A statistical study of the appeal to the dental clinic of S. M. Kirov Military Medical Academy patients who were diagnosed with chronic generalized periodontitis, as well as the analysis of treatment methods for inflammatory periodontal diseases in the Armed Forces based on data from the Main Military Medical Directorate for 2012-2018. Analysis of treatment methods for chronic generalized periodontitis in the military unit indicates the choice of a radical method - tooth extraction. Most patients who applied to the clinic of maxillofacial surgery and surgical dentistry were diagnosed with a severe degree of chronic generalized periodontitis. Basically, patchwork operations were performed on the upper jaw and lower jaw. The proportion of patients with moderate severity of chronic generalized periodontitis prevailed in the dental clinic. In the conditions of the dental clinic, no flap periodontal operations were performed, most often the method of curettage of periodontal pockets was used, which was carried out to improve the quality of the intervention according to classical recommendations in the field of several teeth, including using high-tech equipment. Timely and high-quality comprehensive treatment of inflammatory periodontal diseases is the basis for successful activities to reduce periodontal morbidity and improve oral health in military personnel. Due to the relevance of inflammatory periodontal diseases in the Armed Forces of the Russian Federation, the choice of treatment method should be based on etiological and pathogenetic therapy, dentists should abandon the radical method of tooth extraction.

Ukraine’s international economic cooperation with other countries is becoming a determining factor in providing national security, in particular, in the political, military and economic spheres. This is manifested in such areas as the equipping of the Armed Forces and other components, the implementation of national weapons production projects and the export of Ukrainian weapons. The Russian Federation's aggression against Ukraine in 2014 led not only to the cessation of Ukrainian-Russian high-technical cooperation, but also transformed Russia from a competitor in the market of weapons of mass destruction into an overt enemy of the Ukrainian state, which compelled Ukraine to start looking for a new model of behavior in the market. Given that both Ukraine and the Russian Federation operate largely in the same segment the weapons market, Ukraine would be able to move from this segment dominated by our main competitor only with the support of our strategic partners and international sanctions policy against the RF because of its aggression against Ukraine. The possibility of using high-technical cooperation between Ukraine and the USA as an instrument of displacement of the Russian Federation from the world market of weapons-equipped vehicles is substantiated. It is proved that US interest in the implementation of sanctions imposed by the Russian Federation and the prevention of Russian weapons in the zone of conflict through third countries can be a powerful impetus for the development of Ukrainian-American cooperation in the high-tech sphere. Cooperation in traditional industries such as transport aircraft building, marine shipbuilding and turbine construction, rocket engineering, which are predominantly state-owned and not traded on stock markets, requires additional attention from the state to attract US investment and assistance. Variants of development of these basic branches industries have been addressed in numerous research papers. At the same time, other areas of cooperation deserve a greater attention. Priority, in our opinion, should be given to strategic materials for manufacturing and energy sector; electronics and communications industry. The article discusses ways to enhance military technology cooperation in a manner that would better reflect both parties’ strategic interests and argues that a deeper understanding of these interests will help attract investment into the domestic industrial sector.

Nuclear and radiation safety remains one of the most important components of the national security of our country. The increasing requirements for the medical care system in the Armed Forces of the Russian Federation in case of peacetime acute radiation injuries are due to the impossibility of completely eliminating the risks of radiation emergencies as a result of natural disasters, industrial radiation accidents and the threat of nuclear terrorism. The peacetime three-level system of medical support in the Armed Forces of the Russian Federation has been developed. It is designed to guarantee the first aid, primary predoctor care, primary doctor care and primary specialized health care for victims of acute radiation injuries by medical units, formations and organizations in the territorial zone of responsibility. In 2017 it was completed a research work "Improving the organization of therapeutic care in acute radiation injuries at the stages of medical evacuation in radiation accidents". An analysis of medical service capabilities to provide specialized, high-tech medical care in radiation injuries showed the relevance of the clinical base development in military medical organizations and the importance of interaction with radiological medical centers of other ministries, agencies and services. The solution of these tasks will be facilitated by the creation of a specialized infrastructure on the basis of military medical organizations of the district (fleet), which is providing necessary conditions for the provision of medical assistance to victims of the radiation emergency.

