Ukraine’s international economic cooperation with other countries is becoming a determining factor in providing national security, in particular, in the political, military and economic spheres. This is manifested in such areas as the equipping of the Armed Forces and other components, the implementation of national weapons production projects and the export of Ukrainian weapons. The Russian Federation's aggression against Ukraine in 2014 led not only to the cessation of Ukrainian-Russian high-technical cooperation, but also transformed Russia from a competitor in the market of weapons of mass destruction into an overt enemy of the Ukrainian state, which compelled Ukraine to start looking for a new model of behavior in the market. Given that both Ukraine and the Russian Federation operate largely in the same segment the weapons market, Ukraine would be able to move from this segment dominated by our main competitor only with the support of our strategic partners and international sanctions policy against the RF because of its aggression against Ukraine. The possibility of using high-technical cooperation between Ukraine and the USA as an instrument of displacement of the Russian Federation from the world market of weapons-equipped vehicles is substantiated. It is proved that US interest in the implementation of sanctions imposed by the Russian Federation and the prevention of Russian weapons in the zone of conflict through third countries can be a powerful impetus for the development of Ukrainian-American cooperation in the high-tech sphere. Cooperation in traditional industries such as transport aircraft building, marine shipbuilding and turbine construction, rocket engineering, which are predominantly state-owned and not traded on stock markets, requires additional attention from the state to attract US investment and assistance. Variants of development of these basic branches industries have been addressed in numerous research papers. At the same time, other areas of cooperation deserve a greater attention. Priority, in our opinion, should be given to strategic materials for manufacturing and energy sector; electronics and communications industry. The article discusses ways to enhance military technology cooperation in a manner that would better reflect both parties’ strategic interests and argues that a deeper understanding of these interests will help attract investment into the domestic industrial sector.

The article is meant to analyze current problems and prospects for the development of effective tax policy as part of digital transformation of Russian economy. Introduction of a digital tax and the consequences of the digital tax reforms in the EU, the USA and OECD countries are highlighted. The necessity of qualitative transformation of the tax system of the Russian Federation in response to modern challenges is substantiated, taking into account the changes of the Tax Code of the Russian Federation adopted at the end of July 2020. The authors suggested their own concept of a digital tax and the prospects for its adoption in Russia, and consider it inappropriate to impose taxes on Internet users who do not use the Internet for business. Today, the main focus should be made on creating and testing effective technologies that allow on-line monitoring the tax basis of digital economy entities, taking into account the cross-border movement or use of digital products (goods and services). In addition, it would be extremely important to provide for a potential tax exemption for part of the profits of international ICT companies that are received on the territory of the Russian Federation and reinvested in joint with Russian companies projects in the high-tech for civil purposes area.

The authors studied the availability of gene therapy drugs in the Russian Federation on the basis of information on the permission of the medical use of drugs of this group in the world. Literature data and information about medicines approved by the FDA, EMA and the Ministry of Health of Russia were used. In general, the FDA registered only 13 drugs (46%) of the total approved for medical use in the world, 2 of them have already been withdrawn from the market, and 2 additional clinical trials are underway. In Europe, the EMA has approved 16 drugs for medical use (57%), with 4 of them already withdrawn. Most of the drugs were first approved by the FDA, and then, on average, a year later, were approved in the European market. A total of 4 drugs were approved in the European market and were not approved by the FDA at the time the data was requested. And only 1 drug, approved in the USA, is not registered in Europe. In the Russian Federation, two medicines are allowed, Neovasculgen (2011) and Spinraza (2019). This is only 7% of the total number of gene therapy drugs on the world market. Most of the drugs are intended for the treatment of orphan diseases and are cost expensive. This can explain the unevenness of their distribution across regions.

The paper analyzes the prospects of economic cooperation between the Russian Federation and the People's Republic of China, the Russian Federation and the United States in the context of economic relations of this strategic triangle. An approach is proposed to analyze the prospects for cooperation between Russia and China in the framework of global integration projects, as well as trade and investment cooperation between Russia and the United States. These relationships determine the interdependence of the national economies of these countries. An attempt is made to forecast the development of economic relations between the countries of the strategic triangle. The results of the work can be used to justify recommendations to the leadership of our country.

The paper provides an assessment of the innovative potential of the high-tech industry sector of the Russian Federation. A comparative analysis of the innovation activity of the industrial sector of the Russian Federation and other countries is carried out. The factors influencing the development of innovative activity of high-tech sector of the manufacturing industry are determined. The dynamics of the indicators of the foreign trade balance of the manufacturing industry of the Russian Federation are also evaluated. As a conclusion, recommendations are given on improving the functional activities of the Development Institutions, as responsible entities for achieving the goals of innovative development of the state.

Nuclear and radiation safety remains one of the most important components of the national security of our country. The increasing requirements for the medical care system in the Armed Forces of the Russian Federation in case of peacetime acute radiation injuries are due to the impossibility of completely eliminating the risks of radiation emergencies as a result of natural disasters, industrial radiation accidents and the threat of nuclear terrorism. The peacetime three-level system of medical support in the Armed Forces of the Russian Federation has been developed. It is designed to guarantee the first aid, primary predoctor care, primary doctor care and primary specialized health care for victims of acute radiation injuries by medical units, formations and organizations in the territorial zone of responsibility. In 2017 it was completed a research work "Improving the organization of therapeutic care in acute radiation injuries at the stages of medical evacuation in radiation accidents". An analysis of medical service capabilities to provide specialized, high-tech medical care in radiation injuries showed the relevance of the clinical base development in military medical organizations and the importance of interaction with radiological medical centers of other ministries, agencies and services. The solution of these tasks will be facilitated by the creation of a specialized infrastructure on the basis of military medical organizations of the district (fleet), which is providing necessary conditions for the provision of medical assistance to victims of the radiation emergency.

