This concluding chapter explores the implications of the varied patterns and pathways taken by TANs engaging with China. A key lesson is that foreign activists rarely succeed in persuading China to follow a course of action it does not favour for its own reasons. China’s leaders are not insensitive to external pressures for change, but base their policy actions on the domestic legitimacy implications of a given issue. This means that much rides on the quality of information the state receives—the results of a miscalculations could have grave consequences for the survival of the CCP. However, it also means that activists targeting China need to maintain a healthy perspective on what they can reasonably achieve. Given the power of China to alter the core mission and message of TANs, those wishing to deepen engagement with China need to make a clear-eyed assessment of the risks, and consider how far they are willing to go to accommodate the preference of a new world power.

The display devices will provide operators with all the information they need to perform their work more efficiently, as well as inform them of all the hazards and safety in their environment. Also, screen operators, thanks to the use of a single 2.5D/3D screen, will possess exhaustive knowledge of the state of the industrial process. This increases the amount on quantity and quality of information that is offered to the operator and it avoids the superfluous navigation between operation screens. This chapter explores advanced visualization systems in industrial environments.

Intellectual historians owe Nietzsche a debt for many things, not least for lending the quality of “untimeliness” a positive connotation. In the late 1990s, when Marxism was arguably at its nadir as an intellectual program, much less a political one, Warren Breckman published an insightful study of Marx's early thought and its genesis out of a series of disputes with the Young Hegelians concerning the state and its ambiguous relationship with theological conceptions of authority. The untimeliness of Breckman's intervention had much to recommend it. Taking his distance from the pallbearers, Breckman showed that a historical inquiry into the Marxist enterprise increased rather than diminished its contemporary relevance. In the wake of the eastern bloc's collapse, “civil society” had become the order of the day. Breckman showed that, far from being an innocuous panacea to the terror of state power, the concept had its own contested political history, one that Marx grappled with in ways whose resonance has only grown in the decade since Breckman's first book appeared.

Within the context of recent attempts by Toronto to restrict office development in its downtown, the author examines, from several perspectives, the apparent locational conservatism of office activities in the existing core. He begins by arguing that in terms of overall systems efficiency the rationale for the decentralization strategy for Toronto was incomplete and that existing data on the frequencies of face-to-face contact indicated that a substantial increase in the difference between core and suburban rents was necessary to induce a significant removal of office activities from the central area. The subsequent increase in this difference beyond the theoretical level where out-migration should occur suggests the importance of other variables besides those traditionally measured by information linkage studies. Neglected among these factors is the quality of information, reflecting the ability to ‘shop’ among alternative information sources, which in a fundamental sense depends on accessibility. It is suggested that Toronto should not be surprised at increasing resistance to outward movement among the remaining office functions and the consequent higher differences between core and suburban rents, which are necessary to induce decentralization. Finally, through an examination of the origins of demand for suburban office-space in Metropolitan Toronto, the increasing level of resistance to removal by the office functions which remain in the core is shown to be consistent with recent migration trends.

Improving the opportunity to access care by infectious disease specialists and improve the overall quality of care received is the core mission demonstrated by this clinic through the on-going and continued development of their telehealth services program. This focus does not remove the need for the clinic to adhere to sound business practices. Instead, this case demonstrates that both focuses can be appropriately accomplished. Current regulatory issues will continue to pose challenges, but these barriers are not significant enough to shut down the enthusiasm for continuing this service or for future expansion plans. This study will discuss the benefits of telehealth not only to patients, but also to the clinic practice as a whole.

This article examines the issue of the effectiveness and quality of the implementation of parliamentary control in the spheres of spirituality and culture, as an aspect of ensuring national security in the modern conditions of the hybrid aggression of the Russian Federation against Ukraine. It is noted that parliamentary control in Ukraine is extremely insufficient and rather contradictory, which does not yet allow to talk about the stability of parliamentary control as such, about its proper scientific understanding and legal consolidation in modern conditions, especially in the context of the hybrid aggression of the Russian Federation against Ukraine. It was stated that social changes caused by globalization processes affect the state of ensuring national security in such spheres as culture and spirituality. Currently, this issue has not been studied enough, and therefore needs further development. It was noted that in the field of culture, certain positive changes in the implementation of state (parliamentary) control have been achieved in recent years. However, in the sphere of spirituality (spiritual culture) and in the related religious sphere, as a result of the ideological sabotage and special informational operations carried out by the Russian Federation, a spiritual crisis has actually been generated in Ukraine, the resolution of which is an urgent task of the state power. Parliamentary control in these areas, which should be carried out through the prism of national security, is virtually absent. A number of proposals have been worked out, which are advisable to be introduced into the process of exercising parliamentary control over the aforementioned spheres.

