A lack of concern on ethics in public administration may be considered the biggest barrier to quality service delivery. Many efforts have been made to promote ethical standards between public servants. Among those efforts, improving leadership skills can prove to be effective in promoting ethics in public service (Hart 2001).Therefore, ethical leadership behavior is very vital as that ensures ethical guidance. In order to identify the ethical leadership behavior of the public sector, customized measures are essential. This study describes the process of development of a 30-item instrument for measuring ethical leadership behavior in the public service with reference to Divisional Secretariats in Sri Lanka. According to Hinkin's (1998) recommendations in items generating both qualitative and quantitative methods were utilized. First observed the articles which were published related to ethical leadership and examined to find items and dimensions. A focus group discussion was conducted with 20 in-depth interviews to generate additional items to determine whether additional dimensions of ethical leadership would emerge. Based on these two steps, the researcher found 30-items with five dimensions. They were fairness, employee orientation, role clarification, integrity and ethical guidance. These 30-items were included in a questionnaire and a quantitative study was undertaken with 100 respondents employed in the Divisional Secretariats within Gampatha District. Reliability test and factor analysis were used to ensure reliability and validity of this measures. Finally, these 30-items were loaded to four dimensions. Such as people orientation, integrity, ethical guidance and role clarification.

The most accepted SERVQUAL is heavily applied to measure the service quality of Business to Customer (B2C) profit oriented organizations than for non-profit organizations. As such, this paper describes the development of a 19-item instrument for assessing customer perceptions of service quality in public service with special reference to Divisional Secretariats in Sri Lanka. To do so, both qualitative and quantitative methods were utilized in three fundamental stages recommended by Churchill (1979) and Parasuraman et.al, (1988). In following their footsteps, initially a qualitative research was undertaken in five Divisional Secretariats within Gampaha District through interviews with 50 customers from different backgrounds and affiliations which produced 42-items with eight factors emerged. These 42-items were included in a questionnaire and quantitative study was undertaken with 100 respondents who were current or recent customers of Divisional Secretariats within Gampatha District. To ensure the reliability and validity of the measures of service quality construct, mainly reliability test, split-half reliability and factor analysis, were used. Finally, 42-items were deduced in to 19-items and a new scale was developed to measure the service quality of Divisional Secretariats with 5 dimensions Responsiveness, Communication, Tangible, Empathy and Assurance. Among these, responsiveness dimensions could be the least important and the empathy dimension was of most concern to customers. As a closing note, limitations and further studies were discussed.

Employee engagement is crucial in the delivery of public service efficiently and effectively. Employee engagement is essential as a foundation for service climate (Salanova et al., 2005). Measuring employee engagement is vital to identify the areas to be improved to increase the service quality. The most accepted Utrecht Work Engagement Scale (UWES) is heavily applied to measure the employee engagement of Business to Customer (B2C) profit oriented organizations. Therefore, a customized measure for employee engagement is essential for public service. This paper describes the development of a customized scale based on UWES scale for assessing employee engagement in public service with reference to Divisional Secretariats in Sri Lanka. In developing and validating measures, qualitative and quantitative methods were utilized as recommended by Hinkin's (1998). Finally, a customized scale with 16-items was developed under vigor, dedication and absorption dimensions to measure the employee engagement of public service in Sri Lanka.

Although Sri Lanka made attempts to adopt policies of decentralization and democratic governance to enhance citizens’ trust, the efforts had yielded very little success. As such, this study attempts to assess the level of citizens’ trust in public institutions in the eastern province of Sri Lanka and explores the factors contributing to the decline of citizens’ trust in public institutions. Both qualitative and quantitative methods consisting of questionnaire survey, in-depth-interview and focus group discussion as data collection techniques were employed in this study. Overall, it was found that the people have little trust in the public institutions due to lack of awareness, discrimination in terms of ethnicity, undue delay, lack of modern facilities and political influence. Thus, it is paramount on the part of government to address these challenges to restore the trust among the citizens on these public institutions.

