The correlation between traditional and MOODLE learning management system usage in the educational process of the maritime higher education institutions has been studied in the article. The need to find new digital tools was due to the current state of the educational system, which should become open to new trends, and exacerbated by the conditions of the COVID-19 pandemic. Comparative analysis was chosen as the main research tool, which made it possible to conduct a comparative analysis of online and offline modes of implementation of the educational process in higher maritime educational institutions, as well as to determine the main advantages and disadvantages of the LMS MOODLE electronic platform. The collection of data was carried out using a Google questionnaire. The respondents had to answer 9 questions. The survey was conducted among students of the Maritime Academy of two age categories – from 18 to 30 years old and from 31 to 45 years old. Analysis of the questionnaire data allows us to conclude that students of the first age category have more developed digital competencies (87%) and easily switched to distance learning using the LMS MOODLE platform; however, in the second age category, more than 60% had no difficulties with online learning. In general, for applicants for higher education, working on the LMS MOODLE electronic platform has its advantages and may be one of the methodological tools for the implementation of the educational process. For applicants for higher maritime education, it is convenient both in terms of timing and availability for education. The weak side of the platform is the lack of opportunity for teachers to independently organize (without the technical support of the platform administrator) video lessons on LMS MOODLE in real time, which is one of the priority tasks for improving the educational process online. The next step in the development of online learning opportunities is to create opportunities for teachers to independently create online rooms for lectures and practical exercises in real time, as well as expand the possibilities for connecting cloud simulators to practice the practical skills and abilities of students of higher maritime educational institutions.

In this article, the use of videogames in online learning has been considered. It is emphasized that new forms and methods of organizing the educational process are becoming increasingly important in times of global educational crisis and the crisis in education. It is noted that new strategies for the establishment of modern educational space, based on the involvement of new, primarily digital, technologies, and new methodological approaches to the organization and content of the educational process, including game approaches, are quite effective in solving problems of modern education. An essential means of increasing students’ motivation is the use of videogames in the educational process. The main aspects of videogame phenomenon that actualize its use in contemporary education have been analyzed. The following forms and methods of involving videogames in the educational process have been considered: gamification as a partial use of game mechanics or complete transformation of the educational process into a (video)game; game-based learning as the use of particular videogames in education to motivate students and improve learning; educational videogames as a separate category of games that are developed primarily for educational purposes and for which the entertainment-motivational function is secondary. The advantages and disadvantages of videogame activity within each of forms in conditions of online learning have been determined. The authors raise the question of the need to develop and involve comprehensive multiplayer videogames, aimed not at supplementing the educational process, but at the complete transformation of online learning. It is noted that such videogames can be an environment for learning and communication between teacher and students and contain the information base necessary for studying the subject. It is concluded that the development of a comprehensive videogame for online learning in higher education institutions can increase the effectiveness of online education in general by increasing students’ motivation and interest in learning, giving them an opportunity to acquire the additional experience, moving to more individualized and flexible trajectory of higher education.

The quality of online learning mechanisms, widely implemented due to the COVID-19 pandemic, is a significant issue for regional higher education systems. The research aims to assess student satisfaction with the quality of online education by identifying discrepancies between their requirements and the actual learning process. In order to examine the gaps between students’ expectations and perceptions, a new approach was proposed based on the integrated use of Gap analysis and SERVQUAL methodology, combining qualitative and quantitative aspects. SERVQUAL questionnaires for measuring student satisfaction with online learning include the following criteria: tangibles, reliability, responsiveness, assurance, empathy. Full- and part-time undergraduates of humanitarian and socio-economic departments of two universities participated in the study. Ural Federal University bachelors, learning via Moodle and Microsoft Teams platforms, could directly communicate with their peers and professors, while students of National Research Nuclear University MEPhI were engaged in massive open online courses (MOOC). As a result, all five criteria were analysed in the proposed model for quality assessment of online learning to reveal the gaps between students’ expectations and perceptions of the educational process. Significant discrepancies in the «empathy» and «responsiveness» criteria in both groups demonstrate low student satisfaction with the quality of communication and individualisation of learning. The research findings can be used to construct resource allocation models for implementing educational programmes and developing support measures for regional higher education institutions.

