The paper discloses the approach and results of the study of the electric power market (electricity market) related to the II non-price zone on the basis of the formulation of indicators that make it possible to highlight its specificity. The results of a study devoted to the solvency of electricity consumers - individuals are revealed by comparing the level of average income in the regions of the Russian Federation and the conditional maximum amount of electricity that can be paid for from these incomes. It has been established that despite the opportunities for timely payment, there remains a low payment discipline for a number of consumers, which is reflected in the growth of receivables and, as a result, leads to cash gaps. During the review of the dynamics of debt, the scope of cash gaps was determined, which in 2018 amounted to more than 169 billion rubles. Power supply companies attract loans for timely settlements, what entails additional costs and worsens financial results. The impact of the identified factors on the main indicators of power supply companies being last resort providers of electricity in Russia, including the power supply company under study, was assessed. The results obtained will be further used to develop methods for the diagnostic analysis of critical risk zones, which determine the financial stability of the power supply company being a single purchaser and last resort provider of the 2nd non-price zone.

The article discusses approaches to ensuring the required level of reliability of radio electronic means when designing the design of products, taking into account the metrological and diagnostic support during their operation. It is known that up to 80% of the current repair time is occupied by the search for defects, therefore, special attention is paid to the influence of the product design on minimizing the average diagnosis time. The quantity of elements of modern radio electronic means is constantly increasing due to the expansion of their functions and automation of technological operations, but the requirements for their reliability remain constant. This contradiction can be solved by increasing the reliability of the element base, which leads to an increase in the cost of the product, which is not always acceptable. Therefore, there is a problem of providing the necessary values of reliability in other ways, including taking into account the requirements of maintainability of products in the design, as well as improving metrological and diagnostic maintenance during operation in real conditions using modern advances in metrology and technical diagnostics. Thus, there is a problem of quantitative assessment of the impact of the design of radio electronic means on their reliability, as well as a reasonable choice of recovery options for maintenance in the minimum time. This will provide the required values of reliability without additional costs during the operation of radio electronic means. Possible options for restoring the operability of multi-output objects, which include power supply subsystems, are considered. It is shown that a reasonable choice of design, metrological and diagnostic support reduces the time of current repair by up to 30%. The use of the results obtained in the design of promising and existing radioelectronic devices for various purposes makes it possible to increase the efficiency of current repairs in real conditions.

Achieving financial sustainability is the most important strategic task of the state in a turbulent global economic environment. The purpose of this study was to identify the patterns of development and peculiarities of the tax situation in Russia. The authors determined the most effective approaches for the formation of the tax system that would ensure the financial sustainability of the state in conditions of economic transition. This study examined the existing features and patterns of the formation of the Russian tax system. The ways and instruments to achieve financial stability were considered. As an example, it was decided to take into account the international practices of the most successful states in terms of tax (according to the Doing Business methodology)—namely, the USA, Ireland, France, Greece, Luxembourg, the Netherlands, Germany, Switzerland, the UK, Sweden and Norway. A list of conditions is proposed, the implementation of which might ensure the transformation of the Russian financial system in terms of sustainability. This article also demonstrates changes in the economic infrastructure of the Russian Federation and indicates possible scenarios for the development of the tax system. This study determines that the tax system is largely shaped by the information environment. Therefore, digitalization processes can serve as a catalyst for the achievement of financial sustainability by the state. The choice of tools for the internal reform of public finances is situational. However, strategic transformation (in terms of macro-level sustainability) can be achieved by performing a number of universal steps. The implementation of the latter creates not only a positive effect from the introduction of new approaches, but primarily minimizes the impact of existing negative phenomena and trends. The tax system of the Russian Federation can be optimized by consolidating sustainable development indicators in the legal acts. The latter is an important step towards achieving financial sustainability.

Utilization of innovative technologies will allow to change the power supply service in the power-supply market. There is an opportunity to create unique powersuppling market approach. With implementation of “Smart meters” technology and Blockchains with “Smart Contract” functionality. The article describes innovative technologies and examines examples of their successful implementation in foreign countries. Article will also talk about tools that are required to replace old service with a new power supply system, based on innovative technologies that include small-scale renewable energy generation.

