<p>The competition that exists today in the labour market has significantly raised the value of knowledge, skills and experience of staff. This particular importance for the modern professional acquire fluency in its modern information technology and the ability to continuously improve the skills. The actual trend is also for university teachers. Getting new knowledge and skills practically useful and applicable in daily teaching activities, in the era of information society significantly expands opportunities for self-realization and contributions to career growth. However, in implementing the model of continuous training of teachers for careers there are some significant obstacles. One of them, given the intense schedule of the educational process in terms of academic mobility is the lack of time. Another the geographical factor. With the location of the university in another city, its visit is inconvenient and expensive. Experience of universities of many countries shows that an effective tool to overcome these obstacles is distance learning, which allows to get all necessary knowledge at any time and in any place. The identity of urgency takes in terms of academic mobility when students andteachers work in another country. The paper proposes a methodological approach that takes into account these features. The paper deals with the structuring of project management programs of academic mobility. The features of these projects show their impact on the progress and results of the implementation. It is shown that traditional approaches to solving the problems of academic mobility management applications to integrate the process of setting objectives and planning projects. But due to the complexity of academic mobility programs to solve these problems effectively without decomposing it into components can be managed quite difficult. Therefore, the main idea of this paper is that an increasing the efficiency of the university on the basis of a possible application of rational structuring of academic mobility programs. The features of these projects shows their impact on the progress and results of their implementation and the ways of construction of project management distance learning systems.</p><p>The paper presents the analyse of thestructure of scientific and methodological basis of project management systems. In this structure are identified two parts: creation tool to identify knowledge users and how they change, and the creation of information tools effect on these people. The model determines the effect of academic mobility project management tools through knowledge of business administration at the progress of the educational projects.</p>

The article combines a theoretical approach to structuring knowledge that is based on the integrated use of fuzzy semantic network theory predicates, Boolean functions, theory of complexity of network structures and some practical aspects to be considered in the distance learning at the university. The paper proposes a methodological approach that takes into account these features. The paper deals with the structuring of project management programs of academic mobility. The educational process, not only in our country, but also in the world, has undergone drastic changes since March 2020. The total transition from traditional classroom classes to distance education occurred due to the threat of the coronavirus pandemic (COVID-19). The changes affected not only the learning process, but also the innovative activities that were implemented in educational organizations. The purpose of this article is to describe and analyze the experience of spreading innovations in schools in the city of Krasnoyarsk during the pandemic to identify related problems and ways to solve them. The main idea of the work is to study the transformation of the phenomenon of educational innovations in school education in the context of universal distance learning. Within the framework of the study, the possibility of organizing distance learning and conducting innovative activities during the pandemic was monitored. The survey was conducted for all educational organizations in the city of Krasnoyarsk. Secondary analysis and interpretation of the survey results, systematization and classification of the theoretical and factual materials used, analysis of management practices and experience of educational organizations in the conditions of extreme transition to remote mode were carried out, which together made up the author’s research result. In the course of the work, the key problems faced by the education system of the city of Krasnoyarsk during the transition to remote operation were also identified.

Today, the study of the problem of interdisciplinary integration in professional education is a historically formed direction and has been studied by scientists deeply enough. However, within the framework of the implementation of the competence-based approach in teaching, which is the focus of state compulsory education standards, the problem of interdisciplinary integration acquires a new meaning. The essence of the new meaning of interdisciplinary integration is substantiated by the modern socio-cultural conditions of globalization, informatization, interdisciplinarity, and digitalization. Interdisciplinary integration is the applied focus of the components of the educational process of the university (goal, result, content, form and methodology of teaching) and manifests itself in the relationship of academic disciplines with the content and technologies of professional activity of future teachers, as well as in the consistency of the processes of teaching and upbringing at the university. The globalization of education refers to the process of creating a worldwide unified education system, which erases the differences between the educational systems included in it. Informatization of education is a process when the sphere of education is provided with the methodology and practice of the development and optimal use of modern information technologies, focused on the implementation of the psychological and pedagogical goals of training and education. Digital skills in the modern world are necessary and must be complemented by cross-cutting interpersonal skills, as the ability to effectively interact in the current environment of distance learning. In the process of distance learning, video conferences using computer communication, virtual environment, online lectures and seminars are actively used. A distinctive feature of distance learning is computer-based learning, which contributes to the development of digital skills, since it is based on the student's independent cognitive activity, is active and personality-oriented. The above requires the development of digital skills in future teachers based on cross-subject integration. This article examines the problem of developing digital skills in future teachers based on interdisciplinary integration, and also provides a meaningful characteristic of digital skills.

