Undang-Undang No. 5 Tahun 2014 tentang Aparatur Sipil Negara (ASN) mengamanatkan bahwa pelaksanaan manajemen kepegawaian dilaksanakan atas dasar merit system. Era reformasi birokrasi penyelenggaraan pemerintah yang baik atau good governance membutuhkan aparatur yang berkualitas dan profesional. Berdasarkan pemahaman tersebut maka pemerintah daerah harus mampu membangun sebuah sistem manajemen kepegawaian yang tertata dengan baik, khususnya dalam proses pengembangan Pegawai Negeri Sipil. Tujuan untuk mengetahui dan menganalisis strategi peningkatan kualitas sumber daya aparatur. Metode penelitian yang digunakan penulis yaitu metode penelitian kualitatif deskriptif dengan pendekatan induktif. Teknik pengumpulan data dilakukan dengan wawancara, observasi dan dokumentasi serta menggunakan teknik analisis data triangulasi untuk penentuan strategi dengan analisis SWOT. Pada umumnya peningkatan kualitas sumber daya aparatur di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kabupaten Sumedang baik. Namun saat ini masih ada kendala sehingga masih belum optimal. Pelaksanaan Diklat masih belum sesuai kebutuhan organisasi, dan masih berorientasi pada pendekatan anggaran. Untuk mutasi Pegawai Negeri Sipil merujuk pada Peraturan Pemerintah No. 13 Tahun 2002 tentang Pengangkatan Pegawai Negeri Sipil Dalam Jabatan Struktural. Manfaat optimalisasi perencanaan penataan sumber daya aparatur dalam peningkatan kualitas kinerja aparatur.

The phenomenon of the politicization of the bureaucracy is nothing new in politics in Indonesia, the politicization of the bureaucracy has long been the case ever since the implementation of the general elections in Indonesia for the first time in 1955. The entire regime that once ruled in Indonesia has ever put through the politicization of this bureaucracy even up regime power today because by utilizing the existing positions in the bureaucracy, it can pave the way for political purposes. The application of the merit system policies to achieve good governance and clean is a step taken by the Government as a system of monitoring the implementation of transfer, promotion, and demotion conducted by political officials. This study uses qualitative research using reference data from many previous studies used as a literature review and a national online media news concerning the application of the merit system and bureaucracy politicization pressure that occurs. Based on the analysis using the software NVivo 12 Plus, it can be deduced that to realize good and clean government in the middle of bureaucratic politicization needed policy on the application of the merit system in personnel management, which aims to encourage the government bureaucracy to become more competent in solving the problems of public-oriented towards public service.Fenomena politisasi birokrasi bukanlah hal baru dalam politik di Indonesia, politisasi birokrasi telah lama terjadi sejak penyelenggaraan pemilihan umum di Indonesia pertama kali pada tahun 1955. Seluruh rezim yang pernah berkuasa di Politisasi birokrasi ini pernah dilakukan Indonesia bahkan sampai kekuasaan rezim saat ini karena dengan memanfaatkan posisi yang ada di birokrasi dapat membuka jalan bagi kepentingan politik. Penerapan kebijakan merit system untuk mewujudkan good governance dan clean merupakan langkah yang diambil oleh Pemerintah sebagai sistem pengawasan terhadap pelaksanaan mutasi, promosi, dan penurunan pangkat yang dilakukan oleh pejabat politik. Penelitian ini menggunakan penelitian kualitatif dengan menggunakan data referensi dari berbagai penelitian sebelumnya yang digunakan sebagai tinjauan pustaka dan pemberitaan media online nasional mengenai penerapan sistem merit dan tekanan politisasi birokrasi yang terjadi. Berdasarkan analisis dengan menggunakan software NVivo 12 Plus, dapat disimpulkan bahwa untuk mewujudkan pemerintahan yang baik dan bersih di tengah politisasi birokrasi diperlukan kebijakan penerapan merit system dalam pengelolaan kepegawaian, yang bertujuan untuk mendorong agar birokrasi pemerintahan menjadi lebih kompeten dalam menyelesaikan masalah-masalah yang berorientasi pada publik menuju pelayanan publik.

Merit System is the placement of someone with a high leadership position based on their competency. The government as the holder of power always makes new regulations or policies and also changes existing policies, to improve the quality of life of the people and the government institution itself. This article aims to analyze the merit system policy in the implementation of the government in Indonesia in implementing the principles of good governance and to see how the role of Baperjakat in making the mutation decision letter has caused problems between ASN and the Regent of Simeulue. The research method uses descriptive qualitative through literature review and research information. Sources of data obtained through journals, news, and documents. Data analysis techniques using Nvivo plus 12 analysis in the form of the crosstab. The results showed that the procedure for the policy of the position of the State Civil Apparatus (ASN) issued by the Regent of Simeulue was not based on established rules. In the process of mutation, the basic foundation of its implementation is still to use the seniority system and the spoil system where this system is not well used in the mutation process. In this mutation, the application is not by the principles of good governance.

