Labour market inequalities across disability statuses, sex and age

The paper analyses basic issues relating to labour market discrimination experienced by persons with disabilities, which is reflected in the different levels of employment and unemployment of this group of people in relation to the entire population. Therefore, the aim of the study is to identify the inequality in the labour market with respect to the disability status, sex and age, and to assess the stability of this relation over time. The research covers the period from 2001 to 2018 and was based on the 2002 and 2011 Census and the Labour Force Survey (LFS) data. The examination of the inequalities in economic activity between people with disabilities and the entire population while taking into account both sex and age was based on the analysis of census data. The stability of this relation was verified on the basis of LFS data, which provide information on employment and unemployment among persons with disabilities in general or separately by sex or age. The constructed patterns were used to estimate the economic activity of people with disabilities in 2011. The paper used methods of demographic analysis, comparative statistics, time series, the verification of statistical hypotheses and statistical estimation. Clear differences concern men aged 35–39 and women aged 40–49. The employment rate for men with disabilities is three times lower, and for women 2.5 times lower than among the whole population. The relationship between employment rates was essentially constant over the 2001–2018 period. An upward trend was observed in the case of the unemployment rate. 2008 saw a clear increase in the disproportion in relation to the trend. The unemployment rate among persons with disabilities compared to the entire population was higher for men by an average of 60% and by 50% for women.

The aim of the article is to present a modified and extended version of a jobs calculator – a tool used to perform simulations of the relationship between the unemployment and employment rates while adopting different assumptions regarding the potential trends in Poles’ professional activity and in shaping the size of Poland’s population. The user of the calculator sets the value of the target unemployment rate, and the tool calculates the number of jobs whose creation and filling would be necessary to obtain the desired level of the unemployment rate. The current version of the jobs calculator application has been enhanced compared to the original one in such a way that it allows modifying parameters characterizing the labour market (the labour market participation rate and the rate of the population growth) and creating forecasts within a defined time span. The calculator utilises data from the Labour Force Survey. The paper presents labour market forecasts until 2022 as well as the results of a simulation performed on the data from Labour Force Survey for the 3rd quarter of 2018.

The article presents the factors that limit starting one’s own business. Self-employment is one way to integrate disabled people into the labour market and to utilize resources from the labour force of disabled people. The results are obtained on the basis of a study conducted by the author in the Mazowieckie Voivodeship among people with disabilities. The conducted research shows that self-employment is not willingly chosen by people with disabilities. People with disabilities see many negative factors (reasons) that make it difficult to set up and run their own businesses. Their state of health and a lack of resources are the main hindrances to starting a business. The tools/instruments used by the state to facilitate self-employment are also indicated. Through self-employment people with disabilities create a workplace (position) for themselves and decide to enter or return to the labour market. Bureacratic support and appropriate motivation to take up professional activity is also very important as it reduces the number of those who remain unemployed.

The 2011 Census in the Republic of Serbia introduced, for the first time questions about difficulties in functioning, following the Recommendations from the Washington Group on Disability Statistics. Since there are no stable and continuous sources on the position of persons with disabilities in Serbia, the Census results may be used as a relevant source on disability measurement. Of course, due to the main goal of census disability measurement, and that is a general identification of disability in population, these results should be employed with certain reservations and carefully, especially because of some methodological specification in approaching disability. The main use of census data on disability should be found in evaluating the "equality of opportunity" in relevant areas, such as economic activity (labour and employment), education, living sources, etc. and this is to be achieved mainly through comparison between the values in the general population and population with disabilities. Having done that, we were able to conclude on visible inequality of opportunities between the general and population with disabilities. These discrapancies are indeed evident first in the area of education-especially in accessing elementary education, where the percentage of persons with disabilities that never attended school is extremely high (12.2% v. 2.68% in general population). The unfavourable status of persons with disabilities in the context of education continues in almost all levels of education. An even more obvious inequality of opportunity is present in the area of economic activity, where the prevalence of inactive persons with disability is very high - almost 90%. Having gone through all the age categories, what becomes abvious is a significantly lower activity among all age groups in comparison to the same groups in general population. However, the main goal of this article was to detect the discrapancies existing between the position of persons with disabilities that live in the community and those living in institutional settings - institutions for collective housing. In both areas of education and economic activity, the results tell us very much about a much more problematic status of those living in residential settings. Overall, the access to education is much lower with residents, making an even more negative picture about this smaller group of persons with disabilities in Serbia. In the area of economic activity, the percentage of economically active persons with disabilities in residential settings does not climb to one percent (0.30% excluding the homes for adults and the elderly), which is indeed a worrying situation. Having in mind well known facts on the effects of institutionalization of persons with disabilities in terms of almost all their rights and freedoms, the results that we have encountered are to confirm a negative status of those living in residential settings. Experiences of discrimination, marginalization, segregation and exclusion are evident in the census results. Even if one tries to focus only on analyzing the equality of opportunity in the given context, in comparison with the general population, or even only with the contingent of persons with disabilities out of the residential settings, those living in institutions in Serbia are seriously suffering from lack of access to education, training, labour market and other important areas of life and social functioning. In addition, a potentially relevant insight has been made into the correlation of the type of problem and the status within economic activity and education of persons with disabilities in Serbia. The results confirm that those persons identified through census questions that aim at detecting problems of mental health (intellectual and psycho-social disability) are in the least favourable position in both of the observed areas. Such conclusions should also be connected to a specifically problematic social inclusion and acceptance of those with mental health problems and the extremely high burden of social stigma towards them, combined with the long-going practice of exclusion and discrimination (legal capacity, education, employability, etc.).

