The problems that arise in this research are related to the implementation of policy policies in realizing quality public services in in Tangerang City which focuses on the use of information and communication technology via the internet, online, digital and social media. The research method used is descriptive method with a qualitative approach. The results showed that the implementation of the smart city policy in realizing quality public services in Tangerang City could not be implemented effectively in improving the welfare of the community in fact from the factors that influence including; (1) communication that affects all existing indicators, and skills indicators are still not effective; (2) Relevant resources from all the existing indicators, and lack of effective skills in the provision of facilities and infrastructure needed; (3) The related disposition of all the existing indicators, and the less effective level of trust taken by the leadership; (4) Bureaucratic structures related to all existing indicators, and which are still less effective and instructive according to the Standard Operating Procedure (SOP).

In order to promote utilizing the available resource made in any library information has to be taken to the door step of a clientele a such information and communication technology will serve as a catalyst in doing that. This paper has explored the role of information and communication technology ICT in academia and as well as the strategies used in propagating the available services in an academic library this is because tailor made information it is highly required so as to avoid wasting the precious time of academicians and this can be only achieving with the help of information and communication technology software, therefore, descriptive method was adopted in the methodology of this study.

The development of information and communication technology (ICT) has been implemented in various fields, including in government. To support the implementation of e-Government (e-Gov) and improve the quality of public services, many technology-based applications have been created by government agencies, both central and local governments. DISKOMINFOARPUS Cimahi City built an application called SILPa KAMI to support the vision of Cimahi Smart City. This study uses a qualitative descriptive method that aims to determine how the implementation and sustainability of the SILPa KAMI application and what kind of characteristics the agencies should have so it can replicate this application. The results of the study reveal that the implementation of the SILPa KAMI application is running well because it has fulfilled various success factors of e-Gov implementation which is also marked by the sustainability even though there are still obstacles. Also, the use of ICT based on the e-leadership aspect, the information network infrastructure aspect, the information management aspect, the business environment aspect, as well as the community and human resources aspect has been optimally utilized. This application is relatively easy to be replicated by other agencies. The agencies that can replicate this application must have the availability of budget, the availability of related facilities and infrastructure and the availability of reliable ICT managers.

This study aims to describe the initial competency of the training participants in the Substantive Technical Training on Competency Enhancement of Multimedia-Based Learning Media in the Ministry of Religion of Pangandaran District in 2018 totaling 30 people. The study used descriptive method with a research instrument in the form of a closed questionnaire to all training participants and simple data processing in percentage form. The results showed that the initial competency of participants in the word processing program was 28.89%, internet for learning 33.33%, basic concepts of hardware and software 34.67%, number processing program 35.56% and word processing program 47.78%, so that the average of all aspects of the program is at 35.78%.  Keywords: Initial Competency, training, Information and Communication technology, multimedia.

Relation between e-Government and social media is an inseparable relationship. The purpose of e-Government who wants to improve public services, with the help of information and communication technology. The best solution is using social media. In Indonesia, e-Government is a concept that is implemented not only by the central government, but also by regional/local governments. Right now, many local governments in Indonesia already implemented e-Government. However, not all of Indonesia local governments that implemented egovernment have a social media-based e-Government application. There is a chance that a certain city/regency at Indonesia using same social media-based e-Government application. If the application is seen in terms of features, each application also has different features combination, which are the strengths and the uniqueness of each application. In this study, there are 9 applications that examined from 9 cities / regency in Indonesia. The purpose of this study is to analyse the relation between e-government and social media, in terms of using social media features and identified features that exist in each e-Government application that examined from 9 cities / regency in Indonesia with Systematic Literature Review. The feature found will be categorized with feature functionality categorization: Identity, Conversations, Sharing, Presence, Relationships, Reputation, and Groups. Each feature found can be having more than 1 feature functionality. The result of this study can be used as an indicator about features available at social media-based e-Government application and this study can be used to be a comparison or references for making another social media-based e-Government application in the future

