<p>The press as the most important mass media and as a tool for directing public opinion in the First Pahlavi Era faced many ups and downs. Alteration in the political system, the tendency toward dictatorship government and the implementation of pseudo-modernist programs affect the existence of press. In this period, the press had to write in congruence and in sync with the government programs, otherwise they were no longer survival. The synchronization of press with the government programs and the censorship of public opinion, against the government were entrusted to the Police Department. The press censorship, contrary to common view, was not done in a systematic and specified framework and structure and, depending on the King’s view, the civilian statesmen, staffs and police chiefs were different. The present article tries to analyze the way of implementation of censorship policy and the extent of penetration and interference of police department in this case through using descriptive and analytical method.</p>

This article analyses the impact of constitutional referendums on the political system in Italy. There were three constitutional referendums conducted in 2001, 2006 and 2016. All of them have been organised by the ruling parties, however, only the first one was successful. In the subsequent referendums, the proposals for amending the constitution have been rejected by voters. The article finds that lack of public support for the government resulted in voting „no” in the referendum.

This paper discusses the African press in Kenya in the years between 1945 and 1952. The growth of an extensive vernacular press was caused by the political frustrations suffered by Kenya's Africans and the political, social and ethnic divisions which separated them. The press can be divided into three major categories: moderate nationalist, regional vernacular and populist newspapers. The moderate nationalist newspapers were edited by members of the educated elite who campaigned for constitutional change and social reforms. The regional vernacular papers were concerned more with local than national issues. The populist press was edited by semi-educated men active in politics at the grassroots level who came to reject the moderate leadership. All these papers publicized the activities of the Kenya African Union and demanded an improvement in the political and social position of Africans in Kenya. But they also expressed the ethnic, political and social hostilities which divided their editors. The decline of moderate leadership was reflected in the closure of their newspapers. The radicals who seized power in K.A.U. in 1951 were supported by the populist press and began new newspapers in 1951 and 1952.Some of the African newspapers achieved quite large circulations, were distributed by agents throughout the towns of Kenya and attracted some advertising revenue. But they all suffered from lack of money and found it difficult to find and pay a printer, and they suffered also from the lack of experience of their editors. Many newspapers lasted only a short time. But throughout these years there were always a number of newspapers published. These were widely read and were politically influential. The populist press played a direct role in stimulating militant resistance. Government attempts to curb the African press and to replace it with government newspapers were not successful. Only in 1952 when a State of Emergency had been imposed and the government had assumed powers to refuse printing licences and to suppress newspapers could the African press be silenced.

In this research we dealt with the aspects of the presidential system and the semi-presidential system, and he problematic of the political system in the Kurdistan Region. Mainly The presidential system has stabilized in many important countries, and the semi-presidential concept is a new concept that can be considered a mixture of parliamentary and presidential principles. One of the features of a semi-presidential system is that the elected president is accountable to parliament. The main player is the president who is elected in direct or indirect general elections. And the United States is a model for the presidential system, and France is the most realistic model for implementing the semi-presidential system. The French political system, which lived a long period under the traditional parliamentary system, introduced new adjustments in the power structure by strengthening the powers of the executive authority vis-à-vis Parliament, and expanding the powers of the President of the Republic. In exchange for the government while remaining far from bearing political responsibility, and therefore it can be said that the French system has overcome the elements of the presidential system in terms of objectivity and retains the elements of the parliamentary system in terms of formality, so it deserves to be called the semi-presidential system. Then the political system in the Kurdistan Region is not a complete parliamentary system, and it is not a presidential system in light of the presence of a parliament with powers. Therefore, the semi-presidential system is the most appropriate political system for this region, where disputes are resolved over the authority of both the parliament and the regional president, and a political system is built stable. And that because The presence of a parliamentary majority, which supports a government based on a strategic and stable party coalition, which is one of the current problems in the Kurdistan region. This dilemma can be solved through the semi-presidential system. And in another hand The impartiality of the head of state in the relationship with the government and parliament. The head of state, with some relations with the government, can participate in legislative competencies with Parliament.

