This chapter offers an account of developments on the Kansas side of the border, focusing specifically on the rise of the Shawnee Mission School District. Johnson County became known for the high quality of its schools and attracted the greatest concentration of college-educated adults in the area. This came to represent a significant advantage with respect to the performance of local schools. The district encountered difficulties, however, in achieving consolidation, as wealthy patrons in fashionable communities rejected proposals to join with less-affluent residents in other parts of the area. An act of the legislature eventually forced creation of the district—the only one in the state to require this step. This episode reflected the effects of localism within the suburban context, where status distinctions between communities could make common interests difficult to recognize or acknowledge.

The performance of adversarial dialogue generation models relies on the quality of the reward signal produced by the discriminator. The reward signal from a poor discriminator can be very sparse and unstable, which may lead the generator to fall into a local optimum or to produce nonsense replies. To alleviate the first problem, we first extend a recently proposed adversarial dialogue generation method to an adversarial imitation learning solution. Then, in the framework of adversarial inverse reinforcement learning, we propose a new reward model for dialogue generation that can provide a more accurate and precise reward signal for generator training. We evaluate the performance of the resulting model with automatic metrics and human evaluations in two annotation settings. Our experimental results demonstrate that our model can generate more high-quality responses and achieve higher overall performance than the state-of-the-art.

In a series of studies, in which 19 apparently healthy male volunteers participated, on the basis of a comparative analysis of the bioelectric brain activity and work performance, it is shown that two strategies of adaptation to the factors of monotony are possible. One of them is based on the maintenance of a high quality of activity even at the price of a considerable reduction in the functional state of the brain; the second is based on the maintenance of the functional status of the brain even at the expense of the short-term loss of control over realizable performance. The factor conditioning the long term inability to support continual high quality of performance under the conditions of monotony is a high lability in nervous processes. The resistance to the effects of the factors of monotony is connected, on the other hand, with the low lability of nervous processes with a certain predominance of excitatory processes over inhibiting processes. The electrographic correlates of the development of the state of monotony represent an increase in the EEG of an alert person of the slow spectra (theta and alpha), and also beta-2 waves, as well as a reduction in the intrahemispheric coherence of alpha-waves. These results can be used for the development of control systems for the state of the operators who work in conditions of monotony (pilots, the operators of electric trains, the operators of power plants, including atomic power plants, and others), as well as in the occupational selection of individuals for jobs involving work under such conditions.

Marketing and sales often have to work hand in hand. Therefore, several studies have investigated the drivers and consequences of the quality of cooperation between the two departments. We review empirical research on the effect of the quality of cooperation on business performance and on the drivers of the quality of cooperation, to achieve two objectives. First, we summarise the most important findings on the marketing–sales interface in a compact and structured way to give guidance to managers on how to facilitate high-quality cooperation. Second, we identify the major gaps in the literature and outline a research agenda with suggestions for future research on how to address them.

The implication of issuance of Law No. 17/ 2003 on State Finance and Law No 71/ 2010 onGovernment Accounting Standard (SAP), the state universities have to compile and present finansial statements. The purposes of this research are to investigate factors which are affectingthe quality of finansial statement, the role of effectiveness SPIP to the effect of and to identify thecharacteristic of develop a finansial statement and level of leadership supported at state highereducation in Jawa Tengah and DI Yogyakarta. Population of this research was the accountingdivision responsible for preparing financial statements in 15 state universities in Jawa Tengahand DI Yogyakarta. Assuming each division had 7 staff; questionnaires were distributed by postsand couriers to 105 staff. Data from 67 respondents (63,81%) were analyzed by path analysis byusing PLS 2.0. This study supported the role of efectivness SPIP in developing a high quality offinansial statement. The commitment and motivation affects to quality of finansial statementindirectly through efectivness SPIP. However, this research has not enough evidence to said thatcompetency affects to efectivness SPIP. The other, The results of this study tend to supportmediation hypothesis that leadership supported affects to efectivness SPIP and quality offinansial statement indirectly through competency, commitment and motivation.

