The modern world is at a new historical turning point (transition from industrial to post-industrial or information society). Today, this is most often referred to as a transitional or transitional period. However, this process is often reduced as the transition of the planned economies of the former socialist countries to market economies and the transition of their authoritarian social systems to democratic societies. The modern transitional period represents the period of the realization of the third scientific and technological revolution (biotechnology, robotics, informatics, new materials, conquest of space and sea for production purposes), which changes both production forces and production relations. Namely, all this leads to a new organization of production, a new type and carrier of production management, changes the importance and role of ownership, factors of production, the nature of distribution, and thus suggests the creation of a new type of social relations. The process of socialization, humanization, new integration is being realized, new technologies are being developed, but also a new quality of life. It is reflected in the transformation of the capitalist and real-socialist mode of production into a new mode of production. We call this transitional stage the modern transitional or transitional period.

Human rights issues are present today in almost every area of society and, accordingly, occupy a special place in it. Due to the fact that modern Ukraine is in a transitional state of creating legal, state and public institutions, the process of formation of civil society requires the identification of the nature of legal relations in a transitional period. After all, relations in civil society should be formed on the basis of awareness of the inalienability and non-repudiation of natural human rights. They should be based on the positive legislation of the state. They are the key to the effectiveness of the entire system of social relations. Ensuring human rights is the criterion by which the achieved level of democracy in the state is assessed. The beginning of this process can be called consolidation in the Basic Law of the provision that a person, his life and health, honor and dignity, integrity and security are recognized as the highest social value, and determining the priority of universal values. At the same time, the needs of the present, in fact, directs the development of modern law, is the development of certain general legal standards that allow us to move on to a new qualitative coexistence of nations in the modern world on substantial humanistic principles. In addition to examining the established mechanisms and specifics of protecting everyday human rights, the article examined the new human rights that exist in post-modern society, which today are called the rights of the “fourth generation”.

<div><p><em>The article presents the dynamics of the main factors for the development of modern television, the transition from traditional technologies of television broadcasting to the latest technologies. The process of developing digital television and broadband has been technically determined to address the challenge of integrating new technologies into traditional TV content. Ways of expanding the possibilities of interaction between the viewer and the television producer in the context of overcoming the crisis of traditional technologies are analyzed. It is determined that integration, development of mobile communications and Internet technologies are a hallmark of the modern world media space and have a significant influence on the formation of public opinion. The analysis of actual media researches concerning problems of the theory of mass communication is carried out. The phenomenon of «social television», which combines watching TV with simultaneous communication in social networks, is considered. The author draws attention to the disclosure of the determining factors of media communication, the study of the process of feedback from viewers on television. It is stated that the development of modern technologies, namely digital broadcasting and introduction of broadband Internet access to create a multimedia platform that combines Internet communication services and television content, contributes to improving the mechanism of interaction between the TV and the viewer. The theory of the conceptualization of journalism based on identity construction is examined: journalists understand their audience and, as members of that audience, connect with their communities. An analysis of integrated journalistic activity is conducted, which consists of three stages: gathering, editing and disseminating information. It is determined that the influence of the Internet allows the consumer to play his or her role at each stage, thus helping the journalist determine the degree of relevance of the story to himself and to the potential audience. The common features of modern telecontent were singled out and a comparative analysis of the trend of development of interactive TV programs of the USA, UK and Ukraine was made.</em></p></div><p><strong><em>Key words:</em></strong><em> public opinion, two-vector communication, feedback, communication methods, television audience, country telephony.</em></p>

It is a well-known fact that the 1989 Exxon Valdez disaster caused the escort towing of laden tankers in many coastal areas of the world to become compulsory. In order to implement a new type of escort towing, specially designed to be employed in very adverse weather conditions, considerable changes in the hull form of escort tugs had to be made to improve their stability and performance. Since traditional winch and ropes technologies were only effective in calm waters, tugs had to be fitted with new devices. These improvements allowed the remodeled tugs to counterbalance the strong forces generated by the maneuvers in open waters. The aim of this paper is to perform a comprehensive literature review of the new high-performance automatic dynamic winches. Furthermore, a thorough analysis of the best available technologies regarding towline, essential to properly exploit the new winches, will be carried out. Through this review, the way in which the escort towing industry has faced this technological challenge is shown.