Professional training of future teachers in the twenty-first century is impossible without taking into account its global context. For professional success in a rapidly changing world, new personality traits are required: mobility, flexibility, adaptability, tolerance. In this regard, the internationalization of pedagogical education and the teaching profession is becoming a global trend today.The purpose of this article is to analyze the current situation of academic mobility in the Republic of Kazakhstan, identify barriers that hinder the development of academic mobility of students, experimentally test the effectiveness of the orientation course on academic mobility for students. In order to provide pedagogical support and develop motivation for academic mobility of students at the L.N. Gumilyov Eurasian National University, we have developed and implemented an orientation course for 2nd year undergraduate students «Student Mobility: Opportunities and Prospects» in the first semester of 2020, which prepared and acquainted future teachers with the possibilities of international academic mobility programs and the features of credit technology of education. According to the results of the introductory course of the second year bachelor’s degree, changes were noted in the motivational component of readiness for academic mobility of students in the experimental group. In conclusion, we noted that to provide pedagogical support of future teacher for academic mobility at the university , it is necessary to use various kinds of programmes in the educational process in order to increase readiness of students for academic mobility. It is also necessary to carry out systematic pedagogical support of students for academic mobility, to involve tutors, advisers, teachers, coordinators of the international department to eliminate linguistic, organizational, informational, resource, normative, meaningful barriers to academic mobility of future teachers.

"The main idea of modern education is to build competences as a produce of university educational process. One of the most important competences of intending teachers to be built is mobility competence, which is a component of professional pedagogical competence. We believe, to train a mobile teacher is possible within a purposefully created cross-cultural educational university environment, where the designed technology of developing intending teachers’ academic mobility based on the cross-cultural approach is implemented. The empirical methods of the research are represented by observation, interlocution, interview, questioning, testing, expert review, generalization of independent data, pedagogical experiment, and mathematical statistics. To estimate the readiness of intending teachers for academic mobility under the conditions of cross-cultural educational environment, four levels of readiness are offered: optimal (high), admissible (middle), critical (low), and inadmissible (not ready). To determine the level, we have developed three criteria (cognitive, motivational-valuable, acting-reflective) and their indicators. At the motivating stage of the pedagogical experiment we conducted surveys of different respondent groups (random sample including online format, 1261 respondents) with the help of the questionnaires we had developed. The received data were used in the training course “Teaching a foreign language through the culture of native speakers”, which contributed to the building of mobility competence of intending teachers. At the monitoring stage of our experimental education the comparison of the results of the incoming and outgoing assessment according to the developed criteria and indicators showed significant growth of the students’ readiness for academic mobility, which allows us concluding that the designed technology of developing academic mobility based on the cross-cultural approach is effective in building mobility competence of intending teachers."

Подчеркивается необходимость своевременного вычленения и качественного анализа проблем дистанционного обучения, учета предпочтений и интересов обучающихся и преподавателей вуза, консолидации их усилий по преодолению трудностей и решению проблем, связанных с объективными и субъективными ситуациями, особенностями использования технологий дистанционного обучения при организации образовательного процесса в университете. Описаны особенности использования дистанционной формы организации обучения в вузе. The article describes the need for timely identification and qualitative analysis of the problems of distance learning, taking into account the preferences and interests of students and university teachers, consolidating their efforts to overcome difficulties and solve problems related to objective and subjective situations, the peculiarities of using distance learning technologies in the organization of the educational process at the university. In the current situation, burdened by the spread of a new coronavirus acute respiratory infection, which is caused by the coronavirus SARS-CoV-2 (2019-nCoV), the world education system (including higher education) is forced to turn to distance learning technologies. These technologies allow you to work remotely, maintaining the necessary distance, protecting the health of people (both students, teachers, and employees of higher educational institutions), excluding their close interaction during training, scientific research, in the admission campaign, in extracurricular work, etc. The authors describe the features of using the remote form of organizing training at the university so that it contributes to the maximum saving of students ‘ health, has a positive effect on their physical and mental state; minimizes the viral load in a difficult epidemiological situation; increases and develops digital literacy of students; “opens” new opportunities for remote work for the teaching staff. The article provides the data obtained in the study (survey) of the impact of the use of distance learning technologies on the health of the full-time and part-time students of the 1st – 5th year of studies of the area of training 44.03.05 Pedagogical education (with two training profiles) of the Institute of Psychology and Pedagogy Bunin Yelets State University.

