The modern government is required to be able to run the business for the social welfare improvement. By utilizing public funds for business, public accountability mechanisms must be well-executed. The Indonesian Government is currently actively encouraging the village government to develop the business based on local potency. However, with various limitations, the process of managing the Village Owned Enterprise has not been accompanied by adequate public accountability. Therefore this paper discusses the problematic of carrying out public accountability mechanisms at the village level. The phenomenon of public accountability deficit can be seen from the vertical and horizontal dimensions. Through quantitative and qualitative research, the results show that business management in village government has not been accompanied by adequate public accountability. Responsibility mechanisms conducted either vertically, or horizontally have not run optimally. headman still dominates the village government, as a result the spirit of corporation in the management of the village business can not be realized. Therefore, in the future, accountability mechanisms in managing the Village Government Business should be directed towards optimizing the role of stakeholders through a governance approach. Through this approach, it is expected that public accountability will lead to the involvement of all stakeholders in the management of public wealth.

This article examines the marginal mobilities of hand-pulled rickshaws and rickshaw-pullers in Kolkata, India. It traces the politics of rickshaw mobilities, showing how debates about modernity and the informal economy frequently overshadow the experience of the marginalized community of hand-rickshaw pullers. It shows how the hand-pulled rickshaw rarely becomes the focus of research or debate because of its marginal status—technologically (being more primitive than the cycle rickshaw); geographically (operating only in Kolkata city); and in terms of the social status of the operators (the majority being Bihari migrants in Kolkata). Drawing upon both quantitative and qualitative research, this study focuses on the backgrounds of the rickshaw-pullers, their strategies for earning livelihoods, the role of social networks in their life and work, and their perceptions of the profession—including their views of the state government's policy of seeking to abolish hand-pulled rickshaws. The article concludes by addressing the question of subalternity.

This study was conducted to analyze the role of the Village Consultative Institution (BPD) in monitoring the use of Village Funds in Kuta Pinang Village, Tebing Syahbandar District, Serdang Bedagai Regency. This research uses descriptive qualitative research methods, data collection techniques by conducting literature studies and research in the field. Data analysis was performed by reducing data, presenting data and drawing conclusions. The role of BPD includes three things, namely the role in regulations, organizations / institutions and in individuals. The results showed that the role of the Village Consultative Body (BPD) of Kuta Pinang Village in the supervision of Village Funds by monitoring and auditing financial reports on the use of village funds. The follow-up of the supervision that has been carried out by the BPD which is an evaluation of the performance of the Kuta Pinang village government has also not been available so that the role of supervision has not been optimal. In addition to these aspects, the findings in this study are the obstacles faced by the BPD of Kuta Pinang Village in conducting supervision, namely the lack of community participation in village deliberations, the BPD does not understand the regulations for the use of village funds, BPD resources are still inadequate and inaccurate monitoring documentation, so that the impact on the implementation of supervision is not optimal.

Poverty is an urgent national problem and it requires systematic handling steps. This study had purpose to analyze poverty alleviation efforts through the Social Welfare Center (Puskesos) from the perspective of public services. This study used descriptive qualitative method. The data included primary and secondary data and the collecting data used interviews, observation and documentation. Informants determined by using purposive sampling. Data analysis used Miles & Huberman model, that's data reduction, presentation, making conclusions and verification. Validity of the data used triangulation techniques. The results showed that the implementation of Integrated Database services (BDT) through the Social Welfare Center (Puskesos) had run optimally. This is proven by good administrative services, goods, and servicing the poor society from the process of providing goods, preparation, to the proposals. This service implementation is supported and in collaboration with social strength at the RT / RW level, social cadres, employee and village facilitators. The management of mechanism and registration are done by giving information to the society about the programs, procedures, and requirements that must be completed. Then, This data becomes the government's reference for processing data verification and validation in determining the poor society who have a right to receive the facilities will be given. The obstacles of this implementation are services such as access to distant of part area, networks, BDT processor programs, and society's apathy in completing requirements. So, it needs commitment and principle of picking up the village government by involving social cadres and youth cadets who have been given training to provide assistance to the poor society.  Keywords: Poverty, social welfare, service