The aim of the present study is to analyze brand resonance measures to assess reliability, dimensionality and validity using existing models of brand resonance. This study is based on a mixed approach of research methodology, using qualitative and quantitative methods. In the qualitative approach, we use expert interview and focus group discussion tools. In the quantitative approach, a corporate survey was conducted and 560 responses were collected through a structured questionnaire. The analysis is performed using statistical scaling tools such as Exploratory Factor Analysis (EFA) and Confirmatory Factor Analysis (CFA). This study initiated scale extraction and operationalization processes for 72 observed variables to measure nine latent variables and obtained 34 statistically extracted observed variables. The study provides a reliable and validated means to measure brand resonance constructs. The study develops a brand resonance scale, which can help brand managers to measure consumers’ levels of brand resonance, in order to describe the strength of the bond of their consumer with their brand(s). This study develops empirically extracted measures of brand resonance, making it distinctive in the branding literature. The study also ensures all important aspects of measurement scale, such as validity and reliability.

Past several decades management has become a vital concern to society. If we look at pools, we notice that the public does not have good opinion abouth management ethics and business. For the management community to turn this situation around, significant efforts are required. It should be understood what management ethics means, why it is important and how it should be integrated into decision making. Principles of ethics from moral philosophy and management theory are available to inform interested managers. Next challenge is to avoid immoral management, transitioning from an amoral to a moral management mode of leadership, behavior, decision making policies and practices. Moral management stands on ethical leadership. It requires that managers search out those vulnerable situations in which in which amorality may reign if careful, thoughtful reflection is not given by management. Further requires that managers understand, and be sensitive to, all the stakeholders of the organization and their stakes. If the moral management model is to be achieved, managers need to integrate ethical wisdom with their managerial wisdom and to take steps to create and sustain an ethical climate in their organizations. When all that will be done, the desirable goals of moral management will be achievable.

This study was aimed at diffusing the value education model through traditional songs and games for kindergarten teachers in Yogyakarta. This model is an early childhood learning innovation for value education. Diffusion research is a study to disseminate models to teachers; therefore the research subjects were kindergarten teachers. The subject of this study in Kindergarten Schools in DIY included 15 kindergarten schools in Bantul, Sleman, Kulonprogo, Bantul and Yogyakarta city regencies involving 32 teachers. The data were gathered using focus group discussions and questionnaires. The data then analyzed using mixed descriptive qualitative and quantitative methods. This study proves that the model of value education in early childhood through traditional songs and games has five characteristics as innovations which have the advantages of relative, compatibility, complexity, can be tested and can be observed. In addition, in the process of disseminating to the teacher through five stages of diffusion, namely: knowledge, persuasion, decision, implementation, and confirmation. Teachers also tend to use traditional songs and games to inculcate religious values which are the school's peculiarities.DIFUSI MODEL PENDIDIKAN NILAI PADA ANAK USIA DINI MELALUI LAGU DAN PERMAINAN TRADISIONALPenelitian ini bertujuan untuk mendifusikan model pendidikan nilai melalui lagu dan permainan (dolanan) tradisional pada guru taman kanak-kanak ‘Aisyiyah di Daerah Istimewa Yogyakarta (DIY). Model ini merupakan inovasi pembelajaran anak usia dini untuk pendidikan nilai. Penelitian difusi merupakan penelitian untuk menyebarluaskan model kepada para guru; oleh karena itu subyek penelitian adalah guru taman kanak-kanak. Subjek penelitian ini di Sekolah Taman Kanak-kanak di DIY meliputi 15 sekolah Taman-Kanak-kanak di Kabupaten Bantul, Sleman, Kulonprogo, Bantul dan Kota Yogyakarta melibatkan 32 orang guru. Pengumpulan data menggunakan focus group discussion dan kuisioner. Analisis data secara deskriptif kualitatif dan kuantitatif. Penelitian ini membuktikan bahwa model pendidikan nilai pada anak usia dini melalui lagu dan dolanan memiliki lima karakterisik sebagai inovasi yakni memiliki keunggulan relative, kompatibilitas, kompleksitas, dapat diujicoba dan dapat diamati. Selain itu dalam proses penyebarluasan kepada guru melewati lima tahap difusi yakni: pengetahuan, persuasi, keputusan, implementasi, dan konfirmasi. Guru juga cenderung menggunakan lagu dan permainan tradisional untuk menanamkan nilai-nilai keagamaan yang merupakan kekhasan sekolah.