Abstract. In an effort to provide an understanding of GIS to students through discovery learning, teachers can take advantage of information and communication technology (ICT), Text-books (Students' Books and Teachers' Books ), as well as student worksheet (LKS) as learning resourceS. Therefore, the objective of this research is the application of the discovery model of learning in improving the understanding of the Geographical Information System in SMA Negeri 1 Subang. This research used descriptive method and observation technique for data collection which referred to the work stages in geographic information systems. The result showed that the application of discovery learning learning model in teaching the utilization of GIS for inventory of natural resources and development planning can facilitate the students in studying and under-standing the materials in depth. This can be seen from the students’ learning outcome in the form of paper writing and daily test scores. Based on the papers that have been collected, it was found that they were able to observe and identify the data that would be needed to form a GIS database and during the learning process, most of the students were active, creative, and enthusiastic in learning the materials. The results also suggest that the teacher is expected to continue to im-prove their competence, especially pedagogical, so that teachers can develop strategies, ap-proaches, models, methods, and techniques of active learning, creative and innovative, so that learning becomes meaningful and fun and learning objectives can be achieved well and satisfac-tory.Abstrak. Dalam upaya memberikan pemahaman SIG kepada siswa melalui discovery learn-ing, guru dapat memanfaatkan teknologi informasi dan komunikasi (TIK), Buku Teks (Buku Siswa dan Buku Guru), serta lembar kerja siswa (LKS) sebagai sumber belajar. Oleh karena itu tujuan dari penelitian ini adalah penerapan model discovery learning dalam meningkatkan pemahaman sistem informasi geografis pada siswa SMA Negeri 1 Subang. Penelitian ini menggunakan metode desktiptif dengan menggunakan teknik observasi dalam pengumpulan data dan mengacu pada tahapan Kerja dalam Sistem Informasi Geografis. Dapun hasilnya diketahui Penerapan model pembelajaran Discovery Learning dalam materi pemanfaatan SIG untuk inventarisasi sumber daya alam dan perencanaan pembangunan dapat memudahkan siswa dalam mempelajari dan memahami materi tersebut secara mendalam. Hal ini dapat terlihat dari perolehan hasil belajar siswa dalam bentuk karya tulis dan nilai ulangan harian dimana siswa. Berdasarkan kar-ya tulis yang telah dikumpulkan, dapat diketahui bahwa mereka mampu untuk melakukan ob-servasi dan identifikasi data yang akan dibutuhkan dalam membentuk basis data SIG. dan selama proses pembelajaran berlangsung, sebagian besar siswa terlihat aktif, kreatif, dan antusias da-lam mempelajari materi pemanfaatan SIG. Sedangkan saran yang dapat diajukan adalah Guru diharapkan terus meningkatkan kompetensinya, terutama kompetensi pedagogik, sehingga guu dapat menyusun strategi, pendekatan, model, metode, dan teknik pembelajaran yang aktif, kreatif, dan inovatif, sehingga proses pembelajaran menjadi bermakna dan menyenangkan serta tujuan pembelajaran dapat tercapai dengan baik dan memuaskan.

This study aims to review the use of ICT in learning at SLB N Boyolali, with all educators in the school as respondents. This study uses a qualitative descriptive method with a case study approach, and examines the use of ICT using strategic management theory by David (2011). Data collection techniques used in this study were observation and interviews. The data analysis used was Creswell's analysis and interpretation technique. The results of the study show that ICT in learning in terms of strategic planning, implementation, and evaluation have not been fully utilized by all educators and not all students get the same learning experience. This is due to the lack of understanding of educators in utilizing information and communication technology is still very limited.

Abstract. Smart City is a new concept that uses Information and Communication Technology (ICT) to promote the smartification of urban construction, planning and services. Currently, a number of countries and cities have conducted studies on Smart City, but they mostly focused on the conceptual connotations analysis and applications in specific domains, lacking a common, shareable and integrated framework understanding, which led to significant barriers among individual Smart City projects. By analyzing the framework connotations and application domains of Smart City, this paper proposed a common, shareable and integrated conceptual framework for smart city. Then based on this framework, a unified portal platform that is suitable for multiple domains, including the government, citizen and business, as well as common, custom and other application modes, is further proposed. Finally, Smart Weifang was implemented based on this platform. The application outcomes indicate that this common and shareable platform can effectively eliminate the data and technological barriers between different smart city systems, while also avoiding redundant financial investments. The investigation of the proposed framework and platform is of key significance to the unified construction of Smart City and the intensification of the hardware environment, thus representing a true achievement in the transition from “information island” to “information sharing and interconnection” for urban informatization.