Abstract:  This research aims to determine and test the effectiveness of the role of the village government in creating a Tourism Village strategy to build competitive advantage in the Era of Industry Revolution 4.0 and to find out the factors that hinder and influence the role of the village government in managing the village of Blimbingsari Tourism Village which is a Special Interest Tourism Village (Spiritual). This research used descriptive qualitative method. The informants in this research were the Headman of Blimbingsari, Village Secretary, BUMDes Treasurer, Secretary of the Tourism Committee, Homestay Owners, Village Community Leaders and Academics. The technique of data collection is done by using triangulation technique (combined), the results of qualitative research emphasize the quality of the meaning of good research.The research results obtained by researchers from interviews, observations, and documentation are the role of the Blimbingsari Tourism Village Government to be carried out well. The Blimbingsari Tourism Village Government has a good role as a stabilizer, innovator and motivator. The provision of internet infrastructure and human resource development is a factor in the development of Blimbingsari tourism village in building competitiveness in the era Industry Revolution 4.0. Abstrak: Penelitian ini bertujuan untuk mengetahui dan menguji efektifitas peran pemerintah desa dalam menciptakan strategi Desa Wisata untuk membangun keunggulan bersaing di Era Revolusi Industri 4.0 serta mengetahui faktor-faktor yang menghambat dan mempengaruhi peran pemerintah desa dalam pengelolaan desa Desa Wisata Blimbingsari yang merupakan Desa Wisata Minat Khusus (Rohani). Penelitian ini menggunakan metode deskriptif kualitatif. Informan dalam penelitian ini yaitu Perbekel Desa Blimbingsari, Sekretaris Desa, Bendahahara BUMDes, Sekretaris Komite Pariwisata, Pemilik Homestay, Tokoh Masyarakat Desa dan Akademisi. Teknik pengumpulan data dilakukan dengan teknik triangulasi (gabungan), hasil penelitian kualitatif lebih menekankan pada kualitas makna penelitian yang baik.Hasil penelitian yang didapat peneliti dari wawancara, observasi, dan dokumentasi adalah peran Pemerintah Desa Wisata Blimbingsari dilakukan dengan baik. Pemerintah Desa Wisata Blimbingsari memiliki peran yang baik sebagai stabilitator, innovator dan motivator. Pengadaan infrastuktur internet dan pengembangan sumber daya manusia menjadi faktor pada pengembangan desa wisata Blimbingsari dalam membangun daya saing di era Revolusi Industri 4.0.

AbstractThe objective of this research was to find out why the Village Representative Board (BPD) was not yet able to draft participative village regulations in East Lampung district. This was a qualitative research with normative and empirical jurisdiction approaches with literary study, statute approach, case approach and historical approach. Data were collected with the literary study. The results showed that the role of Village Representative Board (BPD) and drafting village regulation has been exercised in a participative way but not optimal because of some factors. The village regulation should be drafted by BPD, but the village regulation was initiated and drafted by Head of Village. BPD lack of knowledge related to their tasks and functions in village legislation, mechanism and process of making participative village regulation, and BPD was less optimal in making synergy with public related to participative village regulation making. The rights of the public in Bojong village has been participative in making village regulation but not optimal as it was regulated Article 96 of Law Number 12 of 2011 on legislation related to public participation rights. The making of village regulation in Bojong so far was conducted with village public deliberation by public figures as public representatives of each sub-villages to deliver public aspiration in making village regulation in Bojong village. Interview results with the chairman of BPD in Bojong village suggested that village deliberation in making village regulation was only a formality because the majority of participants such as public figures, religion figures, youth figures, and members of BPD almost always agreed with any draft of village regulation proposed by village government. Keywords: Village Representative Board (BPD), village regulation, participativeAbstrakTujuan dari penelitian ini adalah untuk mengetahui mengapa Badan Permusyawaratan Desa (BPD) belum mampu menyusun peraturan desa yang partisipatif di Kabupaten Lampung Timur. Ini merupakan penelitian kualitatif dengan yuridis normatif dan empiris pendekatan dengan studi sastra, pendekatan undang-undang, pendekatan kasus dan pendekatan historis. Data dikumpulkan dengan studi sastra. Hasil penelitian menunjukkan bahwa peran Badan Permusyawaratan Desa (BPD) dan penyusunan peraturan desa telah dilakukan dengan cara partisipatif tetapi tidak optimal karena beberapa faktor. Peraturan desa harus disusun oleh BPD, tapi peraturan desa yang digagas dan dirancang oleh Kepala Desa. BPD kurangnya pengetahuan yang berkaitan dengan tugas dan fungsi mereka dalam undang-undang desa, mekanisme dan proses pembuatan peraturan desa partisipatif, dan BPD kurang optimal dalam membuat sinergi dengan masyarakat terkait partisipatif pembuatan peraturan desa. Hak-hak masyarakat di Desa Bojong telah partisipatif dalam membuat peraturan desa tetapi tidak optimal seperti yang diatur Pasal 96 UU Nomor 12 Tahun 2011 tentang undang-undang yang berkaitan dengan hak-hak partisipasi publik. Pembuatan peraturan desa di Bojong sejauh dilakukan dengan desa musyawarah publik oleh tokoh-tokoh masyarakat sebagai perwakilan masyarakat dari masing-masing sub desa untuk menyampaikan aspirasi masyarakat dalam membuat peraturan desa di Desa Bojong. Hasil wawancara dengan ketua BPD di Desa Bojong menyarankan bahwa musyawarah desa dalam membuat peraturan desa hanya formalitas, karena mayoritas peserta seperti tokoh masyarakat, tokoh agama, tokoh pemuda, dan anggota BPD hampir selalu setuju dengan rancangan peraturan desa diusulkan oleh pemerintah desa. Kata Kunci: Badan Permusyawaratan Desa (BPD), Peraturan Desa, Partisipatif