AbstractThe aim of this study was to characterise the labour market of the Silesian voivodeship and its determinants between 2010 and 2012, although in order to show certain trends in changes data from the beginning of the 21st century are also used as a basis whereas from the more forward-looking perspective, projections up until 2020 were used. This market is very important from the nationwide perspective, and this is due to its complexity, size (it concentrates 2 million employed people, that is 14.4% of the whole workforce of Poland) and specificity (industry still plays a crucial role). In order to achieve the objective indicated above, a set of measures relating to the number of employed people, business entities or GDP were used for the purpose of the analysis. The presented material shows the high volatility of the situation on the labour market both at the voivodeship level and individual communities – this is particularly true of the number of employed people and the rate of unemployment. An advantage of the newly created jobs over those that are shed which has been continuously recorded since 2008 and a decrease in the unemployment rate are positive symptoms. Katowice being the largest market and, moreover, characterised by the highest rank range of its impact and lowest unemployment rate have gained a dominant position in the regional labour market. Bielsko-Biała, Tychy, Gliwice and Bieruń-Lędziny County also clearly stand out against the background of other communities. The most difficult situation can be observed in Bytom, Świętochłowice, Piekary Śląskie and in the counties located in the northern part of the voivodeship, that is Częstochowa, Myszków and Zawiercie. Not only today but also in the coming decade, in terms of demand the labour market of the Silesian voivodeship will be strongly affected by its demographic situation; population decline, ageing population, migration, including, in particular, foreign migration will cause a decline in the labour force. By contrast, the labour supply will depend on an economic factor, that is mainly an improvement in the economic situation in Poland and around the world and a reduction in the cost of labour (external determinants). In the next few years the role of innovation (including the technological factor) which will affect the labour demand in terms of quantity and, perhaps to a greater extent, in terms of quality (changes in the structure of the labour market) will become more and more significant.

Economic activity accelerated sharply in the United States at the beginning of this year. GDP rose by 1¼ per cent in the first quarter, to a level 3.8 per cent higher than a year earlier. This was the fastest quarterly growth for two years. The acceleration in growth was unexpected given that the present cyclical expansion has now lasted for over seven years. Private sector demand is still continuing to be supported by the sustained appreciation in equity prices over the past three years, and the appreciation of the dollar has helped to hold down the inflationary pressures that are being built up as the labour market begins to tighten. The unemployment rate fell to 4.3 per cent in April, the lowest rate since 1970.

The aim of the article is to present the concept of a job calculator — a tool used to create a simulation of relations between changes in the economic situation and the labour market in Poland. The job calculator is based on the American Jobs Calculator and is available for everyone. The user determines the height of expected unemployment rate and the tool computes the number of required job offers, the creation and coverage of which will result in the change of the unemployment rate to the predefined level. The calculator uses data from the Labour Force Survey (LFS) and presents simulations for one quarter. The values refer to the total result, taking into account the seasonal fluctuations and division into long-term and cyclical changes, which is the authors’ contribution to the original American model as well as an extension of this concept.

