Data are a key resource for modern societies and expected to improve quality, accessibility, affordability, safety, and equity of health care. Dental care and research are currently transforming into what we term data dentistry, with 3 main applications: 1) medical data analysis uses deep learning, allowing one to master unprecedented amounts of data (language, speech, imagery) and put them to productive use. 2) Data-enriched clinical care integrates data from individual (e.g., demographic, social, clinical and omics data, consumer data), setting (e.g., geospatial, environmental, provider-related data), and systems level (payer or regulatory data to characterize input, throughput, output, and outcomes of health care) to provide a comprehensive and continuous real-time assessment of biologic perturbations, individual behaviors, and context. Such care may contribute to a deeper understanding of health and disease and a more precise, personalized, predictive, and preventive care. 3) Data for research include open research data and data sharing, allowing one to appraise, benchmark, pool, replicate, and reuse data. Concerns and confidence into data-driven applications, stakeholders’ and system’s capabilities, and lack of data standardization and harmonization currently limit the development and implementation of data dentistry. Aspects of bias and data-user interaction require attention. Action items for the dental community circle around increasing data availability, refinement, and usage; demonstrating safety, value, and usefulness of applications; educating the dental workforce and consumers; providing performant and standardized infrastructure and processes; and incentivizing and adopting open data and data sharing.

Background: Alcohol is a risk factor with serious consequences for society and individuals. This study aims to present methods and approaches that might be used to estimate the costs related to excessive alcohol consumption. It emphasizes the need for general methods and approaches that are easily applicable, because the level of digitalization and data availability vary across regions. The lack of data makes many methods inapplicable and useless. The ease of applicability will help to make cost-of-illness studies and their results comparable globally. Methods: This study is based on data from the Czech Republic in 2017. Drinking alcohol results in costs of healthcare, social care, law enforcement, and administrative costs of public authorities. To quantify the cost of drinking in the Czech Republic, the top-down approach, bottom-up approach, human capital approach and attributable fractions were used. Results: In 2017, the cost related to alcohol was estimated at 0.66% of the national GDP. Lost productivity represented 54.45% of total cost related to alcohol. All cost related to alcohol is considered to be avoidable. Conclusions: The methods and approaches applied to estimate the cost of disease or any other health issue should be generalized regarding the availability of data and specifics of provided services to people who are addicted or have any kind of disability.

In the European Union, soil erosion is identified as one of the main environmental threats, addressed with a variety of rules and regulations for soil and water conservation. The by far most often officially used tool to determine soil erosion is the Universal Soil Loss Equation (USLE) and its regional adaptions. The aim of this study is to use three different regional USLE-based approaches in three different test catchments in the Czech Republic, Germany, and Austria to determine differences in model results and compare these with the revised USLE-base European soil erosion map. The different regional model adaptations and implementation techniques result in substantial differences in test catchment specific mean erosion (up to 75% difference). Much more pronounced differences were modelled for individual fields. The comparison of the region-specific USLE approaches with the revised USLE-base European erosion map underlines the problems and limitations of harmonization procedures. The EU map limits the range of modelled erosion and overall shows a substantially lower mean erosion compared to all region-specific approaches. In general, the results indicate that even if many EU countries use USLE technology as basis for soil conservation planning, a truly consistent method does not exist, and more efforts are needed to homogenize the different methods without losing the USLE-specific knowledge developed in the different regions over the last decades.

Data availability statements can provide useful information about how researchers actually share research data. We used unsupervised machine learning to analyze 124,000 data availability statements submitted by research authors to 176 Wiley journals between 2013 and 2019. We categorized the data availability statements, and looked at trends over time. We found expected increases in the number of data availability statements submitted over time, and marked increases that correlate with policy changes made by journals. Our open data challenge becomes to use what we have learned to present researchers with relevant and easy options that help them to share and make an impact with new research data.

The paper Potential of open data in the Czech Republic deals with the current situation of open data government and autonomous institutions in the Czech Republic in comparison with other European Union countries (Great Britain, France, Belgium, Austria, Estonia, ...) and defines the possibilities of open data economic development of the Czech Republic. Methodology of the paper includes a search resources dealing with the issue of open data in the Czech Republic and the European Union, comparing the obtained data, the analysis of obtained data and draft of recommendations for further development. The first part is an evaluation of the current situation and the situation compared with other EU countries. Further conditions for further development and evaluation of the potential of open data for the Czech Republic. The final section of the paper deals with evaluation of possibilities open application data management processes of companies in the Czech Republic in terms of strategic and innovation management. The result is an overview of the potential use of open data in the context of economic development and an estimate of the trend in applications open at the government level.

