Services are one of the important indicators that reflect the welfare of the society and its development. Due to the increase in various means of transport and the increase in internal and external traffic, the provision of basic services for the regional road users has become a necessity that should be studied in a thorough and accurate manner to reach the appropriate mechanism for the spatial allocation of these services. The research problem lies in the lack of interest in the optimal spatial allocation of the public road services because of the overlap between the powers and authority of the municipalities and the directorates of roads and bridges preventing to study the subject comprehensively. In addition, there is a lack of roads in general and regional roads in particular for service stations and passenger vehicle stopping spaces, with standard specifications. Therefore, this research is aimed at identifying the sufficiency of spatial allocation of regional road services and studying the current situation of these services, analyzing the efficiency of these services and finding the shortage. We also set plans and strategies to develop the level of services and invest in a manner that achieves the required sufficiency. Furthermore, some research hypotheses were set: the sufficiency of the spatial allocation of the public road services in the regional roads improves the road level of service by identifying a set of factors that directly affect this sufficiency.

ABSTRACT  Related to the implementation of the Regional Regulation (Perda) about the increase in parking rates at the edge of the road prone to congestion in the city of Bogor ratified and entered into force on July 2, 2012, The first location that imposed this tariff is the Way Suryakencana and Jalan Siliwangi Bogor and the second location is the application of The Government through the Department trials Traffic Transportation (DLLAJ) Bogor City gets a reaction from the people around Jalan Suryakencana. Enactment of the increase in parking rates at Jalan Bogor Suryakencana expected to reduce illegal parking of vehicles in the area, which has been causing congestion. With parking rates that have been enacted many road users who park their vehicles in multiple and indiscriminate. The method used in this study is empirical juridical approach. The study, based on an inventory of positive law, the discovery of the principles of law and legal discovery inconcretto, which include observation of empirical operationalization of law in society. The conclusion from this study is the basis of the application of the levy Parking Services Bank Public Road, especially in the city of Bogor is Law No. 28 of 2009 on Regional Taxes and Levies and Regional Regulation No. 4 of 2012. Implementation of Regional Regulation No. 4 of 2012 on Increase Rates Parking is not yet fully effective this is due to high payments also has not been matched with adequate services, the responsibility for the damage and loss still be a burden for the owner of the vehicle so that the functions and responsibilities of the government that deal with parking problems is questionable. Impact parking tariff policy to demand that any increase in the parking rate of 10 percent would result in a decrease in the use of parking of 0.7 -0.8 percent, increase use of public transport and cycling amounted to 3.71 percent of 0.9 percent. The article deals with the results of the authors’ research performed on original sources of Roman Law with reference to legal constructions concerning various types of logistics challenges related to agricultural production and residence in rural areas. Provision of transportation services was regulated by means of a contract for work (locatio conductio operis) – an agreement according to which a contractor / employee as a lessee (conductor, redemptor operis) had obligations to fulfil services or certain work on or from the material supplied by the commissioning party / employer / lessor (locator). An agreement on transportation of goods or passengers was also considered to be a contract for work. A smart answer to infrastructure challenges was the so-called rustic praedial servitudes (servitutes praediorum rusticorum), including a servitude of way / road (via), which granted the owner of a parcel of land non-adjacent to a public road (via publica) the right to use the road over a parcel of land belonging to another owner, thus gaining access to the public road. The legal framework of a Roman contract for work of transportation and the rustic praedial servitude of way / road must be recognised as a rather effective solution for challenges of rural logistics at the time. One of the most important areas of development in Ukraine is the road sector. It belongs to the strategic sectors of the national economy, and the public road network is a significant component of Ukraine's infrastructure potential. The length and condition of road affects not only the safety and quality, mobility and employment, accessibility of educational and other services, but also causes changes in the temp and flow of capital in Ukraine, and is a necessary prerequisite for recovery competitiveness of the country's economy as a whole. Three international transport corridors pass through Ukraine, which are combined with four national transport corridors. They all pass through the Kyiv region. An urgent problem for Kyiv today is the construction of a Large Ring Road (hereinafter referred to as the "LRR") around Kyiv city, which should relieve the flow of transit transport through the capital of Ukraine, reduce harmful emissions from exhaust gases, and preserve the city roads from being destroyed by excessive vehicles, that are now creating a global city problem.