At present, the reconstruction and modernization of urban development is provided in many cities of Russia. This is due to the fact that living conditions of the population do not meet the modern requirements. The government cannot solve this problem without the involvement of the private sector and population, for which it is necessary to develop an organizational model for the program implementation which identifies the participants, forms mechanisms for their interaction, coordinates the program with public opinion, adjusts the legislative and regulatory framework, conducts research into technical, engineering, social historical, demographic, historical, architectural, transport and environmental aspects of the renovation program. To identify the first results of this program, it is necessary to analyze them. The article shows what happens during the implementation of the renovation program which affects the interests of the population of our country and the political and macroeconomic stability of the country. In order to increase the effectiveness of renovation program, all the participants should take permanent measures, because it is the most important factor affecting the economy development of the whole country.

During the government of AK Party army leaders underprivileged to act as an exclusive guarantor preserving a secular regime in the country. The political balance between Secular and Islamite elites was essentially removed after Erdogan was elected Turkish President. Consistently toughening authoritarian regime of a ruling party deeply accounts for a military coup attempt and earlier periodically occurred disturbance especially among the young. The methods of a coup showed the profundity of a split and the lack of cohesion in Turkish armed forces. Erdogan made the best use of a coup attempt’s opportunities to concentrate all power in his hands and to consolidate a present regime. The mass support of the population during a coup attempt ensured opportunities for a fundamental reorganization of a political system. Revamped Constitution at most increases political powers of the President.

The aim of this paper is to recognize the factors limiting journalists’ sense of autonomy and affecting the level of their self-censorship during the last three decades of the post-transformation period. The issue will be addressed two-fold. First, we will analyze changes in the journalists’ perception on their professional autonomy. Second, we will examine trends in relations between the political system and media system in Poland since the 1990s. The findings show that in the 1990s journalists were still much more concerned about the political factors which could affect their work than about the economic ones. A decade later they had become much more aware of the economic pressures on their profession, such as owners’ expectations and market-driven journalism. In the last few years, however, the constant pressure of ongoing government reforms aimed at bringing the press under tighter political control, as well as the emphasis on ‘national’ content, has already led to some degree of self-censorship on the part of journalists.

The political attitudes of the post-1980s generation in China are important for understanding the country’s political future. Public opinion surveys reveal the post-1980s group as the least nationalistic and more sceptical of the government than the older generations. They show little interest in politics despite their confidence of participating in public issues. In the long term, Beijing will have to face a society led by the more critical and less obedient post-1980s.

From the late eighteenth century to WWII, shrine Shintō came to be seen as a secular institution by the government, academics, and activists in Japan (Isomae 2014; Josephson 2012, Maxey 2014). However, research thus far has largely focused on the political and academic discourses surrounding the development of this idea. This article contributes to this discussion by examining how a prominent modern Shintō shrine, Kashihara Jingū founded in 1890, was conceived of and treated as secular. It also explores how Kashihara Jingū communicated an alternate sense of space and time in line with a new Japanese secularity. This Shintō-based secularity, which located shrines as public, historical, and modern, was formulated in antagonism to the West and had an influence that extended across the Japanese sphere. The shrine also serves as a case study of how the modern political system of secularism functioned in a non-western nation-state.

Abstract While the problem of political corruption in mid-nineteenth century Britain has been much studied, the experience of corrupt behaviour in public bodies, both new and long established, is comparatively neglected. This article takes the example of one of the first inspectorates set up after the Great Reform Act, the Factory Office, to examine the extent of corrupt practices in the British civic state and the means whereby it was addressed. It examines the changing processes of appointment, discipline and promotion, the issues of remuneration and venality, and the relationships between inspectors, workers, factory owners, the government and the wider civil service, and the press and public opinion. The article argues that the changing attitudes of the inspectors, especially those of Leonard Horner, were indicative of a developing ‘public service ethos’ in both bureaucratic and cultural settings and that the work of such unsung administrators was one of the agencies through which corrupt behaviour in the civic structures of Victorian Britain was, with public support, challenged. The article concludes that the endogenous reform of bureaucratic practice achieved by the factory inspectorate may even be of equal significance as that which resulted from the celebrated Northcote–Trevelyan Report of 1854.

The seizure of the government by Field Marshal Sarit Thanarat in September, 1957, was more than the assumption of political power by another military leader in Thailand, and the overthrow of the former regime headed by Field Marshal Phibun Songkhram marked a definite turning point in the evolution of the Thai political system. After experimenting with constitutional democracy for almost twenty-five years, Thailand turned to a new form of political rule. The purpose of this article is to survey briefly the development of the Thai political system since the beginning of the constitutional regime in June, 1932, and to assess the present trend of the Sarit government in a country where military officers have long played a pre-eminent role in the political life of the nation.
