification. Abstract Background: Effective planning for disease prevention and control requiresaccurate, adequately-analysed, interpreted and communicated data. This study assessed the quality of routine Health Management Information System (HMIS) data at healthcare facility (HF) and district levels in Tanzania. Methods: HMIS tools used at primary health care facilities (dispensary, health centre, hospital) and district office were reviewed to assess their availability, completeness, and accuracy of collected data. The assessment involved seven health service areas namely, Outpatient department, Inpatient department, Antenatal care, Family Planning, Post-natal care, Labour and Delivery and Provider-initiated Testing and Counselling.Results: A total of 115 HFs in 11 districts were assessed. Registers (availability rate=91.1%; interquartile range (IQR):66.7%-100%) and reportforms (86.9%;IQR:62.2%-100%) were the most utilized tools. There was a limited use of tally-sheets (77.8%;IQR:35.6%-100%). Tools availability at dispensary was 91.1%, health-centre 82.2% and hospital 77.8%, and was poor in urban districts. The availability rate atthe district level was 65% (IQR:48%-75%). Reports were highly over-represented in comparison to registers’ records, with large differences observed at HF phase of the data journey and more profound in hospitals.Tool availability and data quality varied by service-areas, indicators, facility level, and districts, however, with a remarkable improvement over the years.Conclusion: There are high variations and improvements in the tool utilisation and data accuracy at facility and district levels. The routine HMIS is weak and data at district level inaccurately reflects what is available at the HFs. These results highlight the need to design tailored and inter-service strategies for improving data quality.