This article reveals the problem of the role of the religious factor in the formation of the value orientations of the military personnel of the Russian army from its inception to the present state. In the article, the author reveals the significance of the Church in the formation of the value orientations of military personnel. The problem of religious situation in foreign armies is considered. The article presents data from sociological studies confirming the increase in the number of religious servicemen in the modern Armed Forces. The concept of “religious factor” is revealed. The author suggests considering the influence of the religious factor on the formation of value orientations through the functions of religion. The article provides examples of the influence of religion on the formation of value orientations of military personnel from the time of the Baptism of Russia to the present. Examples of writers of Russian classical literature about the influence of religion on the morale of troops are given. Examples of religious participation in major battles and wars of the past years are shown. The significance of the religious factor in uniting the people and the army is shown. The work of officials of the Ministry of defense of the Russian Federation in strengthening values among military personnel in modern conditions is demonstrated. The role of the Minister of defense of the Russian Federation, General of the army S.K. Shoigu in strengthening the faith of the Russian army is outlined. Issues related to the construction of the Main Temple of the Armed Forces and its impact on the public masses were discussed. In this study, the author aims to show the significant role of religion in the formation of value orientations in Russian military personnel. The analysis shows an increasing role of religion in the minds of military personnel in modern conditions.

Subject. The article investigates the program-targeted planning methodology, which is implemented in the Russian Federation and leading foreign countries, for high-tech industry development. Objectives. The aim is to identify the specifics of program-targeted planning for the development of high-tech industries, to shape programs and plans for innovative development in the Russian Federation and leading foreign countries. Methods. The study employs general scientific methods of systems analysis, including the statistical and logical analysis. Results. I reviewed methods of program-targeted planning, implemented by the world’s leading countries (the Russian Federation, United States of America, France, Great Britain, Netherlands, Norway, Japan, Canada), in the interests of the development of various high-tech sectors of the economy. The study established that the methodology of program-targeted management is an effective tool for resource allocation by various types of economic activities in accordance with national priorities. I developed proposals by priority areas for improving the methodology for program-targeted planning and management in the Russian Federation in modern economic conditions. Conclusions. The findings and presented proposals can be used to improve methods for program-targeted planning to develop high-tech sectors of the economy; to design various long-term programs and plans, reducing the risk of their implementation; to determine the ways and methods of sustainable socio-economic and innovative and technological development of the world's leading economies.

The article is meant to analyze current problems and prospects for the development of effective tax policy as part of digital transformation of Russian economy. Introduction of a digital tax and the consequences of the digital tax reforms in the EU, the USA and OECD countries are highlighted. The necessity of qualitative transformation of the tax system of the Russian Federation in response to modern challenges is substantiated, taking into account the changes of the Tax Code of the Russian Federation adopted at the end of July 2020. The authors suggested their own concept of a digital tax and the prospects for its adoption in Russia, and consider it inappropriate to impose taxes on Internet users who do not use the Internet for business. Today, the main focus should be made on creating and testing effective technologies that allow on-line monitoring the tax basis of digital economy entities, taking into account the cross-border movement or use of digital products (goods and services). In addition, it would be extremely important to provide for a potential tax exemption for part of the profits of international ICT companies that are received on the territory of the Russian Federation and reinvested in joint with Russian companies projects in the high-tech for civil purposes area.

Case law in Russia is Advisory in nature and is not mandatory for law enforcement practice. Courts use the signs of case law in their decisions in the reasoned part. Signs of case law is a ruling of the constitutional court of the Russian Federation and regulations of the armed forces of the Russian Federation.