The birth of industrial society produced demand for the services of professionals specialized in matters related to industrial safety. Three professions—safety engineering, industrial medicine, and ergonomics—are examined. These professions are observed to either submit to single sets of demands, to integrate contradictory demands, or to experience scission. Until the late 1960s their growth appears to have been relatively peaceful and uncontroversial. From this period onward, controversy breaks out over questions related to industrial safety, and professions and government administrations grow. Increasingly, the traditional approach of safety professionals is called into question, and they adopt new orientations. These changes are mapped through the examination of data drawn principally from the United States, France, Great Britain, and to a lesser extent Brazil. The traditional standards approach competes with cost-benefit analysis and with systemic safety for influence; in addition, an emergent approach that analyzes accident causes in terms of social relations of work is detected. From Bhopal to Chernobyl, new technologies subject civilian populations to risks of catastrophic accidents, and the action of safety professionals comes under the spotlight. The analysis constructed permits new understandings of the past and the future of these professions.

High- precision and large scale are the developing trend for injection molding machine clamping system .This paper compared the characteristics of three-platen toggle and dual-platen hydraulic clamping system. The key impact factors that effecting plastic parts` precision from clamping system were discussed systematically first time. Based on these analyses, a new clamping system has been proposed and manufactured to improve the plastics parts` precision, including three new technologies: new type dual-platen structure, parallelism adaptive correction technology and numerical controlled hydraulic servo system technology. It has been applied in practical machine successfully, and experiment result proves that it is effective enough to satisfying the high-precision molding of large plastics parts.

Lateral learning in the last two decades can be seen in peer-to-peer learning that is being promoted by new technologies where there are apps that allow students to work together in real time through virtual space, a method which thereby shifts the focus from the solitary self to the interdependent group which lives an educational experience of a collaborative and distributed nature, whose focus lies in instilling the principle of the social nature of knowledge. The ideological bases of lateral thinking are sustained by issues such as emancipation of the student from the authority of the teacher, the relationship of collaboration, permitting the development of individual appreciations and ideas, based simultaneously on those of their peers, on the democratization of knowledge, and so on, which ultimately refers to a collaborative creative education, to a democratic education, and to an education for democracy that assumes the new technologized context in which we live. Because of this, lateral thinking is increasingly influencing everyday life and areas such as education and the arts, as it happens in the post-Internet art, and more specifically net.art (i.e., an online art), which is a collaborative creative experience that has become an instrument which allows us to see a “new type of art in the 21st century.” Net.art, Internet art and the most experimental design, therefore constitutes a community experience that hypertextualizes computerized languages and generates poetic perspectives as artistic practices of lateral thinking. It has bestowed upon us a series of mechanisms to devise collaborative development strategies for lateral learning based on those creative ludic educational experiences of using and interacting with new technologies. This is essential to bear in mind because, as Jeremy Rifkin says, collaborative learning helps students to expand their own self-awareness, including their “self” in reference to diverse “others,” and promotes in-depth participation in more interdependent communities. It extends the territory comprised within the boundaries of empathy.

The development of the modern world is very complex and rapid, and the process is characterized by high rates of development of information and communication technologies. The Internet space is a means of searching and obtaining information, as well as a medium for communication, virtual interaction, and has a significant impact on the formation of stereotypes of behavior of the young generation, as well as ideals, spiritual values, personal and social worldview. The article identifies the positive aspects of the development of cyberspace by young people, and also notes the threats and barriers to cyber socialization for modern youth. The necessity of conducting psychological and pedagogical research on cyber socialization is actualized, a conclusion is made about the use of new technologies for the purpose of positive cyber socialization of the younger generation.