The purpose of the study is to assess the impact of economic cooperation between the United States of America and the Russian Federation on the economic relations of the countries of the strategic triangle Russia- China-the United States. An approach to the analysis of trade and investment cooperation between the United States of America and the Russian Federation, which determines the interdependence of the national economies of these countries, is proposed. This allows us to give a forecast of the development of economic relations between the countries of the strategic triangle. The results of the analysis can be used to justify recommendations to the leadership of our country. The conclusion is made: despite the sanctions struggle between the United States and the Russian Federation, these countries continue to remain important economic partners for each other.

A statistical study of the appeal to the dental clinic of S. M. Kirov Military Medical Academy patients who were diagnosed with chronic generalized periodontitis, as well as the analysis of treatment methods for inflammatory periodontal diseases in the Armed Forces based on data from the Main Military Medical Directorate for 2012-2018. Analysis of treatment methods for chronic generalized periodontitis in the military unit indicates the choice of a radical method - tooth extraction. Most patients who applied to the clinic of maxillofacial surgery and surgical dentistry were diagnosed with a severe degree of chronic generalized periodontitis. Basically, patchwork operations were performed on the upper jaw and lower jaw. The proportion of patients with moderate severity of chronic generalized periodontitis prevailed in the dental clinic. In the conditions of the dental clinic, no flap periodontal operations were performed, most often the method of curettage of periodontal pockets was used, which was carried out to improve the quality of the intervention according to classical recommendations in the field of several teeth, including using high-tech equipment. Timely and high-quality comprehensive treatment of inflammatory periodontal diseases is the basis for successful activities to reduce periodontal morbidity and improve oral health in military personnel. Due to the relevance of inflammatory periodontal diseases in the Armed Forces of the Russian Federation, the choice of treatment method should be based on etiological and pathogenetic therapy, dentists should abandon the radical method of tooth extraction.

The article presents the results of the analysis of Russian-Chinese economic cooperation over the past 70 years in light of the shift happening in both countries’ political paradigms and economic interests. The evolution of trade, economic and political relations, along with a detailed study of its stages, is described. The author examines the current state of economic relations between the Russian Federation and the People’s Republic of China and pays attention to both positive and negative development trends as well as their further prospects. Despite the fact that economic relations at the state level do not have a very long history from the point of view of a historical perspective and are less than 100 years old, they had a serious impact on the development of China: the participation of the Soviet Union was marked not only by the modernization of production field, but also by extensive investments and training of specialists. The development of Russian-Chinese cooperation was significantly influenced by the well-known political events of 2014 and the subsequent sanctions against the Russian Federation by Western countries, which gave rise to retaliatory sanctions from Russia. At the same time, despite the obvious successes of international economic cooperation between Russia and China, there are still many factors that have or may potentially harm their development. Most economists, along with public administration experts, understand the importance of eliminating the “commodity roll” of Russian exports since the benefits for both countries are relevant only for short time periods, but in the long term, both countries benefit from diversifying production and increasing exports from Russia to China of mechanical engineering products, chemical production, as well as other high-tech products.

The aim of the study is to find solutions aimed at the formation of optimal conditions for the creation and functioning of reclamation parks on the territory of existing institutions for reclamation subordinated to the Ministry of agriculture of Russia, through the establishment and justification of the necessary list of functions and powers of their management companies. The comparative analysis of the concept of creation of agricultural parks and the documents regulating functioning of agro-industrial parks is carried out. In addition, the studies were conducted in the context of Federal programs and other legislative acts of the Russian Federation. The analysis of regulatory documentation and scientific developments in the field of agro-industrial sector allowed to compare and make informed decisions on the formation of functions and powers of the management companies of reclamation parks. The formed materials will allow to organize highly effective work of the management companies of recreational parks, by endowing the latter with the necessary functions and powers, without burdening them with unnecessary functions that are not within their competence. Thus formation of functions and powers providing competitive level of activity of reclamation parks needs to be carried out on the basis of functions and powers of the industrial and agroindustrial parks regulated by the current legislation. The formed substantiations will allow to accelerate decision-making processes in the field of powers and functions of managing companies of reclamation parks by legislative and Executive authorities, and thus will contribute to more rapid development of the reclamation complex of the Russian Federation, and as a consequence of the implementation of Federal programs and other legislative acts aimed at the development of agriculture and import substitution in this area.

This article reveals the problem of the role of the religious factor in the formation of the value orientations of the military personnel of the Russian army from its inception to the present state. In the article, the author reveals the significance of the Church in the formation of the value orientations of military personnel. The problem of religious situation in foreign armies is considered. The article presents data from sociological studies confirming the increase in the number of religious servicemen in the modern Armed Forces. The concept of “religious factor” is revealed. The author suggests considering the influence of the religious factor on the formation of value orientations through the functions of religion. The article provides examples of the influence of religion on the formation of value orientations of military personnel from the time of the Baptism of Russia to the present. Examples of writers of Russian classical literature about the influence of religion on the morale of troops are given. Examples of religious participation in major battles and wars of the past years are shown. The significance of the religious factor in uniting the people and the army is shown. The work of officials of the Ministry of defense of the Russian Federation in strengthening values among military personnel in modern conditions is demonstrated. The role of the Minister of defense of the Russian Federation, General of the army S.K. Shoigu in strengthening the faith of the Russian army is outlined. Issues related to the construction of the Main Temple of the Armed Forces and its impact on the public masses were discussed. In this study, the author aims to show the significant role of religion in the formation of value orientations in Russian military personnel. The analysis shows an increasing role of religion in the minds of military personnel in modern conditions.