BACKGROUND At the time of the COVID-19 pandemic, the impact of providing access to data plays a crucial role in providing the general public and media with up-to-date information. Open datasets also represent one of the means for evaluation of the pandemic on a global level. OBJECTIVE The primary aim of this paper is to describe the methodical and technical framework for publishing datasets describing basic and advanced epidemiological characteristics related to the COVID-19 epidemic in the Czech Republic, including the use of these datasets in practice. METHODS As a reaction to the epidemic situation, a new portal COVID‑19: Current Situation in the Czech Republic was developed and launched in March 2020 to provide a fully-fledged and trustworthy source of information for the public and media. The portal also contains a section for the publication of (i) public open datasets available for download in CSV and JSON formats and (ii) authorized-access-only section where the authorized persons can (through an online generated token) safely visualize or download regional datasets with aggregated data at the level of the individual municipalities and regions. The data are also provided to the local open data catalogue of the Ministry of Health and to the National Catalogue of Open Data. RESULTS The datasets have been published in various authentication regimes and widely used by general public, scientists, public authorities and decision-makers. The total number of API calls since its launch in March 2020 to 15th December 2020 exceeded 13 million. The datasets have been adopted as an official and guaranteed source for outputs of third parties, including public authorities, non-governmental organizations, scientists and online news portals. CONCLUSIONS Datasets currently published as open data meet the 3-star open data requirements, which makes them machine-readable and facilitates their further usage without restrictions. This is essential for making the data more easily understandable and usable for data consumers. In conjunction with the strategy of the MH in the field of data opening, additional datasets meeting the already implemented standards will be also released, both on COVID-19 related and unrelated topics.

The fact that the development of information and communication technologies (ICT) is a key factor of development of individuals, regions, sectors and whole countries is well known at the beginning of the 21st century. The real situation of ICT utilization is very different in particular sections and it fails to reach standards that we would expect. The sphere of the agrarian sector of the Czech Republic is a very good example. The Information and Consulting Centre FEM at the University of Agriculture in Prague (IPC) has been participating on research of the utilization ICT in agriculture for three years. According to the latest data from July 2002, 55% of agrarian enterprises are connected to the Internet, which is much less than in other sectors.

Journal publishers play an important role in the open research data ecosystem. Through open data policies that include public data archiving mandates and data availability statements, journal publishers help promote transparency in research and wider access to a growing scholarly record. The library and information science (LIS) discipline has a unique relationship with both open data initiatives and academic publishing and may be well-positioned to adopt rigorous open data policies. This study examines the information provided on public-facing websites of LIS journals in order to describe the extent, and nature, of open data guidance provided to prospective authors. Open access journals in the discipline have disproportionately adopted detailed, strict open data policies. Commercial publishers, which account for the largest share of publishing in the discipline, have largely adopted weaker policies. Rigorous policies, adopted by a minority of journals, describe the rationale, application, and expectations for open research data, while most journals that provide guidance on the matter use hesitant and vague language. Recommendations are provided for strengthening journal open data policies.

Abstract The paper focuses on the adaption of the theoretical models of the regional tourism competitiveness to the conditions of the Czech Republic. The authors of this study analyze a newly emerged theoretical model of regional competitiveness monitoring with respect to the current data availability. The ultimate aim is to specify a proposal for the Czech national tourism organization (CzechTourism) in terms of practical usage and monitoring of the competitiveness model. The principal question is how and why to monitor the competitiveness of a tourist destination at the regional and national levels in the Czech Republic. The next step of the project is the conducting of the research, testing of the model and the implementation.

Objectives: This small-scale study explores the current state of connections between open data and open access (OA) articles in the life sciences. Methods: This study involved 44 openly available life sciences datasets from the Illinois Data Bank that had 45 related research articles. For each article, I gathered the OA status of the journal and the article on the publisher website and checked whether the article was openly available via Unpaywall and Research Gate. I also examined how and where the open data was included in the HTML and PDF versions of the related articles. Results: Of the 45 articles studied, less than half were published in Gold/Full OA journals, and while the remaining articles were published in Gold/Hybrid journals, none of them were OA. This study found that OA articles pointed to the Illinois Data Bank datasets similarly to all of the related articles, most commonly with a data availability statement containing a DOI. Conclusions: The findings indicate that Gold OA in hybrid journals does not appear to be a popular option, even for articles connected to open data, and this study emphasizes the importance of data repositories providing DOIs, since the related articles frequently used DOIs to point to the Illinois Data Bank datasets. This study also revealed concerns about free (not licensed OA) access to articles on publisher websites, which will be a significant topic for future research.