Abstract. The development of information and communication technology has spread throughout the world. Many benefits can be obtained, but the risks cannot be avoided. Communication grows massively in cyberspace and thus poses a security threat to smart city services. This threat can be overcome through national spectrum by implementing cyberspace security strategies in developing smart cities. This paper describes cybersecurity strategies performed in supporting the development of smart cities. Security strategies are developed based on factors related to the perspective of three pillars of smart city implementation models, namely technology, people, and institutions. Factors related to cybersecurity from these three pillars are explored from the experience of policy makers, actors, and users of smart city services, and evaluated using the opinions of cybersecurity experts and smart cities. This strategy will be a standard document that will be used as a reference in carrying out all processes related to information security in supporting the development of smart cities.

ABSTRACT  During the industrial revolution of 4.0, everything becomes easily accessible. One of its developments is information and communication technology. The high use of a smartphone as communication tools can cause dependency which is characterized by repeatedly checking smartphones which can cause addiction so that it can cause fear or phobia, commonly known as Nomophobia. The aim of this study was to determine the overview of nomophobia in Nursing students at Padjadjaran University. This research used a quantitative descriptive method with cross-sectional approach. Samples were taken using a total sampling technique from the population of an active student of the Bachelor program in the year of 2016, 2017, 2018 and 2019 Faculty of Nursing, Padjadjaran University. Data were collected using the Nomophobia Questionnaire (NMP-Q) and analyzed using descriptive frequency distribution. The results of this study showed that the majority of respondents 559 (63.5%) showed moderate nomophobia, as many as 243 respondents (27.6%) showed severe nomophobia and 79 respondents (9%) showed mild nomophobia. The conclusion of this study is that majority of respondents belong to the category of moderate nomophobia. Therefore, it is recommended for the following institution to be able to develop policies that regulate the use of smartphones in the context of clinical education and practice.ABSTRAKPada era revolusi industri 4.0 segala sesuatunya semakin mudah diakses. Salah satu perkembangannya adalah teknologi informasi dan komunikasi. Tingginya penggunaan alat komunikasi smartphone dapat menimbulkan ketergantungan yang ditandai dengan selalu memeriksa smartphone yang dapat menimbulkan suatu kecanduan sehingga dapat menimbulkan ketakutan atau fobia yang lebih dikenal dengan sebutan Nomophobia. Tujuan penelitian ini adalah untuk mengetahui gambaran nomophobia pada mahasiswa Fakultas Keperawatan Universitas Padjadjaran. Penelitian ini menggunakan metode  deskriptif kuantitatif dengan pendekatan cross sectional. Sampel diambil dengan menggunakan teknik total sampling dari populasi mahasiswa aktif program Sarjana angkatan 2016,2017,2018 dan 2019 Fakultas Keperawatan Universitas Padjadjaran. Data dikumpulkan dengan menggunakan instrumen Nomophobia Questionnaire (NMP-Q dan dianalisis secara deskriptif  distribusi frekuensi. Hasil penelitian ini menunjukkan bahwa sebagian besar  responden 559 (63,5%) menunjukkan nomophobia sedang, sebanyak 243 responden (27,6%) menunjukkan nomophobia berat dan sebanyak 79 responden (9%) menunjukkan nomophobia ringan. Simpulan dari penelitian ini adalah sebagian besar responden tergolong kedalam kategori nomophobia sedang. Oleh karena itu, disarankan bagi pihak instansi untuk dapat mengembangkan kebijakan yang mengatur penggunaan smartphone dalam konteks pendidikan dan praktikum klinis.

Applying Information and Communication Technology (ICT) to public service deliverycontributes to transparency, accountability, and cost-saving to improve administrative efficiency. Thisapplication has become an inevitable trend for administrative reform worldwide. This paper examines thepolicy of promoting ICT in public service delivery and its implementation in Vietnam. Recently, theVietnamese government has created a thoroughly legal foundation to develop information infrastructurefor public service delivery. However, online public service delivery results are still lower than expected,and the online service index in Vietnam has just reached the average level of the world. Therefore, toencourage citizens to use online public services, the government should improve the personalidentification data system and promote propagating and popularize online public services. Thegovernment also should protect personal data and administrative system security to ensure organizationalsystem safety and efficiency.