In this article we try to present the general impression that online learning/real time virtual learning conveys. The myriad interpretations of online education are depicted elaborately along with its advantages and influence on various stakeholders. The disadvantages of online education reveal their apparently potent drawbacks, which are then trailed by «opposing views». These views give concrete justifications against the so-called shortcomings of online learning and enlist the techniques used to tackle them. Besides of what online education does for students, learners and tutors at large, it also confers some potential by-products, such as helping build a strong brand image of educational institutions that offer it. Although educational institutions worldwide are employing online learning resources to create a brand image for themselves, a well-worn discussion has to be mooted to understand the implications of their usage.

Improving the professional skills of penitentiary personnel is a multifaceted process of obtaining additional knowledge to perform tasks and responsibilities within their professional activities. The article analyzes the main forms of personnel advanced training. The first is carried out in educational institutions of central executive bodies, local executive bodies (external form), and the second – in educational institutions of the State Penitentiary Service of Ukraine (internal form). When clarifying the content of the external form, attention is paid to the model of its implementation. The first model is a holistic system of advanced training, which ensures the unity of the educational process and adequate educational technologies. The second is a variational model, which means working on a certain side of the profession that needs to be improved. The third model – involves using special diagnostics with subsequent monitoring of acquired knowledge. The article details the advantages and disadvantages of the external form of advanced training. The internal form of advanced training provides the participation of educational institutions of the State Penitentiary Service in this process. The structure of bodies that provide advanced training within the State Penitentiary Service is revealed. Among its advantages is the possibility of involving experienced specialists of the penitentiary service in the training process, introduction of effective innovative technologies and motivation of service activity. The disadvantages of this form of education are also analyzed. The article states the combination of external and internal forms helps to increase the level of professional knowledge and skills based on best practices used in various spheres of professional activity of society and allows to maximize the professions in bodies and penitentiary institutions. The purpose of the work is to explore the potential of online learning in modern conditions and to assess the possibilities of its use at different stages of the educational process. The reason for the mass appeal to this form of education is that the entire education system from primary to higher level underwent a transformation during the period of isolation associated with the spread of COVID-19. Practice has shown that in the current conditions, the existing resources of educational institutions can effectively transform formal education into online education with the help of virtual classes and other key online tools. Today, taking into account the unstable epidemiological situation in the world, online training continues to be relevant for various educational organizations and is used today along with the traditional form of training. For this reason, the study of the potential of this form of education will not lose its relevance for a long time. The use of online learning technologies places high demands on teachers.

The COVID-19 pandemic has tremendously affected higher education systems in Russia and all over the world, forcing to transform curriculum into an online format, which is a challenge for all the educational process participants. The current study discusses the implementation of online learning amid the COVID-19 pandemic in the Russian higher education context and investigates the challenges experienced by university teachers during this period to define their readiness for online education. To address the above-mentioned issues, a study was conducted in Peter the Great St. Petersburg Polytechnic University. A variety of methods of scientific and pedagogical research were used including systematic structural analysis, synthesis, work with research papers, the generalization of experience and experimental work, observation, surveys, etc., with 87 university teachers asked to respond to several sets of questions describing their online teaching experience after the launch of online education amid the COVID-19 pandemic. The analysis of the participants’ answers helped to identify the following main challenges experienced by university teachers: computer literacy level, the university electronic environment and support, academic staff readiness and students’ readiness for online learning, the last two being the most important hindering the implementation of the efficient online education process. It was also underlined by most respondents that methodological work of a teacher in a digital educational environment differs from conventional teaching methods. Thus, psychological, technological, methodological support and teachers’ professional development programs are of vital importance to minimize the negative impact of the rapid changes of the educational process and to ensure efficient online education.

The global spread of coronavirus infection has paralysed the work of many areas of economic, business, and, of course, educational activities of almost all countries on the planet. Unfortunately, Ukraine is no exception and a quarantine regime has been introduced in this country. The way out of the current situation in education in Ukraine was the introduction of distance learning in all educational institutions, which created new challenges for both teachers and students. The purpose of the paper was to study information technologies, tools and methods of learning that can be used for distance learning in educational institutions under quarantine. As a result, authors analysed world practices in ensuring the educational process within the framework of distance learning. The advantages and disadvantages of distance learning technologies for both higher education institutions and higher education seekers were identified.