A public organization is an important sector in the administration of the Nation and it needs to remain relevant and accepted by society. The sub-sector such as services and security are the most important organizations that require high performance in society and the country to ensure security is always guaranteed. Military Training Academy, NDUM is an organization involved in various security and humanitarian operations either nationally or internationally. Accordingly, this study was conducted to assess employee motivation in public service activities by using the Public Service Motivation Model (PSM). The elements contained in the model are an attraction to public policymaking, commitment to the public interest, self-sacrifice, compassion, and ethical leadership. This study aims to analyze the relationship between Public Service Motivation (PSM) and organizational performance with ethical leadership among employees in Military Training Academy, NDUM. Quantitative research methods were used and questionnaires have been distributed to staff and instructors in Military Training Academy, NDUM, located in Kuala Lumpur by distributing the questionnaire and analyzed using SPSS 19. The results of this study showed that the attraction towards public policy-making (t=1.927, p>0.01), commitment to public interest (t=0.289, p>0.01), self-sacrifice (t=1.623, p>0.01), compassion (t=0.704, p>0.01) and ethical leadership (t=7.071, p<0.01). Ethical leadership encourages employees to participate in community service programs and improve organizational performance.

The research objective was to evaluate the administration of regional property in the Sarmi Regency Government. The administrative aspects that were studied included the aspects of bookkeeping, inventory and reporting. Qualitative and quantitative methods are used to answer the research formulation. The research object consisted of three Regional Apparatus Organizations (OPD), including the Public Works Office, the Health Office and the Education Office. The interviewed informants are treasurers of goods. The interviewed informants were managers of regional property in three regional apparatus organizationsThe results of the research show that the Sarmi Regency Government has not fully implemented asset administration in accordance with the Minister of Home Affairs Regulation No. 19 of 2016. It is the only aspect of bookkeeping that has the highest value or has implemented regulations. Furthermore, the reporting and inventory aspects have not been said to have carried out regulatory orders.The results of this research resulted in the findings of several obstacles, namely: misuse of assets, weak coordination, lack of human resources to handle assets, and limited incentives for asset managers.

This paper explores and assesses the presence/absence of institutional arrangements in educational settings for addressing the concerns of gender-variant children (GVC) through a sample survey of schools in the three-country context of India, Sri Lanka and Nepal. This research highlights the need for effective regulatory, normative and cognitive structures to address issues of childhood gender variance. With a contextual analysis of recent developments and comprehensive study of data reports in the three countries, the study analyses multiple dimensions of discrimination and bullying of GVC in educational settings. Using qualitative and quantitative methods, this paper highlights causes and issues associated with the problems of GVC as well as affirmative actions and institutional practices required to be implemented in schools in the three-country context. The results and findings provide evidence that academic institutions in India, Sri Lanka and, to some extent, Nepal lack institutional mechanisms to address issues of homophobia, abuse by peer group, mental health issues, emotional challenges, social discrimination, lack of opportunities, lack of monitoring and counselling, micro-level engagements and high dropouts of GVC. This study also charts out futuristic agenda, such as comprehensive mapping of GVC in schools, implementation of effective counselling mechanism, the need to create and adopt basic reference module for educators around gender diversity and variance.

In the past few years, shared bicycles without piles developed so fast, they also experienced problems such as unregulated bicycle parking and unrepaired damaged bicycles. This article’s study about users’ consciously participating in the reporting damaged or illegal vehicles, encourages shared bicycle users’ value co-creation behaviours, and strengthens the interaction between companies and users. This paper uses the combination of qualitative and quantitative methods to analyse the reliability and validity of the collected questionnaires, and uses the structural equation model to test the relevant hypotheses. It draws the conclusion that sense of responsibility, sense of accomplishment, expected revenue, peer acceptance, and self-efficacy have positive impacts on the value co-creation behaviour of shared bicycle users. The value creation behaviour of users has a positive impact on process satisfaction and result satisfaction.
