Competitiveness has become a key issue on international markets since it can beconsidered as the major source of export development. A country that utilizes thebest its resources within its agricultural sector may benefit from comparativeadvantage on international agricultural markets. The paper analyzes the agriculturaland food trade of Moldova from different aspects of inter and intra industry trade.The aim is to estimate the trend and extent of inter and intra-industry trade inagricultural and food products of Moldova. The time series from 2001 to 2015 areexamined. Moldova’s share on agri-food exports is still large, but various changesoccurred in the total value and the geographical structure of trade flows during theanalyzed period. The analysis of competitiveness was through estimation of intra -industrial and inter- industrial trade indices (Relative Trade Advantages (RTA),Grubel-Lloyd (GL)). The obtained results indicate which agri-food products werecompetitive, which had relative advantages and a potential to increase itscompetitiveness. The level of intra-industry trade in agricultural and food productsfor Moldova is quite high (78%). The results of the intra-industrial trade levelindicated a decrease in European Union (EU) countries and increase in relationwith Commonwealth of Independent States (CIS) countries. For most commoditygroups the GL values presented average high variability over time, fact whichreflected the structural changes in Moldavian agri-food trade.

Research has focused on the analysis of the Romania’s agri-food comparative advantages based on the indices of trade specialization assessed pre- and post-accession to the EU. The method of calculation of the specialization degree index used the original Lafay index adapted on the agricultural sector. The index allows the assessment of the contribution of each product in relation to the corresponding importance in trade, which provides the ranking of products by their level of competitiveness on the international markets. The index measures the contribution of each Romanian agricultural product, aggregated by the chapters of the Combined Nomenclature at 2 digit aggregation level, to the total agri-food trade, within the period 2004-2010. The research results indicate, for the analyzed period, a decrease of the specialization level and a loss in trade diversification of the Romanian products. The detailed results provide a hierarchy of the agri-food products in relation to the highest specialization level demonstrated in Romania’s foreign trade relations. Uzbekistan’s fertile land is highly suitable for growing fruits and vegetables, making it one of the main producers among the Commonwealth of Independent States (CIS) countries. The location of Uzbekistan also provides a ready access to the growing Central Asian and Russian consumer markets. Since its independence, the country implemented a number of agricultural policies targeted at the development of agricultural sector, comprising institutional and structural reforms. The aim of the study is to review the agricultural sector of Uzbekistan and to identify the major constraints to the development of fruits and vegetables subsectors. In doing this, the objective is to put forward policy recommendations for the development of these sector. Fruit and vegetables supply chain potential of the Samarkand region is the key topic of investigation. The recent reforms have provided opportunities for liberalization in agricultural production, especially for the fruit and vegetable subsectors. Yet, modernization of agriculture per se and of the marketing system in Uzbekistan remain areas requiring continued attention for the overall sectorial development. Based on the analysis, the paper provides policy suggestions for implementation. Specific recommendations are outlined pertaining to the identified key constraints; namely, pertaining to agricultural production and productivity, quality of land resources, irrigation, reforms, R&D, and agricultural marketing.

Introduction. Historically, agriculture has been a traditional sector for Georgia and the country has favorable natural and resource potential for its development. However, the rate of development of this sector has been below the corresponding indicators of the other sectors of the economy for many years, the level of self-sufficiency for local agricultural products is low, the import of food products exceeds export by four times on average and therefore, the country faces serious challenges in this regard. So in the paper discusses about the agro-food products in Georgia and its export potential in order to reveal the relevant export stimulation economic policy as the country has the rich natural resources to develop and export. Aim and tasks. The purpose of the research is to develop the recommendations for the export stimulating economic policy based on the assessment of the agro-food products and export potential in Georgia. Results. The economic influence of stimulating export and importing the economy is assessed by the justification of the positive influence of international trade on the development of the agro-food sector. The article studies the determinants of innovative marketing in agribusiness. It is proved the role of innovative marketing in elaborating export strategy of agro-food products in the international markets. Based on bibliographic research and empirical materials, the possibility of diversification of production and export of agro-food products is revealed. Conclusions. In the agricultural sector of Georgia in recent years there has been a tendency to increase production; however, the volume of import still significantly exceeds export. It is believed that export diversification will enable Georgia to overcome the limited market capabilities and promote productivity. To achieve these goals, the use of relevant stimulating economic policy tools is offered: subsidizing export; export credits; optimization of trade barriers; effective management of exchange courses; export insurance; offering the special financial services and more.