The aim of the article is to study the problems of reforming the system of financing higher education in conditions of compliance with world quality standards of education. Besides, another aim of the article is also to substantiate of the perspectives of their use in Ukraine, on the basis of analysis of the main foreign models of higher education institutions financing. The subject of the study is the financing model of institutions of higher education in foreign countries. Methodology. The research is based on a comparative analysis of funding systems for higher education institutions in Ukraine and in foreign countries. The advantages and disadvantages of different systems of the financial provision of higher education are determined based on the analysis of the peculiarities of financing higher education institutions in Germany, USA, UK, Sweden, Norway, and Australia and in some other countries. On the basis of a comparative legal research of certain provisions of Ukrainian legislation, the possibilities and limits of the application of positive foreign experience in this field are defined. The results of the study showed that the financing of higher education at the expense of state funds should be directed only to the needs of the state. And the state, in its turn, should provide graduates with jobs that will help reduce unemployment among them. Currently, there is a partial improvement of diversification of funding sources in Ukraine. We mean that the provision of the status of a non-profit organization will give the first impetus to the formation of contract relations between higher education institutions and private organizations and will improve their financial position. The implementation of the foreign experience will make financing more transparent and will give an opportunity to distribute it according to the quality criteria of providing educational services. Practical impact. Experience of the developed economies and the analysis of the existing condition of financing of educational institutions of Ukraine allow defining the priority directions of improvement of a system of financing of the higher education. As the budget of Ukraine is not able to compensate all needs for financial resources of higher educational institutions, it is necessary to encourage private investments into education, training, and high technologies more actively. Besides, conducting researches, the international consultations, modelling and discussion of the schematic diagram and funding mechanism for the higher education in Ukraine is also expedient. Correlation/originality. Conducting a comparative analysis of financing models of higher education institutions in Ukraine and foreign countries is the basis for developing the most promising directions for the development of domestic legislation in this field.

Relevance. Despite a significant number of publications on volitional regulation in cadets of the institutions of higher education of EMERCOM of Russia, development of volitional regulation during training is still insufficiently studied. Conditions of training in higher education institutions of EMERCOM of Russia differ from civil educational institutions, which may determine the features of volitional regulation of behavior in cadets. In this regard, it is of interest to conduct a comparative analysis of the volitional regulation in cadets of different years and identify its features to improve organization of the educational process and professional training of future employees of the EMERCOM of Russia.Intention: To study the features of volitional regulation in cadets of institutions of higher professional education of the EMERCOM of Russia.Methodology. The study involved 100 cadets of the Academy of the State Fire Service of the EMERCOM of Russia aged 17 to 22 years. The first group (n = 50) included first-year cadets, the second group (n = 50) - third-year cadets. Standardized psychodiagnostic methods were used to study the features of volitional regulation and volitional qualities of cadets. Statistical evaluation of the results was performed using Mann-Whitney U-test and Fisher's F-test.Results and Discussion. Most cadets in both groups, when implementing one or another intention, tend to perform an action. Meanwhile, third-year cadets are more often guided by their current mental state. We believe this is due to the conditions of training, namely, training in educational institutions of a closed or open type. According to the comparative analysis of selfcontrol indicators, freshmen show a higher level of self-control than cadets of the third year in the emotional sphere, activity and behavior. Self-esteem of volitional qualities tended to decrease by the third year of study, while the general profile of selfesteem of volitional qualities remains similar in both groups, which is probably due to perception of difficulties in the freshmen and their motivation for social approval. In a sample of students from a civilian university, similar trends were revealed. The assessment of the variance of psychodiagnostic indicators among cadets showed their greater homogeneity among 1st year cadets than among 3rd year cadets, which is possibly due to changes in education conditions, decreased external control over students, and other reasons.Conclusion. Indicators of volitional regulation in cadets of different years differed. Recommendations are suggested for psychologists providing support for the educational process. The ways of further research are outlined to study the structure of personality volitional qualities and relationship between self-control, volitional regulation and meaning-in-life orientations.
