Gender budgeting has great potential to promote the United Nations 2030 Agenda concerning gender equality and women’s empowerment. This article shares some reflections on the need to implement and institutionalize gender budgeting at the regional level, both by embedding gender issues into the overall regional government budgetary process and by promoting gender equality disclosures. An empirical insight into the institutional behavior of Italian regional governments is provided. The study seeks to understand how the gender perspective is integrated into the governmental strategy that informs the entire budgetary cycle of Italian regional governments, by performing a thematic analysis of the key regional planning documents. The local promotion of gender budgeting implementation through institutional norms and the practice of gender performance reporting in Italian regional governments are also addressed. The results highlight that although there are differing degrees of commitment to gender equality and women’s advancement within the regions, the gender perspective is quite homogeneously integrated into the governmental strategy. Four gendered transversal thematic priorities are identified: the encouragement of women’s employment, the promotion of equal gender opportunities, the enhancement of social inclusion, and the combatting of gender-based violence. Furthermore, although nine regional laws establish gender performance reporting, additional reporting tools integrating non-financial information on gender issues are included solely in a small part of the regional government performance reporting systems. A greater organizational and cultural commitment to the institutionalization of the gender budgeting idea is needed in order to allow stakeholders to appreciate the government’s value outcomes in all their dimensions, including the gender-related social dimension.

Men's subordination towards women still exists in public, social, political, economic as well as cultural areas. Consequently, that kind of social construction negates the representative of women's right due to fear of the present of women's body which trespasses religious and social norms. In fact, any religion and humanity refuse such kinds of discriminition or intimidation towards women.  Harassment towards women can be analized through social, moral, emotional, motivational as well as consept of personality  perspectives. As the alternative solution for aforementioned problems, efforts can be taken such as reinterpreties religious doctrines based on gender perspective, criticizies sexism myths, socializies gender equality to the society and establish the institution concerning gender issues.

The purpose of this study is to describe the authority and position of women in a gender perspective with an analysis based on a historical approach. This type of research was library research by using content analysis techniques in data processing. The results of this study has been shown that in pre-Islamic era in the Arab Jahiliyyah culture, women received unequal treatment with men (not indicating gender equality). But after Islam came, the teachings of Islam raised the dignity of women, which distinguishes women and men by Allah only the value of his piety. In the classical period (the prophet’s period), women have an important role in all aspects of life, such as in the field of transmission of hadith, war, commerce, and so forth. In the mid-period (Islamic dynasties period), women began to have an important role in political life and state.

Gender issues are still a topic that is often discussed in society. Gender is related to the social construction of the division of activities between women and men. Along with the development of times there are many assumptions that say that women still accept injustice and are still discriminated against so that many are demanding gender equality for women. In the Qur'an many verses describe justice and equality between women and men in their responsibilities and carrying out their role, but there are still many people who do not understand the contents of the verses in question. The public or broad audience needs to understand gender construction in this Islamic perspective to be able to realize the ideal gender construction in life, especially in the context of Islamic society.

ABSTRACTThis essay is part of a reflection whose purpose is to discuss and clarify some points and tensions around gender issues from the perspective of embodied consciousness, corporeality and temporality. The texts to be discussed for this purpose are the authors Edgar Morin: Introduction to Complex Thought (1994) and The Mind Sorted Bien (2001); Jacques Luc Nancy, Community DOA (2000) and Merleau-Ponty (1975) Phenomenology of Perception, authors who have allowed a glimpse of new theoretical contributions to gender. The challenge arises from the Philosophical Anthropology is trying to understand the “human phenomenon”, from a metaphysical perspective, according to this conception, the human being is the result of what he does to himself in his relationship with nature. To start this reflection, it is necessary to recognize that it arises from the Phenomenology, which is also considered a philosophy for which the world is always “already there” before reflection as an inalienable presence and allows to account for the space, time and "lived" world. Hurssel the theorist who founded this movement says: I'm not the result or crosslinking of the many coincidences that determine my body or my “psyche” but rather, all I know the world, I know from a prospect or mine experience the world without which the symbols of science would not want to say anything. Vocational education plays a pivotal role in achieving gender equality in skill development, and it has impacted the participation of women in labor market. Although there are various schemes and programs run by different ministries of India, they lack gender focus. As a result, it has widened the gender gap in various socio-economic indicators. This chapter proposes a TVET framework from gender perspective along with the review of current technical and vocational education system in India. It also identifies the challenges faced by women in enhancing their skills and its impact on their employability.

This article assesses the study of gender equality policies in European Union external actions with a focus on the theoretical and empirical routes to understanding the field in times of crises. It argues that the emerging body of literature on gender in European Union external relations makes it possible to explain, understand, and judge the European Union in global politics by rethinking the nature of power from a gender perspective. The article then argues that to develop gender and European Union external relations in its next decade, it is necessary to rethink the study of the European Union as a global gender actor. This encompasses a reassessment of the ‘European Union’, ‘gender’, and the ‘global’, as well as the development of a holistic macro-, meso-, and micro-analysis. The article concludes by proposing a distinctive theoretical and methodological approach which involves a holistic intersectional and inclusive study of gender+ in European Union external actions.

Abstract In light of postcolonial feminist criticisms, this article asks how does gender mainstreaming functions as a strategy for introducing a gender perspective into the constitution writing process and constitutional text? The 2005 Iraqi Constitution is used to explore the method outside of its usual Western-dominated intergovernmental organization (IGO) context. Three main questions guide the analysis: Did gender mainstreaming promote gender equality effectively? Were there any shortcomings that were a result of a failure to account for intersectionality? Was the association of gender mainstreaming with Western-dominated IGOs a hindrance to the advancement of gender equality?

AbstractKorean Confucianism has been described as “the enemy of feminism”: feminists often argue that Confucianism is the source of the patriarchal society. Feminist scholars have produced significant works about Confucianism's role in preserving the idea of women's subordination to men; they argue that the idea of men's superiority to women is embedded in Confucian philosophy. In this article I will examine whether Confucian philosophy is responsible for women's subordination to men in such Confucian texts as Naehun, The Book of Change, The Book of Poetry, and The Analects. Naehun was written by the mother of King Sǒngjong in 1475, for the purpose of the Confucian education of Korean women; I will look also at other, related, Confucian texts used for Korean women's education. Confucian classics such as The Book of Change, The Book of Poetry and Confucian Analects will be included in the analysis to investigate whether Confucianism legitimizes women's subordination tomen. In the analysis of these Confucian classics, I will focus on the ongoing debate between scholars of Confucianism and feminism in Korea today.