This study aims to determine the village government about the management of village-owned enterprises in the village of Bina Baru Kulo District, Sidenreng Rappang Regency. The population in this study were 266 heads of families in Bina Baru Village, Kulo District, Sidenreng Rappang Regency. This study uses the Slovin formula to a sample of 73 people based on data with incidental sampling techniques. Quantitative descriptive is the type of research used by this research. This research uses data collection techniques, namely observation, questionnaires, interviews and literature study. The data analysis technique used is the assistance of the IBM SPSS statistic 21.0 program. The results of this study indicate that the role of the village government is 48.9% less good. Management of Village-Owned Enterprises in Bina Baru Village, Kulo District, Sidenreng Rappang Regency 47.9% Poor Role of Village Government "Influential / Important" on Village-Owned Business Management in Bina Baru Village, Kulo District, Sidenreng Rappang District with t table t table value (4,980> 1, 66660) with a percentage of influence of 50.9% is not good, so that the role of the village government in the management of village-owned enterprises in Bina Baru Village, Kulo District, Sidenreng Rappang District has not been effective.

The Enhancement of Village Owned Business Agencies Capacity for Community Welfare Badan Usaha Milik Desa (BUMDes) aims to make village development innovations, especially improving the village economy and rural communities' welfare. BUMDes is a village business institution managed by the community and village government to strengthen the economy and is formed based on its needs and potential. Community service in Janji Village, Bilah Barat District, Labuhanbatu Regency was started by identifying the need for socialization: providing knowledge and understanding of the role of BUMDes and conducting focus group discussions based on interest groups in the village. The purpose of this program was to bring changes in the social-economic of the community. Based on the observations, partners' problems are: 1) The establishment of BUMDes in Janji Village has not fully formed all types of businesses in the area but has only formed one type of business, 2) There are objections from community members who already own home industry. As one of the economic institutions operating in rural areas, BUMDes must have differences from the general economic institutions so that the existence and performance of BUMDes can make a significant contribution in improving community welfare through socialization, education, and training to improve people's living standards in Janji Village.

The purpose of this research is to know and to describe the reliability of Indonesia's Healthy card service in the new Office Kameloh Sabangau District of Palangka Raya. The type of research used in this study is descriptive. Using qualitative research methods. The type of data in this study is primary data that includes social welfare officers, Lurah and the new District Community Kameloh Sabangau Palangka Raya. Secondary data comes from documentation, other data sources, data collection techniques using interviews, observations, and documentation. Based on the results of the reliability of this research service provided by the Social Welfare section of the new Kameloh village of Sabangau of Palangka Raya, still not in accordance with the expectations of society can be seen from within the ability and Reliability to provide reliable service that the village is still not able to take responsibility in completing its task. The accuracy or thoroughness of staff in serving the community or service users is still not careful and thorough. Because there are still many complaints of people or customers about the lack of accuracy and thoroughness of employees in the writing of names, in examining the community files and resolving community files

The ADD (Alokasi Dana Desa) program is one of the part from APBD (Anggaran Pendapatan dan Belanja Daerah) that allocated to fulfill the needs, role of the government, and to support the village development. ADD program is one of the sources of income that can be related to support the village development in order to improve the welfare of the villagers. This study aims to find out the implementation of the ADD program in efforts to increase the rural growth. This study is qualitative research. The result shows that the village government has been properly applying the standard of the ADD program based on North Minahasa regulation No. 22, 2016. The Indonesian Government has encouraged the development of village-owned business as an alternative utilization of village transfer fund. The trust of the Indonesian government in the village government has been seen from the transfer of funds given to the village. This fund aims to develop their village. Building village-owned business should certainly be counterbalanced with a public accountability mechanism. This research aims at describing the capacity of public governance in the accountability system performed by public sector organization. This research also explores public capacity in supporting the accountability of BUMDes management from a cultural perspective. Village communities have distinct characteristics where not all systems can operate without local wisdom. This research employs both quantitative and qualitative approaches and use questionnaire and interview guide as its instruments. This research is conducted in Banyumas and takes 41 village business units and informants consisting of village business manager, village official and villager elements as the samples. The data and information are analyzed using quantitative descriptive analysis method with support of information analyzed using interactive analysis method. The research results show that public governance capacity in the accountability of village business management is still low. The opportunity of stakeholders’s involvement in public accountability system is not yet created by public organization. This is due to the strong patrenalistic culture among Indonesian society. The village community tends to give full trust and to the village government, especially the village head. This kind of patrenalistic culture opens opportunities for not optimal accountability horizontally. Consequently, the accountability only applies vertically. This research suggests improving the capacity of public governance in the accountability system of village-owned business management through optimizing stakeholders’ role in the accountability of Village-Owned Enterprise’s management.