Paragraphs six and eight of the Section 10 of the State Administration Structure Law determine that State administration shall regularly examine and improve the quality of public services and organize them in a manner that is as convenient and approachable to individuals as possible. In order to comply the rights of individuals to receive high quality State administration services and approachable State administration, the Section 97 of the State Administration Structure Law determines implementation of State administration service management. Nevertheless, the process of management of the State administration services has been introduced recently and is not explored much.

Работа посвящена исследованию технологических аспектов работы мастеров-ювелиров на примере двух кладов круга восточноевропейских варварских выемчатых эмалей, хранящихся в собрании Государственного исторического музея. Все предметы были разделены на основные группы по способу постлитейной обработки. Были зафиксированы следы, связанные с технической доработкой изделий и их декорированием. Финальным этапом стало сравнение полученных данных с результатами экспериментов по реконструкции ряда процессов, в том числе способов нанесения орнамента. Проведенный анализ позволяет говорить о том, что, несмотря на высокий уровень изделий, многие операции могли производиться кустарным способом. The paper deals with the study of technological aspects of the work performed by smiths based on a case study of two hoards attributed to the circle of East European barbarian champlevé enamels kept in the collection of the State Historical Museum. All items were divided into main groups based on the method of post-casting treatment. Traces associated with post-casting treatment and decoration were identified. As the final step, the data obtained were compared with the data from the experiments conducted to reconstruct a number of processes, including methods of ornamentation. This analysis suggests that, despite high quality of the items, many operations could be performed domestically.

Objective: To evaluate the quality of diagnosis and the epidemiological profile of patients with pleural tuberculosis in the state of Roraima, Brazil, in order to provide technical support for the development and implementation of public policies to combat the disease. Methods: This was a cross-sectional study designed to determine the prevalence of pleural forms of tuberculosis in Roraima between 2005 and 2013 and to evaluate the diagnostic criteria used, as well as their determinants. This study was based on secondary data from the Brazilian Case Registry Database, including all reported cases of pleural tuberculosis in the state during the study period. Diagnoses based on bacteriological or histopathological confirmation were defined as high-quality diagnoses. Results: Among the 1,395 cases of tuberculosis reported during the study period, 116 (8.3%) were cases of pleural tuberculosis, accounting for 38.9% of all cases of extrapulmonary tuberculosis in the sample. The incidence rate of pleural tuberculosis did not follow the downward trend observed for the pulmonary form of the disease during the same period. The prevalence of cases with a high-quality diagnosis was 28.5% (95% CI: 20.4-37.6%). In a univariate analysis, none of the demographic or clinical characteristics collected from the database were found to have a significant impact on the outcome (as explanatory variables). Conclusions: The quality of the diagnoses in our study sample was considered unsatisfactory. Limited access to specific diagnostic methods might have contributed to these results.

Most extensively, quickly and qualitatively this development happens in the presence of the intellectual property which is essentially changing the quality of economy, key organizational forms, leading technologies and the essence of market relations. Creation of eff ective national innovative system, which is capable «to switch on national brains» actively and extensively in economic turn and to increase steadily the budget income from high technologies, in essential measure depends on existence at the state level of high-quality strategy in the sphere of intellectual property.

In this chapter we explore the connection between taxation and quality of government. Taxation represents an important interaction between citizens and the state, thus the way in which tax policies are organized has important implications for the quality of government. The first part of the chapter describes three different perspectives on quality of government: The first relates to administrative impartiality, the second to state size and economic growth, and the last to democracy. It then explores how each perspective holds distinct prescriptions for the design of tax policy. The latter part of the chapter applies the conclusions on the three perspectives to discuss exemplary cases of each over different historical periods. It concludes with a discussion of path dependence and the difficulty of maintaining a high quality of government in the long run.