The problematic issues related to the definition of public administration as one of the forms of exercising state power are considered. The level of how the quality of public administration processes affects the functioning of the state system and its key mechanisms is analyzed. An important emphasis is placed on the fact that the most useful of the successful practices of public administration in developed countries can be adopted for the state system of Ukraine. Modern problems and ways of their effective solution at different levels of state and local administration are actualized. The analysis of the basic structural elements of qualitative public administration, the level of their influence on processes of realization of the state-power powers within functioning of the state system is offered. For example, it explains whether transparency and impartiality do have a significant impact on the efficiency of public administration. The efficiency (effectiveness) of various, "non-traditional" ways and means of realization of public-administrative activity is established. The conclusions of both leading scholars are analyzed, and the author's assessment of the extent to which the adoption of strategies and tactics of management activities borrowed from other areas of socially useful activity are useful for the field of public administration. First of all, this applies to the sphere of private business. Masalah modern dan cara penyelesaiannya yang efektif di berbagai tingkat administrasi negara bagian dan lokal diaktualisasikan. Analisis elemen-elemen struktural dasar administrasi publik kualitatif, tingkat pengaruhnya terhadap proses realisasi kekuatan-kekuatan negara dalam fungsi sistem negara ditawarkan. Misalnya, menjelaskan apakah transparansi dan ketidakberpihakan memang memiliki dampak signifikan terhadap efisiensi administrasi publik. Efisiensi (efektivitas) dari berbagai, "non-tradisional" cara dan sarana realisasi kegiatan administrasi publik didirikan. Kesimpulan dari kedua cendekiawan terkemuka dianalisis, dan penilaian penulis tentang sejauh mana penerapan strategi dan taktik kegiatan manajemen yang dipinjam dari bidang lain dari kegiatan yang bermanfaat secara sosial berguna untuk bidang administrasi publik. Важный акцент делается на том, что именно полезного из успешных практик функционирования публичного администрирования в развитых странах можно перенять для государственной системы Украины. Актуализируются современные проблемы и пути их эффективного решения на разных уровнях государственного и местного управления. Предлагается анализ основных структурных элементов качественного публичного администрирования, уровень их влияния на процессы реализации государственно-властных полномочий в пределах функционирования государственной системы. Например, объясняется, действительно ли прозрачность и беспристрастность оказывают значительное влияние на эффективность публичного администрирования. Устанавливается эффективность (действенность) различных, «нетрадиционных» способов и средств реализации публично-административной деятельности. Анализируются выводы как ведущих ученых, так и предлагается авторская оценка того, в какой степени для сферы публичного администрирования полезно заимствование стратегий и тактик осуществления управленческой деятельности. Abstract In a perspective of a long-awaited and postponed revision of the Romanian Constitution, we consider that it is necessary to reanalyze the name of the state power, given to public authorities (legislative, executive and judicial), opposite the quality of the Romanian people's sole proprietor of power in the state. Under this aspect, the current constitution materializes an obvious normative indecision and inconsistency of terminology of the constituent Legislator.Also, in the legal doctrine of the field, although there are numerous and remarkable scientific works of constitutional law, he subject, as a rule, is bypassed, and the power of the people and the powers of the state are analyzed As if the first consecration would not exclude the other, And the recognition of the latter would not question the existence of the former

The problems caused by the need to improve the quality of the personnel of the state civil service are analysed. The article is prepared on the basis of a study in the form of a sociological survey conducted in the Apparatus of the State Duma of the Federal Assembly of the Russian Federation with the aim of the most detailed and objective study of the effectiveness of personnel policy in the office of legislative bodies of state power, in particular in the Apparatus of the State Duma, and subsequent development of recommendations for improving personnel policy. The main emphasis is made on the development of personnel policy based on modern mechanisms for the formation of personnel. A number of recommendations and measures are formulated to perfect the motivation and improve the professional level of state civil servants of the State Duma Apparatus.

Abstract Background The American Thoracic Society (ATS) / Infectious Diseases Society of America (IDSA) Community-acquired Pneumonia (CAP) guidelines were developed using systematic reviews to inform every recommendation, as suggested by the Institute of Medicine Standards for Trustworthy Guidelines. Recent studies suggest that an expert consensus-based approach, called the Convergence of Opinion on Recommendations and Evidence (CORE) process, can produce recommendations that are concordant with recommendations informed by systematic reviews. Purpose The goal of the study was to evaluate the efficacy of the CORE process had it been used to develop the ATS/IDSA CAP guidelines. Methods Experts in CAP who were not on the guideline panel and had no knowledge of the guideline’s systematic reviews or recommendations were recruited to participate in the CORE process addressing the same questions asked by the guideline panel. Recommendations derived from the CORE process were compared to the guideline recommendations. Concordance of the course of action, strength of recommendation, and quality of evidence were determined. Results Using a threshold of 70% of experts selecting the same course of action to make a recommendation, the CORE process yielded a recommendation for 20 of 31 (65%) questions. Among the 20 CORE-derived recommendations, 19 (95%) were concordant with the guideline recommendations (kappa agreement 0.88, 95% CI 0.64-1.00). There was less agreement among the strength of recommendations (58%) and quality of evidence (42%). Conclusion If the CORE process had been used, 11 systematic reviews would have been necessary rather than 31, with minimal impact on the recommended courses of action.