This article is devoted to financial stability assessment of regional budgets of the constituent entities of the Russian Federation in the conditions of cyclical development of the national economic system. The authors identified the regional budgets of the following regions of the Russian Federation as objects of research: Rostov region, Republic of Kalmykia and Orel region. Financial and economic performance of the administration of budgets of these territorial units for the period 2010–2019, which are reflected in the previous article (Part 1) of the authors, were taken as the subject. The purpose of the article is to reflect the features of the practical application of the methodology presented by the authors for the analysis of changes in the financial stability of regional budgets of specific regions against the background of the impact of external economic forces (decrease in world energy prices, sanctions to Russian companies and entrepreneurs). The relevance of the research topic is connected with the demand for a high-quality and objective financial analysis of the budgets of specific regions of the Russian Federation against the background of the general economic crisis affecting all the main spheres of society, as well as negatively influencing economic and social policy, both at federal and regional levels. When making generalized assessments and conclusions about the dynamics of changes in the level of financial stability of the regional budgets of Rostov region, the Republic of Kalmykia and Orel region, the authors suggested a system of indicators characterizing the budget in the following main areas: budget efficiency, financial stability, as well as the balance of the revenues and expenditures of the regional budget. On the basis of analytical research, the authors found that regions characterized as financially stable have the following features: presence of a highquality and well-functioning process of planning and administration of the regional budget; effective use of the potential of region’s industrial resource base; active investment in projects, both promising, profitable, and socially significant. In the course of the study of regions with a low level of financial independence (the Republic of Kalmykia and Orel region), the authors noted that the consistently worsening economic sphere in the Russian economy leads to an acceleration of the rates of the degradation of social and economic situation of the entire region, thereby reducing financial opportunities of the corresponding budget, what consequently results in the decrease in the quality of life of the population of the regions under analysis.

The paper analyzes the impact of the “model budget” on the problems of intergovernmental relations in the Russian Federation: a high proportion of expenditure obligations of regional and local budgets and a high degree of interregional inequality in fiscal capacity and socio-economic development. It was concluded that the planned broader use of the “model budget” will not solve the problem of unfunded mandates and will lead first to a significant reduction in incentives for regional authorities to develop the territorial revenue base, and then to economic slowdown in the country. As an alternative approach to improving intergovernmental relations, options are being considered for adjusting the parameters of the equalization transfers distribution formula, the procedure for determining their total volume and calculating the budget expenditure index. In solving the problem of unfunded mandates, an equally important role is given to the procedure for preparing a financial and economic rationale for draft laws.

Subject. The article considers the need to study the financing of investment and innovation processes and creating an effective system of project financing. Objectives. The purpose is to search for new opportunities to enhance the competitive advantages of enterprises of the dairy subcomplex, to ensure their financial stability and steady position in specialized agricultural food-product markets. Methods. The study draws on the theoretical and methodological approach to the impact of project management of innovation and investment activities on improving the efficiency of the project financing system and financial stability of enterprises operating in the dairy subcomplex. Results. The findings show that four levels can be distinguished in the formation and improvement of the system of project financing and the management of innovation and investment activities, depending on the depth of transformation. The principle that provides the integration of the said system with the current model of management of the dairy subcomplex enterprise is defined as a driver. The paper offers a number of levels of the system transformation to gain competitive advantages. Conclusions. I present a mechanism for creating and improving the system of project financing and the management of innovation and investment activities, and a mechanism for interaction of the network of automated information systems, intended to make management decisions, with the automation of information support to innovative solutions.

Subject. This article deals with the issues related to the national economic security of the State in today's conditions. Objectives. The article aims to develop a set of special measures for additional business support to reduce the impact of restrictions imposed against the background of quarantine and the pandemic spread, and which would help prevent collapse of business entities. Methods. For the study, I used the methods of theoretical, systems, logical, and comparative analyses, and tabular and graphical visualization techniques. Results. The article proposes possible measures to support business aimed at reducing the costs of business entities due to the restrictions caused by the pandemic, that complement and explain the activities proposed by the President and Government of the Russian Federation, taking into account the regional and municipal levels. Conclusions. The uncertain current situation requires constant adjustment and adaptation of public policy in accordance with specific circumstances. Ensuring the country's economic security and sustainability associates with creation of a business organization system that connects public administration tools and business support and development opportunities under the changed environment.