During the last decade there were a lot of organizational changes in the academic libraries. The academic library become one of the leading divisions of the university in formation of information culture of students. It is obvious that academic libraries currently are caught up in a cultural and informational tsunami. The new global information-communication environment is formed very quickly. Modern ICT also is an integral part of modern academic library. These two main factors undoubtedly influences changes of classical schemes of organizational culture. The academic library nowadays is acting as educational change agent. Moreover, mass higher education, flexible delivery, student centred and problem based learning, information literacy and other graduate attributes, are accelerating curricular and educational change in progressive universities. Academic librarians need to be as partners for academic teachers and others in that change. The academic library directly takes part in educational process of university. It is clear that the universities should play the important role in human resource develop-ment to serve the needs of improving the efficiency and quality in all aspects of the people in the country. Such a mission can be solved only in very close participation of the academic library in educational process. The objectives of this study are (1) to study the basic concepts and levels of information culture, (2) to study the main criteria of the information culture in the academic libraries and related parameters affecting the development of the academic library to be a modern organization; and (3) to analyse practical aspects of display (expression) of the mentioned parametres of information culture. The main idea of this study is that in the academic library, as well as in other open organisation, it is pos-sibly to create favourable conditions for effective formation of information culture. The mission of the university academic library must therefore move beyond excellence in information identification, acquisition, organisation, access and skills development. It should be described and asserted in educational terms. It is obvious, that academic library must continue to redefine own role within the teaching and research mission of the university. All necessary conditions should be created in order to guarantee continious process of formation of information culture. Based on an example of the academic library of the University of Siauliai the basic directions of modernisation of functioning of library and effective ways of its participation in educational process are shown in the paper. Анализируется проблема разработки, характеристики и реализации важного условия организации образовательного процесса в университете с применением технологий дистанционного обучения, связанного с созданием в университете качественной цифровой образовательной среды, развития технической инфраструктуры и повышения квалификации вузовских преподавателей с целью эффективного использования ими технологий дистанционного обучения в процессах цифровой трансформации высшей школы. Причем такое условие анализируется не только с позиции повышения эффективности организации исследуемого процесса, но и с позиции обеспечения деятельности вуза, отвечающей требованиям мировых стандартов, что чрезвычайно важно в формате реализуемой государственной программы Российской Федерации «Развитие образования» на 2018–2025 гг. Приводятся данные опроса студентов и преподавателей университета, освещающие результаты измерения уровня эффективности реализации проверяемого условия организации образовательного процесса в университете с применением технологий дистанционного обучения. The materials of this publication analyze the problem of development, characteristics and implementation of an important condition for the organization of the educational process at the university with the use of distance learning technologies, associated with the creation of a high-quality digital educational environment, the development of technical infrastructure and advanced training of university teachers in order to effectively use distance learning technologies in the processes of digital transformation of higher education. And a certain condition is analyzed not only from the perspective of improving the efficiency of the organization of the process under study, but the operations of the University that meets the requirements of world standards, which is extremely important in the format of the State program of the Russian Federation “Development of education” for 2018–2025. The results of study of the levels of effectiveness of the implementation of the conditions are tested and and the data of the questionnaire survey of students and teachers are provided. The article describes the terms “distant education” and “distant learning”. The synonymy of their meanings and the peculiarities of their use in the context of the characteristics of a special way of implementing the educational process at the university are noted. The features of the implementation of the selected condition that took place in 2020 are noted: flexibility in taking into account the time frame of classes and in choosing an individual pace of training; modularity; the use of various types of communication; wide coverage of the audience of students.

Problem and goal. In the context of digital globalization traditional forms of communication at the university are forced to transform in order to meet educational objectives. However, the established practice of building communications in universities in new formats has revealed a number of problems of ineffective interaction between participants in the educational process. The article aims to identify the main features of the transformation of the forms of communication in distance learning at the university. Particular attention is paid to the conditions for the formation of an effective digital dialogue in the university-student-teacher triad. Materials and research methods. The study of the transformation of communication is considered from an economic, pedagogical, and philological (semiological) point of view. The economic approach includes consideration of resource constraints that prevent the development of various forms of communication in the educational space, and an assessment of the effectiveness of the communication process. The pedagogical approach allows to evaluate the technologies and formats of communication in online learning. The semiological approach is focused on the choice of techniques and schemes that are adequate to digital dialogue. The empirical research was carried out using the questionnaire. The survey involved 2–4-year students at the Ural Federal University named after the first President of Russia B. N. Yeltsin. Research results. In the 2020–2021 academic year, students were able to adapt to rapid inclusion in distance learning and the use of digital technologies, but half of the students prefer to return to the traditional format of education, 39% of students for a mixed (blended learning) format. It was found that if the verbal forms of communication when transferring the course content from the teacher to the students were not transformed taking into account the digital environment and online learning, then this could lead to unnecessary complexity for perception (according to 54.5% of respondents), the appearance of information noise, as a consequence, the appearance of discomfort (for 40% of the respondents) and attempts to avoid communication (for 18%). 52% of students indicated that their opinion about distance improved over time. Discussion and conclusions. The authors concluded that digital skills today mean more than digital literacy. In communication, it is important to develop new technologies, techniques and tools that are adequate to new educational and upbringing tasks. And in modern conditions, burdened by pandemic threats, other ways of digitalizing the university with the construction of effective communications are rather impossible.