The article considers the results of study of current trends in the innovative activities of 15 national libraries of the Commonwealth of Independent States (CIS). In research, the author applied the methods of polling, comparative analysis, expert review, analysis of websites and printed sources in order to detect the promising areas for international library cooperation and partnership in the CIS. The author underlines the relevance of this research connected with the need to analyse the strategies of the CIS national libraries developed up to date. The article presents information on technology innovation, changing processes and reconfiguring products and services, as well as on organizational and management advanced innovation. The core programs of all national libraries of the CIS countries are focusing on e-library development, including coordination activities on the creation of national electronic libraries in the countries, full-text databases, as well as projects promoting international academic movement Open Access. The article presents the studies on scientific description and creation of soft copies of the unique national documentary monuments, as well as development of information portals and websites. Organizational and management innovation of national libraries of the CIS countries focuses on structural changes. These transformations promote creation of virtual reading rooms, electronic resource rooms, book and book-printing museums, as well as educational projects — training centres, including distance learning centres, and schools for conservation and restoration of manuscripts. Based on the analysis of empirical data, the author concludes that the priority innovative projects of national libraries cooperation are focused on provision of remote access to the most complete volume of document collections available in the CIS countries; these projects increase satisfaction of the needs of users of national libraries and the whole population in the relevant information.

The article investigates the patterns of Russian banks’ export of direct investments. The authors provide estimations of the Russian banks’ expansion outside the CIS countries based on statistical data and expert calculations. We also map the geographical presence of Russian banks and analyze their entry modes on foreign markets. Our findings suggest that Russian banks’ subsidiaries outside the CIS countries act as financial intermediates between Russian and foreign markets, their role as intermediates on local financial markets is still poor.

Abstract Although research of intra-industry trade (IIT) has been intensive in the last several decades, the empirical literature focusing on this phenomenon in the Western Balkans countries remains limited, especially in agricultural sector. Aiming to contribute to the existing literature, the paper analyses patterns and country-specific determinants of IIT in agri-food products between Bosnia and Herzegovina (BiH) and the European Union (EU) during the period of their mutual trade liberalisation (2008-2018). The analysis employs Grubel-Lloyd indices and Greenaway-Hine-Milner methodology for measurement of IIT, and applies an econometric panel data model using a Poisson Pseudo-maximum likelihood approach in order to estimate effects of IIT determinants. The findings suggest that intra-industry agri-food trade of BiH with the EU is of low intensity and mainly of vertical nature, viewed totally and bilaterally. We found significant positive effects of trading countries’ sizes, common border and history on IIT, and negative effects of the geographic distance and differences in agricultural productivity.

The article presents the author’s analysis of constitutional texts, regulations and analytical materials of the countries of the Commonwealth of Independent States in order to consolidate in them the consolidated powers of the chambers of parliaments associated with the implementation of food security. Analysis of legal acts of the studied group of states showed that the sphere of food security (as part of the agrarian and food sphere/function) is one of the eventual spheres of interaction between the chambers of parliament. In the course of the study, two approaches of states to the formalization of provisions related to food security in constitutional texts were identified. The first approach is to consolidate norms that indirectly affect the field of food security (Belarus, Kazakhstan, Russia); the second - in the absence of such provisions (Tajikistan and Uzbekistan). It has been established that the interaction of the chambers of parliaments in the field of food security is implemented through the adoption of laws, as well as through various parliamentary events (parliamentary hearings, round tables, seminars, meetings, etc.). It is concluded that the available options for interaction between the chambers of parliaments of states in the field of food security reflect their independent approaches, which are developed on the basis of legal doctrine and practice.

The article discusses the main directions and forms of adaptation of agricultural production experience to integration into digital platforms for the functioning of the agricultural sector. The informational and statistical basis of the study is determined; a circle of modern research centers that deal with the use of digital technologies in the agricultural sector is outlined; the technologies used in the agricultural sector are classified based on the cliometric approach, that demonstrated by analyzing the yield of grain crops in Russia from 1850 to 2019. Digital platforms for the functioning of the agro-industrial complex are highlighted, allowing to implement areas and forms of adaptation of agricultural production experience to integration into them. Concrete recommendations are given on the use of digital technologies in the field of agricultural production from the standpoint of increasing the competitiveness of agro-food products.

The article highlights the problems and prospects of human development, which is the basis for the long-term strategies of social and economic growth of different countries and regions at the present stage. Submitting strategies of this type provides an opportunity to focus on individual empowerment and to build a favorable environment for effective management decisions in the field of forming, maintaining, and restoring human potential. The analysis of the Vinnytsia region human potential dynamics in the regional system of social and economic development factors was carried out. Application of generalized assessment of the regional human development index components allowed the identification of the main trends that characterize the formation of human potential of the territory, including the reproduction of the population, social environment, comfort and quality of life, well-being, decent work, and education. The article emphasizes that despite some positive changes in the social and economic situation of the region and in assessing the parameters of its human development level relative to other regions of Ukraine, Vinnytsia region is now losing its human potential due to negative demographic situation and migration to other regions and countries. The main reason for such dynamics is proven to be related to the outdated structure of the region's economy, the predominance of the agricultural sector, the lack of progressive transformations in the development of high-tech fields of the economy. An important factor is the low level of urbanization of the region, which leads to the spread of less attractive working conditions and less comfortable living conditions. The key factors that cause the growth of urbanization in the region have been identified, including the significant positive impact of the transport and social infrastructure expansion, the lack of which in rural areas leads to a decrease in the level and comfort of life. Without progressive structural changes in the economy and the resettlement system, the loss of human potential will continue.