Степень технологической и технической зависимости отечественных производителей овощных культур от зарубежных производителей с.-х. техники, а также их техническая оснащенность специализированными машинами объясняется высокими затратами на производство овощей, особенно на уборку, что при общем дефиците ручного труда приводит к сокращению площадей, нарушению технологии выращивания и соответственно снижению урожайности. Цель исследований – определить современное состояние технологического и технического обеспечения производства овощных культур в Российской Федерации. Для достижения поставленной цели использовали методологию системного анализа и синтеза, математической статистики, численные методы решения аналитических зависимостей. Статистические исследования современного состояния технического обеспечения производства овощей в России могут служить основой для построения модели и разработки концептуальных принципов модернизации технологического и технического обеспечения работ в овощеводстве. Определена потребность товаропроизводителей в современных высокотехнологичных комплексах машин для производства овощных культур. Проведенные статистические исследования позволили оценить современное состояние с.-х. машиностроения по выпуску необходимого для товаропроизводителей количества машин. Повышение объемов производства овощной продукции неразрывно коррелирует с уровнем технического обеспечения отрасли овощеводства в целом, что подтверждает уровень локализации с.-х. машиностроения РФ, а также Беларуси и Казахстана, где с.-х. машиностроение представлено широкой номенклатурой предприятий, выпускающих комплексы машин от предпосадочной обработки почвы до послеуборочной обработки товарной продукции. Для возрождения с.-х. машиностроения и развития рынка средств механизации аграрного производства определены основные механизмы обновления парка сельхозтехники – преимущественно привлечением кредитных ресурсов коммерческих банков и лизинговых компаний. Кроме того, интенсивность ведения сельского хозяйства в современных условиях производства невозможна без высокого уровня насыщения машинно-технологических комплексов средствами интеллектуализации. Получать качественную конкурентоспособную продукцию можно только при использовании современных высокопроизводительных машин, обеспечивающих совмещение технологических операций, в конструкциях которых заложены системы автоматизированного управления технологическими процессами, учета почвенного плодородия, обеспечения экологической чистоты агроландшафтов. The degree of technological and technical dependence of domestic producers of vegetable crops on foreign producers of agricultural machinery, as well as their technical equipment with specialized machines, is explained by the high costs of vegetable production, especially for harvesting, which, with a general shortage of manual labor, leads to a reduction in area, disruption of cultivation technology and, accordingly, a decrease in yield. The purpose of the research is to determine the current state of technological and technical support for the production of vegetable crops in the Russian Federation. To achieve this purpose, we used the methodology of system analysis and synthesis, mathematical statistics, numerical methods for solving analytical dependencies. Statistical studies of the current state of technical support for vegetable production in Russia can serve as a basis for building a model and developing conceptual principles for modernizing technological and technical support for work in vegetable growing. The need of commodity producers for modern high-tech complexes of machines for the production of vegetable crops is determined. The conducted statistical studies made it possible to assess the current state of agricultural engineering for the production of the number of machines necessary for commodity producers. The increase in the production of vegetable products is inextricably correlated with the level of technical support for the vegetable growing industry as a whole, which confirms the level of localization of agricultural machinery in the Russian Federation, as well as in Belarus and Kazakhstan, where agricultural machinery is represented by a wide range of enterprises that produce complexes of machines from pre-planting tillage to post-harvest processing of commercial products. For the revival of agricultural machinery and the development of the market of agricultural production mechanization tools, the main mechanisms for updating the agricultural machinery fleet are determined-mainly by attracting credit resources from commercial banks and leasing companies. In addition, the intensity of agriculture in modern production conditions is impossible without a high level of saturation of machine-technological complexes with means of intellectualization. It is possible to obtain high-quality competitive products only with the use of modern high-performance machines that ensure the combination of technological operations, in the designs of which there are systems for automated control of technological processes, accounting for soil fertility, ensuring environmental cleanliness of agricultural landscapes. In the context of the reform of the Armed Forces of the Russian Federation and a significant increase in the proportion of military personnel doing military service under contract, the issues of manning the troops with healthy, physically developed citizens with high moral and business qualities are of paramount importance. Of particular importance in the selection of candidates for military service under the contract is the conduct of laboratory and instrumental studies, professional and psychological selection, determination of the level of citizens’ physical fitness. The Federal Law «On Military Duty and Military Service» defines a two-stage system for medical examination of citizens entering military service under contract, which is necessary as a barrier in order to prevent citizenswho do not meet the necessary requirements for military personnel from entering the Russian Armed Forces. At the first stage (preliminary examination), the military and medical examination of citizens was carried out by specialist doctors working in medical organizations of the outpatient-polyclinic link of municipalities at the place of citizens’ permanent residence. Medical specialists of the regular military medical commission of the military commissariat of the constituent entity of the Russian Federation participated in the second stage (final examination) of the military medical examination. During the five-year period under study, 5,133 citizens (72.9 %) were selected out of 7,043 candidates for military service under contract, who fully met all the criteria for defenders of the Fatherland.