This study seeks (1) to explore local government strategies in selecting personnel for strategic positions; (2) studying the role of the RPA (Regional Personnel Agency) in carrying out the Decency and Appropriateness Test of personnel applying for the "Position Auction"; (3) studying the role of the Sekwilda in conducting the fit and proper test; (4) searching for the fit and proper test models according to local characteristics. The agenda for improving Indonesia's public sector becomes a necessity if it is linked to developments and current demands, such as good governance, professionalism, transparency, accountability, ethical and moral enforcement in the delivery of public services (Milakovich and Gordon, 2007 in Nurprojo, 2014). The improvement of the Indonesian bureaucracy through the enactment of the State Civil Apparatus Law is expected to be able to realize a better Indonesian bureaucracy through the performance of professional civil servants based on competence and competition by establishing a merit system in State Civil Apparatus management.  This study uses a qualitative paradigm by relying on researchers as data collectors through in-depth interviews and participatory observation. In-depth interviews were conducted with local elites (Head of the Regional Personnel Agency, Staff of the Regional Personnel Agency, Members of the Regional People's Representative Council, Members of the Selection Committee, Non-Governmental Organizations, the media and intellectuals) who were concerned with local governance. This is done to determine the implementation of the propriety test and due diligence in the context of filling strategic positions in the regions.

In the current era, countries are required to contribute in order to compete with developing and developed countries. The government provides the legal basis governing the State Civil Apparatus, namely Law No. 5 of 2014. The regulation discusses its relation to the merit system based on qualifications, competencies, and performance. With this regulation, planning in developing human resources is needed in order to improve the quality of personnel themselves. The development of good apparatus resources will benefit an organization. One way can be done by providing education and training for apparatuses to improve their competence and quality. The discussion contained in the regulation of Law No. 5 of 2014 explains the management of human resources in accordance with the regulations.

This paper aimed to explain public financial governance based on good governance implementation in Jakarta Provincial Government. This paper specifically discussed towards transparancy implementation of local budget (APBD) through open data portal that publishes budget data to public. In general, financial transparency through open data has met Transparency 2.0 standards, namely the existence of encompassing, one-stop, one-click budget accountability and accessibility. But there are indeed some shortcomings that are still a concern in order to continue to maintain commitment to the principle of transparency, namely by updating data through consistent data visualization.Transparency of public finance needs to continue to be developed and improved through various innovations to maintain public trust in the government.Keywords: Public Finance, Open Data, Transparency

One important principles of good governance in public services is public participation. since good governance is a conception of a clean, democratic, and effective governmental administration, it regulate a synergistic and constructive relationship between the government, private business world and society. This research combines both quantitative and qualitative methods as mixed methods. Based on simple linear regression analysis results, it is found that technological training, participation in law and government, financial governance and assets and development of managerial values have a significant positive effect on implementation of good governance. The advice in this research is the application of technology training should be done effectively, with technological training to the employees themselves, especially in the use of computerization and internet in order to achieve tujuan that want to be achieved by trade and industry service.Keywords:good governance, technology training, participation in law and government

The effort to put good governance in development in Indonesia is basically not new. Since the Reformation, the transformation of closed government into an open government (inclusive) has begun to be pursued. Highlighting the conflicts in the land sector that tend to strengthen lately, there are some issues that have intensified conflicts in the field, such as the lack of guaranteed land rights in various legal and policy products. In this paper, a descriptive method is considered important in identifying the applicable issue and methodological framework for addressing governance issues in Indonesia. To reduce such agrarian conflicts between farmers and the government, and as an effort to increase farmers' income, all farmers are incorporated into agricultural cooperatives. Agricultural cooperatives are structured down to the National Level. Thus, farmers participate in good access to the marketing of agricultural produce.Keywords:good governance, agrarian conflict, agricultural cooperative

Sierra Leone has seen the rise of Charismatic movements that are bringing about greater levels of co-operation with the state. This new church development aims at renewing the Christian faith and projecting a more proactive role towards public governance. This ecclesial development shows that African Pentecostal/Charismatic theology appears to be moving away from the perceived isolationist theology that once separated the church from involvement with the rest of society. By reapplying the movement's eschatological beliefs, Charismatics are presenting themselves as moral crusaders who regard it as their responsibility to transform public governance. The article probes this relationship so that the Charismatic understanding of poverty, prosperity, good governance and socio-economic development in Sierra Leone can be more clearly established.