This statistical file is concerned with the latest available data that might be useful in dealing with the issue of the labour force and unemployment in Arab countries and worldwide. Table 1 introduces data on the working-age populations, while Table 2 shows figures on the labour force participation rates. Table 3 provides statements on the percentage of children (between 5 and 14 years) who are working in Arab countries, while Table 4 presents figures on the labour force distribution by sector. Table 5 is concerned with data on the employment rates, while Table 6 presents data on labour distribution by level of education in selected Arab countries. Data on education outputs and labour market needs in selected Arab countries and on the perceptions of work and the labour market are shown in Tables 7 and 8 respectively.

Women account for nearly half of the human resources of a nation and play an important role in the socio-economic development of a country. In India, in spite of focus on women empowerment, condition of women at the work place is not very encouraging. Women often face greater barriers than men in terms of securing a decent jobs, wages and conducive working conditions. Provisions relating to women’s work were introduced in 1891, with amendment of the Factories Act, 1881. After independence, number of provisions has been made in the constitutions to protect the welfare of women workers. Number of protective legislations have also been made and implemented by the government for the interest of women workers. The basic objective behind implementation of these legislation are to provide equal and a decent level of remuneration, proper child care center , maternity relief and decent working conditions to women workers. Despite these constitutional and legislative arrangements to reduce gender gap, women in India are facing discrimination at work place and suffer from harassment. The present paper critically reviewed the effectiveness of government policies and legislations framed and enacted for the welfare of women workers. It also examines the gender dimensions of the trends in various aspects of labour market viz. labour force participation rate, workforce participation rate, unemployment rate and wage rate. An attempt has been made to capture the discrimination at work by computing Gender Gap Index using major indicators of labour market. For computing the index, data for the last four decades has been used. The analysis shows that there are gaps in effective enforcement of relevant laws and implementation of women responsive policies. The gender gap index for employment opportunities and the analysis of major employment indicators showed that gender gap is increasing in many aspects. Major indicators of employment such as Labour Force participation rate, Worker population ratio, Unemployment rate and wages now have larger gender gaps than before.

The aim of the paper was to present and assess the economic activity of disabled people on the Polish labour market from a country, voivodship, and Masovian Voivodship rural areas’ perspective. The study used data from the Labour Force Survey in Poland collected by the Central Statistical Office and original data collected by a questionnaire, using public institutions, NGOs and direct interviews. The adopted research period covered the years 2007-2018. Japanese candlestick charting as well as tabular and selected statistical methods were used to present the research results. Levels of analysed Polish labour market indicators for disabled people increased noticeably in the analysed period, however persisted significantly below those for non-disabled people. At a voivodship level, the study showed that rates and changes of economic activity in the group of disabled people differed visibly. The highest economic activity rates were observed in the Subcarpathian, Lubusz and Holy Cross voivodships, while the lowest in the West Pomeranian and Lesser Poland voivodships. In 15 voivodships, the unemployment rate decreased significantly in the analysed period. Survey results highlighted a relatively high employment rate and low earnings rates in the researched group of disabled people from the Masovian Voivodship, where the level of education had a significant positive impact on those rates.

There are several studies carried out on the problems of the Ventspils region labour market, but due to rapid changes in the economic situation, the results of these studies no longer accurately reflect the current situation. The aim of the paper is to present the research for identification and analysing of specific problems in the Ventspils region labour market and propose solutions for situation improvement. The research has examined the relationship between labour market change, labour market conditions and employers’ expectations in Ventspils region. The research is based on both secondary data analysis and primary data analysis obtained in a quantitative (questionnaire survey of entrepreneurs – employers) way and a qualitative way (interviews with representatives of the non-governmental sector). The analysis also showed that the main problem of the labour market related to lack of a qualified, skilled and motivated labour force. It is very important to identify opportunities for increasing qualifications and re-qualification in cooperation with educational institutions and the State Employment Agency. The problem was also the employment of persons before retirement and persons with disabilities. Therefore, there are necessary new, more effective mechanisms of involvement of these groups in the labour market, which are based on cooperation with NGOs, continuing education possibilities and social entrepreneurship. The role of the municipality is very important in this process.