Formerly, international transport corridors (MTCs), solving problems of functioning and development of highways of Ukraine, with the application of the problems that have accumulated in the road complex, require systematic visits to a number of tasks, as well as: any number of civil servants has be open with the development and condition of the economy, as well as with the development of the transport system of Ukraine; the issue of the development of the road network, including international road transport corridors, should be considered in a comprehensive manner, regardless of the importance of the individual highways; coverage of the full range of issues, including improvements to governance, legislative and regulatory frameworks, government regulation, etc., is required. It is relevant to evaluate the functioning of international road transport corridors, which are part of the network of public roads of Ukraine. In order to improve the functioning of the public road network of Ukraine, it is necessary to develop new modern approaches to planning the development of this network, including international transport corridors. The purpose of the study is to prove the need to create a backbone network of «intelligent» automated highways within this network. The quality and condition of a road surface is of great importance for convenience and safety of driving. So the investigations of the behaviour of road materials in laboratory conditions and monitoring of existing roads are widely fulfilled for controlling a geometric parameters and detecting defects in the road surface. Photogrammetry as accurate non-contact measuring method provides powerful means for solving different tasks in road surface reconstruction and analysis. The range of dimensions concerned in road surface analysis can have great variation from tenths of millimetre to hundreds meters and more. So a set of techniques is needed to meet all requirements of road parameters estimation. Two photogrammetric techniques for road surface analysis are presented: for accurate measuring of road pavement and for road surface reconstruction based on imagery obtained from unmanned aerial vehicle. The first technique uses photogrammetric system based on structured light for fast and accurate surface 3D reconstruction and it allows analysing the characteristics of road texture and monitoring the pavement behaviour. The second technique provides dense 3D model road suitable for road macro parameters estimation.

The procedure for expropriation of the property is based on the removal of the ownership right of the current owner to benefit the overall public which is usually the construction of public utilities, e.g. roads. The justification for expropriation is based on the permission to carry out a road investment, which has legal-property (material) effects – the power of the law itself transfers ownership to a public entity: the State or a local government unit, therefore, it is the most extensive interference in ownership relations. The Act of 10 April 2003 dealing with special rules for the preparation and implementation of investments of public roads introduces a simplified, one-step expropriation procedure aimed at accelerating and streamlining the implementation of road investments in Poland. Expropriation is possible only when just compensation is paid. In order to determine the amount of compensation, it is necessary to assess the market value of a given (concreto) property. The compensation entitlement for the withdrawal of the property right does not become time-barred, thus, the party to expropriation proceedings may demand it at any time. The compensation function is implemented by granting the holder usually a cash payment for the expropriation of real estate on which the road will be built. Achieving an adequate level of quality of transport services is a prerequisite for providing transport services. Certain level of quality of transport services is essential for the operation of intercity road passenger transport due to the increasingly competitive competitiveness of road transport companies in the transport services market. The topic of this research is also based on the presented topic, primarily through a comprehensive and systematic presentation of the current scientific knowledge in the area of quality management in road passenger transport. The structure of the public road transport system and the quality of transport services are described. The paper presents the quality of transport services as the basis of business excellence of road transport companies. Various models of quality management of transport services are described, as well as methods of assessing the quality of transport services in road passenger transport. The review is displayed of the current scientific research on the elements of quality of transport services in road passenger transport. The purpose of the research is to improve the methodology for assessing the quality of transport services with the aim of optimizing business and competitiveness of the road transport company.

The following paper presents some results of long-term research on the urgent problem of recycling waste products and their use in road construction. The studied new materials and technologies are justified by the developments of Tyumen Industrial University. The aim of this work is to prove the technique, checking the ecological safety of the road materials with the use of waste products. Research techniques and test subjects are quantitative chemical analysis and biological testing of road material samples with waste additives obtained during drilling and oil production. Along with the standard procedures for analyzing the contamination and toxicity of water extracts, the authors have proposed and tested the evaluation of repeated and long-term extractions, imitating the possible environmental impact of waste products. The obtained results showed the environmental safety of the road-building materials based on wastes.
